For the fourth quarter of fiscal year 2006, new license revenues were also up 20% on the fourth quarter 2005 as the region saw increased demand from a broad span of industry sectors, in particular public services, financial services, retail and telecommunications, as well as the small, medium enterprise market. Expansion in the region. Oracle has expanded its operations in the EMEA region in Fiscal 2006. In December 2005, Oracle opened support offices in Oman as part of its increased presence in the Middle East. In April 2006, Oracle approved plans to open offices in Azerbaijan and Belarus to help governments and industries in these markets use technology to help build strong economies. Oracle has over 75,000 technology customers and over 8,000 applications customers in EMEA.

Strategic acquisitions to support customers. In fiscal year 2006, Oracle made several key acquisitions as part of its policy to offer its customers the most innovative and comprehensive set of solutions for their needs. Leadership in the EMEA region. According to the latest Gartner report "market share: database systems software market, EMEA, 2005" (dated 20th June, 2006) Oracle is the number one supplier in the EMEA region in the relational database segment (RDBMS) with 48.3% market share.

According to the report, the RDBMS segment continues to be the engine for growth, at 6.7%, accounting for 84% of the total database management systems (DMBS). Overall, the DMBS market 5.8% in EMEA, totalling 4.7 billion Euros.

Oracle Grows Partner Network in EMEA. Oracle has over 10,000 partners in the EMEA region, and every day 3 new Partners join Oracle to take advantage of the range of products and services, and the partner care programs that will make them successful. In fiscal year 2006, the Oracle Partner Competency Centre delivered 35,000 online training courses, 40,000 instructor-led training days, and over 62,000 users accessed the Oracle PartnerNetwork. In support of the European Software Industry, Oracle has established an Innovation Award. Winners of the award this quarter were Mi-Services, a UK-based subsidiary of Business & Decision; Fujitsu Siemens Computers; and Equilybra of Italy.

Oracle in the Community. Oracle provided $820 million USD in software grants to education institutions in 51 countries in the EMEA region where over 303,000 students are touched by our education initiatives. The Oracle Education Foundation, an independent, philanthropic organization funded by Oracle, launched its Think.com program, an educational environment for elementary students and teachers, in Austria, Belgium, Ghana, Kenya, Lesotho, Luxembourg, Mali, Qatar, and Romania, and its Oracle Academy in Serbia and Montenegro.

Additionally, Oracle Database, Oracle Application Server, and Oracle Real Application Clusters will enable round-the-clock, uninterrupted availability of business applications and efficient use of hardware. "With Oracle BPEL Solution, AR Telecom is assuring a Service-Oriented Architecture in a standards-based manner. With this solution we believe we will win better agility and faster decision-making. Today, business requirements change fast and with Oracle BPEL we can quickly respond to any of those changes, reducing costs and risk to diverse IT environments," said Luís Sousa Machado, IT Director, AR Telecom.
