Payroll of Benefits for Tax Year 2022-23

Be compliant when processing your employees' taxable benefits through payroll for the new tax year 2022-23 as the rates, percentages, and thresholds for the new tax year have all been updated to reflect the correct values.

Statutory Payment Rates for rUK and Scotland - Tax Year 2022-23

Remain compliant with legislative changes effective for the tax year 2022-23 for the Statutory Payment rates with the changes introduced for England, Wales and Scotland effective from April 2022.

Scottish Earnings Arrestment - Tax Year 2022-23

Ensure your Scotland based employees are charged the correct Scottish Earnings Arrestment deduction rates based on weekly or daily earnings for the tax year 2022-23. The revised rates for deduction, as published by HMRC, will apply during payroll calculations.

Student Loans - Tax year 2022-23

Stay compliant with the new rates and thresholds for student loans for tax year 2022-23 effective from 6 April 2022. The student loans thresholds have been updated for Plans 1 and Plan 4, although the rate of deduction has remained unchanged as does the threshold for Plan 2.  Postgraduate Loan threshold and rate remains unchanged.

Tax Year Reporting: P11D and P60 for 2021-22, and P46(Car) for 2022-23

Be compliant with your tax year end reporting as well as in-year reporting to HMRC with the processes for P11D and P60 reporting, and use the updated templates for tax year 2021-23. Send employee car details using the process for P46(Car) with the updated template for the new tax year 2022-23.

Legislative Changes for rUK, Scotland and Wales for Tax year 2022-23

Stay compliant with legislative changes introduced for the tax year 2022-23 with the prescribed changes to rates, thresholds and percentages for Income Tax, National Insurance deductions, and all other changes that will be effective for rUK, Scotland and Wales from 6 April 2022.

Real Time Information Reporting for Tax Year 2022-23

Comply with the Real Time Information reporting requirements to HMRC using the newly delivered processes for Full Payment Submission (FPS) and Employer Payment Summary (EPS) for the tax year ending April 2023. These processes are updated to reflect the reporting changes required for the new tax year.

National Insurance for Veterans and Freeports

Use the five new NI categories that come into effect from 6 April 2022 for Veterans and Freeports. These NI categories are 'V' for military veterans, and 'F', 'I', 'L' & 'S' for employees identified as primarily employed in a Freeport area. This ensures that the employer NI relief is applied for your organization.

Global Payroll

Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.

Calculation Entries Landing Page

View the employee’s payroll-related information on the calculation entries page. This page allows you to view existing element entries, amend existing and create new entries. You can also access calculation card information such as taxation and involuntary deductions with the provided links. Additional cards are accessible depending on whether data has been transferred or localizations have enabled them such as Time and Absence related information.

Calculate Quickpay Single Task Action

Submit a QuickPay flow using the single Calculate QuickPay task. You’re automatically defaulted to the QuickPay Simplified flow. The two seeded tasks, QuickPay Payments and QuickPay Simplified, are now replaced with a single Calculate QuickPay task.

Once you’re in the QuickPay submission page, you can select an alternative seeded or user-defined QuickPay flow to the one defaulted by the Calculate QuickPay task without navigating away from the flow submission page.

Override the Employee Retroactive Period Start Date on the Retroactive Event Notification Page

Set the start date of the retroactive period for an employee by entering an override date for an unprocessed retroactive event notification on the Retroactive Event Notification page.

Display Net Pay Amount in Currency of the Legislative Data Group on the Payslip Page

Set this new profile option to display the net pay amount on the payslip page in the same currency as your Legislative Data Group (LDG) instead of the currency of the payment. When you have international payments where the currency of the LDG and the currencies of the payments are different, you now have the option of how to display the net pay amount on the payslip page.

Expand Payslip Name to Include Date and Amount Details

View the new payslip document name on the payslip page, which now includes payment date and net pay. Each payslip link is now uniquely named making it easier to identify and choose the correct payslip to view, print or download.

Disable Notifications for QuickPay Flows

Disable notifications generated by the predefined QuickPay flows using the ORA_PAY_QP_ALLOW_WORKFLOW_NOTIFICATION profile option. By default the profile option is set to Yes, so notifications continue to be generated.

Process Filters on the Person Process Results Page

Use the filter option to filter and view the details of person process results by payroll activities. For example, you can now filter processes using the Payroll Calculation activity to view process results such as Calculate Payroll and Calculate QuickPay.

Available Actions on Corrective Flows

Access an updated list of actions for corrective flows such as the Roll Back Process flow.

Cancel Event and Remove Event Notifications

Cancel a payroll event to remove any related, unprocessed event notifications from the employee such as retropay notifications.

For example, if you made a retrospective update to an assignment job for the wrong employee. You can correct the job, but the underlying event and retropay notifications are still present on the employee record. You can now cancel the change in the job event, and the retropay notifications are removed from the employee record.

Make Payroll Mandatory and Remove Dependency on Add Payroll Button

Make payroll a mandatory attribute on flows such as new hire. You can also assign a payroll to an employee without using the 'add' payroll option.

Use this feature along with autocomplete to default the payroll assigned to an employee based on the business rules of your company.

Manage and Submit Flow Patterns Using REST API

Use the flowPatterns REST API services to define and maintain flow patterns. Submit a flow using the submitFlow method attached to the Flows REST API.

Payroll for Bahrain

Payroll for Oracle Human Capital Management for Bahrain supports country specific features and functions for Bahrain. It enables users to follow Bahrain's business practices and comply with its statutory requirements.

Element Template for Allowances

Use the Bahrain specific element template and calculation rules for the following allowances:

  • Nature of Work Allowance
  • Subsistence Allowance

You can also use this template for Basic Salary, Overtime, and Bonus.

Unemployment Insurance

Calculate unemployment insurance contributions accurately with the delivered legislative rules and information for all citizens working in Bahrain, employed in the private or government sector.

Payroll for Canada

Payroll for Oracle Human Capital Management for Canada supports country specific features and functions for Canada. It enables users to follow Canada's business practices and comply with its statutory requirements.

Third-Party Payee Correspondence Language

Capture a correspondence language for a third-party payee to generate third-party cheques in that language.

Option to Designate Pretax Elements to Apply Only to Nonperiodic Earnings

Designate pretax elements as nonperiodic or regular earnings.

Payroll for China

Payroll for Oracle Human Capital Management for China supports country specific features and functions for China. It enables users to follow China's business practices and comply with its statutory requirements.

Enhanced Daily Rate and Proration Calculation

Leverage the enhanced daily rate calculation in absence payment and deduction, and proration calculations. Now daily rate can be calculated as a monthly amount divided by the actual number of pay days within a pay period. The prorated amount cannot exceed the monthly amount.

New Online Payslip Name Format

Use the new online payslip name format if you want to have a unique payslip name for each pay period. The new payslip name format is YYYY/MM/DD_net pay amount.

Payroll for Mexico

Payroll for Oracle Human Capital Management for Mexico supports country specific features and functions for Mexico. It enables users to follow Mexico's business practices and comply with its statutory requirements.

Corrective Actions at Task and Person Levels

Make use of the corrective actions, such as rollback at the Task and Person levels for these Mexico processes:

  • Annual Tax Adjustment
  • Calculate Mexico Profit Sharing
  • CFDI Payslip Interface
  • Social Security Affiliation Report
  • Social Security Archive
  • SUA Interface Extract

Ten Day Payroll Frequency Support

Make use of the new Ten Days periodicity to create and process thrice-monthly payrolls in compliance with the Mexico legislation.

A new Ten Days option has been added to the periodicity list of values at Payroll Definition, Element and Rate Conversion levels.

Payroll for the United Kingdom

Payroll for Oracle Human Capital Management for the United Kingdom supports country specific features and functions for the United Kingdom. It enables users to follow the United Kingdoms business practices and comply with its statutory requirements.

Enhanced Gender Pay Gap Report

Use the additional data items in the Gender Pay Gap report that enable you to assess whether or not to exclude individual employees from the data extract prior to reporting. Further details of bonus payments in the snapshot payroll period are included to enable accurate calculation of the hourly rate of pay.

Report MyCSP Partnership Scheme Opt Outs Based on Scheme Eligibility

Report the scheme code for the pension scheme the member was eligible for before they joined and then opted out of a Partnership scheme in the Service History file. The member may or may not have been enrolled in that pension scheme before they joined the Partnership scheme. You specify this in the Eligible Scheme to Join field on the Pensions Automatic Enrolment card. For example, if you select an Alpha scheme, scheme code CSO is reported in the opted out member's Service History records.

Display Organization Names in Teachers' Pension MCR Flow Parameters

Differentiate multiple instances of the same identification number by displaying both the identification number and organization name in the Local Authority Number, MAT or Payroll Provider Number, and Establishment Number flow parameters for the MCR report. For example, if you recorded the same local authority number against multiple academies, you can identify each academy by both its local authority number and its name in the Local Authority Number parameter.

Payroll Proration for Benefits-in-Kind

Use the option to select Benefits in Kind element entries during payroll run by setting the proration group to Entry changes for proration. This enables the element entries to be processed for proration even if they have ended  before the payroll period end date.

Payroll for Oracle Human Capital Management for the United States supports country specific features and functions for the United States. It enables users to follow the United States business practices and comply with its statutory requirements.

Diagnostics Report for Anytime Pay
