Los Angeles County Metropolitan Transportation Authority Manages US$40 Billion Improvement Program

Los Angeles County Metropolitan Transportation Authority (Metro) serves as transportation planner and coordinator, designer, builder, and operator for one of the country’s largest, most populous counties. More than 9.6 million people—nearly one third of California’s residents—live, work, and play within its 1,433-square-mile service area.

Challenges

A word from Los Angeles County

  • “Oracle’s Primavera applications give us centralized access to accurate, up-to-date, and comprehensive project management data across our entire program. We can make more informed decisions, provide timely reporting and maximize efficiencies as we continue to manage a high volume of major rail construction projects.” – Brian Boudreau, Executive Director, Program Management Oversight, Los Angeles County Metropolitan Transportation Authority

  • Replace disparate systems with an integrated solution to handle the volume of projects the agency would take on with Measure R—a US$40 billion program to improve mobility in Los Angeles through rail, highway and street improvements
  • Provide integrated document, cost, and change control capabilities to ensure contract management data accuracy
  • Improve data transparency and visibility across all projects in a centralized system, minimizing dependence on spreadsheets and enabling analysis to optimize resources and funds
  • Provide timely project delivery updates for the board of directors as well as taxpayers

Solutions

  • Worked with Oracle Partner DR McNatty to architect an Oracle solution, including upgrading to Oracle’s Primavera P6 Enterprise Project Portfolio Management and adopting Primavera Contract Management, CM13, to prepare Metro for the upcoming growth in projects with Measure R
  • Moved from desktop-based applications to a centralized Web-based system—reducing Metro’s dependency on spreadsheets and increasing staff efficiency, saving an expected US$1.5 million over a period of 10 years
  • Automated contractor document submissions through a Web interface into Oracle’s Primavera Contract Management, saving an expected US$2.5 million over ten years and allowing Metro staff to focus more on quality control
  • Reduced the time needed to manually prepare cash flow information in spreadsheets from two weeks to instantly, enabling the agency to make more timely decisions on funding and the priority of certain projects
  • Reduced error checking due to disconnected contractor schedules, saving an expected US$750,000 over 10 years
  • Improved accountability by making status of requests for information and submittals visible to all users
  • Eliminated manual reports by utilizing Web automation, providing month end information 29 days earlier and saving an expected US$1.25 million in staff time over ten years
  • Implemented EcoSys Enterprise Planning & Controls software to integrate the Primavera applications with Oracle Financials for real-time financial data
