Agencies Modernize Human Resource Operations with Oracle Taleo Platform Cloud Service

A growing number of federal, regional, and local government agencies are moving key aspects of their human capital management operations to Oracle Taleo Platform Cloud Service, according to Guy Borda, Oracle director, North American sales, public sector strategic programs and cloud applications. The reason: these agencies can quickly tap into highly rated recruiting, onboarding, and learning-management solutions that help them source, recruit, hire, retain, and cultivate top talent.

Q: What are the prime areas where agencies are taking advantage of Oracle Taleo Platform Cloud Service?
A: The opportunities fall into three main categories, starting with Oracle Taleo Recruiting Cloud Service and Oracle Taleo Onboarding Cloud Service. Agencies need tools to help them not only recruit talent but to also move them through the process from candidate to new hire, and once they join the organization, to successfully complete the onboarding process. That includes the necessary background checks, initial assessments, and training so they can start to successfully perform their roles and responsibilities very quickly. However, the issue is not solely finding the right talent; it's about keeping that talent and making it an asset within the organization and a contributor to the overall mission and goals.

Tools such as Oracle Taleo Learn Cloud Service and Oracle Fusion Performance Management ensure that employees progress within their career path and can be promoted into new roles and responsibilities.

Oracle Taleo Learn Cloud Service is integrated into the onboarding component and serves as the main education portal/training hub for an organization. It houses anything relevant for mandatory training, instructional education, and web-based courses for certifications, skills, and competencies.

Oracle Fusion Performance Management delivers tools for development, goals, succession, and talent review. It provides a window into how employees are performing, what they are contributing, the impact of their efforts, whether they are at risk for leaving the organization, and how roles can be backfilled with the right resources.

Q: What distinguishes Oracle's solutions from competing products?
A: Oracle Taleo Recruiting Cloud Service, for example, is highly rated by independent technology analyst firms, which is important for government executives who make decisions based on best-of-breed solutions. It also includes a social sourcing component that's a big differentiator now that the traditional model of posting jobs to recruiting sites and waiting for applicants to reply is becoming a legacy model. The new strategy is to tap into the social networks of current employees to connect with potential candidates. Referrals are one of the best ways to find high-quality candidates for an organization.

Q: Why is it important for public sector organizations to have a cloud-based solution for these human resources areas?
A: It gives them a choice. They can choose one of Oracle's on-premises human capital management solutions and maintain the application themselves. Or they can go with a cloud option. Customers have the option of either model or a hybrid of both. But one reason why agencies find the cloud so attractive is subscription pricing. They know how much they will pay for the application year-to-year, without extra expenses for an IT staff, servers, additional software, cooling systems, or a data center facility. In addition, with Oracle Taleo Platform Cloud Service and Oracle Human Capital Management Cloud, Oracle takes care of all the upgrades without disrupting the existing configuration. Agencies can take advantage of enhancements when they are ready to do so.
