There is no in-place upgrade available. To install Oracle SQL Developer 2.1 download the file and unzip into an empty folder. Select the "Use folder names" checkbox when unzipping the file. A Check for Updates facility is available to install third-party database drivers, if required.

You can migrate your settings from Oracle SQL Developer 1.2.1. or Oracle SQL Developer 1.5.x. See the Release Notes 2.1 for more details.

NOTE: Oracle SQL Developer 2.1 is shipped with JDK1.6_11. However, you can connect to and use any JDK 1.6.11 or above. To use an existing JDK, download the zip files listed below "with JDK already installed."

NOTE: Do not use the latest MySQL driver 5.1. Use the 5.0.4 drivers for MySQL.

To install and run:
   - Ensure you have a JDK installed, if not, download here (See Note)
       (click the Download for JDK 6 Update <xx>, where <xx> is the latest update)
   - Download the file above
   - Extract sqldeveloper.zip into any folder, using folder names
   - Within that folder, open the sqldeveloper folder
   - Double-click sqldeveloper.exe
