Oracle Fusion Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Oracle Cloud Global Payroll and Time and Labor products and provides dedicated work areas for the roles of Administrator and Employees. Simplified user interface is provided for employees’ absence data entry.
Allow workers to earn compensatory time, also known as Time Off in Lieu (TOIL), in exchange for monetary compensation. Workers can earn time off for excess hours worked outside their regular work schedule, such as overtime or hours worked on a holiday, and accumulate the hours into an absence plan in Absence Management. The worker can then record absences that consume these hours when they take time off in the future. Company policies for earning and using compensatory time can be implemented using time calculation rules and absence plan setup options.
Control the amount a worker can accrue within a plan year by establishing an accrual limit.If a limit is configured, the calculation of accruals will prevent the worker from accruing more than the limit.
Oracle Fusion Time and Labor is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration ensures accurate and consistent data for payroll processing and costing as well as project management billing.
Define your work day by specifying the start time and rule to use with time entries that span days. Then, associate the work day with workers. You will be able to use your work day definition in an upcoming release to calculate the reference day of time entries, thus improving overtime calculations.
Worker assignments were enhanced to include overtime periods. Overtime periods that you set on worker assignments override the overtime period selected in worker time processing setup profiles. For workers with overtime periods set in both places, you can now view the assignment-level overtime period and overridden profile period on the Troubleshoot Worker Time Processing Profile page for each worker.
Time Repository Rule Enhancements
Enhance your overtime calculations with the new Data Access View Entry (DAVE) function. Use the DAVE function to create workforce management time calculation rule templates and rules that use time card data outside of the current time card period.
Increased Time Management Efficiency
Use the scheduler profiles that were enhanced to deliver a default profile that all managers and schedulers can use to access planned and published schedules without setting up a scheduler profile. This default profile sets the scheduling group to the manager's hierarchy. You cannot edit this delivered profile. You can create your own scheduler profiles and configure other scheduling groups, profile values, and scheduler assignments as required.
Email Notification Enhancements
Include detailed time card information in email approval notifications generated by the delivered time approval tasks.
Exception Management Enhancements
Prevent exceptions by checking compliance on the fly, outside of the time management process. You can create compliance rules that look at time card data as well as unprocessed time events. When your compliance rules raise exceptions, they can automatically notify appropriate users by email or through the Work List work area. Create these notifications using delivered templates or your own templates in the Alerts Composer work area.
Recalculation for Retroactive Change Introduction
Identify time cards affected by retro-changes to worker data. Use various criteria, such as group name, collective agreement, or legislative data group to identify workers with these retro-changes. The identification process can then automatically resubmit the affected worker time cards for recalculation, or mark them for review and manual resubmission.
New criteria enables you to search for and manage time cards requiring manual resubmission. On review time card pages, you can also compare current calculated values with the calculated values that will replace them, if you resubmit the time card.
Time Card Change Audit Introduction
Track changes to time card entries, such as start or stop times, costing attributes, or payroll time type attributes edits. The audit trail goes down to the time attribute level and starts when time cards are manually edited after creation, submission for approval, or approval. You can configure the audit trail to also prompt workers and managers to provide change audit reasons. All audited time cards include their historic data.
DBI: Schedule Based on Assignment
Use the newly delivered DBI returns the schedule for an assignment ID, which you can use in your workforce management fast formulas to get the schedule for all of a worker's assignments.
Expanded Integration / Project Portfolio Management
Time Card Autopopulation Introduction
Add appropriate time attributes for workers who report project and task time using the Add Project Task Assignments action. Time card attributes are populated based on the user's assignment to the lowest-level financial tasks defined in Oracle Fusion Project Costing.
Expanded Integration / Scheduling
Scheduling Loader Introduction
Increase the breadth of your integration by loading worker schedules from other applications using HCM Data Loader. Import schedules as read only, requiring that all edits occur in the source application, or import schedules that enable edits in Time and Labor. Enable workers and managers to view loaded schedules. Also use imported schedules to generate time cards and create time card rules that evaluate overtime and premium pay rates.

Time REST Services Introduction
Access quickly the time repository data, including time cards, entries, schedules, and absences, using REST web services. Get related information, such as dates, durations and attributes. Increased Time Management Efficiency
Group Membership Evaluation Enhancements
Simplify Time and Labor maintenance with enhancements to HCM groups. You can now specify which assignment— primary, non-primary, or all— to use when evaluating membership. The delivered evaluation criteria are expanded to include bargaining unit, collective agreement and labor union, employment location components. And, you can now define group members by including or excluding value sets, which can reference any database field, including flexfields. This means that you can determine group membership using any attribute stored on the person or assignment record.
Manager Time Card Layout Introduction
Customize time card layouts for managers and workers, showing the same or different fields. For example, including pay rates defined in payroll, as appropriate. In this example, you configure a manager layout to display and allow the override of default pay rates. You configure the worker layout to display the default pay rates in read-only view.
Time Card Approval Enhancements
Streamline time card approval routing and integration with Absence Management. The approval payload is expanded to include new input attributes, such as costing segments and time card values. Additionally, you can now specify in the time consumer sets whether to route absence entries on time cards using time approval rules or absence approval rules. Time approval rules use the time card approval task to approve all time card entries including absence entries. The Absence approval rules use the Absence Approval task to approve absence entries and the Time Card Approval task to approve worked time entries. The time card is approved when both approval tasks are complete.
Eliminated compliance risks associated with the Fair Labor Standards Act (FLSA) by associating overtime periods with workers. The new overtime period is a repeating period that can differ from the time card period. You associate it with workers using time processing profiles and HCM groups. You can use overtime periods in calculation rules to generate overtime entries in accordance with the FLSA requirements.
With Global Payroll
Reduce errors and downstream adjustment processing by capturing data at the source. Time and Labor now supports integration with payroll time types measured in units. Time reporters can enter unit quantities on time cards or time calculation rules can generate them. Use case examples include tracking the number of meal allowances earned for a day based on the number of hours worked, or tracking the number of standby shifts completed in the time card period. Visibility of these items on time cards enables workers and managers to verify entries before payroll processing.
Correctly allocate payroll costs by defining time allocation rules in Time and Labor. For cost segments defined in Payroll Costing, that supports element entries, you can now create time allocation definitions in Time and Labor. You can assign time allocations to workers to automatically distribute time entries across costing segments before transferring them to payroll. The Calculated Time section of time cards displays the allocation results so that workers and managers, who are aware of where work was performed, can verify the costing information before payroll processing.
Third-Party Scheduling Integration Introduction

Augment your reporting on worker employment schedules with this dimension added to report on the worker’s work hours, start time, and end time by each day of the week. A new sub folder named ‘Assignment Hours Detail’ is added under the worker dimension across all the subject areas.
Capture additional data while reporting on worker absence accruals with a new metric to display the accrual balance of the worker that matches with the value on the screen. The metric named ‘Accrual Balance’ is added to Accrual Real Time subject area.
New Descriptive Flexfields – Absence Subject Area
Improve your reporting on worker absences with the addition of flexfields to the Absence Real Time subject area.
Enhancements for Time and Labor

New Dimensions – Time and Labor Subject Areas
Manage your reporting on time cards entry details with the addition of new dimensions to report on ‘In and Out activities’ related to time entries, error or incomplete statuses of the time entries and any messages associated with the time entries. The new dimensions are added in Reported Time Cards Real Time and Historical Reported Time Cards Real Time subject areas. The new dimensions include ‘Collection Device In Activity’, ‘Collection Device Out Activity’, ‘Time Entry Error Status’, ‘Time Entry Incomplete Status’, and ‘Time Entry Message’.
