New Option for Canadian Designated Groups
Select the new option “No designated group provided” for employees who don’t want to identify as part of the group, or are not part of a designated group.

Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.
Value Definitions and Range Items: Model Changes
Retrieve information for value definitions and range items using the supplied database views.
The model for value definitions and range items is being updated. These changes will provide performance enhancements when retrieving high volumes of information in payroll reports and processes. In 24A, all information for value definitions and range items will be migrated to the new model. Use the database views delivered in 23D to prepare for the forthcoming model changes.
Optimize Performance of Background Payroll Process
Optimize the performance of the background payroll processes, by automatically identifying and assigning the correct number of threads to the process. The payroll background process runs continuously and is used to submit processes such as the QuickPay process for Anytime Pay.
Automatically End Date Personal Payment Methods when Final Close is set on Payroll Relationship 
Automatically end date personal payment methods when the final close date is amended on the employees payroll relationship. The final close date can be manually entered or autocomplete rules can be used to default this date.
Define the qualifying conditions that must be met to generate an event action notification. For example, define an event group that only generates event notifications for Salary element entry changes. This feature is available for features that use the event action model, such as HCM Rates.
Flow Pattern Name Translations
Use the Translation Editor icon on the Flow Pattern setup page to enter flow name and description in each language displayed and save the record. When a user signs in, in a translated language, they get to see the flow pattern name and description as per the translated record.
Reverse Subledger Accounting Entries for Payroll Costing
Reverse the payroll subledger accounting entries that are posted in Final mode. This allows you to roll back the previous payroll processes, such as a payroll run.
Accounting of Unreconciled and Voided Payments in Costing of Payments 
Create the costing of payment entries when a payment is unreconciled in cash management and subsequently voided in payroll.
Enhance the payroll costing functionality by defining costing at the location level and use it in the costing hierarchy when processing the costing information. Entering the location costing is currently supported through HCM Data Loader.

Redwood Experience for Personal Payment Methods for Self-Service Users 
Use the redesigned Redwood VB Studio Payment Methods page for self-service users to quickly view and manage personal payment methods. You can search for this page from Ask Oracle and enable guided journeys or nudges.
Redwood Experience for Statement of Earnings
Use the redesigned Redwood Statement of Earnings page to view the calculated results from Payroll and QuickPay processes.
Redwood Experience for Viewing Balance Results
View balance results using the redesigned Redwood Balance Results page. The Balance Results page displays the calculation results of payroll processes, such as payroll calculation, QuickPay, payroll reversal, balance adjustment, and balance initialization.

Capture and report the Employment Code on the employee's T4 slip in Box 29.
Vacation Liability Balance Report
Report vacation liability balances, using the new Vacation Liability Balance Report.
Enhanced Canada Pension Plan (CPP) and Quebec Pension Plan (QPP): Phase 2
Support phase 2 of the enhancements made to the Canada Pension Plan (CPP) and Quebec Pension Plan (QPP) retirement and supplemental benefits, as published by Canada Revenue Agency and Revenu Quebec. Phase 2 enhancements are effective January 1, 2024.
Support to Stop Deducting QPP the Year After Employee Turns 72
Support the new age limit for the deduction of QPP, as published by Revenu Quebec. These enhancements are effective January 1, 2024.
Support of Election for Quebec Employees to Stop Contributing to QPP
Support the new election for employees to stop (or restart) contributing to QPP, as published by Revenu Quebec. The Quebec RR-50 form is used by employees to stop or restart QPP deductions. These enhancements are effective January 1, 2024.
Estimated Annual RRSP Contribution for Commissioned Employees
Capture the estimated annual amount an employee expects to contribute to RRSP in the calendar year.
Canada Payroll Replaced or Removed Features
Transition from Vertex to the Canadian Oracle Payroll Tax Engine (CAOPTE)
The new Canadian Oracle Payroll Tax Engine was announced in Update 23C. As of 24B, all customers must be switched over to the new engine. Use the new Canadian Oracle Payroll Tax Engine to calculate federal and provincial taxes. This new in-house engine replaces the Vertex tax engine.
Payroll for Oracle Human Capital Management for China supports country specific features and functions for China. It enables users to follow China's business practices and comply with its statutory requirements.
China Payroll Replaced or Removed Features
From time to time, Oracle replaces existing features with new features, or removes existing features.
Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.
Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.
Removal of the View Social Security Accounts Info Self-Service Page
Comply with the current practices for managing social security affairs. Previously, employees needed both their personal and employer social security account details (provided by the self-service page) to manage the social security affairs. Individuals need only their identification info these days. Hence, the self-service page will be removed in 24A.
Payroll for Oracle Human Capital Management for India supports country specific features and functions for India. It enables users to follow India's business practices and comply with its statutory requirements.
Simplify professional tax computation with the professional tax computation report. This generates slab wise professional tax details which includes professional tax rate, number of employees processed, professional tax deduction, and the total professional tax deducted for that month, quarter, half year, or year.
Administrators can further enhance the report based on the city or state in which the company is located.
Quickly view the statement for tax deducted at source (TDS) from the salaries of employees. View a summary of all the entries for TDS collected by the employer along with employees salary, Permanent Account Number (PAN), and TDS challan information.
Old/New Tax Regime Comparison Report
Simplify the tax comparison based on the tax regime for employees by enabling the Tax Regime Comparison report in employee self-service. Employees can do a self evaluation and then choose the new tax regime or continue with the old tax regime.

Annual Tax Adjustment Reporting Enhancements
Review results of the Run Mexico Annual Tax Adjustment flow using the updated excel report. Optionally, you can upload the audit information and view it on the Payroll Interface Inbound Records page.
Payroll Run Type for Annual Tax Adjustment
Make use of the Annual Tax Adjustment payroll run type to compare employees' year-to-date tax withheld with the annual tax table rate and calculate employee ISR differences which are used to make an adjustment to withhold or reimburse the difference.
Payroll for Oracle Human Capital Management for Oman supports country specific features and functions for Oman. It enables users to follow Oman's business practices and comply with its statutory requirements.
Involuntary Deductions and Loans
Calculate involuntary deductions (court orders) and voluntary deductions (loans) accurately with the delivered element templates and rules. Use the court order calculation card to enter the relevant calculation information. You can transfer third-party payments to bank accounts (EFT), or alternatively print cheques.

Payroll for Oracle Human Capital Management for United Arab Emirates supports country specific features and functions for United Arab Emirates. It enables users to follow the United Arab Emirates business practices and comply with its statutory requirements.
Nafis Social Insurance Subsidy
Comply with legislative requirements. UAE citizens who have started work since November 2022 may be entitled to a refund of social insurance through the Nafis scheme. The employer must be in the private sector and registered with GPSSA or ADPF. The payroll process will estimate the Nafis subsidy for both employee and employer contributions and return the values to the relevant information elements.
Payroll for the United Kingdom
Payroll for Oracle Human Capital Management for the United Kingdom supports country specific features and functions for the United Kingdom. It enables users to follow the United Kingdom's business practices and comply with its statutory requirements.
Full Payment Submission Process Enhancements
Address the errors highlighted in the FPS file being submitted to HMRC. This includes validation of bank account data, length of foreign country name, data items such as hash, and the car identifier for benefits-in-kind.
Simplify Creation of the Teachers' Pension MCR .CSV File
Use the Generate TPS Monthly Contributions Reconciliation File payroll flow to generate a file name that ends .csv.txt. To create a file format that’s ready for submission to the Teachers’ Pension portal or to import into the MCR manual spreadsheet, rename your file from .csv.txt to .csv.
Additional Data Capture for 2023 England School Workforce Census
Record the new School Business Professional post (and associated qualifications) and identify Senior Leadership Team staff for reporting in the 2023 School Workforce Census. Default the School Business Professional post and the Senior Leadership Team indicator in the 2023 School Workforce Census based on criteria.
Payroll for Oracle Human Capital Management for the United States supports country specific features and functions for the United States. It enables users to follow the United States business practices and comply with its statutory requirements.
Automate your employees’ American Cares Act (ACA) benefits eligibility. The new ACA Eligibility Process evaluates each employee to determine their benefits eligibility and updates their ACA assignment fields appropriately. It assigns the appropriate assignment ACA fields for new hires, employees whose hours fluctuate, employees changing jobs, rehires, and ongoing maintenance for all employees.
Employer-Match Contributions For Qualified Student Loan Payments
Support section 110 of the SECURE 2.0 Act. This feature allows employees to receive employer-matching contributions for the repayment of their student loans. The payroll process treats these student loan payments as elective deferrals for the purpose of matching contributions. This applies to 401 (k), 403 (b), and 457 (b) plans.
Eligibility For Pretax Catch-up Contributions For Deferred Compensation Plans
Enforce section 603 of the SECURE 2.0 Act. All catch-up contributions to qualified retirement plans are now subject to Roth tax treatment. Employees earning less than $145,000 in eligible pay (indexed) in the prior calendar year can continue to make age-based pretax catch-up contributions to their deferred compensation plans. This applies to 401 (k), 403 (b), and 457 (b) plans.
