Talent Management Common Features

Features under this section are available to all talent applications.

Approval and FYI Notification Personalization

Personalize talent notifications using the Oracle Page Composer. You can selectively show and hide various components of the notification, including fields, labels and regions. You can edit labels, color, and the page layout, as well as add custom text and external links to the page.

Streamlined Navigation

Simplify navigation for users and encourage use of new menu items such as Career Planning and Skills and Qualifications. Menu items including Person Gallery, My Portrait, and Talent Profile are now moved from the Navigation and springboard to the simplified navigation.  

Enhanced pages and navigation replace the functionality available in the Person Gallery and Portrait pages.  The functionality previously accessible from these pages is now available in the person spotlight. You can access the person spotlight by clicking the person name in the Directory, Smart Navigation, My Team, Team Talent and Team Compensation pages. In the person spotlight, you can view a person's public information, employment details, skills and qualifications, career plans, goals, performance, succession plans, compensation, and documents. However, the information that you see in the person spotlight depends on your privileges. Additional private details such as address, payslips, benefit enrollments, and compensation are available in the Personal Information work area. 

Person-Record Keyword Searches in Talent Management Applications

Ensure consistency with person searches across Oracle Fusion Talent Management applications and improved application performance for regular searches. Person searches in Career Development, Goal Management, Performance Management, Succession Management, and Talent Review now use the same keyword search engine used by the Person Management work area. Talent Review, however, has two exceptions to the person search: when using the Find Worker action from the dashboard, and adding an associated worker to a task. In both cases, search is limited to the reviewees in the current review population for the meeting.

Learning and Development

Learning Cloud

Oracle Learning Cloud enables you to make a transformational shift in learning delivery. Subject matter experts in your organization can easily publish videos and assemble tutorials to deliver on-demand and social learning. Collaboration features encourage continuous community feedback.

Learning Communities

Create and join top-down or collaborative learning communities to bring together groups of learners around a specific business objective. For example, you can create communities for Sales Training for 2016, New Hire Training or other community topics. Community members can recommend learning items to other members and collaborate socially within the community. Communities can be public, restricted or secret. You can setup communities to enable members to contribute learning items or restrict the contribution to only community managers.

Real-Time Reports

Use the Learning subject areas to report on learning assignments and create compliance-oriented reports. Additionally, you can create reports for learning engagement data related to videos and tutorials.

Report Inappropriate Content

Report inappropriate content if it violates organizational guidelines. The application sends a notification to the HR Administrator and content owner. The HR Administrator can review the learning content and then disposition the content appropriately.

Use YouTube Video Search

Enable YouTube Video Search so that learners can search for YouTube videos and use them when creating the tutorials or videos. Learning Administrator can configure the YouTube Video Search and specify parameters such as restricting the videos, license type, maximum search result size, publisher channel or regions.

Approve Learner-Contributed Content

Control and maintain quality of the learner-created content with the new approval functionality. The content goes through an approval process before it is made available to all other learners. Use HCM transactions approval management to setup complex approval patterns. Track the approval status of your published items directly from the application and approve from the notification worklist or from the Manage Learners page Contributions content area.

Manage Flexfields for Courses

Configure specific fields on courses that is specific to your organization. Learning administrators can use those fields when adding information to courses and learners can use them as search parameters when they search.

Manage Pricing for Catalog items

Capture pricing details for courses and offerings with the new Price field.

Manage Learning Communities in Learning Administrator Work Area

Create and manage learning communities from the Administrator work area. A learning specialist can work as an administrator for a learning community. After selecting a community from the catalog, you can administer your community from the Community Details page.

Manage Learning Initiatives

Create assignments for an offering, course, and specialization automatically by creating a learning initiative. Assign a learning item to a specific group of learners for a specific period. The learning initiatives can be used for required or voluntary assignments, for external and internal certifications, ongoing trainings such as Business and Ethics training and Data Security training. Enroll learners automatically into training by using an initiative.

Define Assignment Rules for Courses

Define advanced rules on course assignments aspects such as validity, expiration, and renewal of the assignment. Thereby, facilitating the learning administrators to manage internal and external certifications, managers secure their organization with certifications, and the individual learners track the certification period.

Manage Learning Request on Catalog Items

Set up Courses and Offerings so the learner or manager will have to request assignment for the learner instead of assigning the learner directly to the Course or Offering.

These requests are routed to the Learning Administrator who can use the information in deciding to add new courses and offerings to the catalog. Enforce any learner or manager to first request an assignment on courses or offerings.

Assign Learners with New Page Composer Assignment Components

Assign Learning Items from almost anywhere in HCM application, using the two new Page Composer Components Required Assignment and Voluntary Assignment. For example embed the Required or Voluntary Assignment component in the context of a goal or performance review. Managers or learners can create required or voluntary assignments and track the completion. Advanced configuration allows the implementer to lock an HCM flow for a user (such as submission of a compensation plan) until they complete specific required learning items.

Add Withdrawal Reason Code and Comments

Provide a reason and comments when the learner is withdrawn from a course, offering, or specialization.

Learning Administrator Manages Learners Assignments

Manage your learners, their assignments and initiatives in the Learners page of Administrator work area. You can also add completion and withdrawal dates to the assignment and manage learning requests from your learners, or you can even mark completion of a course for a learner when you have an exemption reason.

Manage Learning Assignments for Courses

Assign a course as well as an offering or specialization to a learner. If the learner is assigned a course, they can decide which offering for the course they would like to attend.

Import Learning Data Using HDL

Use HCM Data Loader to import learning items from third-party Learning Management Systems. Also use it for importing new or existing learning records into Oracle Learning Cloud. For example, import and update the employee's learning records, import legacy courses and offerings and display them in the employee's learning history.

Import Learning Content Items Using an API

Use the REST API to bulk upload videos, e-learning content, PDF documents and weblinks to Learning Cloud.

Flexible Security Configuration

Control the Learning features and data that is accessible to Learners, Managers, and Learning Administrators through dedicated privileges for each type of user. Use the Employee, Line Manager, and Learning Administrator roles in the application as a reference for full access. You can create custom roles with more restrictive access that can be granted to users.

Manage Pricing for Catalog Items

Attach a price to an offering. The learning administrator can set prices on offerings and on offering access groups to customize the price for specific user populations. Pricing line items are configurable and extensible to facilitate detailed pricing, for example you can have a pricing line item for the actual cost, and another for related travel costs.

The total price for a learning item is recorded on the learner's assignment record upon completion of the assignment for historical and reporting purposes.

Manage Learning Request on Catalog Items

Set up courses, offerings and specializations to determine how a learner can be signed up. The learning administrator can set courses, offerings and specializations to active, which means learners can be signed up immediately, or the learning administrator can set them to requested, which means the learner will have to request signup.

If a course, offering, or specialization is set to requested, the request for signup first goes through an approval process and then it has to be activated by the learning administrator.

Learners can request both existing courses, offerings, and specializations and they can request new ones to be added to the catalog.

Training Effort

Inform learners of expected time spent on training and record time spent by the learner on training. Maximum expected effort and minimum expected effort gives the learner guidance on the time needed to complete a course and expected effort gives guidance on the time needed to complete each activity in the offering.

After completing the training, the actual effort is registered for each learner. Self-paced learning is automatically registered by the application and Instructor-led training is manually added by the learning administrator.

Create Activity by Copy

Save time and effort by copying an existing activity and then editing it as needed.

Resize Player

Adjust the height of the online content player to fit height of the SCORM content packages that don't adjust automatically within the allotted space.

Manage Flexfields for Offerings

Configure specific fields on offerings that is specific to your organization. Learning administrators can use those fields when adding information to offerings and learners can use them as search parameters when they search.

Learning Access Control on Catalog items

Control learner's access to the catalog items: courses, offerings and specializations. The learning administrator can control if the learner can find a catalog item and how much information is visible to the learner before signing up. Access can be set so all information is visible when searching, only summary information is visible or the catalog item is not visible at all. The learning administrator can set default access at program, specialization, course, and offerings level.

Reason for Changing Activity Status of Course Status

Give a Reason Code when changing the status for an activity or a course. The Reason Code will help the learning administrator keep track of why a status change was made.

Representative Added to Approval Rules

Use the new type of approver, Representative, when defining the Learning Request approvals flow. The Representative is a person associated with the learner, for example, the HR contact for the learner.

View Approval Details

View the approval details for Requested, Request Rejected, and Request Approved assignments for people in the management chain. This view is available for Managers and Learning Administers.

Manage Value CallS from SCORM Content

Manage when value calls are sent from the SCORM content to the server by configuring an attribute on the content details page.

Content Number for Content

Reference the content with the content number generated by the application and shown on the content details page.

Additional Search Parameters on Learners Page

Experience a better search for people in the Learners content areas by using the additional search parameters. The set of search parameters are now similar to what is found in Person Directory.

Expected Effort Shown In NonCatalog Item Requests

View the expected training hours when working with a noncatalog learning item request as a learning administrator.

Optional Description Field for Assignments and Initiatives

Create an assignment or initiative without providing the Description because it is no longer a required field.

Email Learners from Learners Page

Send an email to learners and managers directly from the Learners page in the Administrator work area.

Automatic Creation of Assignment Name and Initiative Name

Find the assignment name and initiative name appearing automatically when you create an assignment or an initiative. This helps you create an assignment or initiative faster.

The names are in the following format:

Adhoc Assignment <Current Date>

<Learning Item Title> <Current Date>

Configurable Weblink Content

Configure the weblink content to mark the learner as completed or incomplete on the assignment when the weblink is opened. If you don’t select the option, the learning item is not marked as complete for the learner and the learning administrator has to mark the completion manually.

Changed Offering Access Default

The default for offerings access groups is now taken from the system default. Earlier the default for offering access groups was taken from the course default access group.

Create a Direct Link to Learning Item

Use Page Composer to display a link to a learning item. You can then copy and paste this link to an email message or notification. Recipients can use the link to get direct access to the learning item from the email or notification.

Create an Offering Assignment When Editing Course Assignment

View and add offering assignments when you are editing an assignment at the course level. This allows you to quickly and easily sign a learner up for an offering if they were not already signed up as part of the course assignment.

Viewing Offline Learning in Oracle Learning Cloud

Access your required, voluntary, and recommended learning even when offline.

Authenticating Offline Learning

Use fingerprint authentication to secure and view offline learning.

Native Mobile

Accelerate learning using the Oracle HCM Cloud native mobile application, which provides the ability for the learner to complete and review required items from the convenience of their mobile device. With offline support, learners can complete their learning at any time. When a device connects online again, it synchronizes the learning assignment progress and completion status with the server.

Enhanced Learn Class Player

Use the enhanced Learn feature in Android by accessing the offering details page, where you can view, start, or resume offering activities. Now, you can give your feedback and submit an evaluation.

Enhanced User Interface for the Explore Roles Tile

Recommend roles using the new enhanced pages for the Explore Roles tile. Use the Explore Roles tile to view:

New Careers of Interest Tile

Help workers to view their careers of interest in the new Careers of Interest tile. Workers can now use this tile to review or remove roles added to their Careers of Interest list.

Enhanced Role Page

Improve the user experience with the enhanced role page. Help managers and workers to identify role requirements, view potential competency gaps, and add goals to address any gaps. Help managers to recommend the role to a report. Help workers to add the role to the careers of interest list and identify colleagues in the role to mark them as favorites for future interactions.

Enhanced Role Search Criteria

Expand the search results for roles using the enhanced search criteria in the Explore Roles tile. You can now enter any text in the search box, and view all the roles with that text in their title.

Goal Management

Using Oracle Fusion Goal Management, you can transform business objectives into goals across various organization levels, providing a clear line of sight from managers to employees. Business leaders can communicate high-level initiatives which managers can translate into goals for their employees.

User Access to a Worker Goals Summary on the Person Spotlight Page

Enable users to access the summary of a worker’s performance goals on the worker’s Person Spotlight page. Depending on your role and security privileges, you can view the goal-related content on the Goals tab on a worker’s Person Spotlight page. Use role delegation to allow other users to access a worker’s Person Spotlight page and view goal data.

Separated Data Role Management for Administrative Users of Goal Management

Create separate data roles for users who administer worker performance goals data. These data roles must be based on a role that inherits the Manage Performance Goal by HR aggregate privilege.

Simplified My Organization Panel Tab

Use the simplified My Organization panel tab in the Goals work area to view people in your organization.

Worker Performance Goals Management on the Person Spotlight Page

Enable users to access a worker’s Goals page on the worker’s Person Spotlight page. Depending on your role and security privileges, you can view and manage the goal-related content on the Goals tab on the Person Spotlight page. Use role delegation to allow other users to access a worker’s Person Spotlight page and manage goal data.

Support for Purging Transient ESS Data

Reduce consumption of database storage by using the new process, Purge Goal Mass Request Data. You can schedule the process to run periodically to purge the transient data in the application.

Performance Management

Oracle Fusion Performance Management supports features and functions for measuring and reporting worker performance.

Add Participant Process Simplification

Simplify the user experience to search for and select participants to provide feedback. Provide the ability to search for direct reports of the worker being evaluated. Show the user the participants they previously selected for the worker being evaluated.

Profile Management

Oracle Fusion Profile Management provides a common foundation for the talent suite of products and other Oracle Cloud applications to retrieve, insert, and update talent profile information. Profile Management also supports the HR specialists, line managers, matrix managers, and employees in performing critical HR talent functions. Managing people and job profiles, career planning functions, managing, and tracking talent data can be also done through Profile Management.

Attachment Support for HCM Data Loader

Upload attachments such as resumes or documents when uploading person profile information using HCM Data Loader.

Person-Record Keyword Searches

Ensure consistency with person searches across applications and improved application performance for regular searches. Person searches in Profile Management now use the same keyword search engine used by the Person Management work area.

Talent Review and Succession Management

Oracle Fusion Talent Review is an analytic product enabling your organization to review and evaluate data from the profile, performance, goals, career development, and compensation management solutions.

Oracle Fusion Succession Management helps to create succession plans to replace key personnel. Succession plans identify workers who are ready now, or can develop the necessary skills, for jobs and positions that aren't currently vacant, ensuring, a smooth transition and help you to manage candidate development.

New Show Details Dialog

Leverage Person Spotlight in the Succession Planning overview page and the Select Candidates page, and in the Talent Pools Select Members page. The Show Details feature in Succession Planning now displays Person Spotlight. New in Release 12.1, you can also view additional information about talent pool members by accessing Person Spotlight.

Ability for Managers to Edit Succession Plan Details

Edit succession plan details by a manager accessing the plan from the organization chart or Person Spotlight. Previously, managers could only edit candidate information in the Succession Planning work area if the manager had the correct ownership access. Now managers can edit plan details, such as adding additional owners after the plan has been created.

Advance Search Option Hidden for Candidate and Member Search

The advance search option is now hidden for the succession plan candidates search and the talent pools members search. If advance search is still needed, you can expose it using Page Composer.

Talent Review Submission Process

Leverage the new talent review submission process to submit talent review data to Profile Management using an Oracle Enterprise Scheduler job behind the scenes while you proceed to other tasks. You no longer need to wait for the talent review meeting to submit. Instead, you can turn on the submission process by configuring the talent review template so an Oracle Enterprise Scheduler job runs automatically when you submit meetings. Turning on the new process is optional. You can continue to submit your review meetings instantly as well.

Talent Management Transactional Business Intelligence

Oracle Fusion Transactional Business Intelligence is a real time, self-service reporting solution offered to all Oracle Cloud application users to create ad hoc reports and analyze them for daily decision-making. Oracle Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and employee benefits.

Enhancements for Learning

New Subject Area for Workforce Learning: Workforce Learning Real Time

Streamline reporting on learning activities using a new subject area called Workforce Learning – Workforce Learning. This new subject area reports on learning events, items, item owners, and consumers. You can report on count of events, duration of learning items, and count of workers who completed the learning item assigned to them, status of learning and so on.

Enhancements for Talent Management

New Subject Area for Workforce Talent Review: Talent Review Tasks Real Time

Create enhanced reports on tasks associated with talent review meetings with the new Workforce Talent Review - Talent Review Tasks Real Time subject area. Use the new task details, owners, assignees, and associated worker subject area dimensions to build more detailed reports about Talent Review meetings. You can create reports to track tasks by owner or task progress, for example.

Enhanced Subject Area: Goal Alignments Real Time

Enhance Goal Alignment Details with the Performance Goal dimension which allow cross subject area query with other subject areas that have the Performance Goal dimension.

Enhanced Subject Area: Development Goal Overview Real Time

Enhance your ability to report on the development goals with additional information of one or multiple intents associated with the goals in the Workforce Career Development - Development Goal Overview Real Time subject area.

Enhanced Subject Area: Performance Task Status

Report on Performance Tasks subject area that has been enhanced with additional attributes to report on the ‘bypass’ or ‘reset’ done on the performance document tasks by the participants in the performance evaluation.

Enhanced Subject Area: Person Profile

Expand employee profile reporting using the new Previous Employment, Technical Post Details, and Talent Score dimensions in the Person Profile Real Time subject area. Use the Previous Employment dimension to report on an employee’s previous employer, positions, supervisors, achievements, and employment duration. Use the Technical Post Details dimension to report on an employee’s technical posts, granting level and authority, technical level, and expiry date for localizations (particularly China localizations). Use the Talent Scores dimension to report on an employee’s talent scores. Talent scores can come from a talent review meeting for the employee or from the employee’s profile.

In addition, Risk of Loss, Licenses and Certifications, and Special Projects dimensions in the Person Profile Real Time subject area were enhanced to include new attributes. Use the Licenses and Certifications dimension to now include information about the training completed by an employee for a license and certification together with the establishment and any applicable restrictions. Use the Risk of Loss dimension to include information about the departure reason and estimated number of months remaining for an employee. Use the Special Projects dimension to include information about the contact name for a special project.

Enhanced Subject Area: Model Profile

Report on risks to an organization by identifying the critical jobs and positions with the new dimension added to the Model Profile Real Time subject area.

New Dimension: Performance Document Participant

Enhance reporting on performance tasks with the new dimension that determines the person or role associated with each task. A new dimension called Performance Document Participant area is added to the Performance Tasks Real Time subject area. This new dimension was already included in the Performance Rating subject area.

New Dimension: Criticality

Expand employee profile reporting using the new Criticality dimension in the Workforce Profiles -Model Profiles Real Time subject area. Using this dimension, you can now review risks to an organization by identifying the critical jobs and positions.

New Dimension: Review Period

Streamline integrated reporting on performance and goals using the new time dimension called Review Period. This is added to the Performance and Goals subject areas. With this new dimension, you can filter on performance documents and worker goals based on specific business periods.
