Challenges

A word from CHU de Rennes

  • “Thanks to Oracle Essbase, our controllers are self-sufficient in developing business intelligence applications to monitor changes and enhancements to standard hospital activities.” – Rachel Galodé, Business Intelligence Information System Coordinator, CHU de Rennes

  • Better manage the facility’s medical activities, budgets, and balance sheets
  • Oversee and submit the center’s forecast revenue and expense statement, which the French government uses to monitor budget and accounting practices of the country’s public health establishments
  • Provide data entry and reporting tools for the valuation of hospital treatments and services, and communicate this information to the management team and medical supervisors
  • Enable hospital administration to better track budgets in accordance with the National Health Agency’s financial objectives
  • Integrate reporting systems of major emergency medical services, and provide consistent management reports on their operational activities, such as number of incoming calls, regulated files, and number of interventions

Solutions

Oracle Product and Services

  • Used Oracle Essbase to develop seven budget planning and monitoring applications focused on the valuation of medical services and surgical interventions, client billing, statements of revenues and expenses, workforce management, and key performance indicators for emergency departments
  • Enabled controllers to independently develop business intelligence applications and better calculate valuations for medical activities, such as consultations, surgical operations, and imagery examinations
  • Improved the budget control cycle, enabling financial controllers to revise the forecast revenue and expense statement three times a year, rather than just once yearly when done with Excel, to better estimate revenues while factoring expenses for employees and materials
  • Provided 18 forecast reports and budget indicators to doctors and department heads on a monthly basis, via a dedicated web portal, enabling them to better monitor medical activities
  • Gave emergency medical services, in less than one minute, access to reliable reports on the number of emergency physicians available for interventions while accessing key performance indicators on the number of emergency calls; average response times; and regulated case rates per hour, day, week, and month—thanks to Oracle Essbase
  • Gained the ability to better assess patient service quality, thanks to improvements in training, and personnel assignments
  • Laid the foundation for the development of new quality indicators on nosocomial disease rates, patient claims, and complaints—to optimize patient relationships, strengthen the hospital center’s image for quality, and reduce operational inefficiencies

Why Oracle

“We chose Oracle Essbase for its performance of multidimensional analyses that meets our hospital activity valuation goals, and for its ease of use, which enables our controllers to independently develop budget and report applications,” said Rachel Galodé, business intelligence information system coordinator, CHU de Rennes.“We chose Oracle Essbase for its performance of multidimensional analyses that meets our hospital activity valuation goals, and for its ease of use, which enables our controllers to independently develop budget and report applications,” said Rachel Galodé, business intelligence information system coordinator, CHU de Rennes.

Implementation Process
