Payroll for Oracle Human Capital Management for the United Kingdom supports country specific features and functions for the United Kingdom. It enables users to follow the United Kingdoms business practices and comply with its statutory requirements.

P46 (Car)

Provide the required car data using the Car and Car Fuel calculation card component and report to HMRC using the new process for P46(Car). Use the process Run P46(Car) to validate, archive, and create the XML data file for submission.

ACA Offer-of-Coverage Override

Improve the accuracy of your Affordable Care Act (ACA) Form 1095-C reporting through the override of the offer-of-coverage settings. Use the new Offer of Coverage Override Value field at the legal entity level to override the offer-of-coverage value derived by the report process. This changes the value displayed on Line 14 of Form 1095-C.

ACA Safe Harbor Override

Improve the accuracy of your Affordable Care Act (ACA) Form 1095-C reporting through the override of the safe harbor settings. Use the new ACA Report Line Number field when you run the ACA Override Upload process. This changes the value displayed on Line 16 of Form 1095-C.

PAYROLL

Global Payroll

Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.

New Reports for Latest Process (YTD) Reporting

Run the new delivered reports for latest process reporting to report Year to Date (YTD) payroll balances. Although the following reports produce the same output as their existing counterparts run with "Latest Process YTD Total Only" = Yes, they run faster for the same data set, especially when the data volume is high.

  • Payroll Activity Report for the Latest Process
  • Statutory Deduction Register for the Latest Process

These reports can also be extended to show Month to Date (MTD), Period to Date (PTD), Quarter to Date (QTD) and Inception to Date (ITD or Lifetime) balances as well, with minimal configuration.

Increase user satisfaction with the redesigned pages that now have the same look and feel on desktop and mobile devices. These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.

Benefits Service Center Redesigned

Increase user satisfaction with the redesigned Benefits Service Center. Administrators can now perform all their benefits tasks using both desktop and mobile devices, with the same look and feel on both devices. These redesigned pages are both responsive and easy to use, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.

Administrators can see at a glance the list of tasks they need to perform. They can choose to filter those tasks for the current week, the current month, the last three months, and they can even look forwards into the next three months. They can either click on the appropriate link to review or resolve issues for a group of participants, or use the new unified person search to quickly and easily find the participant for which they need to take actions.

The new Summary page is the one stop shop where administrators can see a scorecard that highlights a to-do list for the individual participant, or see the most frequently performed tasks they can perform. They can easily navigate to tasks, such as People to Cover, where the administrator can check a participant’s contacts, including any changes to the benefits relationship or other data, or go to Benefits Billing or Court Order management for this participant. Or they can scroll down to review the participant’s actions that need completion, back out and reprocess events, update their enrollment, and so on, without leaving the Summary page.

See an indicator on the compensation spotlight whenever a salary record is pending approval. Depending on your relationship with the submitted transaction, you can view details about the submitted transaction and take action.

Validate Progression Grade Ladder During Batch Processing

Verify you set up your progression grade ladder correctly and more quickly resolve issues that arise during processing. The grade step progression batch processes include new logic that checks to make sure your grade ladder attributes are valid.

Invalid Grade Ladders Excluded from Grade Step Progression Pages

Simplify the maintenance and processing of progression grade ladders. Grade ladders which aren't configured for use in grade step progression are no longer displayed in the setup and batch processing pages.

Check out the improved navigation when you apply a model in batch mode. You now have a choice of where to return to after you apply the model.

Exclude Workers from Having Data Refreshed

Exclude individual workers from the Refresh Workforce Compensation Data process when administering individual workers.

Set Plan Status During Start Workforce Compensation Cycle

Set the plan status to either Administrative or Open as part of the Start Workforce Compensation Cycle process. 

Change in Local Currency Determination Setup Behavior

Streamline determining the local currency value. You can't change the Local Currency Determination value after you run the Start Workforce Compensation Cycle process. You must either close the cycle, or back out the plan and update the value.

New Team Names in Personalize Layout

Use new team names in Personalize Layout dialog box, Team Filter. The options Direct Reports Plus 1 Level Down and Direct Reports Plus 2 Levels Down now read as 2 Levels Down and 3 Levels Down. This is similar to the population switcher in the worksheet.

View Default Batch Parameters

Change to Budget Display in Worksheet When Using Manager Level Budgets

Prevent managers from seeing budget information when they use manager level budgets and choose the 2 Levels Down or 3 Levels Down options in the population switcher. They see budget information when they use worker level budgets.

Import Market Composites

Create a mapping of internal locations to market segments using Manage Market Segments in the Market Data work area. Then, Import Market Composites using HSDL.

Associate Base Element to the Results Element

Associate a time card element with a results element that has the costing definition. On the Element Summary page, you can use this new base element attribute to directly link a time element to the result element. Currently, this attribute is for information purpose only and will be expanded in a future release to support the display of the default costing information.

Originating Period for All Retroactive Earnings on the Payslip

View originating period dates for all retroactive earnings, including absences and supplemental earnings, on the payslip. For example, if missed pay from the January pay period is paid in February, the payslip for February would show the retroactive earnings paid, alongside the dates for the January pay period.

View Event Watch Lists and Actions

View Event Watch Lists and Event Actions, which you load using HCM Data Loader, on the new responsive page. You can configure event actions to submit a supported process or report. Event watch lists are the enhanced version of event groups. You associate event groups with a specific action, such as Retroactive Payroll or Proration. In contrast, you configure event watch lists to trigger one or more event actions that you define when an event in the watch list occurs. For example, using HCM Data Loader, you could define an event action of type Time Card Resubmission and include it in an event watch list that looks for location changes. You can verify this information on the new responsive page.

Filter and Navigation Enhancements on Statement of Earnings

Use the filters on the Statement of Earnings page to view the statement of earnings for different payroll results for an employee. The page allows you to view the statement of earnings for different payroll results for an employee as given below:

  • Payroll results for a specific assignment
  • Payroll results for a specific calculation breakdown identifier
  • Payroll results for a specific run type

Global Payroll Redesigned User Experience

These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Submit Flows

Submit flows using the new, redesigned Submit Payroll Flow page that has the same look and feel on desktop and mobile devices. You can now submit a flow, process, data load, or report from this single page. You can search for a flow pattern, enter flow parameters, and schedule the flow to run at your defined time and frequency. Optionally, you can also link another flow to your current flow, or link your current flow to another flow.

View Flows

Increase user satisfaction with the responsive View Flows page that has the same look and feel on both the desktop and mobile devices. You can now search and view flows from a single work area, in the redesigned Payroll Responsive Work Area. The redesigned View Flows page offers these enhanced features:

  • View active flows submitted in the last seven days
  • View flow status at a glance
  • Use the filter option to view flows as per your choice and for a wide range of filter choices

Learn how High Level Statuses are displayed for taskflows, based on the status hierarchy logic. Explore the major changes to the new View Flows Work Area.

Errors and Warnings

Enhance user experience with the new Errors and Warnings Messages page to view messages pertaining to persons or processes.

Process Results Summary, Process Results Details and Person Results

Enhance user experience with the responsive Process Results pages that have the same look and feel on both the desktop and mobile devices. 

You can access these responsive pages:

  • Process Results Summary page to view processes submitted in the last seven days
  • Process Results Detail page to view details of a specific process
  • Process Results Person page to get an overview of processes run for a person and view details of each process

Checklist

Enhance user experience with the responsive Checklist page that has the same look and feel on both the desktop and mobile devices. You can navigate to the Checklist page by selecting a single task or task flow on the redesigned View Flows page. From the Checklist page you can navigate to the Rollback Relationship Group page to view and correct records that have errors after you have rolled-back errors for a process.

Consolidated Payroll Work Area

Enhance user satisfaction with the new, consolidated work area page that has the same look and feel on desktop and mobile devices. Navigate to the new payroll responsive work area to access all of your payroll tasks and related pages. Explore and access the main tasks and pages from the new Work Area.

Payroll for Canada

Payroll for Oracle Human Capital Management for Canada supports country specific features and functions for Canada. It enables users to follow Canada's business practices and comply with its statutory requirements.

Option to Create Ontario Employer Health Tax as Employer Liability

Generate the Ontario Employer Health Tax (EHT) as an employer liability in the payroll run.

Payroll for the United Kingdom

Sickness During SMP Period

Use the new absence type of Sickness during maternity pay period when your employee is reporting sick while still on the Statutory Maternity Pay (SMP) period, but have ended their Statutory Maternity Leave and Pay. This new absence type enables validation and calculation of entitlement, and payment during the sickness period in the SMP period.

Attachment of Earnings Order Fines for Northern Ireland

Set up and deduct Attachment of Earnings Fines Orders for your Northern Ireland employees. Use the Court Orders and Student Loans calculation card to enter this information. The Protected Earnings Percentage (PEP) is set to 60% of the Attachable Earnings. You can select the deductions based on either a fixed amount to deduct or the lookup table based on the Attachable Earnings.

Pensions Automatic Enrolment Supports Contractual Enrolment

Record organization and payroll relationship information on the Pensions Automatic Enrolment calculation card to enable contractual enrolment assessment and maintenance of employees in addition to the current pension scheme enrolment obligation.

The Pensions Automatic Enrolment Multiple Updates process uses the results from the assessment run and update the Pensions Automatic Enrolment calculation card, and creates the Contractual Pension Scheme components when employees are eligible.  The Pensions Automatic Enrolment report also provides notifications for contractual enrolments.

Pensions Automatic Enrolment - Enhancements to Manage Transfers and Opt-Outs

Support your employees that are members of Civil Service Pension (CSP) schemes or similar schemes with opt-out and opt-in rules, to opt-out within the defined opt-out period and opt-in to another qualifying scheme with the enhancements to Pensions Automatic Enrolment process. You can create overlapping components for the same Pension Payroll ID for backdated transfers, provided the first component starts and ends on the same date for backdated transfers. For example, there can be a component for Alpha scheme starting and ending on 01 April, 2019 and a Partnership scheme component starting on the same date.

Enhancements for Court Orders

Get messages from the payroll run for employees with an outstanding court order balance. You can now create a Direct Earnings Attachment (DEA) order without having to enter the original outstanding debt. A warning message is raised.

Create Child Maintenance Support (CMS) deductions from Earnings order without having to enter all the overriding frequencies. You can enter a single relevant frequency so that payroll calculates the deduction for that pay frequency. As part of these enhancements, you can't enter the same third-party payee details used for other court orders as CMSDEO deductions are paid to a dedicated third party.

MyCSP Compendia Paypoint and Employer Codes

Record the employer code provided by MyCSP at the legal employer level. When processing the MyCSP pension interface, the value recorded at the legal employer level will override the value at the payroll statutory unit level. All the attributes at the legal employer level are now optional.

Enhance your tax filing processes with the inclusion of retiree payroll data. You can now use the Run Third-Party Quarterly Tax Filing Extract for Retirees process to generate an output file suitable for submission to a third-party tax-filing provider, such as ADP. This process is specific for retiree tax and 1099-R reporting. You can run this extract for any payroll statutory unit or tax reporting unit designated for retirees.

Generate Prenote File

Augment your direct deposit prenote functionality with the new Generate Prenote File process. This process is run standalone and is not dependent on any prerequisite payroll process. It generates a prenote EFT file and an audit report.

Select Earnings Type Basis for Involuntary Deduction Calculations

Improve the accuracy of your involuntary deductions by choosing the earnings type basis for rate deductions. On the person’s Involuntary Deductions card, use the new Earnings Type for Deduction Rate Calculations calculation value to define what earning type to use as the basis for a rate calculation. Disposable income is the default. You can choose gross earnings to override the default behavior. The payroll process uses this value for the calculation only. It does not impact the legislative rules the process uses to determine the maximum amount it can deduct.
