Oracle's Primavera Portfolio Management is an enterprise portfolio management software solution.  Primavera Portfolio Management is ideal for managing just about any type of portfolio from ideation through execution. Powerful security features and a clean user interface make it the perfect solution for collaboration among all stakeholders in the organization.

The information below describes this product's ability to support the applicable U.S. Section 508 standards, subject to Oracle's interpretation of those standards and the remarks in this document.

Section 1194.21 Software Applications and Operating Systems

1194.21(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. For the web-based application and utilities with a GUI: the product was tested and has been found to be operable from the keyboard using access keys indicated with an underscore; the focus has been found to move logically.

For the utilities with CLI: a CLI interface is keyboard only by definition. There are no buttons or other graphical user interface and hence there is no focus.

There are currently 111 known open bugs regarding keyboard operation and focus. To the best of our judgement none of these bugs prevent the use of any primary function of the product using the keyboard.

 

1194.21(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application and utilities with a GUI: the product was tested with Sticky Keys, Filter Keys, Toggle Keys, Sound Sentry and High Contrast. The product does not disrupt or disable these features. Please note that the web-based application includes its own High Contrast mode which should be used instead of the operating system's High Contrast mode, and also its own Zoom function which should be used instead of the operating system and browser's zoom functionality.

For the utilities with CLI: the utilities respect and do not change any of the operating system's accessibility features.

There are currently 43 known open bugs regarding the High Contrast mode and Zoom functionality. To the best of our judgement none of these bugs prevent the use of any primary function of the product.

1194.21(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application and utilities with a GUI: the product was tested and found to make the focus indicator visible and expose the focus location to Assistive Technology.

For the utilities with CLI: Command Line utilities only have standard cursors; there are no other controls.

1194.21(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application and utilities with a GUI: testing shows that controls are programmatically exposed (including name, state and value), and images have associated alternative text.

For the utilities with CLI: the CLI is not programmatically exposed beyond the "natural" programmatic exposure of any CLI program.

There are currently 39 known open bugs in the implementation of this aspect of the product's compliance. To the best of our judgement none of these bugs prevent the use of any primary function of the product.

1194.21(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application and utilities with a GUI: testing shows that images which convey information have associated meaningful alternative text, while images which do not convey information have an associated empty string as alternative text.

For the utilities with CLI: CLI's do not use images so therefore this question is not relevant.

There are currently 39 known open bugs in the implementation of this aspect of the product's compliance. To the best of our judgement none of these bugs prevent the use of any primary function of the product.

1194.21(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application: testing shows that all textual information is exposed to the browser as HTML and/or inserted into the Document Object Model (DOM). The browser exposes this to AT.

For the utilities with GUI: testing shows that textual information is exposed to AT compatible with standard Microsoft .NET Windows Forms-based applications.

For the utilities with CLI: text information is exposed by means of the standard properties of the Command Prompt window.

There are currently 39 known open bugs in the implementation of this aspect of the product's compliance. To the best of our judgement none of these bugs prevent the use of any primary function of the product.

1194.21(g) Applications shall not override user selected contrast and color selections and other individual display attributes. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application: testing shows that the browser honors operating system color and high contrast settings.

For the utilities with GUI: testing shows that the utilities honor high contrast settings of the operating system.

For the utilities with CLI: this is not relevant as CLI utilities do not have any high contrast and/or color settings.

There are currently 15 known open bugs in the implementation of this aspect of the product's compliance. To the best of our judgement none of these bugs prevent the use of any primary function of the product.

1194.21(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. Product has been developed to conform to this standard subject to the remarks on the right.

The product does not contain any moving, blinking or scrolling information.

1194.21(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application and  the utilities with GUI: information conveyed by means of color or font styles is also conveyed by alternative means. See 1194.22(c) for more details.

For the utilities with CLI: this is not relevant as the CLI does not use color or font styles.

 

1194.21(j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application: the product includes its own High Contrast mode. In this mode all text and images comply with this requirement.

For the utilities with GUI: when using the high contrast settings of the operating system, the utilities comply with this requirement.

For the utilities with CLI: this is not relevant as CLI utilities do not have any high contrast and/or color settings.

There are currently 15 known open bugs in the implementation of this aspect of the product's compliance. To the best of our judgement none of these bugs prevent the use of any primary function of the product.

1194.21(k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. Product has been developed to conform to this standard subject to the remarks on the right.

The product does not use any flickering, blinking or flashing elements.

 

1194.21(l) When electronic forms are used, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Product has been developed to conform to this standard subject to the remarks on the right.

For the web-based application: testing shows that all controls expose meaningful labels.

For the utilities with GUI: testing shows that the controls used by standard Microsoft .NET Windows Forms-based applications expose meaningful text.

For the utilities with CLI: utilities using a CLI interface do not use electronic forms.

Section 1194.22 Web-based Internet Information and Applications

1194.22(a) A text equivalent for every non-text element shall be provided (e.g., via "alt", "longdesc", or in element content). Product has been developed to conform to this standard subject to the remarks on the right.

Provided that 'Screen Readers Support Mode' is turned on in the product, functional non-text elements (images) have ALT text equivalents, either for the image as a whole or for different logical components of the image. Non-functional images have ALT="". In addition, some additional hidden descriptive text is used in the product's web pages to provide indication, for information that is otherwise only visual. Graphs have tabular equivalents that show all of the graph's data as text. These are available via the Print or Exportfeatures of the dashboard/form. All tables except layout tables have headers which do not span tables; therefore these tables do not need to have a scope attribute. Layout tables are marked with summary="".

There are currently 39 known open bugs in the implementation of this aspect of the product's compliance. To the best of our judgement none of these bugs prevent the use of any primary function of the product. 

1194.22(b) Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation. Product has been developed to conform to this standard subject to the remarks on the right. No multimedia presentations are included in the product.
1194.22(c) Web pages shall be designed so that all information conveyed with color is also available without color, for example from context or markup. Product has been developed to conform to this standard subject to the remarks on the right. Information conveyed in color is also conveyed by use of shape, context, or textual labels. For example, red, yellow and green indicators are also shaped as circle, diamond and star, to convey meaning by shape. Gray-scale palettes convey color meaning in Investor Maps, Life Cycles and other indication-related colors. Other uses of color do not affect the meaning of the output.
1194.22(d) Documents shall be organized so they are readable without requiring an associated style sheet. Product has been developed to conform to this standard subject to the remarks on the right.

Style sheets are used only to change the layout and presentation of the screen and not for any other purpose. In particular, style sheets are not used to convey the meaning of the content. Note that if the product is used while style sheets are completely disabled, certain elements that are normally hidden will be displayed. As per an email from Peter Wallack to Ariel Hershler dated June 10, 2011, this is permitted and compliant with OGHAG.

1194.22(e) Redundant text links shall be provided for each active region of a server-side image map. Product has been developed to conform to this standard subject to the remarks on the right. No server-side image maps are used in the product.
1194.22(f) Client-side image maps shall be provided instead of server-side image maps except where the regions cannot be defined with an available geometric shape. Product has been developed to conform to this standard subject to the remarks on the right. All image maps are client-side.
1194.22(g) Row and column headers shall be identified for data tables. Product has been developed to conform to this standard subject to the remarks on the right.

Column headings are tagged. Row headings will be generated provided the user has followed applicable instructions in the reference manual. Headings are only generated when 'Screen Readers Support Mode' is turned on. With 'Screen Reader Support Mode' turned on, all tables except layout tables have headers which do not span tables; therefore these tables do not need to have a scope attribute. Layout tables are marked with summary="".

1194.22(h) Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. Product has been developed to conform to this standard subject to the remarks on the right. The only use of multi-line headers in Primavera Portfolio Management is in static print reports.
1194.22(i) Frames shall be titled with text that facilitates frame identification and navigation. Product has been developed to conform to this standard subject to the remarks on the right. Frames have titles that identify the purpose of the frame.
1194.22(j) Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. Product has been developed to conform to this standard subject to the remarks on the right. No screen flicker or use of blinking text at a frequency greater 2 Hz.
1194.22(k) A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes. Product has been developed to conform to this standard subject to the remarks on the right. Tabular displays of maps (bubble charts) in the Investor module and graphs in the dashboard and form modules are available for use instead of graphic displays, using markup that adheres to applicable standards of this part.
1194.22(l) When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology. Product has been developed to conform to this standard subject to the remarks on the right. When the 'Screen Readers Support Mode' is turned on, some controls are replaced with alternatives that do not rely on javascript.
1194.22(m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l). Product has been developed to conform to this standard subject to the remarks on the right. Does not utilize any applets or plug-ins.
1194.22(n) When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Product has been developed to conform to this standard subject to the remarks on the right.

With 'Screen Reader Support Mode' turned on, electronic forms in Primavera Portfolio Management use standard HTML form elements and layout. Testing shows that all form elements have meaningful labels associated with them.

There are currently 39 known open bugs in the implementation of this aspect of the product's compliance. To the best of our judgement none of these bugs prevent the use of any primary function of the product.

1194.22(o) A method shall be provided that permits users to skip repetitive navigation links. Product has been developed to conform to this standard subject to the remarks on the right. Inner page links provide ways to bypass repetitive links where needed (specifically in the main modules navigation, menu and tool bars). These links are only available when 'Screen Readers Support Mode' is turned on.
1194.22(p) When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required. Product has been developed to conform to this standard subject to the remarks on the right. No timed responses in Primavera Portfolio Management.
