Enabling Information Sharing Across Government Agencies with NIEM

Secure information sharing across law enforcement jurisdictions has had a profound effect on fighting crime, assuring public safety and streamlining operations. While initiated as a combined effort of the U.S. Department of Homeland Security (DHS) and the U.S. Department of Justice (DOJ) along with the grass-roots efforts of community practitioners, the National Information Exchange Model (NIEM) is an extensible information framework.  The U.S. Department of Health and Human Services (HHS) has joined founders DHS and DOJ as the primary stakeholders and executive for NIEM.  The overall NIEM community includes a range of domains such as emergency management, family services, chemical, biological and nuclear detection, immigration, air and maritime international trade across federal, state and county levels and now extending to include both Mexico and Canada.

Oracle is providing government organizations large and small with information and tools to quickly develop successful information exchanges based on Oracle's NIEM-friendly tools and best practices.   • Oracle has established a dedicated NIEM team within the Oracle Public Sector sales organization, focused on enabling and supporting our government customers in their efforts to build NIEM-compliant exchange solutions.
  • Oracle is actively participating in the NIEM community, contributing technical expertise, information, and leadership in the NIEM, Justice and Public Safety (JPS), and HHS arenas, including white papers, conference presentations and panels, and technical working groups.
  • Oracle is a Sustaining Member of the Integrated Justice Information System [IJIS] Institute.
  • Oracle is providing primary support for the ongoing development of the Content Assembly Mechanism [CAM], a free open-source tool that allows organizations to quickly build NIEM-based exchange schemas and NIEM IEPDs using a drag-and-drop GUI.
  • Oracle is providing a NIEM Starter Kit for JPS that gives organizations a jump-start on their LEXS message exchange design and development activities.
  • Oracle is providing NIEM expertise to our customers that are complying with the PPACA healthcare reform legislation by implementing Health Insurance Exchange solutions.

NIEM SPOTLIGHT

Oracle provides open source tools to facilitate NIEM integration and Exchanges Development:

  • Oracle's NIEM Starter Kit is available as a free sample code download from the Oracle Technology Network Sample Code site. The starter kit is available in two versions: one for Oracle SOA Suite 11g and one for Netbeans/Glassfish, and is intended to accelerate the understanding, design and implementation of a NIEM-related project.
  • NIEM Content Assembly Mechanism [CAM] (v2.0) is the leading open source toolkit for building and deploying XML exchanges. Oracle is a proud sponsor of the CAM project and its application to the NIEM initiative along with XML information exchanges for public sector applications.
