This guide outlines the information you need to know about new or improved functionality in this update.

This enhancement allows both agency staff and public users to use the embedded GIS map to search for a specific location. Once the location is identified, users can select that location for inclusion in the application by either selecting the parcel, the address, or by drawing the area on the map.
Digital Assistant provides chatbot capabilities to explore permit history within Public Sector Community Development.
Data Import and Export Utility
The Data Import and Export Utility supports the transformation of source data into a target. Additionally, it supports defining the source and target data formats and field mapping of the source and target.
Optional Oracle Policy Automation Functionality
This feature allows the agency the option to configure Oracle Policy Automation for use with Public Sector Community Development. When Oracle Policy Automation is configured for use with Public Sector Community Development, the public user landing page and the Apply page will display the "Guide" icon for public use. Additionally, for registered public users, the Apply page will display saved permit application recommendations from the completed Oracle Policy Automation questionnaires.
Property conditions allow agency staff to access lock, hold, and notice conditions against a parcel. It also allows staff to remove conditions from a parcel and to search for the parcel from either the parcel number or address.
Apply Parcel Conditions to Related Properties
This enhancement allows agency staff to apply a parcel lock, hold, or notice condition to a property so that any user interacting with that property is informed of the condition.
Online Review of Transaction Errors
ERP integration for Public Sector Community Development fees and payments allows agencies to review accounting transaction errors online.
Display and Use in Small Form Factor
Fees and payments can now be displayed in a small form factor for phones and tablets.
Deposit Slip Form and Auto-Numbering
With this Fees and Payments enhancement, an agency can configure deposit slip forms and auto-numbering for cash payments processed via a cashier session.
PayPal and Trust Account Configuration
Fees and payments now has the ability for an agency to configure the association of a payment reference number to PayPal and trust accounts.
The payment cart reflects updated fees whenever there is a change to the fee item or amounts on the Fees and Payments page.
Account Management: Registration
Public Sector Community Development registration allows a public user to register to apply, track, and pay for an application online.
Cash Payments for Public Users
On the Checkout page, agencies can now identify that in addition to online payments, cash payments can be made in person at the agency.
Subledger Accounting Integration
The accounting framework has been revised in order to support the creation of accounting through ERP Cloud subledger accounting.
Inspections and fees are now visible from the project record.
Global search for projects is now enabled on the public user landing page.
This enhancement allows project managers (a public user roles) to assign or un-assign their own applications to a specific project.
Projects Tile for Public User Landing Page
This feature introduces the Projects tile on the public user landing page for the primary contact of a project. This tile allows the primary contact to access a list of projects that they have been assigned to by the agency. A public user can now search for a project directly from the public user landing page.
Agency staff can now reassign workflow tasks.
Workflow has been prevented from advancing based on conditions put in place on inspection and plan review.
Planning and Zoning Introduction to Functional Setup Manager
Enhancement to system administration to allow Planning and Zoning configuration in Functional Setup Manager.
Alerts on Public User Landing Page
Communication framework has been enhanced to allow the display of ad hoc alerts on the public user landing page.
Agency staff has the ability to view and search for their own tasks, group tasks, or unassigned tasks in the All Tasks tab.
Reporting and Analytics Dashboard
Agencies can configure a reporting and analytics dashboard, which may include additional dashboards selected from the Oracle BI Publisher catalog.
This enhancement allows an agency to prompt public users to accept updated terms and conditions at login if the terms and conditions have changed since prior acceptance.
Planning and Zoning Springboard
Planning and Zoning role security hides the display of My Plan Review and My Inspections on the Agency Springboard. An agency may update the role security to display these options, if desired.
Help Messages for Communication Templates
Help messages have been added to the communication templates to aid agency staff when inserting attributes into the contact, subject fields, and message body.
Permit Details Display Enhancements
Enhancements to permit details include:
- Primary parcel is automatically assigned to a permit on the permit detail property information section.
- The name of the person who created and submitted the permit is displayed.
- The description field is increased to 1,000 characters.
Advanced Filters for Permit List
Two advanced filters are now applied automatically for permits. On the Permits List page for agency staff, permit technicians will see a list of only active permits. On the My Permits page for the public user, the applicant's list will exclude all canceled permits (withdrawn or void).
Display and Use for Small Form Factor
Enhancements have been made to Permits to be used and displayed in small form factor displays such as phones and tablet.
This enhancement allows the agency to define document attachment groups as they relate to Public Sector Community Development capabilities. This will help agencies organize their documents in a way they find useful.
View Inspection Attachments in Large Form Factor
Inspection attachments can now be viewed in the large form factor, such a desktop displays.
Supervisor Calendar Enhancements
Enhancements to the Inspections supervisor calendar include:
- Date control
- Scroll by time range
- List of inspectors and their assignments
- Ability to override inspector availability
- Filter inspections or inspector by supervisor
This enhancement allows an agency to configure communication to applicable stakeholders upon the completion of an inspection.
Resulting and Scoring Calculation
An agency can now set up each inspection type differently according to their business rules. Therefore, when the inspector performs the inspection, the system will calculate and determine the score based on the business rules established during the inspection type setup.
Public users will be notified when an inspection request is confirmed and scheduled. Additionally, the inspector is notified when the inspection has been assigned.
Inspection Assignment and Scheduling
Enhancements to inspection scheduling and assignment include:
- Prevention of inspections being scheduled by either a public user or agency staff when a condition is applied to a permit.
- Prevention of canceling or changing a scheduled inspection by a public user or agency staff within the Change Schedule Policy Hours for that permit type.
My Inspections for Public User Landing Page
A new tile, My Inspections, has been introduced on the registered public user landing page. This tile provides a list of the inspections for public users.
Display Inspections as Read Only
This enhancement displays closed or canceled inspections as read only.
Cancel Plan and Update Workflow
Agency staff can now cancel an active plan review cycle and update the workflow task when the permit application has been canceled.
Agencies may choose to configure Public Sector Community Development Planning and Zoning through Functional Setup Manager. If they choose not to opt-in to Planning and Zoning, this functionality will not be available in Public Sector Community Development.
Planning and Zoning Added to My Tasks
My tasks now includes all Planning and Zoning tasks including workflow and pre-application.
Enhancements have been made to the maps functionality to allow agency staff to select one or multiple parcels on the map to create a new application. This application then automatically associates with the selected parcels, addresses and owners. This simplifies the intake process, reducing data entry time and errors.
Location Based Recipient Identification for Public Notification
Agencies may now use map functionality to easily define the buffer around a planning application location. This identifies the public stakeholders that must be notified about application consideration.
Record Detail Enhancements for Planning and Zoning
Enhancements have been made to record details for Planning and Zoning to be used in a small form factor display, such as tablets and phones.
Custom fields are available for use in the fee configuration for Planning and Zoning applications.
Designer for Planning and Zoning
You can now use the designer to create application intake forms for Planning and Zoning.
Security for Planning and Zoning
Role based security configuration has been introduced for Planning and Zoning.
Search Enabled for Planning and Zoning Transactions
Public users and agency staff can now search for Planning and Zoning transactions.
Application Intake and Submittal
Agency staff and public users can create and submit Planning and Zoning applications through Public Sector Community Development.
Workflow Enhancements for Planning and Zoning
Workflow has been enhanced to include new transaction statuses for Permits and Planning and Zoning.
Planning and Zoning Conditions
A framework is introduced to apply lock, hold, and notice conditions for Planning and Zoning.
Pre-Application and Applications
Planning and Zoning Pre-Application and Application
Introduction of Planning and Zoning processes to allow registered public users to apply for pre-applications and applications to initiate the review process of their projects.
Schedule a Pre-Application Meeting
As part of Planning and Zoning, registered public users can now schedule a pre-application meeting.
New navigation and an overview page have been introduced for Planning and Zoning pre-application and application.
Workflow for Pre-Application and Applications
Workflow functionality has been enhanced to support Planning and Zoning pre-application and application processes.
Display Planning Application Lists
Registered public users can now see planning application lists and consolidated planning and permit applications.
Planners are able to list all the required applications needed for the pre-application request.
Within Planning and Zoning, planners can be assigned to application tasks.
Introduction of Planning and Zoning hearing process management, including the appeal and escalation processes when a public user or applicant is unhappy with the hearing outcome.
Agencies can configure the hearing bodies within Planning and Zoning.
Manual Hearing Schedule by Agency
Agency staff can manually schedule hearings for Planning and Zoning applications. They can select the correct hearing body and date appropriate for the application as well as update previously scheduled hearings.
