An end user can gain access to unintended resources.
A problem was identified that could potentially cause a security vulnerability in certain versions of WebLogic Portal. A patch is available to correct this problem (see Section II). Oracle treats potential security problems with a high degree of urgency and endeavors to take appropriate steps to help ensure the security of our customers' systems. As a result, Oracle strongly suggests the following actions:

Sites that operate in a WebLogic Server clustered environment and use WebLogic Portal entitlements to manage WebLogic Portal resources are susceptible to this vulnerability. If an administrative user changes a WebLogic Portal entitlement policy on a managed server while the Administrative Server is down, the policy change may not be successfully propagated to the other managed servers in the cluster.
This patch resolves the issue by preventing entitlement policy changes when the Administration server is down.
The following versions of WebLogic Portal are affected by this vulnerability
WebLogic Portal 9.2 on all platforms.

Oracle strongly recommends the following course of actions.
WebLogic Portal version 9.2
- Use the Smart Update tool to install the patch for CR293511.
WebLogic Portal 9.2 Maintenance Pack 1 will include the functionality in this patch.
