This VPAT has been superseded by Siebel Core 8.2.2

This VPAT summarizes the Siebel Core features common to all Siebel applications, both SIA and SEA, provided that they use the Core features unchanged (no custom UI controls). This VPAT is referred to by the VPAT's published for specific Siebel Applications. This VPAT specifically applies to the version of the Siebel Core at Siebel release 8.2.1 and any fixpacks issued for this release, unless the document has been updated. The following aspects are specifically excluded from this VPAT:

  1. Use of Siebel Tools for development, customization, or configuration.  Application customizations are not covered by this VPAT.
  2. Use of Administration screens within the Siebel framework (including anything for which SADMIN access is required)
  3. Use of third-party packages often configured together with Siebel e.g. Visual Mining Chartworks for production of charts. For information on Accessibility in these products, please contact the relevant vendor.
  4. Use of Oracle packages often configured together with Siebel e.g. Business Intelligence products. For information on Accessibility in these products, please consult the VPAT that specifically references the relevant product and version.
  5. Use of specific sub-systems which have not yet been made Accessible. These include (but are not limited to):

Siebel's Accessibility features are available in several User Interface (UI) modes. Features for low vision and color-blind users are available in High Interactivity (HI) and Standard Interactivity (SI) Siebel UI modes. Screen reader support is only available when operated in the Accessibility mode.  This is based on SI mode with keyboard shortcuts enabled (SI+ mode), not on the HI mode.  Detailed documentation about Siebel's Accessibility features may be found in the manual entitled 'Siebel Accessibility Guide' in Siebel Bookshelf, which includes instructions for how to set up, configure, and use the features.

The specific browser and client environments supported at this release for HI and SI modes are documented in the Supported Platforms Guide.  For Accessibility mode they are as follows:

  • MS Windows 7 with Internet Explorer 8
  • MS Windows 7 with Firefox 3.6 or later
  • Apple OS X 10.5 or later with Safari 5.0 browser or later

The information below describes this product's ability to support the applicable U.S. Section 508 standards, subject to Oracle's interpretation of those standards and the remarks in this document.

Section 1194.21 Software Applications and Operating Systems

  • Bug 10606441   The CTRL+SHIFT+T keyboard shortcut does not work in Mac OS.
  • Bug 10606388   When using VoiceOver in Mac OS, users do not hear the keyboard shortcut keys that have been pressed.
  • Bug 10606242   Basic mode keyboard shortcuts do not work in Mac OS.
  • Bug 10606181   The CTRL+ALT+Z keyboard shortcut does not work in Mac OS.
  • Bug 10605015   In Siebel Public Sector,  the CTRL+ALT+Q keyboard shortcut does not launch a new query in the Calendar screen.  
  • Bug 10590638   Certain keyboard shortcuts do not work in the All Cases view of the Cases screen.
  • Bug 10606179  After navigating to the Smartscript screen in Siebel Public Sector on Mac OS, users are unable to select check boxes.
  • Bug 10590700  Tabbing does not work correctly in the Opportunities and Accounts screens. 
1194.21(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. Product has been developed to meet this standard subject to the remarks on the right.

The product was tested for:

  • Windows or other OS-level color settings not over-ruled by the product

The Siebel product does not require changes to settings on the client machine that are used by the accessibility features of the same client machine. One exception is where an accessibility product may employ a fixed keyboard shortcut combination which is also used by Siebel, but in most cases this can be overcome by reconfiguring the Siebel keyboard shortcut combination to a different value.

1194.21(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes. Product has been developed to meet this standard subject to the remarks on the right.

The product was tested for:

  • Visual cue or feedback to the position of the cursor within the product
  • Current focus location is programmatically exposed

The following is one of the more serious issues that have been reported with this product, and has not yet been resolved. Please contact Siebel Technical Support for further details on this and other defects that have been reported.

  • Bug 10590818   The focus is improperly set in the Catalog view of the Quotes screen.
1194.21(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. Product has been developed to meet this standard subject to the remarks on the right.

The product was tested for:

  • Controls have a programmatically associated name, derived from the appropriate HTML elements and attributes including LABEL, TITLE, SUMMARY, CAPTION, etc.
  • Additional state information is programmatically exposed, such as whether a field is required
  • Images that convey information have alternative text supplied

The following are some of the more serious issues that have been reported with this product, and have not yet been resolved. Please contact Siebel Technical Support for further details on these and other defects that have been reported.

  • Bug 10605030 When using a screen reader in Siebel Public Sector, users do not hear the tree applet labels or summaries.
  • Bug 10605025 In Siebel Public Sector, the Order Entry form in the Service Order screen is improperly labeled, and therefore cannot be read using a screen reader.
  • Bug 10605024 In Siebel Public Sector, the Daily Calendar applet contains two unlabelled drop-down lists.
  • Bug 10605014 When using a screen reader in Siebel Public Sector, users hear "Required read only edit" when they navigate to the Contacts Call applet.
  • Bug 10604934 In Siebel Public Sector, the table name in the Home screen is improperly labeled, and therefore cannot be properly understood using a screen reader.
  • Bug 10604901 On the Home screen, the Collapse and Hide labels are not specific.
  • Bug 10604900 The Columns Displayed pop-up window is not easily navigable for users using a screen reader
  • Bug 10604121 When using a screen reader, users hear "Opened: required calendar link graphic" instead of "Opened: calendar link @ graphic" to describe the calendar icon in query mode.
  • Bug 10590816 When using a screen reader, users hear incorrect descriptions when navigating through the Totals applet in the Catalog view of the Quotes screen.
  • Bug 10590812 The Menu drop-down list is incorrectly labeled in the Favorites applet other Catalog view in the Quotes screen.
  • Bug 10590702 A blank page is returned when users select the calendar icon next to the Close Date field in the My Opportunities view of the Opportunities screen.
  • Bug 10582203 Labels are missing in the Sections  view of the Proposal Templates view in the Administration - Document screen.
  • Bug 10582175 Labels are missing in the Proposal Templates view in the Administration - Document screen.
  • Bug 10582104 Labels are missing in the Sections  view of the Presentation Templates view in the Administration - Document screen.
  • Bug 10582102 Labels are missing in the Presentation Templates view in the Administration - Document screen.
  • Bug 10580865 When using a screen reader, users do not hear the Field name in calendar.
  • Bug 10579476 In certain screens, required fields are not identified.
  • Bug 10576730 When using a screen reader, users hear "read only edit" after navigating to the Service Orders screen.
  • Bug 10574414 When using Siebel Sales, there are invalid IDs in the Opportunities List view of the Opportunities screen.
  • Bug 10606506  When using a screen reader in Firefox 3.6, users hear "WIN7" twice.
  • Bug 11924173  LABEL ISSUES AT "FIND" AND "START WITH" IN ALL PICK APPLETS
1194.21(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Product has been developed to meet this standard subject to the remarks on the right.

The product was tested for:

  • Images that convey information have alternative text using ALT
  • Images that are decorative are marked so as to be ignored by assistive technology by using ALT=""

The following is one of the more serious issues that has been reported with this product, and has not yet been resolved. Please contact Siebel Technical Support for further details on this and other defects that have been reported.

  • Bug 10590821 When using a screen reader, users hear incorrect descriptions for many of the graphics in the Catalog view of the Sales Orders screen.
1194.21(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Product has been developed to meet this standard subject to the remarks on the right.

Text is supplied through HTML or injected into the browser DOM; the browser is responsible for exposing all such content in a way that is usable by assistive technology on the platform.

1194.21(g) Applications shall not override user selected contrast and color selections and other individual display attributes. Product has been developed to meet this standard subject to the remarks on the right.

The product was tested for:

  • Response to the operating system High Contrast mode
  • Response to the operating system Large Fonts mode


 

1194.21(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. Product has been developed to meet this standard subject to the remarks on the right.

The only animated display supplied by Siebel is the marquee message bar. We recommend that the marquee is disabled when using Accessibility mode.

1194.21(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Product has been developed to meet this standard subject to the remarks on the right.

The product was tested for alternative means used for conveying color related information.

Information provided through color has in most cases been supplemented with an indication in text, such as the indication of required fields in a form applet. An exception is the method of showing the current tab in use, which relies only on color.

Bug 11924337  NEED TO INDICATE ACTIVE SCREEN/VIEW TAB FOR AT USER

1194.21(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. Product has been developed to meet this standard subject to the remarks on the right.

Siebel uses standard HTML cascading style sheets (.css) to specify color values, so the full range of colors that can be specified in HTML are available. Suggested color values which meet the required contrast ratios are included in the documentatation.

The product was tested to ensure that a change in color values in the .css files is correctly reflected in the running application.

1194.21(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. Product has been developed to meet this standard subject to the remarks on the right. No application functions provided by Siebel employ flashing or blinking effects.
1194.21(l) When electronic forms are used, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Product has been developed to meet this standard subject to the remarks on the right.

Section 1194.22 Web-based Internet Information and Applications

1194.22(d) Documents shall be organized so they are readable without requiring an associated style sheet. Product has been developed to meet this standard subject to the remarks on the right. Siebel relies on style sheets to specify all layout, color, and font information, and they are an integral part of the design. Content is marked up in the base document so that it linearizes properly when used with a screen reader.
1194.22(e) Redundant text links shall be provided for each active region of a server-side image map. Product has been developed to meet this standard subject to the remarks on the right. Siebel does not use any server-side image maps.
1194.22(f) Client-side image maps shall be provided instead of server-side image maps except where the regions cannot be defined with an available geometric shape. Product has been developed to meet this standard subject to the remarks on the right. Siebel does not provide any client-side image maps.
1194.22(g) Row and column headers shall be identified for data tables. Product has been developed to meet this standard subject to the remarks on the right.

1194.22(j) Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. Product has been developed to meet this standard subject to the remarks on the right.

The product does not use flickering text, objects, or other elements.

1194.22(k) A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes. Product has been developed to meet this standard subject to the remarks on the right.

An equivalent text-only page is not needed, since information and functionality is available within the product, to the extent indicated in each applicable standard.

1194.22(l) When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology. Product has been developed to meet this standard subject to the remarks on the right.

Content generated by Javascript has been coded to meet other applicable standards, to the extent indicated.

1194.22(m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l). Product has been developed to meet this standard subject to the remarks on the right.
