We have greater than US$300 million invested in capital projects, aimed at improving Indianapolis communities. Having effective project management tools like Primavera Unifier and Primavera P6 Enterprise Project Portfolio Management adds efficiency and credibility to the capital program.

— Debi Bardhan, former Director, Program and Technical Services (P&TS), Capital Programs and Engineering, Citizens Energy Group

In 1887, Indianapolis civic leaders came up with the idea of operating a natural gas company as a Public Trust, solely for the benefit of customers and the community. Today, this Trust lives on as Citizens Energy Group, a broad-based utility service company, providing natural gas, thermal energy, water, and wastewater services to about 800,000 customers and thousands of businesses in the Indianapolis area. Citizens Energy Group’s vision is to fulfill the promise of the Trust to serve its customers and communities with unparalleled excellence and integrity.

In August of 2011, Citizens Energy Group acquired wastewater and water assets from the City of Indianapolis. This acquisition increased Citizens Energy Group’s capital project budget from $30 million to $300 million. Prior to the acquisition, Citizens Energy Group outsourced a lot of their work to sub-contractors and managed their projects manually in Microsoft Excel and through vendor-provided project schedules. This significant increase in capital from the water and wastewater acquisitions necessitated the need for tools that would allow projects to be managed internally. Also, the rapid growth of managing single-year projects to now managing multi-year projects solidified the group’s decision to purchase tools that could scale to their requirements. Primavera Unifier and Primavera P6 Enterprise Project Portfolio Management have allowed Citizens Energy Group to move away from manual processes adding more credibility, transparency, and standardization to a strictly regulated industry.

Why Oracle

Strategically, as a Public Trust, Citizens Energy Group wanted to ensure all their internal processes were clear, consistent, and accessible to provide visibility that ensured integrity. To do this, they selected Primavera Unifier and Primavera P6 Enterprise Project Portfolio Management.

Execution

Citizens Energy Group believes an appropriately staffed team to support the implementations is critical to success. The project management team worked in close collaboration with IT led by Larry Calvert, Director, and Delivery Solutions. Countless hours were spent ensuring all processes were clear and in place before deployment to correctly support the future technical requirements. Dan Johnson, Sr. Software Engineer at Citizens Energy Group, worked diligently on the interface between Oracle E-Business Suite Primavera. A major milestone for the team was an established authoritative source for data across the three different Oracle Solutions: Primavera Unifier, Oracle E-Business Suite and Primavera P6 Enterprise Project Portfolio Management. The team’s determination brought the integration of Oracle E-Business Suite and Primavera Unifier in-house with a successful deployment of both solutions.

The team acknowledges the dedication and support of all staff and service providers in the Program office and IT. Key program team members included Abby Cudworth, Doug Coatney and Jennifer Bailey. Collectively these three would summarize this project by saying: “With the need to standardize and collaborate between the new and existing business units at Citizens, the team knew we had to implement tools that would effectively benefit the Trust and stakeholders. Primavera Unifier and Primavera P6 Enterprise Project Portfolio Management are the tools that helped us reach success.”
