Bab Rizq Jameel Digitizes Staffing and Launches Comprehensive Job Portal to Increase Employment Rate

Bab Rizq Jameel (BRJ) is a complete employment hub incorporating job placements, career counselling, vocational training, and self-employment initiatives. The organization focuses on job creation and aims to be the all-important link between employers and job seekers in the Middle East, North Africa, and Turkey regions.

Having grown from a recruitment firm using manual processes into a multifunctional employment services provider, BRJ recognized the need to digitize its recruitment practices throughout the region to reduce overhead and develop a comprehensive job portal to enhance service delivery for employers and job seekers alike.
 
Challenges
  • Boost employment services and regional prosperity by building an extensive online careers portal to enable employers and job seekers to rapidly and effectively submit requests and track their own progress—instead of needing to phone, fax, email, or submit requests in person at one of BRJ’s many recruitment branches
  • Transition to a modernized, lean, and highly efficient staffing organization by optimizing recruitment processes, lowering operational overhead, and reducing recruitment cycle times
  • Increase online presence in the competitive Middle East and North Africa (MENA) recruitment market—where the internet is now the medium of choice for 50% of employers seeking potential hires and where 64% of the region’s population spend more than 3 hours per day online
  • Adopt staffing best practices such as promoting equal opportunities employment, developing a comprehensive digital candidate database, and enabling accurate monitoring of recruitment key performance indicators
Results
  • Transitioned from manual to entirely digital recruitment by implementing Oracle Recruiting Cloud Service—achieving phenomenal operational cost savings, driving best practices, and enhancing client service throughout the MENA region by increasing search and selection efficiency and reducing hiring cycle times
  • Reduced the number of recruitment offices from 26 to 9 by moving to online recruiting practices—realizing substantial savings in annual branch running costs and enabling BRJ to manage all staffing needs from a single office in each region
  • Reduced the average recruitment cycle—from new client vacancy to position filled—from more than two weeks to just four days by automating processes on a comprehensive global cloud platform, boosting client staffing success while also helping the region’s unemployed get back to work faster
  • Created  a large, effective, and widely used job portal in the MENA region—evidenced by 1.5 million followers on Facebook—which is a key achievement for employment prosperity considering the region’s growing use of the internet as a job search tool
  • Minimized candidate search costs for executive-level positions by advertising all vacancies on BRJ’s own job portal, eliminating annual LinkedIn advertising costs while maintaining the same candidate response rates
  • Eliminated recruitment administration processes previously conducted manually—such as typing up and advertising new jobs; contacting potential candidates individually by fax, phone, or in person; and compiling reports on the numbers of job seekers, clients, vacancies, and interviews processed—to enable a leaner organization of just 60 job officers
  • Streamlined recruitment efficiency for companies, job seekers, and BRJ’s own job officers—for example, by empowering organizations to immediately advertise their open vacancies across the region; enabling candidates to apply for a job within two minutes from their mobile phones; and virtually eliminating manual and paper-based recruitment administration for BRJ’s staffers 
  • Enabled staffing managers to effectively monitor recruitment performance by delivering detailed metrics within minutes—for example, interviews scheduled, jobs filled per recruiter, or average time to fill (TTF) per job type—which previously took up to a week to compile manually
  • Empowered client companies to manage their own recruitment activities directly—such as posting jobs and searching for and assessing candidates online—providing them with a low-cost, one-stop shop for all their staffing requirements without needing to engage either BRJ’s own recruiters or any other staffing firms or job boards
  • Enhanced staffing best practices with a comprehensive automated online career portal—making it easier to launch programs that increase the number of women in the Saudi Arabian workforce and facilitate the cross-border recruitment upon which the country’s economy still largely depends
