This VPAT has been superseded by Siebel Public Sector CRM Base 8.2

This VPAT summarizes the Siebel Public Sector CRM Base features for both SIA and SEA versions. It is dependent upon the Siebel Core VPAT. This VPAT specifically applies to the version of the Siebel Public Sector CRM Base product at release 8.1.1.1 and later. Please refer to the Siebel Core 8.1.1 VPAT for additional information, using the link at the end of this document.

The following product options and functions are specifically excluded from this VPAT:

  1. Use of Siebel Tools for development, customization, or configuration
  2. Use of general System Administration screens within the Siebel framework (anything for which SADMIN access is required)
  3. Use of third-party packages often configured together with Siebel e.g. Actuate for production of Reports, Chartworks for production of charts. For information on Accessibility in these products, please contact the relevant vendor.
  4. Use of Oracle packages often configured together with Siebel e.g. Business Intelligence products. For information on Accessibility in these products, please consult the VPAT that specifically references the relevant product and the version.
  5. Use of specific options or sub-systems which have not yet been made Accessible. These include, but are not limited to:
  • Siebel CTI
  • Siebel Smartscript
  • Siebel Email Response
  • Siebel Data Quality
  • Charts

The software configuration described in this VPAT is only supported when used with Microsoft Internet Explorer 7 browser running on Microsoft Windows XP SP2 or later. Siebel's Accessibility features are only available when operated in the Standard Interactivity mode, not in the High Interactivity mode.

The following issues are some of the more serious issues that have been reported with this product, and have not yet been resolved. The Siebel Core VPAT lists additional issues that are common to all Siebel applications. Please contact Siebel Technical Support for further details on these and other defects that have been reported.

Section 1194.21 Software Applications and Operating Systems

1194.21(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. Product has been coded to meet this standard subject to the remarks on the right. Siebel offers two extensive sets of keyboard shortcuts - ones that are configurable, and ones that are not. Both offer product-related functionality, such as the ability to move between Siebel applets. They have been tested that they function correctly, and to avoid duplication with commonly-used keyboard shortcut combinations in popular accessibility products and the IE browser.
1194.21(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. Product has been coded to meet this standard subject to the remarks on the right. The Siebel product does not require changes to settings on the client machine that are used by the accessibility features of the same client machine. One exception is where an accessibility product may employ a fixed keyboard shortcut combination, but in most cases this can be overcome by reconfiguring the Siebel keyboard shortcut combination.
1194.21(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes. Product has been coded to meet this standard subject to the remarks on the right. Field focus is exposed through HTML tags that have been provided at the Siebel view, applet, field, and button levels. The text of the tags can be customized by an administrator.
1194.21(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. Product has been coded to meet this standard subject to the remarks on the right. Selected aspects of user interface elements are made available to AT products. Examples include whether a field is editable, read-only, or required.
1194.21(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Product has been coded to meet this standard subject to the remarks on the right. Siebel uses standard and consistent images throughout the application.
1194.21(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Product has been coded to meet this standard subject to the remarks on the right. Siebel has provided both visible text and HTML label text to guide users with low vision or with screen readers through the Siebel UI.
1194.21(g) Applications shall not override user selected contrast and color selections and other individual display attributes. Product has been coded to meet this standard subject to the remarks on the right. Siebel uses style sheets to specify colors and therefore contrasts. The Siebel application does not override these settings, and the settings may be modified by an administrator. Contrast ratios have been tested to meet standards, and suggested values for colors to be specified in the style sheets are published in the Accessibility Guide.
1194.21(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. Product has been coded to meet this standard subject to the remarks on the right. The only animated display supplied by Siebel is the marquee message bar. The scroll speed of the message bar can be controlled by an administrator, or display can be completely disabled at a system level.
1194.21(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Product has been coded to meet this standard subject to the remarks on the right. Information provided through color has in most cases been supplemented with an indication in text, such as the indication of required fields in a form applet. An exception is the method of showing the current tab in use, which relies only on color. A partial workaround is to consult the 'About View' function, but this does not include information about the current applet.
1194.21(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. Product has been coded to meet this standard subject to the remarks on the right. Siebel uses standard HTML cascading style sheets to specify color values, so the full range of colors that can be specified in HTML are available. Suggested color values which meet the required contrast ratios are included in the documentatation.
1194.21(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. Product has been coded to meet this standard subject to the remarks on the right. No application functions provided by Siebel employ flashing or blinking effects.
1194.21(l) When electronic forms are used, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Product has been coded to meet this standard subject to the remarks on the right. Siebel implements forms using standard HTML, so AT products that can access HTML constructs may be used to access information on Siebel forms.

Section 1194.22 Web-based Internet Information and Applications

1194.22(d) Documents shall be organized so they are readable without requiring an associated style sheet. Product has been coded to meet this standard subject to the remarks on the right. Siebel relies on style sheets to specify all layout, color, and font information, and they are an integral part of the design. Content is marked up in the base document so that it linearizes properly when used with a screen reader.
1194.22(e) Redundant text links shall be provided for each active region of a server-side image map. Product has been coded to meet this standard subject to the remarks on the right. Siebel does not use any server-side image maps.
1194.22(f) Client-side image maps shall be provided instead of server-side image maps except where the regions cannot be defined with an available geometric shape. Product has been coded to meet this standard subject to the remarks on the right. Siebel does not provide any client-side image maps.
1194.22(g) Row and column headers shall be identified for data tables. Product has been coded to meet this standard subject to the remarks on the right. Siebel provides row and column headers when navigating Siebel list applets, which are implemented as HTML tables. The column used to supply the row header information may be configured by an administrator independently for each applet.
1194.22(h) Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. Product has been coded to meet this standard subject to the remarks on the right. Markup is provided for data and header cells in Siebel list applets.
1194.22(i) Frames shall be titled with text that facilitates frame identification and navigation. Does not Support Siebel names frames as '_sweclient', which is an integral part of the current architecture.
1194.22(j) Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. Product has been coded to meet this standard subject to the remarks on the right. No application functions provided by Siebel employ flashing or blinking effects.
1194.22(k) A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes. 1194.22(l) When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology. Product has been coded to meet this standard subject to the remarks on the right. Siebel only uses Javascript in the Accessibility mode to implement keyboard shortcuts. This use meets the other standards to the extent indicated.
1194.22(m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with Section 1194.21 (a) through (l). Product has been coded to meet this standard subject to the remarks on the right. Siebel provides links to third-party programs such as the Reporting solutions, but they are beyond the scope of this VPAT.
1194.22(n) When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Product has been coded to meet this standard subject to the remarks on the right. Siebel's form applets use standard HTML, so an AT product that can access HTML constructs may be used to access information on Siebel forms.
1194.22(o) A method shall be provided that permits users to skip repetitive navigation links. Product has been coded to meet this standard subject to the remarks on the right. Siebel pages include repetitive links in the menu bars, but the keyboard shortcuts provided by Siebel may be used to skip directly to the desired functional area.
1194.22(p) When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required. Product has been coded to meet this standard subject to the remarks on the right. Siebel has a built-in timed response for the automatic logout after a period of inactivity. This function can be enabled or disabled by an administrator. Once enabled, the user can indicate that additional time is needed by simply showing some activity such as a screen refresh.
