Public health officials in the Australian state of Tasmania have an ambitious goal—vaccinating all of the island’s 541,000 residents against COVID-19. This means making vaccines as accessible as possible while securely monitoring vaccination progress to help manage inventory and demand.

Technology plays a critical role: the state’s Health Management System allows consumers to book their vaccination online or on the phone, use digital check-in at their appointment, and receive a reminder to schedule a second dose vaccination, if required. Healthcare workers also use the system to record the type of vaccination administered and create or update a unique electronic health record for every person vaccinated.

The Oracle Health Management System (HMS) was first developed to manage COVID-19 testing, therapeutic, and vaccination programs in the United States.

The system fully supports the upcoming COVID-19 vaccine rollouts, country by country, by tracking immunization, testing, and creating QR codes for “immunity passes.” Proof of immunization will boost travel and tourism, helping to reopen economies. Our system adapts to each country’s needs and scales as public health programs grow and new programs are added. The Tony Blair Institute is currently in discussions with more than 30 countries about adopting the Oracle HMS to support various public health initiatives.
Yellow fever virus is estimated to cause 200,000 cases of disease and 30,000 deaths each year, with 90% occurring in Africa. Ghana is currently using the Oracle HMS to manage yellow fever vaccines and will follow with COVID-19 vaccines when they’re available. This year’s program is targeting 5.8 million people across the nation. The first phase focuses on central Ghana, where over 70,000 people were vaccinated and registered in the Oracle HMS in the first week.
Rwanda will use Oracle’s system to support its Human Papillomavirus (HPV) vaccine administration as soon as secondary schools reopen, with plans to also support COVID-19 vaccinations. President Paul Kagame said, “This partnership will deliver an innovative digital vaccine e-registry that signals the continent’s readiness to deploy the vaccine and to safely reopen our economies to trade and tourism.”
