Common Community Development Features
Widget for Closing Map Windows
Closing map windows has been simplified and automated. Windows will automatically close when selections are made within the base map, layer, and transaction windows.
GIS Administration for Map Profiles
Configuration of map profiles is available for the GIS administrator. You can now configure multiple map profiles for single maps or a single map profile used for multiple map pages.
Search and Select Multiple Parcels
When adding a parcel to a permit, you can search for and select multiple parcels within a single lookup.
Permits and Planning Application Expiration and Extension
Agency staff can define application and permit expiration and extension dates. You can also set up inspection activity based on rules.
Automatic Creation of Custom Roles
Roles, custom to Public Sector Compliance and Regulation, are now automatically created and assigned.
Solution Packages have been created for the 20A update. Additionally, previously delivered Solution Packages have been updated for 20A.
Workflow Task Status Sync with Oracle Integration Cloud
In the unlikely scenario where the permit or planning workflow tasks are out of sync with the underlying Oracle Integration Cloud (OIC) tasks, you can select Alter Workflow and manually update the workflow tasks as necessary.
The Workflow subject area provides real-time analytics based on workflow related information. Using this subject area, you can gain valuable insight into your agency's processes.
The Projects subject area provides real-time analytics into the construction projects in your jurisdiction. Using various queries you can gain valuable insight into project activity and metrics.
Audit Framework for Run-Time Intake Transactions
Audit capabilities are available for run-time intake form transactions using Fusion Audit Framework.
Planning Application Dashboard
The Planning Application Dashboard provides real-time analytics for your planning application information. Based on the Planning Application subject area delivered in 19D, the Planning Application Dashboard includes metrics such as total planning application count and planning application status.
The Fees and Payments Dashboard provides real-time analytics based on permit and planning applications. Based on the Receipts subject area delivered in 19D, the Fees and Payments Dashboard includes metrics such as total fees and payment transactions for a given time.
After a permit or planning application is submitted, originally calculated fees, can be recalculated or adjusted. These fee changes usually result from changes to the permit or planning appplication.
You can view paid and unpaid invoices. Additionally, you can print an invoice for billing and payments.
Offline payment has been added as another supported payment method. This supports offline payments where a payment is made in person with a card reader.
Public users can pay citation fees for code violations through the payments framework.
A consolidated view of attachments allows permit, plan review, inspection, inspection checklist, and inspection checklist attachments to be viewed and accessed from a single, consolidated list for each permit and planning application.
Warnings for Configuration Deletion
You cannot delete document groups or categories if they are in use. If attempted, a message will appear alerting you to usage of the group or category. Additionally, work schedules cannot be deleted if in use.
Communication List Presentation
The communication list is presented as stacked information within columns.
Designer Framework Enhancements
Setup and configuration within the designer framework allows you to upload more than three images to support agency branding.
Combined Template for Manually Generated Emails and Notifications
The combined template for manually generated emails and notifications delivers the same information to multiple users. You will no longer have to create and send two separate messages.
Permit Intake Address Without Parcel
As part of permit intake, or on the Permit Details page, you can create an address without a parcel.
Plan Review Tab for Phone and Tablet
A new Plan Review tab is available for the applicant on their phone or tablet. This allows read only access to plan review status, comments, and drawing markups.
Electronic Document Review Updates
Electronic Document Review (EDR) has been updated with the following enhancements:
- Ability to resubmit documents
- Ad hoc upload of documents
- Various usability updates
- Communication updates
- Ability to handle errors
When creating an Inspection from the Inspection Console, or from My Inspections, the primary contact is defaulted so that agency staff or the public user does not have to enter the contact information manually.
Inspection Scheduling Message Display
Additional messages are provided when agency staff or a public user attempts to schedule an inspection. These messages provide information as to why the inspection cannot be scheduled at that time.
Detail View of Incomplete Inspection Not Accessible
The details for an unresulted inspection are not accessible when there is a "prevent inspection schedule" or a "prevent inspection result" hold condition on the permit.
Application Creation Using Pre-Application Data
On the pre-application Review Summary tab, applicants can initiate the application intake process. By doing so, the project description, applicant information, and property information is automatically copied into the application intake form.
A public user has the ability to appeal the planning and zoning decision after the public hearing has been held. A "Request Appeal" button is provided to initiate the process, once the hearing is the appeal period. When appealing the decision, the public user has the ability to upload supporting attachments.
Agencies may choose to configure Public Sector Community Development Code Enforcement through Functional Setup Manager. If you choose not to opt-in to Code Enforcement, the functionality will not be available within Public Sector Community Development.
The code enforcement officer can track all enforcement activity by using incident and case lists. This allows the officer to view the specifics of the incident or the case as needed.
Citation management provides support throughout the citation process. This includes triggering violation-specific fines, penalties and interest, and updates to case status. Additionally, communication events are initiated.
Municipal Code Officer Mobile Application
Oracle Municipal Code Officer provides agency field staff the ability to enforce code compliance using productivity tools to perform responsive and proactive inspections. This includes the ability to view the inspection job list using filter tabs, manage assigned code cases, and perform initial and subsequent inspections based on the code case.
Code Enforcement Public User Pages
Various pages to support Code Enforcement are available to the anonymous and registered public user. These pages allow a public user to easily report an issue, view recent issues, or pay citations.
Map profiles are provided for code enforcement maps including maps for mobile, public users, and agency staff. This gives the GIS administrator flexibility to include GIS information to optimize the user experience based on context. In code enforcement, common GIS layers will include parcels, inspectors, council districts, and target nuisance areas.
Agency staff can use the worklist to manage their daily workload. Tabbed filters make it easy to focus on individual tasks, such as generating Notice of Violations or Citations. As actions are completed, tasks are removed from the list, and the case continues through the enforcement cycle. Code officers and code technicians can be assigned to a code case for its duration. This gives them the ability to reassign or remove an assignment as needed.
Time Based Rules for Compliance
Several expiration dates can be managed including:
- Period for compliance
- Period to appeal
- Period to pay citation
These are managed from the issue type, sub-type, and agency options.
