The framework in WebCenter Portal is a modern portal framework that extends the capabilities of traditional enterprise portals in five very important ways:

The flexible, reference-based Navigation Model provides a powerful way to define your portal’s navigation structure. Portal user interfaces built on top of the Navigation Model can use the latest modern lightweight UI paradigms, including HTML5, CSS, JavaScript, and more.

The WebCenter Portal's personalization engine provides a declarative way to build dynamic, personalized portals and sites.  The personalized experience can range from the content to the user interface to business processes.

The framework in WebCenter Portal provides sophisticated Content Integration capabilities, including in-context editing and authoring of Site Studio and HTML content, content driven navigation, and content work flows.

Oracle Metadata Services (MDS) delivers common enterprise metadata services that provide a revolutionary way to store all portal resources, customizations, and mashups in one shared location, giving business users and administrators full power to customize them at run time.

The Portal Administration Console allows portal administrators to manage portal resources including pages, navigation models, resource catalogs, templates, and skins. Administrators can also manage the content residing in the content server, register portlet producers, manage polls, users, and roles.
The framework in WebCenter Portal is available as an extension to Oracle JDeveloper, which provides an integrated development environment for composite Java EE applications, business processes, BI applications, and enterprise portals.
