Oracle Buys Taleo

Adds Leading Talent Management Cloud Offering to the Oracle Public Cloud

Redwood Shores, CA – February 9, 2012

Oracle today announced that it has entered into an agreement to acquire Taleo Corporation (NASDAQ:TLEO), a leading provider of cloud-based talent management for $46.00 per share or approximately $1.9 billion, net of Taleo’s cash and debt. Taleo’s Talent Management Cloud helps organizations attract, develop, motivate and retain human capital to improve performance and drive growth.

Together, Oracle and Taleo expect to create a comprehensive cloud offering for organizations to manage their Human Resource operations and employee careers. The combination is expected to empower employees and managers to effectively manage careers throughout their entire employment, enable organizations to retain talent and optimize costs, and improve the employee experience through faster on boarding and better collaboration with team members via social media.

The Board of Directors of Taleo has unanimously approved the transaction. The transaction is expected to close mid-year 2012, subject to Taleo stockholder approval, certain regulatory approvals and other customary closing conditions.

Russian CIOs Plot a Path to the Future via Smarter Use of IT in 2012, Finds Oracle and PwC Report

Research Finds 2012 Priorities for Communications Service Providers in Russia Include Major Upgrades and Insourcing of CRM Capabilities

Independent research by PricewaterhouseCoopers (PwC) into the IT priorities of Communications Service Providers (CSPs) in Russia has found that 43 percent of CIOs currently spend more than half of their operating budget on “maintenance.” That is compared to 60 percent of CIOs in the rest of the Europe, Middle East, and Africa (EMEA) region.

While that suggests Russian CIOs may be managing many of their costs more effectively than some EMEA peers, more than two thirds (69 percent) of Russian CIOs did report significant overspend related to their use of bespoke applications.

The average overspend on bespoke applications was 15 percent, while overspend on commercial-off-the-shelf (COTS) applications was 11.3 percent.

When CIOs spent less than was planned, the average cost-saving on bespoke applications was 3.5 percent compared to 11 percent for COTS applications.

CIOs believe the move toward standardization (87 percent plan to increase their use of COTS in 2012) will create greater agility and make many of the partnerships they will need to seek with content and media companies easier to switch on or off. It will also reduce the cost implications of maintaining restrictive legacy systems, which can prove an expensive and problematic overhead in a business characterized by the need to bring products and services to market quickly.

Increased use of COTS in 2012 and the associated lower total cost of ownership will allow CIOs in Russia to target more of their budget at growth activities.

Nearly three quarters (72 percent) of CIOs in Russia plan a major upgrade or replacement of customer relationship management (CRM) systems in 2012. This will free them to focus on more strategic requirements and revenue drivers such as portal and content applications.

In EMEA, 45 percent of CSPs used an average of 15 applications or more to handle CRM systems. In Russia, systems are more streamlined, with only 20 percent of CSPs using 15 applications or more.

PwC was commissioned by Oracle Communications to survey a mix of 22 communications CIOs, and CTOs in Russia, and 30 CIOs, CTOs and senior IT managers in 10 countries within the EMEA cluster, in the first quarter of 2011, to understand their IT agenda in particular with respect to COTS applications in the short (18 months) to mid-term (three years).

The survey consisted of 26 questions focused on the respondents’ current IT environment and associated budgets, key drivers and challenges for change and future IT strategies specific to COTS.

Thirty-six percent of respondents provided both mobile and fixed-line services. The rest of the respondents’ organizations were split between either a mobile provider only (36 percent) or a fixed-line provider only (27 percent).

Nearly one third (32 percent) of respondents had annual revenues of greater than US$5 billion, with 41 percent having an annual revenue of between US$1 billion and $5 billion.

Oracle today announced the general availability of Oracle Communications Network Integrity 7.1 to enable network operators to synchronize and maintain accurate, up to date information in their network inventory systems.

Increased network data accuracy is a prerequisite for network operators to significantly reduce network capital and operational costs, as well as improve service fulfillment and assurance process efficiency.

Release 7.1 provides several new capabilities, including:

Reference Integrations: Pre-integrated support for Oracle Communications MetaSolv Solution – as well as pre-existing integration with Oracle Communications Unified Inventory Management. These integrations reduce implementation time and cost, and enable existing Oracle Communications MetaSolv Solution customers to more easily deploy Oracle Communications Network Integrity 7.1 to improve the accuracy of their network data.

Assimilation: New circuit and service assimilation and discrepancy detection capabilities for channelized technologies – such as optical – to enable network operators to identify and recover stranded network assets and capacity as well as reduce leased capacity costs.

Rigorous Support for Industry Protocol Standards: This release supports the Telcordia-standard Transaction Language 1 (TL1) interface to enable discovery across a broad set of network elements. It also supports the TMF-814 interface standard, which was used to formally certify the Oracle application interoperability with Huawei’s U2000 Network Management System, demonstrating how supporting such standards can reduce the risk, time and cost of delivering integrated solutions.

Oracle Communications Network Integrity is a modular component within Oracle’s holistic solution for Network Resource Management, which enables network operators to plan, build, optimize and manage their communications networks. It may be deployed in an integrated manner with Oracle or third-party inventory platforms.

Oracle today announced that Vanderbilt University, an internationally recognized research university located in Nashville, Tenn. with more than 12,000 undergraduate and graduate students, has selected Oracle’s PeopleSoft Customer Relationship Management (CRM) to transform its outdated legacy admissions system and meet CRM needs for other campus programs, such as student life, advising and scholarship recruitment.

Vanderbilt’s legacy undergraduate admissions system, Recruitment Plus, is being discontinued. In addition, the graduate and professional schools use varying homegrown and vendor solutions, which creates inefficiencies and prevents collaboration. The administration wanted to replace its admissions systems with a CRM solution that could strategically analyze Vanderbilt’s admissions data to accurately assess all programs offered by the institution.

PeopleSoft Customer Relationship Management will enable the institution to integrate six admissions systems into one comprehensive solution. This will help Vanderbilt enhance strategic reporting, facilitate more efficient information transfer between departments and colleges and reduce complexity associated with student records integration.

By integrating PeopleSoft CRM with its current PeopleSoft Campus Solutions Warehouse and PeopleSoft Performance Management Warehouse installations, Vanderbilt will deploy an enterprise-wide recruiting, admissions and reporting solution to improve enrollment management, student selectivity, administrative and student relationships, predictive analysis, strategic assessments and student retention.

Vanderbilt recently began the implementation and expects to complete its new undergraduate admissions system in August 2012, with the graduate and professional schools to follow in August 2013. Nine of Vanderbilt’s colleges and schools, totaling approximately 300 business users, will utilize the new solution. Oracle Gold Partner Exeter Group Inc. is assisting with the implementation.

Maryland Department of Public Safety and Correctional Services (DPSCS), working with the Governor's Office of Crime Control & Prevention (GOCCP), deployed Oracle Business Intelligence Enterprise Edition to streamline access to real-time criminal justice data to help solve, reduce and prevent crime.

DPSCS – which operates 27 correctional facilities and 45 parole and probation supervision offices – working with GOCCP – a one-stop shop for resources to improve public safety in Maryland – integrated siloed systems containing information for its Divisions of Corrections, Division of Parole and State Police Gun Registry and Sex Offender Registry with Oracle Business Intelligence Enterprise Edition and Oracle Service-Oriented Architecture to create a business intelligence solution providing a single view of criminal background data.

Federal, state and local law enforcement agencies and prosecutors use the resulting centralized Web-based application – called the "Law Enforcement Dashboard" – drawing from more than 100 data sources across 22 agencies – to access accurate, timely information that helps them make fast, well-informed decisions in the fight against violent crime. With one search, they can instantly see an offender’s criminal history, photographs, open warrants, gun permits, motor vehicle status and more.

At Oracle OpenWorld 2011, DPSCS won an Oracle Fusion Middleware Innovation Award for the Business Intelligence and Enterprise Performance Management category. These awards honor customers for their cutting-edge solutions using Oracle Fusion Middleware.

To improve inter-agency collaboration, DPSCS deployed Oracle Business Intelligence Enterprise Edition in a shared services environment for other government agencies, including the Maryland State Department of Education (MSDE), which aims to improve public education, library services and rehabilitation services. Through an American Recovery and Reinvestment Act (ARRA) "Race to the Top" program grant, MSDE is moving forward with developing and implementing a statewide data system to manage and analyze individual student data using the business intelligence solution in addition to Oracle Database 11g, Oracle Real Application Clusters, Oracle Identity Management, Oracle WebLogic , Oracle BPEL Process Manager, Oracle Spatial, Oracle WebCenter Suite and Oracle Portal. The system will help MSDE improve visibility into organizational performance while enhancing operational efficiency, teacher effectiveness and student achievement.

With year one of the three-year project now complete, MSDE will use Oracle technology and applications to deliver 35 Web-based, personalized dashboards for 66,000 teachers, 6,000 administrators and 800,000 students and their parents. These dashboards will help MSDE move beyond static, paper-based or PDF reports to enable teachers, principals, parents and other education stakeholders to fully engage in their own data analysis and make more informed decisions about everything from student skill assessments to resource planning.

Oracle Health Sciences Institute, in partnership with Oracle Labs, today announced its first group of research projects, which includes initiatives with Brigham and Women’s Hospital and Harvard Medical School; the Coalition Against Major Diseases (CAMD) at the Critical Path Institute; the Human-Computer Interaction Lab (HCIL) at the University of Maryland.

The Brigham and Women’s Hospital and Harvard Medical School research team will create an IT framework that helps to extract, manage and analyze relevant data from electronic medical records and medical claims to enable causal inference and improve comparison of the effectiveness of various treatments. The team will also work to develop a repeatable approach that allows organizations to use the framework to better understand the relationships between prescription drug use and health outcomes.

The Coalition Against Major Diseases (CAMD) at Critical Path Institute (C-Path) will explore the use of Oracle Health Sciences Empirica Study On Demand to perform data mining and analysis on C-Path’s Online Data Repository. This database contains clinical data for over 5,700 patients with Alzheimer’s disease, pooled from the control arms of twenty pharmaceutical and other clinical trials. Working with the U.S. Food and Drug Administration (FDA) and European Medicines Agency (EMA), researchers hope to learn how to effectively apply advanced data mining methods and tools to gain insight that is helpful in the evaluation of efficacy and safety of new treatments for neurodegenerative diseases.

The Human-Computer Interaction Lab at the University of Maryland will expand development of a tool to facilitate the visualization of patient clinical data patterns over time, as they apply to drug safety signals in large repositories of longitudinal healthcare and claims data. Visual data has been proven to significantly improve the thought processes of researchers. As such, the newly-designed tool is expected to help accelerate and broaden adverse events analysis, leading to new insights, as well as expanded research opportunities.

Over the past six months, 17 partners have created 21 new industry- and geography-specific Oracle Accelerate solutions to help midsize businesses and organizations quickly and easily adopt Oracle’s enterprise-class applications to meet the needs of their growing businesses.

Partners have continued to innovate, creating the first Oracle Accelerate solutions for Oracle’s ATG Web Commerce and Oracle Transportation Management.

Oracle Partners Add New Applications Solutions to Meet Growing Demand for Scalable Software for Midsize Companies

Oracle Partners are seeing an increasing demand from midsize customers for technology to help increase their productivity. In response, they are delivering new innovative Oracle Accelerate solutions that help midsize organizations grow their business and streamline business operations.

New Oracle Accelerate solutions over the last six months leveraged a full range of Oracle Applications, with solutions for the Oracle E-Business Suite, Oracle’s JD Edwards EnterpriseOne, Oracle CRM On Demand, Oracle Governance, Risk, and Compliance (GRC), Oracle's Agile Product Lifecycle Management, Oracle Transportation Management and Oracle Hyperion Performance Management Applications.

Oracle Accelerate solution providers continue to expand their customer base and solution offerings, with Oracle PartnerNetwork partners creating solutions for the first time:

New North American Oracle Accelerate solution providers include Acuity Analytics, CPG Solutions, LLC, Desato, Inc., Eminent Group, Inc., FulcrumWay (Fulcrum Information Technology, Inc.) and SFCG.
