Compensation

Compensation and Total Compensation Statement

Oracle Fusion Compensation enables your organization to plan, allocate, and communicate compensation using the most complete solution in the market. Make better business decisions using embedded analytics and a total compensation view of workers, regardless of geographic location or pay package components.

Test Fast Formula Used to Determine Worksheet Column Default Values

Test the Default and Override Formula you select when you configure the column properties. Use the new test tool on the Default Values tab to test the formula for a sample person. See the results immediately and troubleshoot issues before starting the plan cycle.

Configure Shading, Width, and Text Wrapping for Worksheet Columns

Add custom color shading, set column width in pixels from 50 to 200, and wrap text for any worksheet column. Apply the same shade to a set of adjacent columns to group them, or shade columns that require entry or attention by managers. Increase or decrease the column width to better display the contents of each column. Set a column to wrap text so managers can see all text without expanding the column.

Configure Dynamic Calculations, Alerts, and Advanced Filter Conditions

Build conditions for dynamic calculations, alerts, and advanced filters more easily when using translatable columns. Select a value from a list to build your condition instead of using an internal ID or non-translatable code. For example, you can build the condition as Performance Management Overall Rating contains “Outstanding”.

Configure Different Due Dates for Different Hierarchy Levels

Configure different due dates for up to seven levels of the approval hierarchy while configuring the plan cycle. Set earlier due dates for managers lower down in the hierarchy so they do not hold up the approval process. Allow higher-level managers to change due dates for lower managers using a new action called Change Due Dates for All Managers. Run batch processes to notify managers about updated and approaching due dates and when a cycle opens or closes.

Configure Worksheet and Report Filters

Enable managers to filter their worksheets and reports using custom filters. In plan setup, use the Configure Filters task, renamed from Configure Report Filters, to enable filters, including advanced filters. The first four filters appear on the worksheet toolbar. The worksheet summary table recalculates when managers apply filters.

Navigate Between the Worksheet and Reports More Easily

Return to the starting point after reviewing manager reports during the workforce compensation cycle by clicking the Done button.

Display Static Budget Amounts in the Worksheet Summary

Enable three new columns in the compensation tab type summary to display Overall Budget, Overall Available Budget, and Overall Compensation Amount that do not change when filters are applied. Managers can see their overall budget amounts anytime. The existing column Overall Budget Amount is renamed to Budget - Filtered by Team, Available Budget is renamed to Available Budget - Filtered by Team, and Compensation Amount is renamed to Compensation Amount - Filtered by Team.

Configure Worksheet Display Default Options

Configure worksheet default display options by plan. There is a new task included in plan setup called Configure Default Worksheet Display where you can set the following options: Team Filter, Number of Visible Rows, Table View (list or tree), and the Number of Frozen Columns. Line managers can still use the Manage Default Worksheet Display action to save default settings on their worksheet. The default display settings saved by managers are honored. The delivered display options apply when the plan or the managers do not configure default display options.

Disable the Submit Option on the Worksheet

Hide the Submit button on the worksheet and only allow managers to save. Use the new Submit Mode option in the Configure Approvals task to disable the Submit button. This action also hides the Approve and Return for Correction buttons on the approval tab. Disable the Submit option to simplify the compensation cycle if there is no formal approval process. Managers just allocate and save.

View Individual Compensation History When Managing Compensation

View a worker’s full individual compensation history on the Manage Compensation page. Managers awarding compensation can view a worker’s full individual compensation history when making a compensation decision.

Salary and Individual Compensation Approval Notification Personalization

Administrators can now personalize salary and individual compensation approval notifications. Using the Oracle Page Composer, they can selectively show and hide various components of the notification, including fields, labels and regions. They can also edit labels, color, and the page layout and add custom text and external links to the page.

Configure Options for the Printable Total Compensation Statements

Generate the printable statement in each worker’s local currency or in another currency. Make the statement available to administers, workers, or both.

Route Individual Compensation Approvals Based on Salary

Use attributes of the worker’s salary record to route approvals for individual compensation awards.

Automate Salary Updates Using Grade Step Progression

Automate salary updates by leveraging the new grade step progression feature. You can now define progression rules and associate them with your grade ladders. The new grade step progression batch process evaluates the rules in order to move workers to the next grade or step and update their salary accordingly. You can optionally review changes before the application applies them to the worker’s assignment and salary record. When it comes time to update the underlying salary values, you can run the new rate synchronization process to automatically update the salaries for all affected workers.

Oracle Fusion Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.

Batch Process to Assign and Update Benefits Relationships

Maintain the integrity of workers' benefits relationships automatically. Use the new Assign and Update Benefits Relationships process to assign and update benefits relationships for workers using the default configuration. If the default configuration does not exist for the worker's country, the process creates the configuration. If you go live with Oracle Fusion Benefits after other modules you will find it useful to run this process to create worker benefits relationships or to synchronize with existing human resources data.

New Fields for Oracle Fusion Transactional Business Intelligence (OTBI)

Use the new benefits fields available for reporting in Oracle Transactional Business Intelligence. The new fields include Suspended, Required, Action Type Name, Due Date, Completion Date, Enrollment Coverage Start Date, Enrollment Coverage Through Date, Received Date, and Denied Date.

Improved Self-Service Benefits Pages

Assist workers to make more informed enrollment decisions using the new and improved self-service Benefits landing page. We have now simplified the worker's enrollment experience, by introducing several pages with an improved user interface. Using the new landing page, workers can quickly and easily find their current and future benefits, record life events, enroll in plans, and so on.

Global Payroll

Oracle Fusion Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.

Element Result Report Changes

Review run results for payroll processes, such as Calculate Payroll and QuickPay, using the Element Result Report. The Element Result Report now displays results from payroll processes instead of balances. Run the report during implementation to reconcile run results with the results produced by your legacy payroll.

Balance Exception Report Enhancements

You can now expand your options for balance comparisons in balance exception reporting. We have created two new comparison types called Current quarter and Current year so you can identify exceptions for a balance in the current quarter and current year.

Enhancements to Third-Party Payment Method Search

Easily locate third-party payment details for payments made directly to a person using the new simplified search page.

Enhancements to Payment Method Rules

Control which bank accounts to debit for payments to third parties by defining payment method rules based on specific criteria such as third-party name. For example, define rules to make payments to pension providers from your Bank of the West account and payments to unions from your Commercial Bank account.

QuickPay Enhancements

Calculate payroll and payment results for a single employee using the new Calculate QuickPay task. The task populates parameters on the QuickPay page, which reduces the amount of information to enter. As a shortcut, start a QuickPay process when updating a person's earnings and deductions. Optionally, use your customized QuickPay flow pattern instead of the predefined flow pattern for the Calculate QuickPay task.

Support for Values Defined by Criteria

Simplify the definition of rates or values based on one or more criteria. For example, you can define employees’ minimum hourly rates based on their state, county, city, and job. You can now easily calculate these rates or values in a formula, or as part of a rate definition.

Simplified Bank Account Page Enabled by Default

A simplified page for creating bank account information introduced in Release 10 is now enabled by default. As before, you can restrict selection to only preloaded banks and branches or have persons enter text directly in the bank and branch fields.

Fast Formula Support for Expression and Text Editors

Improved editor type provides additional flexibility when creating or editing formulas. Build more complex formulas for formula types previously restricted to the expression editor, by switching to the text editor. For example, use the text editor to write rules for the payroll relationship group, such as validations or building criteria to define the group.

Deduction Category and Deduction Parameter for Run Deduction Report

Enhance your deduction reports using two new parameters, Deduction and Deduction Category, to show specific deduction categories and deduction balances in your reports.

Person and Payroll Relationship Group Parameters for Run Deduction Report

Verify deduction balances for a single person or a relationship group using the Person and Payroll Relationship Group parameters when submitting the Deduction Report.

Information Balances in the Payroll Balance Report

Display information balances in the Payroll Balance Report by configuring the Global Information Balances for Payroll Balance Report balance group usage item.

Balance Exception Formula and Variance Type Enhancements

You can now expand your options for balance comparisons in balance exception reporting. We have created two new comparison types called Current quarter and Current year so you can identify exceptions for a balance in the current quarter and current year.

Value Sets Usage in Flow Parameters

Gain more flexibility when defining a list of values for a flow parameter by creating a value set and assigning it to the flow parameter. When you create a value set, you can create a SQL query to define the values to use for the flow parameter.

HCM Data Loader Support for Calculation Cards

Upload your calculation card data directly to the application using the HCM Data Loader. Australia now supports creating and updating calculations cards through HCM Data Loader.

Excel Output Support for Payroll Reports

Enhance payroll reporting by providing report output in Excel format. You can now configure the delivery option for payroll reports, such as the Payroll Activity Report, the Payroll Register, and the Gross-to-Net Report, to display the output in Excel format.

Dynamic Payroll Relationship Group Support for Payroll Activity Report

Verify results in the Payroll Activity Report for a specified group of people using the dynamic Payroll Relationship Group parameter.

Void Payment Action in Prepayments

Easily void a check or electronic funds transfer (EFT) payment using the Void action in the Actions menu on the Person Process Results page when viewing prepayments results. For example, you can use this action to void a check that was damaged after you issued it to an employee and the employee requested a replacement.

Edit Payroll Period Names

Easily edit the names of your payroll periods on the Manage Payroll Definitions page when in edit mode. For example, you might want to edit the system-generated payroll period names so that they match the payroll period names of your company’s payroll calendar.

Information Balances in the Payroll Balance Report

Display information balances in the Payroll Balance Report by configuring the Global Information Balances for Payroll Balance Report balance group usage item.

Additional Flow Parameter for Create Batch for an Object

Select a process configuration group to enable processing parameters, such as logging, when submitting the Create Batch for an Object process to migrate elements or formulas.

Enhancement for Generate Run Balances

Recalculate invalid values for saved run balance dimensions. Using the Generate Run Balances process improves performance as reports and processes no longer need to retrieve accurate values from the summed run results. Submit the Generate Run Balances process from the Payroll Checklist or Payroll Calculation work areas.

Enhancement in Payroll Costing Report

Enhance payroll costing report to display accounting date, cost ID, and source ID in report output with detail scope.

New Rules for Personal Payment Methods

Manage conversions in calculations by selecting specific rules for periodicity, work units, and proration calculations.  The element template for earnings classification includes new rules for daily or hourly rate calculations, and for proration calculations. You can specify standard working hours, working hours, or work schedules, and the units for hours displayed in payslips and reports.

Excel Output Support for Payroll Reports

Enhance payroll reporting by providing report output in Excel format. You can now configure the delivery option for payroll reports, such as the Payroll Activity Report, the Payroll Register, and the Gross-to-Net Report, to display the output in Excel format.

Enhanced Calculation Rules for Earnings Elements

Using the Payroll User Interface Configuration user-defined table, you can now create formulas to customize personal payment method preferences. For example, prevent your employees from editing personal payment methods that are attached to a specific account type or organization payment method.

New Task Action for PBL: Customize Bank Account Details

Using the new Customize Bank Account Details Payroll Batch Loader task action, you can easily customize the bank account fields displayed to your users in the Create Bank Account region on the Personal Payment Methods page. For example, you can customize the region to rename the Account Holder field to Account Name.

Enhance Payroll Costing Report

Enhance payroll costing report to display element primary classification in report output with detail scope.

Settlement Date for Deduction Element Entry

Enhance the recurring deduction elements functionality to stop processing by populating the Settlement Date for those entries using the Date Earned on the payroll run.

Social Insurance 2015 Enhancement

Comply with legislative requirements. A new component for gratuity contributions has been added to the social insurance calculation. The additional employee contribution is applicable to all Kuwaiti workers employed in the private sector and, depending on hire date, some government sector workers. Employers can record whether or not to pay the gratuity amount due to an employee on termination. In addition, they can record whether an employee has received a gratuity payment in the past and the date that payment was received. The payroll process uses this information to determine whether or not gratuity contributions are to be deducted as part of the social insurance calculation.

Social Insurance Calculation for Fully State Owned Oil Companies

Comply with legislative requirements. Employers can utilize specific employer sectors to ensure that appropriate social insurance deductions are being calculated for their employees. Oil sector has now been added as an employer sector, and additional rates, elements and balances have been delivered to calculate oil sector employee and employer contributions. The payroll process calculates social insurance for both employees and employers based on the employer sector, and if gratuity contributions are to be deducted as part of the social insurance calculation.

The payroll validation report shows if the following attributes are missing or non-compliant for either the employer or a particular employee: Ministry of Labour Employer ID, WPS Agent ID, WPS Employer Bank Code, Ministry of Labour Employee ID, and WPS Account Number.

Real Time Information

Take advantage of the new set of Real Time Information (RTI) processes that are added for the tax year 2017-18. These include Full Payment Submission (FPS), Employer Payment Summary (EPS) and the Earlier Year update (EYU). The additional EYU process refers to updates for tax year 2016-17.

The data item changes in the record structure are applied to the output file records specified in the RTI Message Implementation Guide (MIG) documentation from Her Majesty’s Revenues and Customs (HMRC).

Apprenticeship Levy

Comply with legal requirement for employers with a pay bill of over £3 million, it is a legal requirement to pay and report apprenticeship levy. Use the Employer Payment Summary submission process to calculate and report this levy. This legislation applies from 6 April 2017 and employers that meet the criteria must comply with this requirement.

Foreign Tax Credit Relief

Offset the UK PAYE amount for your employees working abroad, if you have an agreement with Her Majestys Revenues and Customs (HMRC) to operate the Net of Foreign Tax Credit Relief.

Full Support of Balance Adjustments

P60 Template Updates

P60 Replacement Option

Extract historical data and establish a baseline with a third-party provider for involuntary wage payments. This feature includes an XML file supporting the ADP Money Movement third-party application.

Employee Active Payroll Balance Report Enhancement

Perform more comprehensive periodic payroll and quarterly and year-end balance reconciliation through the Employee Active Payroll Balance report enhancements. This report now includes school district tax balances.

Display Accrual Balances on Employee Checks

Enable employees to view their hours accrued and hours remaining for each accrual plan on their check stubs. Employee check stubs now include accrual balances.

Automatically Synchronize Employee Withholding Certificates with HR Location Changes

Automatically update an employee’s Employee Withholding Certificate based on location-specific changes you make to their HR data. Whenever you make an HR data location-specific change, such as changing the employee’s work location, the State for Unemployment Calculation, State for Disability Calculation and Primary Work Location values are now automatically updated on the tax card. For changes to the home, work, or resident tax address or the work-at-home status, new regional components are created on the card as well.

Include Resident and Nonresident City and County Tax Balances on Periodic Tax Filing

Enhance your third-party periodic tax filing by including resident and nonresident balances for cities and counties. These balances are used by local tax filings that require resident and nonresident wages and taxes to be reported separately. For a given jurisdiction, the periodic interface file passes these balances on multiple rows. For example, a tax code of OH0952490CITY would represent the nonresident wages and taxes for Toledo, Ohio. A tax code of OH0952490CITYR would represent the resident wages and taxes for Toledo, Ohio.

Refined Data Selection for W-2 Employee Report

Enhance the W-2 Employee Report by refining the reporting data selection. Use the Payroll Statutory Unit or Tax Reporting Unit fields to narrow the data you are reporting, or leave them blank to process all employee data.

Default Check Numbering for US Simplified Payroll Cycle Flow

Simplify your payroll processing with the automatic generation of check numbers produced by the Checkwriter process. Across all US legislative data groups, the US Simplified Payroll Cycle flow now automatically starts with the next sequential check number based on the last number generated by a previous run. When running the simplified flow for the first time in a new environment, it starts with check number 1. You can still use the Start Check Number parameter to specify a specific starting number for a run.

Form W-2 Box 20 Enhancement for Ohio Employees

Enhance the Form W-2s generated for Ohio employees by including both the school district name and number in Box 20.

Wage Balance Enhancement for Periodic Tax Filing

Enhance your third-party periodic tax filing by including wage balances even when there is no tax liability. Regardless whether tax is withheld, the third-party periodic tax file includes gross, subject, and taxable wages.

Automatically Update Employee Withholding Certificates for Rehires and Assignment Changes

Streamline your HR processing for employee rehire or assignment changes. A person’s Employee Withholding Certificate is now updated automatically to reflect rehires or the addition of secondary assignments. If the secondary assignment is in the same TRU as the primary assignment, the association for the secondary assignment is created on the primary tax card. If a person is rehired into the same TRU as before, the existing tax card is used. If a person is rehired into a different TRU, no association is created.

Include Provider-Specific Fields on the Third-party Quarterly Tax Filing Interface

Deliver required information to your third-party provider through new fields on the Third-Party Tax Filing interface. The quarterly extract now captures the employee’s current home address. For Indiana employees, it includes a location reporting code. For Vermont employees, it includes a part-time flag.

Set SUI Wage Limit Overrides for Eligible Employers

Comply with state tax authority state unemployment insurance (SUI) wage limit rules, and uptake wage limit overrides for eligible employers. Set the override with the <state name> State Unemployment Insurance Tax Employer Wage Limit calculation value definition.

Specify Company Entry Descriptions for EFT Payments

Capture the company entry description when generating electronic funds transfers (EFTs). Use the new Company Entry Description field to provide your own description on the direct deposit file.

Additional Third-Party Periodic Tax Filing Auditing

Assist your third-party periodic tax filing reconciliation with the addition of a new audit report. This new report includes employee balance details by tax code. This report is a pipe-delimited text file, which you can easily import into Microsoft Excel.

Payroll Batch Loader Enhancements for Involuntary Deductions

Control the actions you apply to your employees’ Involuntary Deductions cards and components when loading them through the payroll batch loader. When running the payroll batch loader, you can now elect to correct, update, or end date existing components, component details, and overrides on employee Involuntary Deductions cards.

W-2 Employee Report Enhancements   

Facilitate your employee Form W-2 printing activities by specifying different employee types during print runs. The new Employee Inclusion parameter on the Run W-2 Employee Report process allows you to specify active employees, terminated employees, or both.

W-2 Register Report Enhancements   

Facilitate your year-end payroll data reviews through enhanced W-2 Register reporting. The Run W-2 Register process can now produce its Employee Detail Report in multiple formats, including a pipe-delimited format that can be easily imported into a spreadsheet.

Facilitate quarterly tax filing through the enhanced quarterly tax-filing extract. The Third-Party Quarterly Tax Filing extract now passes the employee’s date of birth to your tax-filing provider. New Start-of-Year ESS Process for Year Begin

Comply with Indiana state regulations by identifying the county of work and residence on eligible employees’ tax cards. Use the new Run Start of Year Process as part of your year-begin activities. This process updates the Employee Withholding Certificates as of January 1 to record the Indiana work and resident counties.

PA ACT 32 Support for Employee W-2 and W-2 Register Reports

Comply with Pennsylvania state regulations by including the tax collection district (TCD) codes on your eligible employees’ Form W-2s. For employees working in jurisdictions subject to PA Act 32, the TCD codes appear in Box 20 on their W-2. Your W-2 Register Report also now includes these codes.

Enhanced Employee Form W-2

Comply with New York state regulations by ensuring that New York local wages follow federal wages. On the Form W-2 for New York employees, the local wages displayed in Box 18 are now the same as the value in Box 1.

Global Payroll Interface

Oracle Fusion Global Payroll Interface supports features to send personal payroll information to third-party payroll providers and then to import processed payroll data into Oracle Fusion Global HR. You can copy and modify predefined extract definitions to meet the requirements of your third-party payroll provider. Before extracting data, payroll coordinators can optionally run the Calculate Gross Earnings process to calculate periodic values to validate gross earnings calculations. If you import processed payroll data or payslips from your third-party payroll provider, the data is available for further reporting and analysis.

New Country Extensions in Global Payroll Interface Extract Definition

Extract country-specific fields as well as global attributes when you copy the Global Payroll Interface extract definition for a legislative data group in the following countries: Australia, Netherlands, and the United States. The extract definition is enhanced to include country-specific fields, such as fields from calculation cards, for these countries.

Import of Third-Party Payroll Processed Data and Payslips

Import data from third-party payroll providers using HCM Data Loader. Import payslips, for example in PDF format, notification messages, and processed payroll data, such as net pay. Create your own reports, for example using the new Payroll Interface Inbound Record – Real Time subject area in Oracle Fusion Transactional Business Intelligence. Employees can view the imported payslips in My Portrait or in the Personal Information work area.

Tax File Number 28 Day Adjustment

Streamline the checking of non submission of employee’s tax file number within the 28 day compliance period using the new Manage 28 day TFN adjustment task. This task produces a list of employees that have not provided their TFN to the employer within 28 days after hire. The list includes 28 day expiry date, TFN, Name, Age, Payroll, and Termination date. Use this to provide a list of employees that may require tax scale updates.

France

Legal Reporting: Work Certificate

Capture the following additional information in the Pension and Welfare calculation card: Start date of health coverage maintenance, and End date of health coverage maintenance. When you enter the start date of the health coverage, the same is displayed in the Work Certificate as follows: ’In application of L.911-8 Social Security code, this employee benefits maintenance of Health and Welfare coverage for 12 months after his termination. Guarantees remain identical’.
