Global Payroll

Oracle Global Payroll is a high-performance, graphical, rules-based payroll management application. It’s designed to keep pace with the changing needs of your enterprise and workforce in order to reduce setup costs, administration, and processing time. It operates globally and consistently in every country supported by Oracle. It uses a highly scalable processing engine that takes advantage of the features of the Oracle database for parallel processing, resulting in optimal performance. In countries with payroll extensions delivered and supported by Oracle, the application delivers the calculations, tax reporting, and regulatory rules required to accurately process payroll and remain in compliance.

Transfer Payroll Run Costs to SLA Using Payment Date From Payroll Period Definition

Transfer costing results for a payroll run by using the payroll time periods date paid in the Accounting Date for Transfer to Ledger configuration parameter.

Generate HCM Rates Start Date

Define a start date for the Generate HCM Rates process. For example, set this date to 2020-01-01 to ensure that the application calculates the rates only from 1st January 2020 or a later date.

Benefits

Oracle Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.

Enhancement to Benefits Service Center, Element Information

Review a participant’s rates, costing and element entry values from the new View Payroll Info option in Benefits Service Center. Benefits administrators will now be able to see the information they require to explain to employee how their benefits show on their pay cheque/check through element entries, and answer other queries.

Future-Dated Contacts Appear in the People to Cover Page

See now that future-dated contacts appear in the People to Cover page. Previously, if a participant entered a contact with a relationship start date in the future, when the participant saved the contact, they could not see that contact. This has often led to participants entering the contact again. Now, when a participant enters a contact with a relationship start date in the future and saves, they can not only see the contact in the People to Cover page but they can also see a message letting them know that they might not be able to enroll that contact into benefits. Being able to see future-dated contacts should help prevent duplicate contacts from being entered that require administration time to resolve.

Manage Rate or Coverage Start Dates

Change the start date of rates or coverages to a date in the past, from the existing Rates and Coverages page. All changes you make to the rate start date or coverage are picked up and included in processing. You can move the date backwards, providing the date is compatible with the dates of the plan, legal entity, fast formula and such. When the start date of a rate or coverage is changed, the start dates of linked variable rates or variable coverages are also set to the new start dates.

Consolidated Employment Bargaining Eligibility on One Tab

Define eligibility around employment bargaining all in one place. In a previous release we delivered functionality that enabled you to determine eligibility based on unions and collective agreements and we delivered a tab for employment bargaining, called Labor Relations. We have now consolidated all the Employment Bargaining Eligibility onto this Labor relations tab.

Enhanced Benefits Health Check Diagnostic Report

Use the new sections in the Benefits Health Check Diagnostic report to help you identify and correct beneficiary percentages and contingent beneficiaries with no primary beneficiary in a faster and more efficient way. The first new section is Persons with incorrect beneficiary percentages in HDL Format, which lists the Beneficiaries whose percentage amount doesn’t add up to 100 percent. The second section is Persons with contingent beneficiary but no primary beneficiary in HDL Format, which lists the people who have a contingent beneficiary but no primary beneficiary.

Benefits Replaced or Removed Features

From time to time, Oracle replaces existing features with new features, or removes existing features.

Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.

Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.

Ability to Switch Between New and Old Version of Plan Configuration Export and Import Has Been Removed

Use the improved Export and Import Plan Configuration feature (that we delivered a few releases ago) without turning on a profile option. From this release, you can't switch back to the old version. The navigation and all the other capabilities we released earlier as part of this feature remain intact. 

Compensation and Total Compensation Statement

Compensation

Oracle Compensation enables your organization to plan, allocate, and communicate compensation using the most complete solution in the market. Make better business decisions using embedded analytics and a total compensation view of workers, regardless of geographic location or pay package components.

Assignment-Level Security in Salary and Individual Compensation

Secure salary and individual compensation data access by assignment. The Change Salary, Salary History, Individual Compensation, Administer Compensation, View Compensation History, and Compensation Info pages will restrict access to assignments according to the person's security profile, when you enable and setup assignment-level security.

Identify Details of Salary Record Changes

View the salary creation and updated details on the Compensation Info page. The details include created by, created date, updated by, and updated date.

Comments and Attachment Section Introduction in Salary History

Include comments and attachments when you submit a Salary History action. For example, you want to let the approver know that these changes are because of a salary structure reorganization. So, you attach the relevant communication for the approver to reference.

Route Approvals Using Launching Assignment Hierarchy

Configure your approval rules and route salary and individual compensation approvals using the current assignment hierarchy. The default routing uses the primary assignment hierarchy, but you can now configure approvals to also route to nonprimary assignment managers.

Process worker compensation change statements by manager hierarchy and make them available to people.

Launch Synchronize Hierarchy Process as a Part of the Start Workforce Compensation Plan Process

Assignment-Level Security in Workforce Compensation

Secure Administer Workers, Act as Proxy, and View Administration Reports by assignment. If you enable assignment-level security, Administer Workers, Act as Proxy, and View Administration Reports now have the ability to restrict access to assignments according to a person's security profile.

Grade Step Progression

Grade Step Progression: Assignment Effective Date on Eligibility

Set the assignment transaction date to be the actual date that the person met the eligibility criteria, such as when eligibility is based on length of service. Use the On eligibility option when configuring your progression grade ladder. The grade step progression process evaluates progression eligibility within a specified date range, ending the need to run the process every day.

Additional Search Options in Grade Step Progression Review Page

Use the newly added search operators to the Process ID, Grade Ladder Group, Grade Ladder, and Process Name attributes on the Review Proposed Progressions and Salary Updates page. For example, you can search for all Process IDs less than or equal to a certain value. Or, you can search for all results where the Grade Ladder Group is blank.

Assignment-Level Security in Grade Step Progression

Secure grade step progression process results by assignment. The Review Proposed Progressions and Salary Updates page will restrict access to assignments according to a person's security profile, when you enable assignment-level security.

Payroll Data Capture Enhanced for Multiple Concurrent Assignments

Enhance payroll data capture to support secured multiple concurrent assignments. Now, when you turn on the assignment level security, users will only view those assignments within their person security profile. This enhanced payroll data capture applies to these tasks: Payroll Relationship, Element Entries, Calculation Entries and Costing for a Person.

Submitted By Filter

Use the Submitted By field to filter on the person who has submitted a process.

Elements

Delete Element from the Search Page When ESS Fails

Delete elements that are in the In Progress status on the Element Search page. You can only delete those elements for which the corresponding ESS element creation process has error out.

Display Element Code on the Element Search Page

Include the Element Code on the Search Elements page. You can use the Add Fields option in the Advanced Search region to add the Element Code attribute. You can also add the attribute by selecting View > Columns > Element Code to view the Element Code along with other element details.

Simplified Stop Rule Creation for Deduction Elements

Streamline the creation of Voluntary Deduction and Pretax Deduction elements by reducing the number of rules created. The application creates stop rules only if the user had selected the total owned option when they created the element.

Payroll Processing

Retroactive Pay Process Updates for Change in Hire Date

Calculate retropay for a change in hire date with the Recalculate Payroll for Retroactive Changes process. When you change an employee's hire date to a date within a payroll period that has been processed, this change is now detected and processed.

Payroll Post Processing with Consolidation Group Parameter

Simplify the payroll post processing when you run the Transfer Payments Information to Cash Management, Calculate Costing of Payments and Transfer to Subledger Accounting processes by passing the consolidation group parameter.

New Reports for Payroll Activity and Statutory Deductions

Run the newly delivered reports for payroll activity and statutory deductions. Although the following reports produce the same output as their existing counterparts, they run faster for the same data set, especially when the data volume is high.

  • Periodic Payroll Activity Report
  • Periodic Statutory Deduction Register

These reports can also be extended to show Month to Date (MTD), Period to Date (PTD), Quarter to Date (QTD) and Inception to Date (ITD or Lifetime) balances as well, with minimal configuration.

Global Payroll Redesigned User Experience

Increase user satisfaction with the redesigned pages that now have the same look and feel on desktop and mobile devices. These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.

Prepayment and Payment Results Responsive Pages

Use your mobile device to manage the details of an employee's prepayment and payment results with the same look and feel as your desktop. View payments with corresponding status, take payment corrective actions, such as void a check payment, with ease in the responsive pages.

Data Loading

Payroll Relationship HCM Data Loader Enablement

Load payroll information using HCM Data Loader. The number of payroll objects supported by HCM Data Loader has been expanded to include Payroll Relationship data. For example, UAE MOHRE Employee ID and WPS Details.

ATOM Feeds for Assigned Payroll Updates

Assign a new payroll or update an existing payroll assignment to an employee, and view the new ATOM feed generated for the employee. The ATOM feed includes the details of the newly assigned payroll and the effective date for this change. 

Consolidation Group Code

Identify a consolidation group using the code. A code that uniquely identifies a consolidation group is now available on the page and when loading consolidation groups using services and HCM Data Loader.

Global Payroll Replaced or Removed Features

From time to time, Oracle replaces existing features with new features, or removes existing features.

Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.

HCM Data Loader (HDL) Must Be Used for All Payroll Objects

Take note that Payroll Batch Loader (PBL) objects are supported in HCM Data Loader (HDL).  Loading of payroll objects through PBL is no longer supported starting with Update 20D. All Integrations must use the HDL tool for loading data for payroll objects.

Payroll for Canada

Payroll for Oracle Human Capital Management for Canada supports country specific features and functions for Canada. It enables users to follow Canada's business practices and comply with its statutory requirements.

Third-Party Cheque Payments

Process third-party payments for employee involuntary deductions.

Payroll for China

Payroll for Oracle Human Capital Management for China supports country specific features and functions for China. It enables users to follow China's business practices and comply with its statutory requirements.

Enhanced Mass Legal Employer Change

Take advantage of the enhanced Mass Change Legal Employer task to automatically manage the personal deduction card information for multiple employees in a single process within the same mainland China legislative data group.

Improved Usability for the Items Under Component Details of PSU, TRU, and Payroll Relationship Level Deduction Cards

  • For the rest of the attributes, change the list of value type to Dropdown List, which eliminates the need for searching for values before selecting them. For example, Employee Contribution Base Calculation Method.

A New Template to Update Association Info and Create Association Details

Enhance the productivity by using the HCM Spreadsheet Data Loader to manage the personal deduction card information in bulk. A new attribute, Replacement Tax Reporting Unit, was introduced to update association information. As a result, the existing template was renamed to CN Create Personal Card and Association Info, which you use only in the Create activity. Use the CN Create and Update Association Info template to update association information and create association details.
