Brent Council Reduces Costs and Time to Hire, Streamlines Recruitment and Onboarding Processes, and Improves Candidate and Hiring Manager Experience

Brent Council provides a range of services for the local community including education, housing, libraries, and social services. The Council’s previous recruitment solution was no longer fit for purpose, as there was no integration with the council’s HR system, hiring managers had little visibility of the recruitment process, the candidate experience was poor, and reporting was limited and time consuming.

Brent’s existing contract was approaching renewal and it sought to modernize and streamline its recruitment and onboarding process. Following a competitive tender, Brent selected Oracle Human Capital Management Cloud to improve recruitment and onboarding, reduce costs, and speed the recruitment process.

 
Challenges
  • Improve efficiency within recruitment processes for all Brent Council jobs and reduce manual processes, costs, and time to hire while improving candidate experience
  • Enable hiring managers throughout Brent Council to become more involved and have more visibility and control over recruitment
  • Integrate recruitment system with HR system to speed onboarding and reduce manual processes
  • Improve reporting and enable the team to produce reports quickly on any element of recruitment
Results
  • Saved costs by reducing the number of recruitment staff from 9 to 5 employees through natural wastage and reduced average time to recruit from 18 days to 16 days—reducing overall recruiting costs for up to 300 Brent Council staff per year for roles ranging from social workers, accountants and legal experts to administrators
  • Improved hiring manager visibility and control over recruitment process, enabling them to carry out shortlisting at any time, helping to speed recruitment process
  • Analyzed and consolidated recruitment documentation, produced standard contracts and offer letters to simplify processes, and implemented E-Signature, reducing paperwork and time for candidates to accept job offers and return signed contracts
  • Produced reports quickly and easily on any data stored within the system including custom fields and on any aspect of recruitment such as equal opportunities
  • Tracked recruitment campaigns and reported on time taken to fill a post and which job boards or recruitment agents attract the best candidates
  • Improved efficiency by keeping all recruitment related workflow in one place, eliminating multiple emails and manual documents produced and stored in different places
  • Improved candidate experience by enabling people to apply for more than one job without needing to complete details such as previous work experience and education multiple times
  • Integrated recruitment system with HR system and implemented new onboarding process, including new joiner information for payroll and IT department
  • Enabled Brent Council to configure the recruitment system in-house without incurring additional costs
