PeopleSoft PeopleTools Helps the District of Columbia Avoid Significant Integration Costs

When human resource managers in the District of Columbia wanted to enhance their Oracle’s PeopleSoft Human Capital Management system with new enterprise learning management (ELM) capabilities, the IT staff saw an opportunity to avoid many of the costs and complexities that the District of Columbia’s agencies face when integrating third-party software into a larger enterprise system—by capitalizing on the new version of PeopleSoft PeopleTools they implemented last fall.

Using PeopleSoft PeopleTools, a small team of developers needed less than four months to design their own ELM solution, including an e-learning module for skills development courses and associated assessment tools, which is now available to 35,000 employees.

Just as importantly, all of the District of Columbia’s agencies—ranging from the government’s administrative offices to its public schools and healthcare cluster—can share the capabilities and avoid installing and maintaining their own ELM systems. “Each District of Columbia agency spends a significant amount of money on e-learning solutions from third parties,” says District of Columbia Associate Director of Financial Systems and Solutions Felix Liderman. Liderman also conceived the project. “By law, they have to keep transcripts of the training activities inside the human capital management system. That requires a gazillion different integrations, which is exactly what we are trying to avoid.”

The alternative to building the functionality with PeopleSoft PeopleTools would have been to purchase a third-party solution and integrate it with the District of Columbia’s Oracle solutions. Not only are those integrations costly at the start, they mount up over time as the main system gets upgraded. “We anticipated that, so we designed the ELM solution as an upgrade-agnostic bolt-on,” Liderman says. “We were able to separate our software from the main PeopleSoft platform, so whenever we do an upgrade, we can just plug the ELM system into the latest version of PeopleSoft.”

As the ELM system is about to be rolled out, the early reviews have been impressive. “Everybody’s jaws dropped when they understood the cost savings that were possible with what we did,” Liderman says.
