Hunan Social Insurance Management and Service Bureau provides guidance and manages all pension insurance-related activities, such as processing or terminating social insurance payments made to rural farmers, businesses, and government employees in China’s Hunan province. The Social Security Department of Hunan Province manages the bureau.
From 2006 to 2010, Hunan Social Insurance Management and Service Bureau began to centralize its municipal social insurance database. In 2011, the bureau began to consolidate its database platform for Hunan province after the launch of China’s 12th, five-year plan. The project’s goal was to centralize pension insurance data relating to company employees and rural farmers on the provincial level.
After considering the functionality and expert reviews of various solutions, Hunan Social Insurance Management and Service Bureau selected Oracle Exadata Database Machine because it provides an integrated hardware and software solution. Its extreme performance and lower cost of ownership were important factors in the decision process.
“We considered other vendors, including IBM, but they primarily offered mainframe and micro-computer solutions. Oracle Exadata is the most cost-effective hardware and software solution that offers extreme OLTP performance and enables us to accelerate processing speeds for large and complex pension insurance data,” said Tang Wangjing, deputy director, general of business guidance department, Hunan Social Insurance Management and Service Bureau.
Hunan Social Insurance Management and Service Bureau went live on Oracle Exadata in June 2013.The data migration included data from the pension insurance management application for provincial government, financial management application for company employees in Hunan Province, pension insurance application for company employees in Changsha City, new rural farmers’ pension insurance application for Hunan Province, and other applications.
“We migrated Hunan provincial government data in just two days and gained a rapid return on investment,” Tang said.
