Oracle today announced it was cited as a
leader, receiving the highest scores for both Current Offering and Strategy in the Nov. 7, 2005,
"Forrester Wave: Enterprise Applications Software Licensing: Complexity, Q4 '05." Oracle was
the only company to achieve leader status in the complexity area and scored well against a broad
set of criteria.
According to the report's author, Forrester Senior Analyst R. "Ray" Wang, "Oracle has
emerged a leader in Enterprise Applications Software Licensing policies by creating the right
balance between capturing the complexity of business requirements while balancing the
flexibility in software lifecycle ownership policies … Oracle is the top choice in accommodating
complexity and a leading contender in delivering simplicity in licensing metrics." The report
states that since 2000, Oracle has been a pioneer in disclosing its price lists and licensing policies
publicly on the Web.1
The inaugural report rates applications vendors in two paradigms: simple licensing
metrics with flexible licensing policies and advanced licensing metrics with flexible licensing
policies. Working from its independent labs and using vendor research, Forrester used
approximately 65 criteria to evaluate the software licensing policies of leading applications
vendors and how those meet the changing requirements of their customer base.

licensing options to meet their specific requirements," said Oracle Vice President of Global
