Income Tax Department Opts for Oracle® To Enable e–Delivery Of Taxpayer Services
• Chooses Oracle to consolidate its complete IT infrastructure, nationwide – one of the largest e–governance projects in India
• To
increase efficiencies by setting up a single National database &
and upgrading its existing, custom–developed, two–tier IT architecture
to a 3–tier mode architecture
• To complete set–up and become operational in the service of the people by December 2006
New Delhi, March 28, 2006:
The Income Tax Department, Department of Revenue – Ministry of Finance,
Government of India, has selected Oracle to drive its e–delivery of
taxpayer services project across the country. The Income Tax Department
has chosen Oracle Database and Oracle Fusion Middleware as the platform
to develop a single National database, based on a 3–tier mode
architecture to increase efficiencies and improve citizen services.
This
was announced by Mr. V S. Mathur, Director General (Systems) Dept of
Income Tax in the presence of Adaire Fox–Martin, Vice President
–Government, Education and Healthcare, Oracle Asia Pacific and S P S
Grover, Senior Director – Government, Education and Healthcare for
Oracle India
The e–Delivery of Taxpayer Services
Project is an initiative of the Ministry of Finance and is one of the
largest e–governance projects undertaken by the Government of India.
The project is scheduled to be operational by December 2006.
To
be completed in two phases, Oracle will consolidate the existing 36
regional databases into a single national database. All 745 Income Tax
Offices in 510 cities will be linked to this single national database.
Oracle will also upgrade the Income Tax Department’s existing,
custom–developed platform from a two–tier IT architecture to a
three–tier mode architecture. This single consolidated database based
on a three–tier architecture, will replace the Income Tax Department’s
current client–server architecture.
The Income Tax
Department’s single national database consolidation and
e–delivery of taxpayer services project is one of the most important
developments for Phase III of the national e–goverance program,
which is currently being implemented to drive e–governance. Phase III
includes the implementation of a National Computer Center – complete
with Business Continuity and Disaster Recovery sites, an All India
Virtual Private Network of all Income Tax offices, and the migration of
customized applications software to enable about 13,000 users to work
on single national database.
With its
implementation of the Oracle Database and Oracle Fusion Middleware, the
offices of the Income Tax Department will be connected to the National
Data Center on a common centralized database. This will enable faster
processing of returns, and increase in efficiency and collections
besides providing computing capacity to handle the projected workload
up to 2010–11.
Speaking on the occasion, Mr. J.G.
Pendse, Member – Investigation Income Tax Department, said, “We
have undertaken a decisive step towards centralization of IT services
for improved process efficiencies. The e–Governance initiative of the
Department of Income Tax is one of the largest e–governance projects of
the Government and will serve to highlight the benefits of e–Governance
across the country. Once the project is operational, we will be able to
improve the response time for the Department while creating a simpler
and easier tax interface for the citizens.”

The project
involves deploying the Oracle Database Enterprise Edition, Oracle Real
Application Cluster, Oracle Partitioning Option, Oracle Diagnostic
Tool, Oracle Tuning Pack, Oracle Internet Application Server Enterprise
Edition and Oracle Internet Application Server Standard .
