Compensation and Total Compensation Statement
Oracle Fusion Compensation enables your organization to plan, allocate, and communicate compensation using the most complete solution in the market. Make better business decisions using embedded analytics and a total compensation view of workers, regardless of geographic location or pay package components.
View salary components from compensation history, when a worker’s salary basis is configured to use components to itemize the salary adjustment. Previously, it did not display components when a worker’s salary basis used components.
Route Individual Compensation Approvals Based on Salary
Route approvals for individual compensation awards using the attributes of the worker’s salary record in the approval rule.
Workforce Compensation Notification Personalization
Personalize workforce compensation notifications. Administrators can now using the Oracle page Composer, selectively show and hide various components of the notification, including fields, labels, and regions. They can also edit labels, colors, and the page layout and add custom text and external links to the page.
Manage Progression Grade Ladder Formula Selection Filter
Streamline the setup process when using formulas within progression grade ladders. The list of values associated with formula fields is now filtered by formula type in the Manage Progression Grade Ladders page. The date formula fields show all formulas defined as type Salary Progression Date Determination Rule. The salary calculation rule field shows all formulas defined as type Salary Progression Rate Determination Rule.
Create salary rate differentials in the compensation work area. Configure the salary range differential profile by location and vary it over time using date effectivity.
Oracle Fusion Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.
Enable your benefits administrators to bill retirees, dependents or employees on unpaid leave of absence directly for benefit plan costs instead of charging through the payroll deduction process. Prepare and generate charges in bulk or individually, depending on the numbers involved. This flexibility enables administrators to generate the first charges for an individual. They can then ensure that the details are correct before handling all subsequent charges via the bulk processes.
Once payment is received you can record payments, including exact payments, under or over payments, and even several payments against the same bill. The application handles these different scenarios by subtracting or adding the under or overpaid amounts to the next charges and bill generated. The application settles the oldest bills first, and the highest cost option, which is most likely Medical, until it has allocated the payment made fully. You can even record payment without a bill being previously generated, and make manual adjustments.
Improved Self Service Benefits Pages
Help participants through the enrollments process more easily. Filters can be configured on train stops to enable participants to quickly see which plans and options are appropriate to them and hide the ones that aren't. Information icons are now available in each train stop to enable participants to make more in-depth enrollment decisions. Participants can also click the Select buttons or the triangular expansion widgets alongside the plan names to display any additional rates configured to help make selections. Participants can now more easily designate dependents and beneficiaries when making selections by making it a clear part of the selection process.
Benefits for the United States
Affordable Care Act Override Upload (United States Customers only)
Override or add missing values in the 1095-C report, in the United States, using the new ACA spreadsheet. You generate your 1095-C report for employees once a year, at the end of the year, but if you implemented Benefits midyear, a proportion of the data required for reporting might not be available. That’s because some of it may still exist in the legacy application. Using the new spreadsheet to override or add any values enables you to generate an up-to-date 1095-C report.
Oracle Fusion Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.
Calculate Accrual Balances in a Payroll Flow
Streamline your end-to-end payroll flow by running the accrual process used by Absence Management as part of your payroll cycle. Add the Calculate Accruals and Balances task to your existing payroll flow. This automatic task will begin when the preceding task completes.
On the Manage Payroll Interface Inbound Records page, you can:
- Add, view, edit, and delete information about payroll, payment, leave, and messages received from third-party payroll providers.
- Filter imported data.
- View the payslip data that includes third-party payslips.
Payroll Costing Report by Element Classification
Use primary element classification now included in the detail scope of the Payroll Costing Report output to verify costing by element classification.
Enable Reports to Process Following an Errored Task
Allow reports within a flow allow to process even if the proceeding task has errored.
New Configuration Options for Personal Payment Method Page
Use the Payroll User Interface Configuration formula type to display the Organization Payment Method list of values on the Personal Payment Method page and if required, limit the values available to employees when Personal Payment Methods are being created.
Payroll for Canada supports country specific features and functions for Canada. It enables users to follow Canada’s business practices and comply with its statutory requirements.
Involuntary Deductions: Enhanced Protected Pay Rules
Provide additional Protected Pay functionality to specify how the employee’s protected pay is calculated. The Protected Pay rules are configured on the involuntary deduction card for the employee. Protected Pay functionality for involuntary deductions was initially introduced in release 10, bundle 17. It was also previously enhanced in release 11, bundle 8. Several new rules are introduced with this release.
Capture values required for the Record of Employment (ROE) on the reporting information card.
There is integration between the absence management system and payroll. The information passed from absences to payroll is used to calculate the absence payment in payroll.
Absence Elements: Discretionary and Final Disbursement Absence Payments
Select different options for taxation, EI allocation, and EI hours for discretionary and final disbursement payments.
Employee Active Payroll Balance Report
- Run the Employee Active Payroll Balance report to reconcile your balances prior to periodic or year-end reporting. The Employee Active Payroll Balance Report displays current and year-to-date values for employee balances without the need to process the payroll archive. This report assists in determining if any tax balances are over the statutory limits and if any of the tax liability balances are improperly calculated. To assist with year-end reconciliation and balancing of your year-end box balance data, run this report throughout the year to make year-end balancing easier.
Reporting Mode: Draft and Final Mode for End-of-Year Reports Process
Use the Format parameter to run the year-end slips in draft or final mode. The mode applies to all year-end report types of T4, T4A, RL-1, and RL-2 and is available for the Original, Amended, and Cancelled Report Type options.
Payroll for China supports country specific features and functions for China. It enables users to follow China’s business practices and comply with its statutory requirements.
Nontaxable Employee and Employer Contribution Threshhold Amounts
Comply with the regulation on taxable social security contribution calculation in Shenzhen and Shanghai by capturing nontaxable employee and employer contribution threshold amounts and using them in the monthly individual income tax calculation.
Payroll for Kuwait supports country specific features and functions for Kuwait. It enables users to follow Kuwait’s business practices and comply with its statutory requirements.
Social Insurance 2015 Enhancement
Comply with legislative requirements. A new component for gratuity contributions has been added to the Social Insurance calculation. The additional employee contribution is applicable to all Kuwaiti workers employed in the private sector and, depending on hire date, some government sector workers. Employers can record whether or not to pay the gratuity amount due to an employee on termination. In addition, they can record whether an employee has received a gratuity payment in the past and the date that payment was received.
The payroll process uses this information to determine whether or not gratuity contributions are to be deducted as part of the Social Insurance calculation.
Electronic Fund Transfer Template Update
Comply with legislative requirements. The Electronic Fund Transfer (EFT) template now includes MOSAL ID and IBAN Number in compliance with banking regulations.
Ensure payroll processes are run in the correct order. Payroll Cycle is a global seeded payroll flow which enables you to run predefined payroll tasks in a predefined sequence for each payroll period, in a best practice flow. The payroll cycle flow has been amended so that the payroll archive is run prior to payment tasks.
Comply with legislative requirements. The payroll archive and Report 56 have been enhanced to manage multiple payroll runs in the same period and report each employee only once.
Oracle Fusion HRMS (Qatar) supports country specific features and functions for Qatar. It enables users to follow US business practices and comply with its statutory requirements.
Create elements, appropriate for Qatar. The delivery of base payroll data specific to a Qatari payroll, that includes element classifications, balance categories, context usages, and dimension usage enables the use of the element template and associated objects.
Comply with legislative requirements. Calculation cards have been provided to capture the appropriate data for both social insurance and gratuity, at organization level, payroll statutory unit, and person level, payroll relationship.
Automatic Calculation Card Creation
Comply with legislative requirements. If your payroll product usage is set to Payroll or Payroll Interface, the Employee Social Insurance Details calculation card is created automatically as part of the new hire process or when you rehire an employee, and the Employee Gratuity Details calculation card is created automatically as part of the termination process.
Comply with legislative requirements for the insurance protection extension to the citizens of the GCC countries.
Comply with legislative requirements for gratuity payments as described in Qatar Labour Law.
Involuntary Deduction Element Template

Extend Statutory Sick Pay (SSP) to work with qualifying patterns that include overnight shifts. When a shift starts and ends on a different day, the day that counts for SSP payment is the day the shift started.
Configure Average Weekly Earnings
Create your own average weekly earnings formula to calculate average weekly earnings. Eligibility to statutory payments is based on the employee’s Average Weekly Earnings calculated over a certain period known as the relevant period. The definition of the relevant period varies depending on the type of absence. It is automatically calculated based on payroll balances. However, there are certain circumstances where this calculation cannot be performed, for example if do not have the required license for payroll application, or for new joiners who have not been processed in payroll during the relevant period. In such scenarios, you can create and plug-in your own user-defined formula to calculate the average weekly earnings.
Court Orders – DEO Reference Number Output on BACS File
Identify and allocate reference numbers for Deduction of Earnings Order (DEO) Court Orders third-party payments to enable payments to be appropriately allocated. The reference numbers appear in the appropriate field of the BACS payment file. When multiple DEO’s are present for one employee, the third party payee should be set up for each DEO.

XML Message Retrieval Support from HMRC Data Provisioning System
Retrieve employee data from HMRC’s Data Provisioning Service (DPS) in XML format. You can retrieve all employee updates for P6, P6B, P9, and student loans SL1, SL2 notifications to update the employee records using this feature. You can also retrieve the NVREP messages generated as a result of either NINO verification requests or Full Payment Submission sent with missing or incorrect NI details. The process retrieves the XML messages, validates, and reports the inbound data. Once retrieved, you can upload the data to the calculation cards and employee records.
Processing Benefits in Kind Through Payroll
Capture data and process the benefits in kind through the payroll application as prescribed by the legislation.
The payroll process calculates the tax liability of a benefit for the tax period, instead of reporting it at the end of the tax year. You must confirm the benefits that you want to process through payroll in the tax year with the HMRC, and set up the benefits data for your employees.
A new Taxable Benefits calculation card is provided that includes calculation components related to each benefit. Use the appropriate calculation component and calculation component details to capture the benefits information required to calculate the tax liability.

This report consists of four Microsoft Excel worksheets: an overall summary, import details, audit listing of valid and transferred orders, and an exception listing of failed orders. An email notification notifies parties when the inbound process is completed.

Enhance your federal tax levy configuration through new deductions at time of writ overrides. You can now specify additional overrides to more precisely calculate these deductions.
Enhanced Form 1494 Exemption Amount Derivation
Augment your federal tax levy processing through the calculation of your Form 1494 exemption amounts. The payroll process now uses the year you specify on the “Statement of Exemption Received Date” to determine these amounts.
Involuntary Deductions Subprocessing Order Defaults
Automate the assignment of an involuntary deduction’s sub processing order. When you define an involuntary deduction and create the card component, the sub processing order of the deduction is automatically determined by its involuntary deduction type.

Enhance your third-party periodic tax filing reconciliation with the ability to run the periodic audit report detail through a new process. From the Checklist or Regulatory and Tax Reporting work areas, select Run Third-Party Tax Filing Audit Report Detail. This new process allows you to run the audit report detail standalone from the Third-Party Periodic Tax Filing Extract. Run this process by a date range, by a specific periodic tax filing extract flow name, by a specific TRU, or by a specific employee.
Third-Party Quarterly Tax Filing Extract Enhancement for Amended Quarter Filings
Facilitate your third-party quarterly tax filing with the addition of new parameters on your amended quarter filings. When you run the Run Third-Party Quarterly Tax Filing Extract task, you can now specify a submission type, issue identification date, reason codes 1 through 10, and any special instructions. You can also select the appropriate submission type to identify the type of quarterly file being sent: Original, Amendment File, Exception Late Original File, or W-2 Management File.
Third-Party Quarterly Tax Filing Extract Supplier Enhancements for Fourth Quarter
Extend your third-party quarterly tax filing with support for 4th quarter changes mandated by your supplier. This includes passing new W-2 box records for US Box 12 Code FF and Puerto Rico Box 16 Code F. In addition to these supplier changes, the third-party quarterly tax filing audit report has been enhanced to include the work PSD code for PA Act 32 jurisdictions.
Employee Active Balance Report Enhancements to Include New Balances
Augment your balance reconciliation with the addition of new balances on the Employee Active Payroll Balance report. Resident and nonresident balances at the city and county balance levels are now included. A new balance level “Pennsylvania Locals” is available. This balance level includes information specific to the PA Act 32 local balances such as the tax collection district code, the work and resident PSD codes. The state balance level now includes seven W-2 Territory balances for easier reconciliation of Puerto Rico data.
Involuntary Deductions Processing Fee Enhancement
With this enhancement, the payroll process no longer automatically deducts the processing fee when an involuntary deduction isn’t processed during the run.
Utilize the new 90-day balance dimension to calculate sick pay for your California commissioned or piece-rate employees. When defining Absence elements, use the new “Relationship 90 Earned Days to Date” balance dimension to pay the proper sick rate to affected employees. This dimension looks at balances based on date earned that include full pay periods within the specified 90-day window.
Electronic Income Withholding Order Reference Code Enhancement
Enhance the generation of the Involuntary Deductions card component Reference Code through the inclusion of the electronic income withholding order (e-IWO) remittance identifier. This further qualifies the Reference Code to prevent duplicate values. When you load a new inbound e-IWO into the card component, the Reference Code now consists of a concatenation of the following fields: Case Identifier, State Abbreviation, and Remittance Identifier.
New York Family Leave Insurance Support
Automate New York Family Leave Insurance deductions through the new NY State Disability calculation component. You can enable this deduction on the payroll statutory unit and tax reporting unit calculation cards. All employees associated with those organizations would become eligible.
Leverage the new Guam territory functionality to support your payroll processing.
Run US Tax Balance Adjustment Process
Simplify performing FUTA-related tax balance adjustments through the new Run US Tax Balance Adjustment process. When you receive new credit reduction rates for the current calendar year, the payroll process does not self-adjust the taxes for employees that have already reached the FUTA wage limit or for employees that have terminated prior to the rate change. This process performs the tax adjustments on those impacted employees.
Simplify your year-begin preparations through the updated Run Start of Year Process. This process now provides processing modes to identify 401 (k) limit overrides and exemption details at the federal and state levels.
Enhanced Ohio School District Tax Calculation
Process Ohio school districts that don’t use the flat rate tax method. The payroll process now determines their taxation based on the allowances you set on the Ohio state component of the employee’s tax card.
Puerto Rico Young Entrepreneurs Act
Enhance payroll processing for your Puerto Rican employees with support for the Puerto Rico Young Entrepreneurs Act. For all employees meeting the age criteria, this exemption starts immediately for any payroll runs after application of this statutory patch.
With this enhancement, the payroll process automatically exempts the first 40,000 USD in wages for eligible employees. It accumulates the exempt wages in a new PR Youth Exempt Wages balance. Once the limit is reached, the state income tax balances begin accumulations.
e-IWO Enhanced Search Capabilities
Simplify locating electronic income withholding orders (e-IWOs) information in the storage table through enhanced search criteria. These new fields include Case Identifier, Employee SSN, FIPS Code, and Order Identifier.
Third-Party Periodic Tax FIling Extract Inclusion of Payroll Frequency
Include payroll frequency in the periodic tax information you submit to your third-party provider. The Third-Party Periodic Tax Filing Extract now includes payroll frequency in the output file. If the payroll run includes multiple payroll frequencies for a given periodic date range, the file reports the tax data in separate batches by payroll frequency. The Periodic Tax Filing Audit Reports now include the payroll frequency.
Involuntary Deduction Fee Priority
Improve involuntary deductions processing through enhanced fee calculation. You can now specify whether the payroll process calculates the processing fees before or after the involuntary deduction. This feature is available for Garnishment and Creditor Debt secondary classifications.
Involuntary Deduction Disposable Income Recalculation
Improve the accuracy of involuntary deductions calculation by electing to recalculate disposable income for select deduction types. When deductions of Educational Loan, Debt Collection Improvement Act (DCIA), and Bankruptcy are combined with other involuntary deductions, you can direct the payroll process to recalculate the disposable income for those classifications.
e-IWO Audit Report Enhancement
Validate the uptake of inbound electronic income withholding orders (e-IWOs) through an enhanced audit report. This report now includes a check for cases when the issuing state on the order is different from the employee’s work state. You should review the card component details for this scenario and make any needed modifications.
Tax Withholding Card Enhancement for Guam
Updated the Guam regional component of employee Tax Withholding card. You can now make your updates directly on the Guam component rather than on the Federal component.
e-IWO Inbound Process Enhancement
- Enhance the processing of electronic income withholding orders (e-IWO) inbound process through new handling of the employee work state. If the issuing state on the incoming order is not the employee’s work state, the inbound process now uses the employee’s work state to create or update the Involuntary Deductions card component. For employees working in multiple states, the process uses the issuing state.
Oracle Fusion Global Payroll Interface supports features to send personal payroll information to third-party payroll providers and then to import processed payroll data into Oracle Fusion Global HR. You can copy and modify predefined extract definitions to meet the requirements of your third-party payroll provider. Before extracting data, payroll coordinators can optionally run the Calculate Gross Earnings process to calculate periodic values to validate gross earnings calculations. If you import processed payroll data or payslips from your third-party payroll provider, the data is available for further reporting and analysis.
Manage your payroll interface, on the Payroll Interface Inbound Records page, you can:
- Add, view, edit, and delete information about payroll, payment, leave, and messages received from third-party payroll providers.
- Filter imported data.
- View the payslip data that includes third-party payslips.
Integration with ADP Global Payroll
Extract data from Oracle Fusion Global Human Resources easily to integrate with ADP Global Payroll. You can use the new predefined extract definition and flow pattern to extract data in a format compliant with ADP standards.
