Oracle Benefits is a complete, configurable and flexible global solution that enables organizations to successfully evolve and adapt to the unique needs of their workforce. The solution enables setup of traditional 'one-size fits all' plans to highly complex plans that selectively target different workforce segments with different benefit packages. Self-service capabilities present the user with an out of the box intuitive guided enrollment process with contextual information and embedded analytics.
Enable your participants to compare their health-related plans that you offer so that they can decide on which plans are best for them before they elect into benefits. They can compare the plans for health, vision and dental, depending on what you offer. They can compare the different attributes against one another, in detail. For example, compare the cost of the plans, how they work, the coinsurance, the deductible type, and such. Once participants launch plan comparison, they can select and deselect the plans to compare, and the display dynamically changes. They are able to compare up to three plans at a time.
You can control how the plans display, including any features you want to showcase and how you want the estimated cost to display. We also deliver two REST APIs to support the plan comparison functionality:
- benefitsPlanComparisonLOV that lists all the benefits plans to compare and is used as client-side LOV on the Self Service user interface.
- benefitsPlanComparison that lists all the benefits plans with comparable details. This API is executed on the selection of plan from client-side LOV. It has the following child resources:
- Images of the plan.
- Estimated costs of the plan.
- Highlights of the plan.
- Footnotes associated with the plan template.
- Values, associated with features, of the plan and footnote references, associated with the particular feature value, of the plan.
Use the Benefits Batch Process Diagnostic Test
Use the new Benefits Batch Process Diagnostic Test report to enable you to resolve problems with submitted batch processes. Using this new diagnostic report, you can provide Oracle support and development with the information they require to diagnose problems that can occur when batch processes get stuck, become slower, run for longer after setup changes, encounter unexpected delays in processing, and so on. The information will also be useful to determine issues if the outcomes of the batch processes are not as expected, such as the number of people expected in the results of a batch process.
The main business value of this new functionality is that you’ll no longer have to rely on custom SQL queries to understand batch process issues, but instead, you can run the Benefits Batch Process Diagnostic Test report to provide to Oracle support and development to help resolve problems. This in turn will help to reduce the turnaround time resolving customer reported issues.
Use the Person Benefits Eligibility Test Diagnostic Report
Use the Person Benefits Eligibility Profile test diagnostic report to show eligibility results. The report helps determine if people are eligible for certain plans, and you can run the report for a person or program. It can help you to determine, for an individual, which Eligibility Profile caused the worker to be Ineligible. It can also identify if the profile was optional or required or whether the criteria within the profile caused ineligibility.
Compensation and Total Compensation Statement
Oracle Compensation enables your organization to plan, allocate, and communicate compensation using the most complete solution in the market. Make better business decisions using embedded analytics and a total compensation view of workers, regardless of geographic location or pay package components.
Client List of Values for Plan and Option in Individual Compensation Introduction
Enhance the user experience with new Plan and Option client list of values (LOVs). You can now get relevant plan and option suggestions as you start typing in the LOV. For example, you want to add the US Flexible Benefit Plan and as you type US, the list of values dynamically updates to show the plans with the characters you’re typing.
Visibility of Plan Info Introduction
Enhance people’s experience on individual compensation pages around the visibility of plan instructions. Depending on your policy, at the plan level you can make them visible or not visible by default. Then people can hide or show the instructions as they want.
Prevent New Individual Compensation Submission when Previous Submissions are Pending Approval
Prevent people from starting new individual compensation transactions using actions such as Manage Personal Contribution, Individual Compensation, or Administer Individual Compensation tasks when another individual transaction submitted using the same action is pending approval.
Earlier, when a personal contribution was pending approval, you couldn’t submit individual compensation or administer individual compensation. Similarly when individual compensation was pending approval, you couldn’t submit personal contribution or administer individual compensation.
Now, you can start a personal contribution transaction after all other submitted contributions are approved. You can start an individual compensation transaction after all other submitted individual transactions are approved. And, you can start an administer individual compensation transaction after all other submitted administer transactions are approved.
Exception: People can still submit a personal contribution even though another personal contribution is pending, when you enable the CMP_DISABLE_PENDING_APPROVALS_CHECK_IN_MANAGE_CONTRIBUTION profile option.
Future Salary Updates Move During Legal Employer Change Introduction
Avoid duplication of effort by now moving future salary updates when you're changing someone's legal employer change. When the legislative data group is the same for both the source and destination legal employers, you can also automatically copy future salary from the source to destination assignment. This behavior is supported for all types of salary bases except incremental components, which are fixed in the salary proposal and rates-based salary. This feature is available in the responsive pages of Local and Global Transfer and Mass Legal Employer Change flows.
Compensation Zone Type, Zone Identification for a Past or Future Date Introduction
Identify the compensation zone type or zone for a specific date in the past, current, or future. Earlier you could identify the compensation zone type or zone for only the system date. Both the salary pages and processes were identifying zone type and zone as of the system date. Now you can use the differential rules and calculations applicable for the duration of salary.
The Generate Compensation Zone and Address Mapping process was also enhanced to identify zone type and zones as of the applicable past, current, or future dates.
Standard Salary Components User Entities Introduction
Define HCM Extracts and fast formulas that include salary bases with standard salary components using these new user entities:

Use the current period's regular elements and retroactive group members from the distribution group to distribute costing when the sum of the retroactive element group entries is zero by setting the payroll process configuration parameter Distributed costing for a retro element uses normal elements.
Consolidation Group Parameter on Gross to Net Summary Report
Use the new parameter for Consolidation Group to restrict the summary balances shown on the Gross to Net report to only those run results produced by payroll processes that were run with the specified consolidation group. For example, if you use a different consolidation group to run off-cycle payroll runs, you can now run the Gross to Net Summary report to show gross to net totals for only off-cycle runs.
Similarly, you can now also use flow connectors with the Gross to Net Summary report to combine data from different flows together in the report.

Saudi Gratuity Calculation - Unpaid Leave
Comply with legislative requirements, as the amount of gratuity paid is affected by the number of days of unpaid, that's unauthorized, leave taken. When there is a period of more than 15 continuous or 30 intermittent days of unpaid leave in one contractual year, the additional days aren't considered service time and are not included in gratuity calculation.

Display Person Number on Statutory Reports
Use the option to display employee's Person Number instead of the HMRC Payroll ID on P60, P45, and P11D reports. You can do this by selecting either the Person Number or HMRC Payroll ID in the new attribute provided on the PAYE component.
Protected Characteristics - Legislative fields
Assist the Equality Act compliance by adding three new attributes:
- National Identity
- Candidate age band
- Caring Responsibility.
You can set these details to be recorded and displayed to a restricted set of users, for example, the employees using the self-service option, and their HR representative.

Simplify performing legal employer transfers with easier access to the Copy balances to the new employment record checkbox. This checkbox is now displayed automatically in the Payroll Details section of the Local and Global Transfer and Mass Legal Employer Change pages. Prior to this release, this box was hidden and accessible only through changing the rule in Transaction Design Studio (TDS).
Global Transfer Enhancement for Predefined Deferred Compensation Balances
Include deferred compensation info when you perform a global transfer for an employee. The Global Transfer process now copies the appropriate details from the source payroll statutory unit (PSU) to the destination PSU. This includes all 401 (k), Roth 401 (k), 403 (b), Roth 403 (b), 457 (b), and Roth 457 (b) plan types. If you performed the balance mapping exercise as part of your 21A update, you can continue using the Default Global Transfer Group object group.

Global Payroll Replaced or Removed Features
From time to time, Oracle replaces existing features with new features, or removes existing features.
Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.
Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.

Take note that the below out of the box Payroll dashboards will be removed from the OTBI catalog in Update 21C. You can find same dashboards here on Customer Connect that you can choose to use and modify to suit your needs:
- Payroll Flow Details Dashboard
- Active Processes Dashboard
