NSW Office Of State Revenue Banks on Open Source for Mission Critical Applications

- The New South Wales Office of State Revenue (OSR) has selected Oracle Database and Real Application Clusters running Red Hat Enterprise Advanced Server on Dell PowerEdge 6450 and 2650 servers to support its mission-critical applications.

The solution will provide a highly available and reliable infrastructure that supports the OSR’s annual transactions, worth in excess of $13 billion. This initiative represents a significant milestone for Linux-based enterprise environments and makes OSR one of the first organisations in Australia to implement enterprise-class business applications on Oracle Database and Oracle Real Application Clusters on Red Hat Enterprise Linux, powered and backed by Dell.

The OSR, one of two offices that comprise the NSW Treasury, administers State taxation and fines, collects annual revenues of over $13 billion per annum, and pays $300-$500 million annually in claims, grants and subsidies, such as the First Home Owner's Grant. It also develops policy and implements related legislation in areas such as Land Tax, Payroll Tax, Stamp Duties and Fines.

The OSR required an architecture that would provide 24/7 availability for its e-commerce services and remote service delivery capabilities for its geographically scattered offices throughout NSW. It needed a scalable platform on which to deploy applications quickly, simply, securely and for a competitive price. It also faced the challenge of managing a large complex heterogeneous site comprising of Sun, Windows, NetWare and Red Hat servers.

The OSR chose to implement Oracle Database and Oracle Real Application Clusters on Red Hat Enterprise Linux on Dell PowerEdge servers backed by a Dell/EMC SAN, as it provided an integrated and complete database, hardware, operating platform and storage solution - an alternative proving attractive and affordable for enterprise organisations. Combined with the scalability of Oracle Database and Oracle Real Application Clusters, the Office of State Revenue can expect to benefit from significant cost savings, simplified systems management and improved availability of its mission critical applications.

According to Mike Kennedy, CIO for the OSR, Oracle Database and Oracle Real Application Clusters will initially support OSR's core taxation system, which transacts over $13 billion annually. This includes transactions for land tax, payroll tax and stamp duties completed over the web or at OSR branches. The robust and scalable infrastructure provided by Oracle, Red Hat and Dell, has become the foundation for all OSR's internal Oracle Databases and the hub of its e-commerce initiatives.

"Having already used Oracle on Linux technology for over four years, we were confident that Oracle Real Application Clusters on Red Hat Enterprise Linux would deliver the 24/7 availability required for our critical systems. As we expand our electronic service delivery offerings, system availability has become an increasingly important issue," said Kennedy.

Dell PowerEdge 2650s and 6650s, backed up by a Dell | EMC SAN, were also chosen based on scalable performance and redundant features for availability.

The OSR works in a very dynamic, customer driven environment, which needs a flexible agile technology platform. "Part of our ongoing strategy is consolidation and part of that is standardisation. We have 12 to 15 servers supporting our mission critical databases and we want to consolidate all these onto one platform. The easier a systems environment is to manage, the quicker it is to implement necessary change," says Kennedy. "We have seen up to 84% performance improvements in our batch and online processing since implementation."

Another compelling factor that drew OSR to Oracle Real Application Clusters on Dell was a pre-tested, pre-configured solution that ironed out many of the integration issues in advance. Oracle Database and Oracle Real Application Clusters on the Linux operating system can be auto-installed using the Dell|Oracle Best Practices Deployment CDs reducing complexity and lessening infrastructure implementation risks. Total cost of ownership is also reduced through decreased annual support and maintenance, administration and operational costs.

"We were offered a scaleable high availability platform at a relatively low cost from companies that are leaders in their respective marketplaces," said Kennedy. "In terms of what Dell and Oracle are trying to do coupling the application and the hardware, I think it’s spot on and exactly what many enterprises want today."
