Section 1194.21 Software Applications and Operating Systems

1194.21(a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. Consistent use of keyboard keys to perform selection and action Exceptions: 'Cross' icon used to close inline notification messages cannot receive focus. The notification message will however be hidden next time the page is loaded. This issue is tracked with Oracle bug 9474844. Sub-menu drill down icons in the top level navigation menu cannot receive focus. Workaround: Tab to and activate the top level menu item, then on the subsequent loaded page navigate to the specific sub-component. This issue is tracked with Oracle bug 9470069. Some elements in interactive report regions cannot receive focus. Specifically this relates to fields with popup controls used to facilitate selection of a value, where the icon used to open the popup cannot receive focus. Workaround: Enter the text manually in the input box, instead of using the popup. This issue is tracked with Oracle bug 9671431. The column headings in an interactive report region used to sort, hide, filter, group or show help about data are not accessible by keyboard navigation. All of this functionality, with the exception of showing help is available via the interactive report 'Actions' menu. Please see the 'Appendix B, Accessibility' section of the Oracle Application Express Installation Guide for details of how to access the 'Actions' menu with keyboard only and section '6.1.1' of the 'Release Notes' for screen reader access. This issue is tracked with Oracle bug 7655582. The 'Tree View' used on the 'Page Definition' page is not usable with the keyboard. This page has an alternative view available called 'Component View', which should be used if using keyboard only. 'Component View' can be enabled by either tabbing to the 'Switch to Component View' button at the top of this page and pressing 'ENTER' or by using the Application Express development environment with screen reader mode enabled. You can enable screen reader mode in the development environment by selecting the 'Set Screen Reader Mode On' link on the workspace home page. This issue is tracked with Oracle bug 9773584.
1194.21(b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. 1194.21(c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes. In IE, focus is not set to the popup, which makes it difficult to tab to the 'Close' icon in the dialog. This issue is tracked with Oracle bug 9671234. The 'Tree View' used on the 'Page Definition' page is not usable with the keyboard. This page has an alternative view available called 'Component View', which should be used if using keyboard only. 'Component View' can be enabled by either tabbing to the 'Switch to Component View' button at the top of this page and pressing 'ENTER' or by using the Application Express development environment with screen reader mode enabled. 1194.21(d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text.	Product has been developed to meet this standard subject to the remarks on the right	The product was tested for: Meaningful icon/image/object identification Exceptions: On the workspace home page, there are 2 regions at the bottom of the page for 'Top Applications' and 'Top Users'. These contain images that display information in a sort of status bar fashion, where the top value for each has a full status bar and then subsequent values have an image with a status bar that is proportional to the top value. This image is missing descriptive alt text. This issue is tracked with Oracle bug 9739868. On the Page Definition in the Application Builder, there is a Page input box with corresponding Page Finder popup icon in the top left of the header region under the breadcrumbs. This can be used to open a Page Finder popup window. The image currently has no ALT tag. As a result, screen readers announce the image source as "icon/view_small link graphic." This issue is tracked with Oracle bug 9739771.
1194.21(e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. 1194.21(f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. 1194.21(h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user.	Product has been developed to meet this standard subject to the remarks on the right	This product was tested for: Provision of a non-animated presentation mode for any animation. Exceptions: In Ajax-based interactive report regions, an animated GIF is sometimes used to indicate processing is underway (when filtering a report or loading a chart for example). This information is not available in a non-animated presentation mode. However, the screen reader user will be notified when the update has finished, as interactive report regions are defined as WAI-ARIA Live regions. This issue is tracked with Oracle bug 8243242.
1194.21(i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. Some Form Elements in Interactive report region dialogs contain duplicate descriptive text. These contain many Ajax-based dialogs that are used to manage information about those components. Although all form elements have descriptive text (either a corresponding label tag or title attribute), some text is duplicated for similar elements in a few dialogs. This issue is tracked with Oracle bug 7027400.

Throughout Oracle Application Express, wizards are used to step the user through the creation process of creating many native components (for example, pages, regions, buttons, and so on). These regions span across multiple pages and often contain the same page title text across all wizard pages. This issue is tracked with Oracle bug 9781070.
