    Location:  Seoul, Republic of Korea

TONG YANG Group was founded in 1957. It consists of 29 subsidiaries, a nonprofit foundation, and a human resources development center. TONG YANG Group’s manufacturing subsidiaries are the main force behind its growth, generating stable revenue by producing specialized products, such as cement mixes and synthetic fibers, as well as generating environmentally friendly thermal power—one of Korea’s key industries. The group also has a number of growing financial, healthcare, and beauty sector subsidiaries, including 14 overseas corporations and nine representative offices outside Korea, with a strong focus on emerging markets, such as Cambodia, China, Indonesia, and Vietnam.

Challenges

A word from TONG YANG Group

  • “We chose Oracle’s PeopleSoft HCM, as it offered more advanced HR processes than products from SAP or other vendors. We have standardized groupwide HR processes, cut the time taken to query, verify, and compile personnel information, and can provide managers with HR data analysis in real time, rather than taking a day.” – Kim Myun-Sik, Director, HR Team, TONG YANG Group

  • Replace disparate human resources (HR) management systems at 31 subsidiaries and organizations with an integrated system to standardize HR information and processes
  • Encourage growth and new opportunities overseas, improve communication between staff, and enhance understanding of the group’s values and identity
  • Improve inefficient development and management of key personnel, to help support the group’s missions to offer the best customer products and services, provide a pleasant workplace, and act as a responsible corporate citizen
  • Enable managers to view, compare, and analyze the HR status at each subsidiary, which was difficult previously due to the lack of integration
  • Provide a stable database with real-time HR data to better support informed decision-making, business projects, and business goals

Solutions

  • Cut the time required for querying, verifying, and compiling personnel data by implementing a groupwide personnel profile system, rather than each subsidiary using a separate HR application
  • Enabled managers to make quicker and better informed strategic decisions by providing access to integrated and more accurate HR data analysis in real time, rather than taking a day
  • Improved staff employment processes by linking the HR and recruitment systems to automatically complete all appointment and employment-related tasks—such as generating new employee contracts—rather than taking up to half a day, previously
  • Gained real-time access to each subsidiary’s employee and talent management status, and standardized HR processes across the group, by querying and collecting HR data automatically
  • Reduced the time taken for HR managers to verify end-of-year tax returns, by allowing employees to enter their own deductible items
  • Deployed staff into key vacant positions more quickly by using personnel comparison and commentary features, which can also be used for future HR decisions
  • Increased staff satisfaction by using a self-service function to allow employees to update their personal details directly in the HR system
  • Determined competitiveness by reviewing each subsidiary’s yearly labor productivity and growth trends and comparing them with data from its main competitors
  • Enhanced visibility of executive management personnel by providing data in the main system, rather than separately, and creating a dynamic executive list containing detailed data about their business type, subsidiary, and position
  • Provided managers with better visibility of employee history and personal information, such as their age, promotion or transfer dates, and duration of employment, by using a career tracking function and presenting data in diagrams and graphs
  • Shared Group values and instilled an integrated group identity by reinforcing HR management’s strategy for fulfilling group goals using the integrated system
  • Optimized HR-related systems by linking the PeopleSoft applications with the group’s in-house staff development system and self-service system

Why Oracle

TONG YANG Group needed a system that would not only provide simple personnel management functions but also enable comprehensive HR management at an enterprise level. The company evaluated HR solutions from SAP and several local vendors but realized Oracle’s PeopleSoft would best meet its requirements.

“We chose Oracle’s PeopleSoft Human Capital Management to integrate our disparate systems, as it offered the most advanced HR processes,” said Kim Myun-Sik, director, HR team, TONG YANG Group. “We could see the applications would improve management efficiency across the group and optimize processes to help us meet our business goals.”

Implementation Process

TONG YANG Group decided PeopleSoft HCM was the best solution for its integrated HR system in November 2008.

Following an HR Innovation Project in 2009, the group implemented the HR system at its headquarters and subsidiary TONG YANG Securities Inc. in January 2010.

The enterprise HR system went live at all 29 manufacturing, financial, and service subsidiaries, as well as the nonprofit foundation and human resources development center, in November 2011.

Partner

TONG YANG Group worked with its IT services subsidiary, Oracle Partner TONG YANG Networks Co., Ltd., to implement PeopleSoft Human Resources, PeopleSoft Recruiting Solutions, PeopleSoft Payroll, and PeopleSoft ePerformance. As TONG YANG Networks is a subsidiary, it fully understood the Group’s HR system and provided suitable support.

“TONG YANG Networks was the first technology partner to deploy an integrated HR system based on Oracle’s PeopleSoft HCM and has a team that is composed of many HR experts,” said Kim. “By successfully implementing an integrated groupwide HR system that meets our needs, TONG YANG Networks has not only helped improve the group’s HR capabilities, but can also offer its expertise in PeopleSoft HCM to many other clients in the future.”
