Create a Direct Link to Learning Item
Use Page Composer to display a link to a learning item. You can then copy and paste this link to an email message or notification. Recipients can use the link to get direct access to the learning item from the email or notification.

To make a learning item link visible to learners, place a direct link to the learning item on a Learning Cloud page using Page Composer.
- Open Page Composer in Source View mode, and select the area in which you want to place a learning item link.
- Add the HTML element to the page.
- Edit the HTML element.
- Select the Expression Builder for the Value.
- Copy and paste the Deep Link Page Composer snippet.
- Close the configuration window and confirm that the link displays in Source View mode.
- Close Source View mode, and confirm the link displays properly on the page to end users.

A good place to put the link is in a panelGroupLayout: vertical layout.
Create an Offering Assignment When Editing Course Assignment

Talent Review and Succession Management
Oracle Fusion Succession Management helps to create succession plans to replace key personnel. Succession plans identify workers who are ready now, or can develop the necessary skills, for jobs and positions that aren't currently vacant, ensuring, a smooth transition and help you to manage candidate development.
HCM Data Loader for Succession Plans
You can streamline the mass upload of succession plans using HCM Data Loader and HCM Spreadsheet Data Loader. You can upload new plans and existing plans, and update data for existing plans, such as candidates and related candidate information. Using HCM Data Loader and HCM Spreadsheet Loader reduces the likelihood of errors that can occur when manually entering the data.
To use HCM Data Loader use the Initiate Data Load task in the Data Exchange work area. Use the SuccessionPlan.dat file. To use HCM Spreadsheet Data Loader, in the Data Exchange work area you must first create a spreadsheet, then upload it using the Load Spreadsheet Data task.

This section is for features that are used across all of the Talent Management products.
Email Notifications Based on Reports
You can now use enhanced email notifications for HCM workflow and approval notifications. Use standard Oracle Business Intelligence (BI) Publisher templates to generate mobile friendly email notifications. You can customize the delivered templates to display information based on your business requirements and policies. You configure profile options to enable your customized report templates to take the place of the delivered notifications.
Email notifications are available for the following business processes:
- Career development
- Goal management
- Performance management
- Profile management
- Talent review
To customize the report templates, you download the templates from the BI Publisher server and use Microsoft Word to edit them. You upload the edited templates back to the BI Publisher server. The table shows the templates that are available for each business process, and the data models associated with each.

To specify the usage of BI Publisher reports rather than the default notifications, configure profile options using the Manage Administrator Profile Values task in the Setup and Maintenance work area. The table shows the profile option codes that determine which business processes use BI Publisher templates for notifications, and the order the application checks to apply them.

Steps to Enable
To use BI Publisher notifications, you must perform the following prerequisites:
- Download and install the Oracle BI Publisher Desktop: http://www.oracle.com/technetwork/middleware/bi-publisher/downloads/index.html.
- Download and install the Template Builder for Word to use Microsoft Word to edit the layout templates. To download, install, and set up Template Builder for Word, see Setting Up for RTF and Excel Report Layout Templates: Procedure.
- To preview the configured templates, download a local copy of the subtemplate that applies to your own report layout template:
- Sign in to the Oracle Business Intelligence Publisher server with the BI Administrator Role to open the Oracle Business Intelligence Home page.
- Click Catalog.
- In the BI catalog, go to Shared Folders>Common Content>Templates for the predefined subtemplate, or Shared Folders>Custom Common>Content Templates if you're using a modified custom subtemplate.
- Click Edit for Workflow Notification Subtemplate.
- In the Templates section, click the link in the Locale column.
- Save the subtemplate .rtf file to your computer.
You must also configure the profile options to use BI Publisher for notifications:
- Click Navigator > Setup and Maintenance.
- On the Setup page, click the Tasks panel drawer.
- In the Tasks panel drawer, click Search.
- In the Search text box, enter Manage Administrator Profile Values and click the Search icon.
- Click Manage Administrator Profile Values.
- On the Manage Administrator Profile Values page, in the Profile Option Code field, enter BIP_EMAIL and click Search.
- In the Search section, select the following to true:
- BIP_EMAIL_NOTIFICATION_HCM_TALENT: to use BI Publisher notifications for Talent Management only
- BIP_EMAIL_NOTIFICATION_HCM: to use BI Publisher notifications for all HCM business processes that can use for BI Publisher notifications (currently only Talent Management)
- BIP_EMAIL_NOTIFICATION: to use BI Publisher notifications for all Oracle Fusion business processes that can use BI Publisher notifications (currently only Talent Management)
Tips And Considerations
- If you elect to use BI publisher templates for notifications, all notifications use BI publisher templates.
- You can edit the BI Publisher templates to add headers and text.
- You can also add data model attributes to the template if they already exist in the data model used for the template.

Use the BPM Worklist to edit approval rules and access attributes related to common employment data for Profile Management, Performance Management, Goal Management and Career Development.

Oracle Fusion Career Development provides tools for workers and managers to manage their career interests and development plan. These tools include:
- Recommendations on roles based on workers’ qualifications
- Comparisons to target roles and required development needs for workers
- Management of roles of interest to the worker
- Comprehensive development plan for workers to establish development goals and manage development progress
Add Development Goal Action in the Person Smart Navigation Window
HR Specialist and Managers can now add and assign development goals directly from the person smart navigation window. Workers can also use this action to add development goals to their development plan. This action is available based on your role and security privileges.
In the person smart navigation window, select Talent Management and click Add Development Goal.

New Security Privileges for Securing Career Developement
Career Development data and functions are now secured with new aggregate privileges. You can create new roles and provide the View or Manage access to a worker's career development plans.
By default, these new privileges are assigned to the Line Manager, HR Specialist, and Worker roles. If you are using user-defined roles, you must assign the following appropriate privileges:
- Manage Development Goal by HR
- Manage Development Goal by Manager
- Manage Development Goal by Worker
- View Development Goal by HR
- View Development Goal by Manger
- View Development Goal by Worker
Steps to Enable
If you are using seeded roles, there are no steps necessary to enable this feature. If you are using user-defined roles, you must add the appropriate privileges to enable access to Career Development.

You can access a worker's career development plan using the Person Spotlight page. To access the Career Development tab on the Person Spotlight page, your role must have a security profile that allows access to the worker's data and must inherit one of the following aggregate privileges:

- Manage Development Goal by Manager
- Manage Development Goal by Worker
- View Development Goal by HR
- View Development Goal by Manager
- View Development Goal by Worker

- It is a best practice to implement either Career Development or Career Planning. With the inclusion of Career Development in Person Spotlight, you will see duplicate functionality if both the overlapping features are enabled.
Oracle Fusion Talent Review is an analytic product enabling your organization to review and evaluate data from the profile, performance, goals, and compensation management solutions.
You can simplify the navigation for creating succession plans and talent pools by using deep links. With deep links, you can access your tasks from another application. You can use deep links to bypass the Succession Planning Overview page and go directly to the Create Succession Plans page to create succession plans or the Create Talent Pools page to create talent pools.
Use the Deep Link task in the Tools menu in the Navigator to create deep links. As an application implementation consultant, HR specialist, or line manager, you can copy a deep link and paste it in another application. Simply copy the URL from the Deep Links page and use it in your external portals as is.

Duplicate Talent Review Meeting Configuration
You can more quickly configure a new talent review meeting using the Duplicate action to copy an existing meeting. Select an existing meeting and select the Duplicate action. You enter a name for the new meeting, and then can optionally duplicate the meeting participants, review population, succession plans, and talent pools, or add them manually using the guided process if they’re different than the original meeting. You can also edit other meeting attributes before saving the new meeting.

You can add the new MEETING_ID parameter to analyses you have added to your talent review meeting dashboard. Using this parameter allows you to run the analysis for your entire review population instead of having to select each individual reviewee in your n-box.
Create the analysis in Oracle Transactional Business Intelligence (OTBI), and add the MEETING_ID parameter to it, along with any other attributes you need for the analysis. On the Talent Review dashboard, add the analysis to the meeting using Oracle Page Composer. Select the analysis in the Reports and Analytics section of the Talent Review dashboard.

- When you open the analysis, you can view all data that you have security access to view.
Search for Review Population Default Change
Simplify the way you search and add your review population using the new All Reports default for the Worker field. The All Reports view displays a list of all direct and indirect reports of managers. To view the search results hierarchically as in the past with the Direct Reports default, use the Page Composer to show the View as Tree component.
From this release, while creating or editing a talent review meeting, when you use the Search and Add feature to add workers to the review population and opt to view all reports, the search results will be displayed by default in a list view.

Select and Add Workers Search Results - List View
The list view reduces the time to retrieve search results considerably. The search results appear ordered alphabetically by the worker name. You can sort the search results by the manager name by clicking the column header.
To view the search results hierarchically as in the past, use Page Composer to add a toggle button in the Select and Add: Workers window. This will enable you to switch between the list view and tree view. But, if you enable the tree view, retrieving search results may take more time and you may not be able to correctly filter indirect reports. For example, if you want to filter all reports of a business leader to view only those at the Junior Manager Management Level, the indirect reports whose managers are at a different management level will not be displayed.
Perform the following steps to add the toggle button:

Sign in to the application as a user with configuration privileges.

In the Setting and Actions menu, in the Administration section, select Manage Sandboxes.

Create and then activate a sandbox.

Go to the Talent Review Overview page.

Submit Goal Plans for Approvals Without the Preview Step
You will find it quicker to submit your worker goal plans for approvals. You can remove the step to preview goal changes in a worker goal plan when submitting the goal plan for approvals on the My Goals page. You must use Oracle Page Composer to configure the Submit for Approval button on the My Goals page for the submission of goal plans for approval. You configure the page to hide the existing Submit for Approval button and display the hidden single-click button.

Steps to Enable
To enable a worker to submit a goal plan for approval on the Goals page by removing the preview step:
- Sign in as a user who has the privilege to customize the My Goals page displaying the Submit for Approval button. Note: You must set a sandbox as active, if not already done, to customize the Team Talent page of reports.
- Select Navigator > About Me > Goals.
- Click the user name, and select Customize Work Area Pages from the Settings and Actions menu. Note: If the Confirm Task Flow Edit dialog box appears anytime during this procedure, click Edit to continue.
- On the Customize Pages dialog box, select the Edit option for the Site layer and click OK.
- Click the Structure tab.
Tip: By default, the Dock window is collapsed in the bottom position. To see the source content, you may need to drag the page splitter.
- On the Goals page, click Submit for Approval. The source tree moves to the Submit for Approval component.

Goal Plan Set Assignment Algorithm Changes
The application now assigns the status as active or inactive for goal plan sets, using a more robust and faster algorithm. The earlier algorithm of deciding the goal plan set status by comparing the dates of goal plan sets is now replaced with the algorithm of comparing unique identifiers of review periods associated with the goal plan sets.

Extended Set of Person Search Fields in Administrative Tools

New Notifications for Share Action in Task to Set Goals
You can improve collaboration during the Set Goals task by enabling notifications when the worker or manager performs the Share action. The Share action unlocks the set goals task when the worker or manager has finished making edits. You can enable separate notifications to send to the manager when the worker uses the Share action, send to the worker if the manager uses the Share action. Workers and managers can add comments to send with the notifications. Notifications include both email and worklist notifications. To enable the notifications, use the Manage Talent Notifications task in the Setup and Maintenance work area.Select the following notifications:

Update in Use Performance Templates
You can edit in use performance templates to update attributes that are used in all performance documents created from the template. Enable or disable star ratings, displaying calculated ratings, or allowing goal weight updates. You can change warning and error requirements for rating and comments in the Performance Goals, Development Goals, and Overall Summary sections and visibility of participant names and roles. For the Questionnaires section, you can change the visibility of questionnaires, participant names and roles.
When you save the updated performance template, a dialog box opens so you can review your changes. When you click OK, a process job runs automatically to update all performance documents created from the performance template with the new configuration.
To edit an existing performance template, use the Manage Performance Template task. Select a performance template to open it, or use the Edit action.

- On the Process tab, you can update the Display calculated ratings option to: worker, manager, participants, and matrix manager, if the Calculate ratings option is already enabled

- When you submit the updated performance template, if a process job is already running for the template, you must wait until it completes before submitting it again. The status of the process job appears on the Manage Performance Templates page.

Add Participant Process Simplification
You can manage participant feedback more easily. Using the enhanced Add Participants action, you can search for and add direct reports of the worker being evaluated, and add participants you’ve previously selected to add them again with a new request role. Send requests for participant feedback to individuals using the new Send Request button in the participant table. For group requests, you can continue to use the Send Requests button at the table level. To make it easier to see, the Feedback Received table and Role Description information was moved onto the Manage Participant Feedback page from the panel drawer.

You can configure performance process flows to skip the action of submitting performance documents for approval. By enabling auto-submit for approval tasks, when the preceding task is completed the approval task submits automatically. Managers don’t have to manually submit the approval task from the Performance Management work area.
Steps to Enable
- Click Navigator > Setup and Maintenance.
- On the Setup page, click the Tasks panel drawer.
- In the Tasks panel drawer, click Search.
- In the Search text box, enter Manage Performance Process Flows and click the Search icon.
- Click Manage Performance Process Flows.
- On the Manage Performance Process Flows page, click the Create icon.
- On the Create Process Flow page, enter information in the Details section.
- On the Tasks tab, select the tasks required for your business process.
- In the Approval, Review and Meetings section, select Include approval processing task.
- Optionally, select Include second approval processing task.
- Select Automatically submit approvals when preceding task is completed.
- Complete the rest of the process flow.
- Click Save and Close.
Tips And Considerations
- The setting applies to both the First Approval and Second Approval tasks.
- In the Performance Management work area, when the task before the Approval task is submitted, the Approval task automatically appears as In Progress automatically.
- Approvers are notified that the performance document is ready for approval, if notifications are configured.
- The automatic submission for approvals also applies when using the Update Performance Tasks task to move tasks forward or back to a task that precedes an approval task.

Control Edits to Manager Evaluations when Submitted
You can prevent additional edits to the manager evaluation after it is submitted to prevent confusion during approval or calibration. Configure the process flow so when managers submit the manager evaluation of workers task, they can’t edit any of the details without HR specialist assistance.
Steps to Enable
- Click Navigator > Setup and Maintenance.
- On the Setup page, click the Tasks panel drawer.
- In the Tasks panel drawer, click Search.
- In the Search text box, enter Manage Performance Process Flows and click the Search icon.
- Click Manage Performance Process Flows.
- On the Manage Performance Process Flows page, click the Create icon.
- On the Create Process Flow page, enter information in the Details section.
- On the Tasks tab, select the tasks required for your business process.
- In the Worker Self-Evaluation and Manager Evaluation section, select Include manager evaluation of worker task.
- Select Do not allow additional edit of manager evaluation task when completed.
- Complete the rest of the process flow.
- Click Save and Close.
Tips And Considerations
The manager can continue the Manager Evaluation of Worker task when the performance document is reopened either because approval is rejected, or because the HR specialist reopens the document using an administrative task.

You can now enable workers, managers, and matrix managers to conduct performance evaluations at any time for any time period. By creating an Anytime performance template you can determine the contents of the performance document, and periods when the template is valid, as you do for standard performance documents.
Workers and managers, including matrix managers, can create Anytime performance documents in the Performance Management work area. They select a review period that contains an Anytime performance template, and click Add Anytime Document. They can also create Anytime performance documents from the person smart navigation window using the Talent Management link, or the Quick Links page. HR specialists can use the Create Performance Documents task to create Anytime performance documents.
Workers can only create Anytime performance documents for themselves. In the person smart navigation window, managers and HR specialists can create Anytime documents for subordinates and others in their person and assignment security profile.
When creating an Anytime performance document, you enter information for the document, including the worker name, performance document name, the from and to dates for the document, and the manager name. You can optionally enter an editable description which is appended to the performance document name. Since you can create multiple anytime documents for a worker that have the same performance document name, the editable description provides a way to distinguish them.

To create an Anytime performance template, use the Manage Performance Templates task. On the General tab of the performance template, select the Anytime template type.

Development Goals in the Performance Document
You can include development goals in the performance document to track and develop worker career development. By creating a Development Goals section to include in the performance document, you can add worker development goals to the performance document. You can also configure the section to add worker development goals directly from the career development business process to the performance document. Development goals you add to the performance document will then also appear in the career development business process.
You configure the Development Goals section to integrate with the career development process by selecting Populate with workers development goals covering any part of evaluation period. You also have the option to:
- Include future development goals starting after the evaluation period ends.
- Exclude inactive development goals.

Goal Weights Update from Goal Management to Performance Document
You can update goal weights from the goal management business process to performance documents throughout the evaluation period. When enabled in the performance template, the Update Goals and Competencies menu action in the performance document also updates goal weights from the goal management business process. Customers using Goal Management to manage their performance goals can eliminate duplicate work to maintain goal weight information in Performance Document.

Oracle Fusion Profile Management provides a common foundation for the Oracle Fusion talent suite of products and other Oracle Fusion applications to retrieve, insert, and update talent profile information. Profile Management also supports the HR specialists, line managers, matrix managers, and employees in performing critical HR talent functions. Managing people and job profiles, career planning functions, managing, and tracking talent data can be also done through Profile Management.
Person Profile Security Enhancements
You can now enforce security for person profiles by:
- Using Oracle Fusion Applications data security polices to secure content sections within the profile for any predefined or custom roles. This was not changed
- Using view and edit access data security policies for each predefined content section within the profile
- Using the Manage Profile Content Section Access setup task to create data security policies for custom content sections automatically and assigning those privileges to any predefined or custom roles. Assigning privileges for each content section to predefined or custom roles by using the new setup task Manage Profile Content Section Access. By default, only IT Security Managers can perform this setup task
Depending on the data security policies associated with your job or abstract role, you can access content for a person profile. The security policy can be applied to both custom and predefined roles.
IT Security Managers generate data security policies for defining the type of access to the person profile content. After the person security policy is applied to a role, the person profile content is available on the application pages based on your role privileges.

To select the content section access privilege for a role:
- Sign in to the application as an IT security manager.
- Select Navigator > Setup and Maintenance to open the Setup and Maintenance work area.
- In the search field on the Setup and Maintenance page, search for the Manage Profile Content Section Access task.
- From the search results, click Manage Profile Content Section Access. The Manage Profile Content Section Access page opens.
- In the Content Sections section, search for the custom or predefined content section and click the link to the content section name.
- In the Roles section, select the appropriate content section access privileges for the role. If the role is not listed, in the Roles section, click Add. You can then search for and select the role in the Name list. Click Save and Close.
- Regenerate data roles.

Profiles Search Page Enhancements
HR specialists can now search for profiles by using the enhanced Search: Profiles page. They can perform the advanced profiles search capabilities on the page directly. The basic and keywords-specific profiles searches are no longer available on the search page.
You can expand the content data for a profile in the search results. The content data that is displayed for a profile is based on the content section access security settings for the HR specialist role. The person profiles search results display only those content sections for a person profile that your role have access to.

Talent Review and Succession Management
Oracle Fusion Talent Review is an analytic product enabling your organization to review and evaluate data from the profile, performance, goals, and compensation management solutions. Using Oracle Fusion Succession Management, you can create succession plans to replace key personnel. Succession plans identify workers who are ready now or can develop the necessary skills, for jobs and positions that aren't currently vacant, ensuring, a smooth transition and help you to manage candidate development.
Security for ratings in Talent Review and Succession Management are enhanced to enable only designated roles to view and update only those ratings they are granted permission to do so by settings in Oracle Fusion Profile Management. Succession Management and talent pools honor content security defined in Profile Management for both the HR specialist and manager roles. Talent Review uses the new security features for the manager role. For example, if the manager role is not enabled to update or view a particular rating as defined for the content type in Profile Management, managers cannot update the rating in Talent Review and Succession Management.
To implement the security settings, an implementer uses the Manage Profile Content Section Access task to select the roles that can view and edit each content type.

In Talent Review, content type security by role is not enforced for HR specialist meeting facilitators on the dashboard, so they can view and update all ratings. However, for the meeting participants, security is enforced for the Prepare Review Content task and the participant view of the dashboard.
For the Prepare Review Content page, participant managers can view and rate only those content types they are allowed to view or edit. The table lists the features and content type behavior on the participant view of the dashboard.

Talent review notes now use the new Feedback feature that is used in Person Spotlight and the person smart navigation window. You continue to manage notes in Talent Review from the dashboard and the Manage Notes and Tasks page. With the updated Talent Review notes component managers and facilitators can enter notes about workers in the review population and control who can see the notes.
You configure the template to add Notes to the talent review meeting. When you create a note, you set the visibility to one of the following:
- Everyone - A public note visible to any person in the organization
- Managers Only - Managers in the hierarchy of the worker about whom the Feedback is created
- Managers and <Worker Name> - Managers in the hierarchy of the worker and the worker who receives the feedback
- Only Me - A private note created by a manager or worker about themselves or another person visible only to the author
NOTE: The HR specialist assigned to the worker can view all feedback except that with the Only Me visibility setting.

Talent Review Notes Appear in the Feedback Component
Only notes created within Talent Review appear there. However, all talent review notes appear as feedback in Person Spotlight and the person smart navigation window. Feedback that originates as a talent review note is designated as such in the Feedback dialog box.
Meeting facilitators and managers can create and view notes only for those people for whom they have security access, both in Talent Review notes and in the Feedback dialog box they access from Person Spotlight and the person smart navigation window. If a note is created in the talent review meeting by someone who has security access to a worker, you must also have security access to that worker to see that feedback note in the Feedback dialog box.

Because talent review notes now use the Feedback component, they no longer use the Note_Type or Note_Visiblity attributes. Notes now use the feedback visibility option.

Person Spotlight in Talent Review
You can open Person Spotlight from the talent review dashboard to view more details about workers. The former Show Details dialog is replaced with Person Spotlight in the dashboard. You can select a worker and use the Show Details action to open Person Spotlight. Managers and meeting facilitators can view the employment, goals, performance, skills and qualifications, compensation, and more details about workers.
The Person Spotlight tabs that appear are those that you configure in the talent review template. Managers and facilitators can only view workers and details to which they have security access in Person Spotlight. You select the worker marker, and click Show Details to open Person Spotlight.

New Subject Area: Workforce Succession Management - Talent Pools Real Time
Use this subject area to report on talent pools and talent pool members. Talent pool owners and attributes such as pool status, business unit, and department are also available for reporting.

Role Information
If you are not using the predefined reference roles, then you need to ensure that the transaction analysis duty role that secures the new subject area is mapped to relevant job roles. This table identifies the required transaction analysis duty role and suggests target job and abstract roles. You can add the duty role to different roles if you prefer.

- Manager Assessed Overall Competencies Rating
- Manager Assessed Overall Goals Rating
