Oracle Establishes First Competency Center In China For
Independent Software Vendors

New Shenzhen Software Park facility to spur development of
China's software industry

Hong Kong, October 13, 2004 - Oracle China (registered as Beijing Oracle Software Systems Co., Ltd.), today announced the opening of its first Competency Center in China for independent software vendors (ISVs). The Center, located in the Shenzhen Software Park, aims to attract and groom software development expertise and help spur the overall growth of China's software industry.

The new Center will support local ISVs and provide free porting, testing and migration services from third-party solutions to Oracle Database and Oracle Application Server in a secure facility. By doing so, the Center aims to help local ISVs further develop their applications to meet the standards for global distribution. The Centers services will be available free of charge to qualified ISVs.

An economic hub in Southern China, Shenzhen is home to more than 400 software firms, and remains at the forefront of China's rapidly expanding software industry. With the backing of the Shenzhen Municipal Government, Shenzhen Software Park has been officially designated by the Ministry of Science and Technology as a "National Torchlight Project Software Industrial Base". The local Government has played a key role in driving IT development in the Shenzhen Special Economic Zone through the Park. In 2003, the enterprise software output value of the Shenzhen Software Park was over RMB20 billion, representing one-eighth of the national software revenue.

"The establishment of the Shenzhen Software Park Oracle Competency Center will not only bring the world's most advanced software development skills, application technologies and solutions to software enterprises in Shenzhen, it will also promote the development of the IT industry in the Guangdong Province, and the South China region as a whole," said Mr. Wang XueWei, director of the Shenzhen Science and Technology Information Bureau.

China's software industry is one of the fastest growing sectors of the economy. Key drivers in the industry include the rapid rise of Linux spurred on by Government endorsement of open source software. Software exports are already growing rapidly. In 2003, the total export revenue of the Shenzhen Software Park's enterprises reached US$500 million making up 25% of the nation's total software exports. As a result, China's ISVs will need to quickly adapt to international software standards. In parallel, the market for embedded software is also expanding rapidly in part because of the large number of consumer electronics device manufacturers in the country.

"By opening this facility, we aim to give China's ISVs the tools and pool of expertise they need to enable successful migration from legacy systems to Oracle-based solutions, especially in testing and training ahead of actual implementation," said Arics Poon, managing director of Oracle South China and Hong Kong. "Over 90% of our business in China is done through local business partners, among which ISVs are a major group. The establishment of the Shenzhen Software Park Oracle Competency Center forms a key cornerstone of Oracle's Golden China Initiative and further cements our policy of localization and strengthening ties with local partners."

Mr. Zeng GuoZhong of Shenzhen Software Park said, "Through the establishment of the Oracle Competency Center, we can help software enterprises improve their technology development capabilities and gain new competitive advantages in markets both at home and abroad."

The Shenzhen Software Park Oracle Competency Center will be equipped with the most advanced development environments' including Oracle Database, Oracle Application Server, as well as Oracle JDeveloper and the Linux Operating System. When the Center is put into use after construction is completed, it will offer the following services to local software enterprises:

  • A technical environment for software development and testing, and related consultation, guidance and technical support;
  • Technical training seminars for software enterprises in accordance with Oracle's special training projects and plans for its partners;
  • Seminars and solution promotions for products from Oracle and its partners.

Oracle China will also be responsible for the Center's daily operation and management and will provide on-site technical support, service consultations, software maintenance and coordination of hardware maintenance for the daily operation of the Center through full-time staff.
