Oracle Survey Finds that Operational Siloes Hinder Effectiveness of Cloud Applications

Broad Set of Integrated, Cloud Applications Help Organizations Reduce Operational Inefficiencies and Innovation Challenges

Organizations are looking to the cloud to change not only how they buy and consume IT, but also how cloud actually impacts the business. In fact, one of the main drivers for organizations deploying cloud applications is to improve operational agility and effectiveness. To determine if cloud applications are delivering on this promise, Oracle partnered with market research firm Dynamic Markets to survey 1,355 executives from companies across the world with revenues of $65 million or more. The results showed that operational silos are often preventing organizations from realizing the promise of improved business performance and highlighted the need for a broad set of integrated cloud applications.

Today Oracle announced the results of a “Cloud for Business Managers: the Good, the Bad, and the Ugly” report, which found that the majority of businesses around the world have not yet adequately integrated their cloud applications across their business functions. Due to this, many have reported operational inefficiencies and challenges around innovation.

The independent market research report by Dynamic Markets details interviews with 1,355 senior decision makers from businesses globally. Respondents were selected from a wide range of business functions including R&D, Sales/Commerce/E-commerce, Marketing, CRM, Finance and HR.

The report found that:

Over half of respondents (54 percent) say their department has experienced staff downtime in the last six months due to cloud integration problems. In fact, departments not even using cloud apps have been affected by their colleagues that are.

Over half of businesses (52 percent) have suffered from missed deadlines and three quarters of respondents (75 percent) have had their ability to innovate impaired by poor integration of their cloud applications, which has left applications isolated from the rest of their business functions.

This is despite the fact that for the majority of businesses one of the main drivers for deploying cloud applications is to improve operational agility and effectiveness.

Key Findings

The impact of poor cloud integration on business productivity: Over half (54 percent) of businesses stated that their department has experienced staff downtime over the past six months due to cloud application integration problems, with departments not even using cloud applications among those affected. A further 54 percent said project deadlines had been missed in the past six months due to similar problems around the lack of application integration.

Application siloes proving a challenge for innovation: The vast majority (83 percent) of businesses have been prevented from getting the best out of their departmental cloud applications, with one in four blaming poor integration with other applications. Importantly, 75 percent said their ability to innovate using cloud applications has also been hindered, with one in two (53 percent) citing a lack of integration. Being unable to integrate the cloud application with other software owned by the company (36 percent) was highlighted as a particular issue, followed by being unable to customize the cloud application to meet company specific needs (33 percent).

Promise of cloud failing to materialize due to business process siloes: Over three quarters (76 percent) of businesses stated that their motivation behind deploying cloud applications was to get quick access to software, while 47 percent did it to get access to more appropriate software for their department. This contrasts dramatically with the reality of their experience and highlights the importance of getting business processes and applications out of organizational siloes.

Businesses aiming for better application integration: The good news is that the majority of businesses have recognized the need to better integrate business functions and applications. The vast majority (81 percent) of companies stated that it is important that cloud applications are fully integrated with each other and with other software in the organization. While 50 percent claim to have integrated cloud apps where they are able to access cloud data in other departments directly from within their departmental business application, one in two departments are still unable to do this.

To conform to Georgia’s “Complete College Georgia” plan, which seeks to increase the number of Georgia’s young adults who obtain a college degree, Columbus State University worked with Oracle Consulting to design and implement a business intelligence and data warehouse solution using Oracle Business Intelligence Enterprise Edition and Oracle Data Integrator. With improved reporting accuracy and timeliness, faculty and staff can make more informed decisions, better target troubled students, and enact changes to entice students to stay through graduation.

The new business intelligence environment enables users to pull undergraduate student retention, progression and graduation (RPG) metrics and reports using a real-time dashboard. Faculty and staff can also easily identify patterns and trends characterizing successful students, as well as dropouts, and develop intervention programs for students to improve RPG rates.

With Oracle Data Integrator and Oracle Business Intelligence Enterprise Edition, Columbus State University created a single knowledge repository, bringing together the university’s student information system, facility management and PeopleSoft applications. This solution enabled Columbus State University to generate real-time reports that used to take one week or more to produce. University leadership and decision makers now have real-time insight into crucial enrollment data and understand how effective the university is in helping students reach their academic goals.

The university’s new business intelligence environment also integrated information from student surveys into the data warehouse to understand how freshmen are enjoying the overall experience, enabling faculty to pinpoint dissatisfaction areas and proactively intervene to ultimately improve the 29 percent first year student dropout rate.

Oracle Business Intelligence Enterprise Edition and Oracle Data Integrator add to the university’s Oracle footprint, which includes Oracle Database and Oracle’s PeopleSoft Financial Management.

Columbus State University implemented phase one of this project—focusing on academic affairs and student performance—over a five month period, on time and on budget. The university just launched phase two, which will add a financial layer to the student data, enabling the university to link retention, progression and graduation data to associated costs and success rates.

Now, with Oracle’s mobile functionality and platform for PeopleSoft Campus Solutions, higher education institutions can offer an even richer student experience, and they have a more powerful foundation on which to roll out more information and functionality to their end users.

Oracle today announced new mobile enhancements to its PeopleSoft Campus Solutions suite that enable students to take action on and manage key processes through a secure smartphone application. The new features will allow institutions to brand, customize and extend the smartphone application to provide maximum value to students through their mobile devices.

The PeopleSoft Campus Solutions mobile features are built on a flexible technology foundation using Oracle Application Development Framework (ADF) Mobile. The framework enables colleges and universities to extend their mobile applications to include websites and other content they want students to access from their mobile devices. Oracle ADF Mobile also enables the use of security features already built into PeopleSoft Campus Solutions, as well as SMS or email delivery of information, such as final grades.

Mobile enhancements available now allow students to use their mobile devices to enroll, add and drop classes; view class schedules, instructors and locations; access grades; receive notifications; search class schedules with filtering options; and monitor academic progress.

The PeopleSoft Campus Solutions mobile enhancements were developed using Oracle’s Continuous Delivery Model, which enables higher education institutions to avoid disruptive major upgrades by delivering periodic application bundles that provide new functionality to meet immediate needs.

Oracle plans additional mobile enhancements for release later this year, including enabling students to integrate calendars, view account balances and financial aid information, view faculty contact information, manage checklists and take action on notifications such as open class seats, access academic history and progress and plan class schedules.

Oracle today announced that it has awarded Compatibility Testing Scholarships to the Eclipse Foundation for the EclipseLink and Virgo projects.

The Oracle Compatibility Testing Scholarship Program helps to ensure that the Technology Compatibility Kits (TCK) for Oracle's Java technology specifications, including support services, are available and accessible to not-for-profit organizations, as well as colleges and universities.

The Eclipse Foundation will use the TCKs to test the EclipseLink and Virgo technologies and ensure compatibility with Java Platform, Enterprise Edition (Java EE).

The EclipseLink project delivers a comprehensive open-source Java persistence solution addressing relational, XML and database web services. EclipseLink serves as the reference implementation for Java Persistence API (JPA) Specification, including the latest Java Specification Request (JSR) 338, for JPA 2.1.

The Virgo Web Server from EclipseRT is a completely module-based, lightweight Java application server for developing, deploying, and servicing enterprise Java applications. One of the goals of the Virgo project is to create a compliant implementation of the Java EE Web Profile specification.

Java EE 7, the next generation of Java EE, is targeted for release in the second quarter of 2013.

The Java EE 7 JSRs are being developed in a transparent manner through the Java Community Process (JCP) by hundreds of engineers from over 30 organizations, including the Eclipse Foundation, with expert group communications and working materials available publicly.

Oracle and Proteus Digital Health announced today that Oracle has made a strategic minority investment in Proteus, a leading digital health company.

Proteus has developed ingestible and wearable sensors that have FDA approval and are marketed as medical devices in the United States and Europe. Proteus has over 500 patents and patent applications on digital health technologies and their uses pending or issued in the U.S. and other countries.

Proteus Digital Health is working to create a new category of products called Digital Medicines. In these products, pharmaceuticals will be manufactured with the FDA approved ingestible sensor inside. Upon ingestion the sensor will communicate with a wearable sensor on the skin. The wearable sensor also captures the body’s physiologic responses and behaviors, and sends the digital health information to a mobile application. The Proteus system is designed to deliver precise information about medication ingestion, dose timing and associated physiologic response of patients, including heart rate, activity, rest, and skin temperature. Digital Medicines are under development by Proteus and its pharmaceutical partners and require additional regulatory approvals.

In conjunction with this investment, Oracle and Proteus expect to work together in clinical trials exclusively to provide clinical investigators worldwide the ability to measure information about medication ingestion, dose timing, and associated physiologic response continuously and precisely for patients enrolled in clinical trials.

The two companies are expected to integrate Proteus’ ingestible sensor with Oracle’s leading clinical trial products, such as Oracle Health Sciences InForm, Oracle Life Sciences Data Hub and Oracle’s Siebel Clinical Trial Management System, using the secure, reliable and scalable Oracle Health Sciences Cloud.

Clinical trial sponsors, service providers, investigators and patients worldwide are expected to benefit from continuous, precise and near real-time information about when a dose of medicine under clinical investigation is actually ingested by a patient and the associated physiological responses. These unique insights into medication adherence and patient response will support more efficient clinical trial strategies, including adaptive trials and real world clinical trials.

Today, Oracle announced a new release of Oracle Secure Global Desktop, part of Oracle’s Desktop Virtualization portfolio.

Oracle Secure Global Desktop 5.0 extends secure, anywhere access to cloud-hosted and on-premise enterprise applications and desktops from Apple iPad and iPad mini tablets, without the need for a VPN client.

Through support of the HTML5 standard, Oracle Secure Global Desktop 5.0 allows tablet users to access enterprise applications with just a Web browser, allowing them to easily use their own devices for work.

This new release provides tablet users, in addition to PC, MAC and desktop users, certified access to Oracle Exalogic Elastic Cloud and Web-based Oracle Applications, including Oracle CRM.

Delivering Enhanced Productivity through an Improved Mobile Experience

Oracle Secure Global Desktop provides secure access to a broad range of server-based applications and desktops, including those running on Windows, Oracle Solaris, Oracle Linux, and legacy mainframe and midrange systems.

Oracle Secure Global Desktop 5.0 delivers:

Simple mobile access: Users can login to the Oracle Secure Global Desktop 5.0 sessions and access all of their applications and data using the built-in mobile Safari web browser on iPad and iPad mini, without the need to establish a cumbersome VPN connection. Support for HTML5 enables a rich, browser-based user interface that provides simple, intuitive gestures and navigation, as well as extended keyboard capabilities, without the need for downloading or maintaining separate client applications.

Full user productivity: For maximum productivity, copy and paste to and from applications, printing, and automatic session resizing, when rotating the iPad is supported.

Security enhancements: Oracle Secure Global Desktop Gateway uses multi-factor authentication methods to access applications, increasing security when accessing cloud-hosted applications, regardless of location. With the included Oracle Secure Global Desktop Gateway, users can securely access their workspaces from PCs, laptops, or tablets both inside and outside the corporate firewall.

Extended session mobility: Extends the session pause and resume feature to the iPad, allowing users to pick up their workspace right where they left off, even when moving from one client device to another.

Improved performance: Delivers reliable performance and responsiveness for cloud-based applications and desktop sessions, even at cellular network speeds.

Expanded server, client, and browser support: Oracle Secure Global Desktop 5.0 adds support for servers running Oracle Solaris 11.1 and Oracle Linux 6.4, and clients running Windows 8 (desktop mode) and Mac OS X Mountain Lion. Oracle Business Process Management Suite Serves as Backbone for Government’s Streamlined and Integrated Information Systems

To provide excellent citizen services amid shrinking resources, San Joaquin County’s Information Systems Division implemented a range of Oracle Fusion Middleware technologies, including Oracle Business Process Management (BPM) Suite.

By providing a robust, scalable, secure, and standards-based solution, Oracle BPM Suite and Oracle Process Accelerators have enabled San Joaquin County Information Systems Division to streamline IT processes by making the transition to an agile development model and modernize its Integrated Justice Information System (IJIS).

The county’s Information Systems Division formed a BPM Center of Excellence (CoE) team to spearhead the modernization project for the IJIS and support law and justice duties by streamlining processes for 650,000 residents, 18 agencies countywide, and other law enforcement systems nationwide.

Since modernizing its IJIS with Oracle BPM Suite, San Joaquin County Information Systems Division has introduced a number of major projects to streamline operations, including an Online Citation Inquiry Payment System, case management systems for district attorneys and adult probation, and a mobile computer aided dispatch system for field personnel.

The new IJIS system has contributed to improved public and employee safety and service while helping to increase revenue and has delivered a range of benefits to the county, including 25 percent less time spent by officers on non-core activities, processing $500,000 transactions annually through online citation payments, the reduction of access time to the IJIS from hours to less than three seconds, and savings of 20 hours per week due to a faster interface development cycle.

In addition, Oracle BPM Suite has enabled San Joaquin County Information Systems Division to improve collaboration with state and national law enforcement agencies by adopting new technology and standards, such as the National Information Exchange Model (NIEM).

As a result of leveraging Oracle BPM Suite and Oracle Process Accelerators, San Joaquin County Information Systems Division has been able to integrate internal and external systems to provide excellent citizen services, as well as use the newly developed framework for future application development.

Gartner recently named San Joaquin County Information Systems Division a winner of the Best BPM Organization in 2013 Gartner Business Process Management (BPM) Excellence Awards in North America.
