Payroll

Global Payroll

Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.

Rate Definition Support for Grades

Calculate a rate based on the grade information for an employee. For example, you can calculate a salary rate based on the grade ladder, grade and grade step information defined for an employee.

Oracle Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.

Enhanced Export and Import of Plan Configuration

Experience major improvements in the way the export and import functionality works. With this enhancement, you spend less time in setting up benefit configurations in new environments. The functional and architectural changes introduced in this enhancement offer critical advantages in terms of migrating updates to configurations across environments including date effective updates, friendlier error reporting, and better checks in place to maintain data integrity. The user interface remains the same as in earlier releases.

Payroll for Canada

Payroll for Oracle Human Capital Management for Canada supports country specific features and functions for Canada. It enables users to follow Canada's business practices and comply with its statutory requirements.

International Transfer Payment Method

Create an organization payment method for an international transfer.

Payroll for the United Kingdom

Payroll for Oracle Human Capital Management for the United Kingdom supports country specific features and functions for the United Kingdom. It enables users to follow the United Kingdoms business practices and comply with its statutory requirements.

Employer Class 1A NICs for Termination Payments

Stay compliant when your employees receive termination award over the £30,000 limit and Class 1A Employer National Insurance is due on these payments. New balances are available allowing you to record these earnings.

Off-Payroll Worker

Record, administer, pay, and report those employees as off-payroll worker (deemed employee) by using the new option Off-Payroll Worker Subject to 2020 Rules. There are two new balances available that hold the amount of National Insurance contributions for these employees.

P11D End of Year Expenses and Benefits Statements

Complete the Expenses and Benefits statements for your employees using the P11D process, which now uses the new templates for paper and online format relevant for tax years 2019-2021.

P60 End of Year Certificate for Tax Year 2019-2020

Provide P60 End of Year Certificates to your employees in the required format for the tax year 2019-2020. There are four revised templates available that support the P60 paper and online versions.

Payrolling of Benefits for Tax Year 2020-2021

Processing employee benefits in payroll will use the new rates, thresholds, and calculations delivered for tax year 2020-2021. Provide a value for zero emissions mileage, which enables the calculation for car and car fuel benefit to be completed.

Real-Time Information: Full Payment Submission for Tax Year 2020-2021

Use the new process Run Full Payment Submission for Tax Year 2021 Ending 2021 for all submission for the new tax year of 2020-2021.

Real Time Information - Employer Payment Summary for Tax Year 2020-2021

Use the new process Run Employer Payment Summary for Tax Year Ending April 2021 to submit your Employer Payment Summary for tax year 2020-2021. You can continue to use the previous year's processes for EPS for the relevant tax years, if required.

Real Time Information - Full Payment Submission Supports Earlier Year Updates

Report any earlier year changes to employee data using the process Run Full Payment Submission for Tax Year Ending 2021. This is because the Earlier Year Updates process will no longer be supported by HMRC after April 2020. You can still use Earlier Year Updates processes for tax years prior to 2019-20. 

Reporting Enhancements: Tax Year to Date Reconciliation Report

Report the Statutory Parental Bereavement Pay and Employer's Class 1A National Insurance introduced for the tax year 2020-2021 on the Year to Date Reconciliation Report along with details of Earlier Year Updates, which can now be done using Full Payment Submission process.

P46 (Car)

Provide the required car data using the Car and Car Fuel calculation card component and report to HMRC using the new process for P46(Car). Use the process Run P46(Car) to validate, archive, and create the XML data file for submission.

Close Enrollment Process Designation Validation

Make use of the validation added to the Close Enrollment process to check that beneficiary designation adds up to 100% to prevent errors later on. Now, when an administrator tries to close a life event from Benefits Service Centre or from the Close Enrollment Process, if the beneficiary percentage doesn’t add up to 100%, the administrator gets a message identifying that that the percentages don’t add up to 100%. They can correct the percentages as the life event is in started status, then go back and close the enrollment process.

The administrator can see the same error when they are closing the enrollment process from the Evaluation and Reporting work area too, from the log file.

Person Benefits Eligibility Diagnostic Report

Resolve participant eligibility issues more easily with the new Person Benefits Eligibility diagnostic report. This report helps to resolve benefits eligibility issues for an individual participant more easily, such as why a participant or dependent is ineligible for programs, plans or options within those programs. Not only does the report inform the administrator that the person is ineligible or eligible, but it also informs the administrators why they are ineligible. For example, has a program been setup correctly. The report can also be used to resolve errors related with inconsistent track ineligible flag setup.

You can also share this report with Oracle Support where eligibility issues need resolving, if required.

ACA Safe Harbor Override

Improve the accuracy of your Affordable Care Act (ACA) Form 1095-C reporting through the override of the safe harbor settings. Use the new ACA Report Line Number field when you run the ACA Override Upload process. This changes the value displayed on Line 16 of Form 1095-C.

ACA Offer-of-Coverage Override

Improve the accuracy of your Affordable Care Act (ACA) Form 1095-C reporting through the override of the offer-of-coverage settings. Use the new Offer of Coverage Override Value field at the legal entity level to override the offer-of-coverage value derived by the report process. This changes the value displayed on Line 14 of Form 1095-C.

Benefits Redesigned User Experience

Increase user satisfaction with the redesigned pages that now have the same look and feel on desktop and mobile devices. These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.

Benefits Service Center Redesign Completed

Increase user satisfaction with the completion of the Benefits Service Center redesign. The completion of the redesign means administrators are now able to view both pending and completed action items, and update completed action items where they were completed in error. Administrators can also view the detail for flex credits and enrollment opportunities for started and processed life events, and update key enrollment dates to correct errors. Administrators can also view a participant’s enrollment results in detail. They can do all this using both desktop and mobile devices.

Personalization is also easy. You can use Transaction Design Studio to display additional fields on Benefits Service Centre pages, or hide My Dashboard region on the Landing page.

Configure salary range differentials using either a compensation zone or a zone and business unit combination.

Person Address to Use in Salary Range Differential Calculations

Specify the person's address type, work or other, to use when calculating the salary range differentials for a compensation zone or a zone and business unit combination.

Lower Limits and Salary Range Calculations Introduction

Specify a lower limit for a compensation zone or a zone and business unit combination. When you apply a salary range differential with that zone or combination, the resulting minimum salary can't go below the limit.

Compensation Replaced or Removed Features

From time to time, Oracle replaces existing features with new features, or removes existing features.

Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.

Run the enhanced End of Year (EOY) Archiver to archive payroll information necessary for year-end statutory reporting, in a much quicker run time. The new architecture allows the EOY Archiver to complete in lesser time than what the previous architecture took for the same data set, especially in high data volume environments.

Involuntary Deduction Comments Field Extended

Enter detailed comments while entering an Involuntary Deduction. Now, you can enter up to 4000 characters in the free text field.

Personal Payment Methods Copied from Pending Worker to Employee

Copy payment methods for a pending worker to the employee record when converted to an employee. All personal payment method details will now be copied to the employee record when converted from a pending worker.

New Payment Summary Section in Third-Party Payment Register

Use the new payment summary section to show a summary of third-party payments on the Third-Party Payment Register. The payments are summarized across all payees with a breakdown by payment status and payment type.

Flexibility in Element Attributes Update

Simplify the way you manage elements by updating their attributes. You can continue to use already existing elements by making the required updates to their attributes. Specifically, you can edit elements to update these fields in the Correction mode:

  • Allow multiple entries in same period
  • Latest Entry Date
  • Output Currency
  • Process Once Per Period

New Report for Payroll Messages

Run the new Payroll Messages Report to view messages raised by payroll processes. Report on errors or warnings or information messages for a specific flow or all processes within a period. For example, you could run the payroll messages report to view errors and warnings for all QuickPay runs within the last month.

Enhanced Absences Element Template with China Standard Rate Conversion Formula

Use the enhanced absence element template to create absence elements. The generated elements calculate daily or hourly rate according to China-specific rules, using the China Standard Rate Conversion formula. For example, if the input is 10,000 yuan per month, the daily rate is calculated as 10,000 yuan divided by 21.75, and the hourly rate is further divided by 8.

User-Defined Table for Default Value Management

Use the delivered user-defined table to set up the following values if you require a value different from the seeded one.

  • Average monthly number of pay days

Continuous Tax Calculation Updates

Use the accumulative withholding method for individual income tax calculation by default effective from January 1, 2019.

Use the month-to-date instead of period-to-date balance dimension so that if an employee is changing payroll in the middle of a calendar month, and gets paid in both payrolls, the 5,000 yuan monthly tax exemption will be given only once for the month and not for each payroll.

Include the termination date in the tax exemption amount calculation, so that no monthly tax exemption is granted beyond the termination date.

New Run Results for Involuntary Deductions

Improve the accuracy of your involuntary deduction calculation reconciliation through the addition of run results. For involuntary deductions, we have added run results to the CalculationInfo1 and CalculationInfo2 input values on the calculator indirect element. These run results show information related to total owed balances, calculation rules, the multiples allowed rule, the not allowed rule, and for federal tax levies, they show information for the deductions' at time-of-writ calculations.
