Liaoning Netcom Extends Use of Oracle® Communications Billing and Revenue Management to Support Rapid Business Growth

  • Oracle today announced that Liaoning Netcom Co., Ltd, the largest fixed-network carrier in Northeast China, has extended its use of Oracle(r) Communications Billing and Revenue Management to rapidly deliver innovative service offerings and bundles.
  • Liaoning Netcom is a large, state-owned communications enterprise under the administration of China Netcom (Group) Co., Ltd. With a complete communications network, diverse businesses and high-quality services, the company has established the largest customer base in the Liaoning province, including nearly 11 million fixed-line users, more than 4.1 million Personal Handy-phone System (PHS) customers and more than 2.1 million broadband subscribers.
  • China's communications industry has developed rapidly and is experiencing exponential customer growth, requiring service providers to seek agile and scalable IT systems that drive service innovation and provide a superior customer experience. Since 1999, the service provider has leveraged Oracle Communications Billing and Revenue Management to offer a convergent, real-time billing platform for existing broadband services, as well as next- generation network services.
  • The application's scalable, multi-service capabilities have enabled Liaoning Netcom to consolidate billing data and improve visibility into customer information across service offerings. As a result, the company has been able to realize and maximize revenues from new services more quickly, while minimizing fraud and revenue leakage. In extending its use of Oracle Communications Billing and Revenue Management, Liaoning Netcom expects to further enhance its ability to deliver personalized billing options and quality services to customers, maximizing value for its customers and partners.
