Quistor and Oracle Launch First e-Learning BPO partnership

by Alison Weiss, August 2007

Savvy companies are always seeking ways to maximize efficiency and improve profits, and many are looking to business process outsourcing (BPO) to help achieve these goals.
A new agreement between Oracle and partner Quistor will maximize the payoffs of BPO with Quistor's Learning BPO solution based on the Oracle iLearning technology. The new relationship breaks new ground in the BPO arena because it is the first e-Learning BPO agreement for Oracle.

Typically, BPO involves shifting some of an organization's repeated non-core business processes to an outside provider to achieve cost reductions and improve service quality. It's appealing because the end result is that companies can focus on the potential of their core business. According to 2007 industry figures from Gartner, the BPO market is expected to grow from $128.8 billion in 2005 to $191.3 billion in 2010. While the most mature BPO markets are human resources and payroll services outsourcing, new BPO opportunities are emerging such as e-learning.

Tibor Beles, Vice President, Global BPO at Oracle believes there is great potential in the e-learning management BPO market niche. "For BPO providers, the key for success is exploring opportunities, new processes, and identifying new services opportunities,” he says. “Quistor is addressing an attractive niche market with a competitive solution. It's good to have a partner is this space."

According to Henry Barenholz, Vice-President of Commercial Affairs at Quistor, the Quistor eLearning BPO platform is based on Oracle's iLearning technology, which integrates seamlessly with Oracle E-Business Suite and other Oracle HCM applications. Quistor's services include the hosting of Oracle iLearning, training administration, content development, technical support and guidance of the entire training process. The solution is cost effective and flexible, allowing existing customer content to be integrated and played on the platform.

Also, by outsourcing the transactional operations of learning, customers have the time and resources to manage the strategic part of training such as competence management and performance management. "The speed to market to roll out training courses or communications or compliance issues that are relevant with mergers and acquisitions have never been able to be so quick as with this solution," Barenholz says.

Barenholz indicates that response to the Quistor eLearning BPO platform has been extremely positive since its introduction in spring 2007. As an outsourced solution, the platform uses one of the most well-known e-learning products, but since the payment model is pay as you go, pay as you grow, customers can start smaller with a smaller financial investment and then expand as needed.
