SID Drives Modernization of Saxony’s Public Services Using Engineered Systems for its Data Warehouse and Business Intelligence Applications

The Staatsbetrieb Sächsische Informatik Dienste (SID) is the German Federal State of Saxony’s central IT service provider. SID supports the state administration with cutting-edge information technology and provides expert advice to its customers on all IT matters. Its brief includes the development, introduction, operation and maintenance of IT processes, planning, operation and administration of the IT infrastructure, and central IT procurement.
 
SID had been operating Oracle Databases at its datacenters for many years, running on IA64 hardware. However, this older technology had to be replaced for technical and financial reasons, while SID wanted to leverage the project to re-engineer its Oracle Database infrastructure. The project was initially financed and realized for migrating the IT system FÖMISAX (Landeseinheitliche Fördermitteldatenbank des Freistaates Sachsen), the State of Saxony’s subsidies database.
 
Challenges
  • Increase computing power and storage capacity for FÖMISAX and other complex administrative services used by SID customers such as public authorities, municipalities, and citizens
  • Consolidate high database workloads generated by data warehouse and business intelligence applications onto a central, highly available platform, and ensure the continued smooth operation of SID’s Oracle Databases
  • Reduce license and server maintenance costs by deploying a low-maintenance, administrator-friendly infrastructure
  • Make technical expertise from the FÖMISAX project available for future migrations of complex administration processes
Results
  • Consolidated the existing Oracle Databases and data warehouse functions onto Oracle Exadata Database Machine, running online transaction processing (OLTP) queries 30% faster, while batch processing and backups require up to 60% less time due to the highly integrated, massively parallel Oracle Exadata architecture, Smart Flash Cache, and unique software algorithms in Oracle Exadata Storage Server Software
  • Shortened response times for data warehouse queries by an average 50%, gaining the ability to issue reports for EU, federal and state authorities, and other recipients significantly faster with Oracle Business Intelligence Suite
  • Increased processing speeds for critical applications used to deliver public services such as the calculation and evaluation of subsidies, administration and presentation of statistical data, and applications used by the Saxony school authorities, to the benefit of Saxony’s citizens and businesses alike
  • Enabled optimum allocation of system resources, reduced servicing efforts and risks, and increased system availability by consolidating individual systems onto a central standardized Oracle Database structure, whereby observance of security aspects played a major role
  • Reduced downtime for maintenance significantly, and guaranteed the smooth continued operation of SID applications on Oracle Exadata, so that SID’s IT administrators have to spend less time working outside normal office hours
  • Secured the sustainability and long-term viability of the investment thanks to Oracle Exadata’s scaling capabilities, where overall costs are allocated to various customers on a per-usage basis
  • Gained valuable know-how for driving the modernization of Saxony’s public sector IT, from school administration and vote counting to e-Government and information security
  • Minimized the risk of unplanned downtime of public services by synchronizing Oracle Exadata with Oracle Active Data Guard, so either of the two servers can take over productive operations in case of an emergency, for maintenance, and for updates
  • Withdrew the IA64-based legacy infrastructure, saving the associated license and maintenance costs

Execution

SID introduced Oracle Exadata in two phases. Two Oracle Exadata 1/8 Racks deployed for FÖMISAX were installed in 2014. The existing Exadata systems were further augmented in 2016 by two ¼ racks for other core applications. Working with Oracle Advanced Customer Support, SID was able to install and/or reinforce the systems within just a few days in both cases. Until today, Oracle Advanced Customer Support experts remain involved in SID’s maintenance and migration projects. Training for SID employees using the new technologies was provided by Oracle University.

Since 2008 the Staatsbetrieb Sächsische Informatik Dienste (SID) has been supporting the state administration in Saxony, one of Germany’s 17 Federal States, as its central IT service provider. Reporting to the Saxony Ministry of Interior and the Saxony Ministry of Finance, SID develops and operates a vast array of IT-supported administration processes and the necessary IT infrastructure. Other duties include IT procurement, IT consultancy, and the development and implementation of security concepts.
 

Partners

Robotron Datenbank-Software GmbH, an Oracle Platinum Partner, made important contributions to the project’s success. Over the course of a longstanding and close working relationship with SID, Robotron has developed various database applications, including the FÖMISAX system under the guidance of the IT process control center of subsidies in Saxony’s Federal Office of Finance. Robotron furthermore provided training measures to accompany hardware and software upgrades and updates in the area of databases.
