Hessische Zentrale für Datenverarbeitung (HZD) provides IT services and solutions for local government organizations in the German state of Hessen. HZD’s customers include Hessen’s police, traffic, and environment departments, and many smaller government agencies for whom it hosts systems, manages storage and security, and builds custom applications.
HZD wanted to accurately assess the deployment and usage of its three-year Unlimited License Agreement (ULA) for Oracle Database and streamline the end-term declaration before entering into a new ULA. Oracle License Management Services provided usage measurement tools. After internal evaluation and adjustments to meet its security requirements, HZD implemented the scripts at its own data center and at customer sites, environments that ranged from small data repositories to complex, virtualized environments. Oracle License Management Services’ automated tools replaced a lengthy, manual discovery process that required each customer to enter usage data in a spreadsheet and submit it for central consolidation. HZD’s users were initially reluctant to switch from a familiar process to a new one but were quick to adopt the automated, user-centric tools, which simplified reconciliation and gave them greater visibility into their Oracle Database use.
During the three-month engagement, Oracle License Management Services consultants assessed how HZD and its customers were using Oracle Database, options, and enterprise management packs and advised that switching from a Named User Plus license agreement to a processor-based license metric would be more cost-effective. Processor-based licensing would also give HZD greater deployment flexibility and simplify future usage tracking.
HZD signed a three-year processor-based ULA for Oracle Database, based on the usage data calculated during the assessment. The organization plans to re-use the Oracle scripts when it conducts a midterm license assessment to compare actual usage against the business case and ensure it is using its license assets strategically to maximize benefit to itself and its customers.
HZD wanted to replace a traditional, time-consuming discovery and reconciliation procedure with a streamlined, automated process that would deliver greater accuracy and visibility with less effort.
