China Central Party School Expands Distance Learning For Senior Officials With Oracle-based Content Management Solution

Leading China Government Education Institution Deploys Oracle Collaborative Content Management Capabilities to Improve Distance Learning Services and to Reduce IT Cost

Hong Kong, March 19, 2004 - Oracle Software Research and Development Center (Shenzhen) Co. Ltd (“Oracle China Development Center’) today announced that China Central Party School (CCPS) has successfully deployed a new content management system using Oracle Database and Oracle Application Server as part of its infrastructure upgrade program designed to enhance the education and training of senior government officials.

Implemented by StarCapital China Ltd., an Oracle PartnerNetwork Partner, one of China’s leading distance learning solutions and consulting services firms, the new Oracle-based content management system will enable CCPS to meet the government’s objective to expand distance learning class programs and materials to students nationwide using CCPS’ satellite broadcast system.

Leveraging the facilities and expertise at Oracle China Development Center, StarCapital was able to deliver a distance learning and content management solution to the CCPS that allowed CCPS to utilize all of its online content to create customized programs for its students around the country.

The Oracle China Development Center in Shenzhen opened in June 2002 under Oracle’s Golden China initiative to support commitment, partnership and localization by developing Oracle solutions for companies and institutions in China. With the Oracle infrastructure software, the Center demonstrates the value of Oracle-based centralized, secure content management in quickly organizing a huge amount of educational material, specifically tailored for Chinese content.

Using Oracle Database, Oracle Application Server and Oracle Collaboration Suite as the core platform, the new system provides a single digital repository for the electronic versions of all CCPS distant learning content, including video, audio, books, courseware, and class materials. The new system has already stored more than 3 terabytes of such content.
