What is ICCP?

When Oracle Utilities purchased LiveData Utilities, they acquired a team with deep operational technology (OT) protocol experience starting with Inter-Control Center Communications Protocol (ICCP) leadership at the inception of the protocol.

ICCP is an international standard — International Electrotechnical Commission (IEC) Telecontrol Application Service Element 2 (TASE.2).

Our engineers played a significant role in the development of ICCP per IEC60870-6 TASE.2. ICCP became the de facto standard worldwide for control-center communication in the electric power sector, enabling data exchange inside utility systems as well as between utilities and power pools, regional regulators, and nonutility generators.

Why use ICCP

Operating across LANs and WANs, the ICCP protocol enables the exchange of real-time and historical power system monitoring and control data, including measured values, scheduling data, energy accounting data, and operator messages. Data exchange can occur between and among:

  • Multiple control center EMS systems
  • EMS and power plant DCS systems
  • EMS and distribution SCADA systems
  • EMS and other utility systems
  • EMS/SCADA and substations
  • Oracle Utilities Live Energy Connect ICCP is fundamental to Oracle Utilities LEC OT-centric middleware server. It is the first ICCP protocol solution that uses an object configuration−driven approach to minimize the cost and complexity of developing and maintaining ICCP. As a result, it enables the creation of the most highly maintainable, flexible ICCP system possible.

    Oracle Utilities LEC ICCP solution runs on the most cost-effective hardware platform to provide an ICCP communications processor for new or existing SCADA/EMS/DCS systems. Oracle Utilities Live Energy Connect offers an ICCP solution that is very easy to manage and administer.

    With Oracle Utilities Live Energy Connect ICCP, customers benefit from a proven robust application server that is part of our Live Energy Connect solution. This is an alternative to building a custom C++ program from a set of function libraries. Critical features required for reliable communications, such as connection management, fault tolerance, redundant network support, no memory leaks, and on-line configuration, are already built into the Oracle Utilities LEC executable and are proven in mission-critical applications at a large number of customer sites.

Peek inside the Live Energy Connect (LEC) engine

The Oracle Utilities LEC engine is built on an in-memory architecture, which is optimized for manipulating high volume, real-time data flows.

Oracle Utilities LEC can support millions of devices simultaneously. It includes the widest array of data interfaces available, and supports industry standards such as REST, SOAP, XML, HTML, HTTP, SQL, ICCP, COM, .NET, Modbus, OPC, ICCP, DNP3 and RS-232. LEC supports read, write, and asynchronous communication modes, and schema-based data definitions.

Oracle Utilities LEC applications contain data and device definitions coupled with operational business-process logic. They range from simple data routing applications that bring real-time data instantly to the required device (or client) to sophisticated analytic workflows that include business-process logic and complex statistical calculations. End users can modify existing Oracle Utilities LEC applications or create their own custom applications using embedded Python scripting.
