Overview

HCM Cloud applications have two types of patches you can receive that are documented in this What’s New:

  • Release Updates (21A, 21B, 21C, and 21D)
  • Optional Monthly Maintenance Packs to each update

It is important for you to know what Release Update your environment is on. You can find this in your Cloud Portal.

This document outlines the information you need to know about new or improved functionality in Oracle HCM Cloud. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.

In addition to this document you will also want to review the Oracle Human Capital Management Cloud Functional Known Issues and Maintenance Packs (Document ID 1554838.1). These documents identify bug fixes and possible known issues. You will also need to review these documents based in the release update version you are currently on or will be moving to.

HCM Extract

Limitations of Changes Only Property in Extract Definitions

HCM Extract

HCM Extracts provide a method for extracting data from your HCM applications that can be used for interfacing data to another source or extracting data to integrate reporting across systems.

Limitations of Changes Only Property in Extract Definitions

You can no longer run an extract definition as an incremental extract with Changes Only set to No. To run an incremental extract, you must make a copy of your extract definition and import this definition with Changes Only set to Yes.

From Data Exchange work area, use the Extract Definition page to select the extract definition that you want to run as full extract, which has Changes Only set to No. Export and import it with Changes Only set to Yes.

You can run an extract definition as an incremental extract with Changes Only set to No by making a copy or importing the definition with Changes Only set to Yes.

This section covers features used across all HCM Applications.

Configure Atom Feeds to Enable or Disable Specific Feeds

You can now enable or disable Oracle HCM Cloud Atom feeds and specific attributes available for a feed, except the User Requests and Acl Refresh Requests feeds. Use the Manage HCM Atom Feeds task to setup the configuration for the feeds based on your implementation requirements.

For example, the feed, Person Legislative Information Corrected is generated for updates to the MaritalStatus and Sex attributes. You may choose to enable the feed only for marital status updates and disable it for gender updates.

When you disable a feed attribute:

  • Any update operation for this attribute doesn't generate the corresponding feed.
  • The feed, when generated for other attributes, doesn't include this attribute in the changed attributes list.

NOTE: The Availability Pattern Change Atom feed isn't configurable in Release 21B and will be available in a future release.

To setup the configuration for feeds:

  1. Go to the Manage HCM Atom Feeds task in the Setup and Maintenance work area.
  2. Select the feed that you want to configure.
  3. On the Atom Feeds page, select the business object from the SourceObjectName list to see the attributes for the object.
  4. To enable or disable the feed, select or deselect the Enabled check box.
  5. To enable or disable the attributes for the feed, select the attributes and use the Move button to move them to the Available Attributes or the Selected Attributes list.
  6. Click Save and Close to save your changes.

Atom Feeds Configuration

Enable or disable Atom feeds that you require and consume in your integrations. You also have the ability to select the attributes included in a feed, keeping the feed minimal, as per your requirements.

Steps to Enable

A profile option Atom Feeds Attributes Configuration Enabled is provided to enable the configuration of Atom feeds to include or exclude attributes in a feed. By default, this profile option is set to N, which ignores any configuration changes you make in the Manage HCM Atom Feeds page. To enable the configurable option for the feeds, you must set it to Y.

To configure the profile option:

  1. Go to the Manage Administrator Profile Values task from the Setup and Maintenance work area.|
  2. Search for the profile option code ORA_HRC_ENABLE_ATOM_ FEED_ATTR_CONFIG.
  3. Set the value at the site level to Y to enable the configuration of Atom feeds.
  4. Click Save and Close to save your changes.

REST APIs for Questionnaire Setup Objects

You can use REST APIs to define questionnaires, questions and answers as well as get the available list of questionnaire templates (questionnaireTemplates) for a subscribing application.

For example, you can create, update, and delete questionnaires (questionnaires) by these attributes:

  • Questionnaire name
  • Questionnaire code

You can create, update, delete and search for questions (questions) by these attributes:

  • Subscribing application
  • Question code

With support for questionnaire setup objects using REST APIs, you can now build integrations with external systems and access setup data for these objects.

Steps to Enable

Review the REST service definition in the REST API guides, available from the Oracle Help Center > your apps service area of interest > REST API. If you're new to Oracle's REST services you may want to begin with the Quick Start section.

Tips And Considerations

For questionnaires LOVs, there is an existing privilege HRT_REST_SERVICE_ACCESS_QUESTIONNAIRE_LOVS_PRIV (Use REST Service - Questionnaire Lists of Values) which is reused to secure these LOVs.

Enhancements to Remove Person Information Tool

You can now extend the data obfuscation process with the following enhancements to Remove Person Information solution:

  • Disposal of cancelled workers: You can now include the Cancelled Workers for deletion.
  • Obfuscation of Flex Field (DDF) information: DDF is now part of the list of fields that are available for deletion.
  • Staggered disposal of person data: Staggered disposal functionality allows partial deletion of data while retaining other data. For example, you can purge the Global HR data alone while retaining the payroll data for a longer time. You can purge the payroll data any time in the future using the same person number as the reference.

Extend the Remove Person Information capabilities.

Enhanced Look and Feel of the Sign In Page

The Redwood look and feel is designed to be modern, human, and global. With Redwood, our applications are also evolving with new aesthetics and functionality. To create an overall consistent experience for you, we have enhanced your sign in experience to Redwood. Now, the Sign In page reflects the same look and feel as the rest of the application.

Here’s how your Sign In page looks now.

Sign in Experience

The sign in pages are consistent with the visual design of the application.

Steps to Enable

You don't need to do anything to enable this feature.

Tips And Considerations

  • You get the Redwood theme Sign In page by default. There is no alternative page.
  • You might see changes in the icons, colors, and shapes of some of the UI components.

Key Resources

New Enhancements to Transaction Console

Leverage these enhancements to the Transaction Console:

  • A new enhancement to help diagnose problems for failed transactions is available in Transaction Console. Approval rules details have been added to the Diagnostic Log to enable Administrators to review the specific conditions that may have caused failure. 
  • A Transaction Console refresh schedule process ('Refresh Transaction Administrator Console Transaction Status') is now delivered with a default schedule to run every hour out of the box. Please note this will not have any impact on existing customers who have already scheduled this process. If the new ESS Job finds an existing Job, then it will quit and let that process run.

Enhancements to Transaction Console improve the user experience.

Areas of Responsibility Based Approval Routing Policies

We've made improvements to the Areas of Responsibility (AOR) based approval routing policies. You can now set a profile option-based value to extend the current limit on the number of representatives returned to more than 500. Since this process is resource intensive, we recommend that you adjust the limit incrementally, for example, in the fifties, until you see the desired results. 

Additionally, the number of parallel approvers that you set up should be limited to 50 for any process. 

Enhancements have been made to the Areas of Responsibility (AOR) based approval routing policies. Customers can now set a limit value to extend the current limit on the number of representatives returned to more than 500.

You don't need to do anything to enable this feature.

Transaction Design Studio for HCM Experience Design Studio Enhancements

The report provides a comprehensive list of configurations done in the Transaction Design Studio or Page Composer, or both, across various pages.

You can access the View Configuration Report from the Transaction Design Studio home page.

You need to first select the action and then the page you want to analyze. Select All to analyze all pages of the selected action.

You can access information on which tool was used to show or hide the attributes on pages, either Transaction Design Studio or Page Composer.

REPORT PROPERTIES

Here's a list of properties that you can see in the configuration report.

  • Page
  • Attribute
  • Attribute ID
  • Required Property Configured From: Tools from where the required property was configured: Values can be Transaction Design Studio, Page Composer, or both.
  • Rendered Property Configured From: Tools from where the rendered property was configured: Values can be Transaction Design Studio, Page Composer, or both.
  • Visible Property Configured From: Tools from where the visible property was configured: Values can be Transaction Design Studio, Page Composer, or both.

The configuration report is useful in understanding if a field on a page is customized or not and the tool used to customize a field. Information in the configuration report can be downloaded and exported into a csv file, which can then be used by Oracle for troubleshooting page issues instead of the earlier method of downloading customizations from MDS and providing sandbox details. 

You can now check the new Configuration Report to understand why a page behaves in a certain way.

HCM Experience Design Studio Access Enhancements

You can now quickly access the HCM Experience Design Studio from the quick actions shown on the My Client Groups tab and automatically create a sandbox to personalize your application.

HCM EXPERIENCE DESIGN STUDIO QUICK ACTION

HCM Experience Design Studio is moved directly under the Quick Actions list on the My Client Groups tab.

The quick action is moved from Employment to the new Transaction Configuration and Audit work area on the My Client Groups tab.

AUTOMATIC CREATION OF SANDBOX

When you click the HCM Experience Design Studio quick action, a sandbox named DESIGN_STDIO_AUTO_CREATED_SB_YYYY_MM_DD_HH_MM_SS is automatically created for you. HCM Experience Design Studio is the only tool enabled in the sandbox but you can add any other tools as needed.

Note that a unified sandbox is mandatory for the automatic creation of a sandbox to work properly.

As long as the auto-created sandbox is not corrupted and is in proper status, the same sandbox opens again.  If the existing sandbox is in "Refreshing" or "Refresh Needed" or "Not publishable" state, then the sandbox is not selected and a new sandbox is created and used.

Automatic sandbox creation works only when you are on hcm page related FuseWelcome page, for example, the URL contains https://host/hcmUI/faces/FuseWelcome. If the URL contains https://host/fscmUI/faces/FuseWelcome and you try to navigate to the HCM Experience Design Studio, you'll be prompted to create or manually select the sandbox.

ACCESS UNPUBLISHED SANDBOX

Unpublished sandboxes will be available until you publish or delete them.

This feature helps in quick access to the HCM Experience Design Studio and saves time.

Steps to Enable

You don't need to do anything to enable this feature.

Role Information

You must be granted the Human Capital Management Application Administrator role to work in a sandbox.

Autocomplete Rules for HCM Experience Design Studio Enhancements

Enhance the authoring experience in Autocomplete Rules for HCM Experience Design Studio with additional capabilities. These are the new features added to the tool. Predefined rules delivered out-of-the-box that cover most common use cases such as phone number validation and so on. Ability to change a field after duplicating a field modification or validation rule. Nullify value function to assign null value to a field or a variable. New standard functions to convert integer, long and decimal to a string variable. These 3 functions are mainly used to display numbers in messages. Added a new global function, Get today's date in custom time zone to reconcile the server time with the user time and convert the current date to a specific time zone. For example, your HR specialist is in India and the server is located in the US, and you have a rule that prevents future-dated transactions. Then, the rule will prevent the HR specialist from entering the transaction effective today (client time). Hence, using this function you need to reconcile the server time with the user time to enable the HR specialist to enter the transaction.

DELIVERED RULES

You can now use the out-of-the-box delivered rules covering the most common use cases for Workforce Structures, Person, and Employment. The delivered rules are classified into 2 categories:

  • Statutory Rules: These rules can mostly be used as they're delivered, for example, rules such as validate employment flows are effective on 1st or 16th of a month, or default working hours frequency based on working hours.
  • Template Rules: These rules require some adjustment to match users' needs. For example, phone number validation, which may be specific to each country or the number of contract extensions that can also vary across organizations or countries.

When working with delivered rules, you need to check the description in the Basic Info section that includes instructions on how to implement the rule.

NULLIFY VALUE

You can now assign a null value to any type of field using the Nullify Value function accessible from the XYZ navigation element.

You can also assign a null value to a variable.

If you try to nullify a variable already used in the rule, a warning will be displayed.

STANDARD FUNCTIONS TO CONVERT INTEGER, LONG, AND DECIMAL TO STRING VARIABLES

You can now display integer, long, or decimal values in your messages using the 3 new standard functions, which will convert them to strings. Select the field to convert from the drop-down list that is automatically based on the function selected.

For example, when you select the Convert decimal to string option, the list only shows the decimal attributes.

DUPLICATE RULES 

You can now change a field when duplicating a rule based on the Field Validation or Field Modification rule types.

NOTE: Always review the rule to check if the logic still applies after making the change.

GET TODAY'S DATE IN CUSTOM TIME ZONE GLOBAL FUNCTION

Added a new global function, Get today's date in custom time zone to reconcile the server time with the user time and convert the current date to a specific time zone. For example, your HR specialist is in India and the server is located in the US, and you have a rule that prevents future-dated transactions. Then, the rule will prevent the HR specialist from entering the transaction effective today (client time). Hence, using this function you need to reconcile the server time with the user time to enable the HR specialist to enter the transaction.

The new global function is called from a date variable.

You need to enter the time zone you want to convert today's date into. Values from the Java Timezone API are accepted as HCM Param.

HCM PRODUCTS ENHANCING AUTOCOMPLETE RULES IN 21B

This feature improves your authoring experience in Autocomplete Rules.

Steps to Enable

To enable this feature you need to log a Service Request (SR).

Enhanced Rich Text Editor

The Rich Text Editor has been enhanced so users can see the word and character HTML counts as they type. It’s used in HCM products like Goals to define the success criteria. You can now paste content from Microsoft Word and Google Docs while maintaining the original structure and formatting, and manually resize the edit window to dimensions of your choice. As you type, you can see the word and character HTML counts. Also, the size of the editor window automatically expands and shrinks vertically depending on the content size, also known as Auto Grow.

Paste Content from MS Word and Google Docs

Now, you can copy text from MS Word and paste it into the Rich Text area and the content will retain its formatting from MS Word. Similarly, you can also do the same by copying text from Google Docs and the formatting in Oracle Fusion HCM is retained.

Resize Editor

You can manually resize the editor window to dimensions of your choice expanding the right down corner.

You can see the word and character with HTML counts in the footer of the editor to manage your content as you type.

Auto Grow

As you type or paste your text, the editor window dimension automatically expands and shrinks vertically depending on the content size entered in the editing area. This capability is also known as Auto Grow.

If you need to edit the text again, click in the editor window, add or remove text and the window resizes automatically.

Secure Access for Workers with Multiple Assignments

We continue to enhance the HCM footprint for securing user access for workers by using assignment-level security, if your organization allows them to have multiple assignments. The current out-of-the-box behavior supports person-based security access, which means a user having access to a person has access to all assignments and personal information for that person. The new assignment-level security restricts a user's access to a person's assignment based on the user's area of access. By enabling a new assignment-level security profile option and regenerating your data grants and security profiles, your organization opts into this feature for your HCM Cloud implementation.

This is the third feature release of a multi-phased implementation for HCM Cloud customers and provides further enhancements to the Absence Management, Document Records and Global HR OTBI Reporting areas. The enhancements provide a broader and more consistent reporting user experience for organizations with multiple assignments. The users will be restricted to only those assignments to which they have access and not all assignments of the person just because they can access that person.

These are a few examples to explain this functionality:

Scenario 1: A line manager and HR specialist are responsible for a worker who is both a registered nurse in the emergency room (ER) department and also has a different assignment as a senior citizens memory ward coordinator. This worker may have two different line managers, and each should only see the worker's single assignment in their respective organizations. The line managers should not see assignments for different departments, in this case ER department and memory ward. Likewise, there may be two HR representatives supporting each department (or business unit). The HR representative should not be able to access the assignment in an organization that they don't have access to.

Scenario 2: Harry is a manager with multiple concurrent assignments. He also has a direct report, Jane who has two assignments herself with two different managers. In this scenario, Harry should only be able to access Jane's primary assignment and Franco (Jane's direct report). However, Harry should not be able to access Jane's second assignment, and certainly not Kyle.

Example of Intended Line Manager Access for a Worker with Multiple Concurrent Assignments

Scenario 3: A worker has two assignments each reporting to a different manager. The worker has document records against each assignment and one document record against their person record. Each manager should only be able to access the document record against the assignment they manage and both managers should have access to the document record against the person.

Scenario 4: Lisa works at a school and has two assignments, one as an academic counselor and as a sports coach. As an academic counselor, Lisa reports to Dave. Dave should be able to run reports on Lisa's absence plan accrual transactions, and any absences created specifically for the academic counselor assignment. Dave should not be able to access absence plan accruals for the sports coach assignment, and must not be able to run reports on any absences that only impacts the sports coach assignment. Securing the absence information by assignment works in these subject areas:

  • Workforce Management - Absence Calendar Details Real Time
  • Workforce Management - Absence Real Time
  • Workforce Management - Accrual Real Time
  • Absence Management - Leave Donations Real Time

If you turn on this feature, you can lock down security to the assignment level. This allows managers and organizations to only see information that is within their area of responsibility.

Steps to Enable

  1. Prerequisites:

    1. Enable approvals for transactions that use assignment-level security. For example, transactions, such as Administer Individual Compensation, Administer Salary, Manage Salary, Person External Identifiers, Salary History, Approve Performance Document, and Work-Schedule Assignments.

      • For information on enhancements to the approval rule page, refer to the 20C HCM Common What's New for the Enhancements to the Human Capital Management Approval Rules UI feature.
      • For information on enhancements to the transaction approvals supporting multiple assignments in HCM, refer to the Global HR 20D What's New for the Enhanced Transaction Approvals Support Multiple Assignments in Global Human Resources feature.
    2. Manually update security for custom roles using instructions from Implementing Assignment-Level Security in HCM (Document ID 2700661.1) on My Oracle Support.

      NOTE: Our regeneration processes will not alter any custom criteria. You must manually update security for custom roles because it is not a delivered functionality. 

    3. Enable the responsive pages for the transactions by enabling the HCM_RESPONSIVE_PAGES_ENABLED profile option. See step 3 on how to enable this profile option.

      NOTE: You don’t need to enable these classic pages because they have no responsive pages:

      • Payroll Relationship
      • Element Entries
      • Calculation Entries
      • Costing for a Person
      • Absence Records
      • Work Schedule Assignments
  1. To secure access for workers with multiple assignments, you must enable this profile option:

NOTE: Cloud Operations will initiate the Regenerate Data Security Profiles and Grants job set as part of all 21B updates. Once the environment is returned, your IT Security Manager user will have the ability to view the status of the job set. The IT Security Manager must verify that the job set is successfully run to completion. Depending on the size of your organization, the job set process may still be running, so you should not release your user population without testing your custom data roles. If the job set fails for some reason, your IT Security Manager must manually run the job set, and make sure it completes successfully. On-premise HCM customers will still need to run the job set manually before beginning upgrade testing.

  1. To enable assignment-level security in the employment contract, you must run the Migrate Employment Data process by selecting this run mode: Enhance contract data to enable its use in the responsive pages. For more information about the Migrate Employment Data process, see the Process to Migrate Contract Data topic under the Hire and Manage Workers chapter of the Using Global Human Resources guide. You can access the guide from Oracle Help Center.

Person Security Profile Displays a Blue Banner Message to Confirm That the Assignment-Level Security is Enabled

  1. Assignment-level security will work automatically for plan balances, disbursements, donations, and work-schedule assignments when you do the setup steps from 1 through 4. For existing absences and absence entry, assignment-level security is enabled only if Absences are entered at the assignment-level. To understand how this works, refer to the Absence Management 21A What's New features: Prevent Absences from Impacting Multiple Assignments and Enhanced Absence Security for Workers with Multiple Assignments

  2. Enable approvals for impacted transactions.

    1. Absence Management flows:

      1. Absences: On the absence type setup page, set the value for the Approvers field to: Managers of all relevant assignments. To do this, follow these steps:

        1. Click Navigator > My Client Groups > Absences > Absence Type. Create or edit an existing absence type
        2. You can select the approvers from the Approvers list in the Absence Record Maintenance section.
        3. The default value is Manager of employee’s primary assignment. Select Managers of all relevant assignments to set up approvals for managers of all assignments the employee is involved in.
  1. Disbursements and donations: You can configure the approval task in the Transaction Console to send the approval request either to just the primary assignment manager or to the line manager of the assignment from which employee is requesting the cash disbursement or initiating the donation. For example, you can configure the approval rule to seek approval from the manager of the transaction’s assignment. Now, if an employee tries to initiate a donation from a specific assignment, the approval request goes to the line manager of that assignment.

  1. Work-schedule assignments: Here’s how you can configure the work schedule assignment approvals so that the approval notifications for work-schedule assignment changes go to the relevant assignment’s manager of the employee instead of the primary assignment manager: For more information, refer to the Absence Management 21A What's New feature: Route Work Schedule Assignment Approvals to the Appropriate Manager

    1. Click Tools > Transaction Console in the Home Page.
    2. Click Approval Rules.
    3. Search Manage Work Schedule Assignment and click edit to configure approval rules.
    4. Select the relevant component from the chain of approval.
    5. Set the Approval Chain Of field to Requester and set assignment type to Use current assignment hierarchy.

      NOTE: When you pick "Requester" in the Approval Chain of field, the application assumes that this means the "employee". So, the approval will be routed to the employee's manager. 

    6. Document Records flows: Approvals will now route to the manager of the appropriate assignment, if configured to do so.
    7. Performance Management flows: You can configure the approval rule (to send the approval request to the primary assignment manager or assignment line manager) for the performance document manager who is submitting the approval. Select the assignment type configuration option (Use primary assignment or Use current assignment) in the approval rule definition.
    8. Enable the responsive user interface, except for these classic user interfaces as there are no responsive equivalents for them.
  1. Absences:

    1. There is no enabling responsive user interface because all classic pages which have a responsive equivalent have been removed in release 20D. All customers see responsive pages where responsive pages exist, otherwise, they see classic pages. The classic pages that we still support, and have been enhanced to support assignment-level security are: 

      1. Absence Records
      2. Work Schedule Assignments

These classic pages will support assignment-level security when accessed only through the quick actions, and not through the Person Management page. Enable the responsive user interface using instructions from HCM Responsive User Experience Setup Information (Doc ID 2399671.1) on My Oracle Support.

Tips And Considerations

  • You can't use assignment-level security with Oracle Search person indexes in release 21B. However, assignment-level security can be enabled simultaneously with the Oracle Search profile option (IRC_ELASTIC_SEARCH_ENABLED) of Oracle Recruiting.

  • The custom criteria on the Person Security Profile won't be modified by any Oracle processes, and you need to manage your custom criteria. To update your custom criteria, refer to the MOS Doc ID listed in the Key Resources section.

  • The Share Data Access action doesn't yet support assignment-level security. If you use the action in your organization, your users will continue to have access to all assignments for a shared person.

  • Employment:

    • After you enable assignment-level security, you can’t use this navigation to manage assignment data for an assignment that you don’t have access to: Person Management work area > Classic Manage Employment page
    • The employment tree icon on the classic manage employment page won’t be visible after you enable assignment level security.
  • Talent Management:

    • The Talent Review, Succession, and Talent Pools features don’t support multiple assignments. The worker list of values (LOVs) only allow the user to select a primary assignment.
    • Succession Quick Actions: Although the quick action supports assignment-level security, if the user selects a nonprimary assignment from the quick actions search page, it’s the primary assignment information that will be displayed and saved in the succession plan.
    • Career Development Quick Actions: Although the quick action supports assignment-level security, the user will be able to view all development goals for the employees, irrespective of the assignment. This means a user, such as a line manager having access to a person has access to all development goals of that person.
    • Career Development Admin pages: The search results include all development goals for employees who meet the user's security profile definition. This means an HR specialist having access to a person has access to all development goals of that person.
  • Absence Management:

    • HCM Assignment security does not work on person-level absences, meaning any manager or HR administrator who has access to the employee can access all absences of this type. Any manager or administrator can view and manage advanced entries belonging to all assignments, even those that they are not authorized to see.
    • HCM Assignment Security, if enabled, applies only to absences entered at assignment-level. Such an absences is visible only to managers or administrators who are authorized to access the specific assignment for which the absence was created. Managers and administrators can enter assignment-level absences only for assignments that they have the authority to access.
    • If “Allow one assignment per absence” is selected, and the employee wants to take time off from all assignments using this type, the employee must enter separate absences for each assignment.
    • If you use absence approvals and implement HCM Assignment Security, you must configure the absence type to set the approvers to “Managers of relevant assignments”. This ensures that the notifications do not go to managers who don’t have access to the assignment for which the absence was created.
    • Once the absence is saved, the business title or assignment can’t be changed. If you want to change the business title, you need to withdraw the absence and create a new one.
    • If you enable HCM Assignment security and use absence approvals, you must configure the absence types to send approval requests to managers of relevant assignments. This ensures that absences are routed to the correct manager for approval.
    • Absences impacting multiple assignments are considered absences entered at person level. These absences will continue to be secured at person level. This means that any manager or administrator who has access to this employee will be able to view and manage all such absences.
    • Qualification plan entitlements and Entitlement Agreements are at the person-level. Therefore, this information will be visible to all administrators who have access to the person. 
    • If you want the absences to be fully secured, you need to ensure that they are entered at assignment level. This means that you need to ensure that a specific assignment is selected when entering an absence.
    • If you use absence approvals and implement HCM Assignment Security, you must configure the absence type to set the approvers to “Managers of relevant assignments”. This ensures that the notifications do not go to managers who don’t have access to the assignment for which the absence was created.
    • Absences data loaders do not support Assignment Security because they run with super user privileges.
    • Assignment-level security doesn’t work when using the classic Person Management page. It will only work through the quick actions. Administrators need to ensure that they access Absence Records page or Work Schedule Assignments page using the quick actions only.
    • Leave Donations Real Time will be secured by the donor assignment, and not the recipient assignment. A manager or administrator who can access the donor's information (or donor's assignment if assignment-level security is turned on) can access the entire donation transaction. This access includes all the information about the recipient of the leave donation, irrespective of whether the manager or administrator running the report has been explicitly granted access to the recipient's data or not.
    • Absences will be secured at the assignment level only if the absence was entered for a specific assignment. Any absence entered at the person-level will be visible to all managers and administrators who have access to the employee record.
  • Document Records:

    • Document Record Approval Routing:
      • This feature will not replace your existing application behavior, but if you want to leverage the feature, you have to make the necessary configuration changes.
      • This feature is applicable only to document record related approvals.
      • The default approval rule is set to primary assignment hierarchy.
      • If the approval rule is set to primary assignment hierarchy, irrespective of which assignment you select, the approval always goes to the line manager of the primary assignment.
      • If the approval rule is set to current assignment hierarchy, the approval always goes to the line manager of the assignment you selected.
  • Document Record:

    • Use of Document Records in the Benefits area remains at the person-level access only.

  • Global HR OTBI Reporting:
    • With assignment-level security enabled, either of these conditions apply:
      • A manager can only see the assignments they have access to, but can't see person level document records.
      • A manager can see all assignments and then see document records for their assignment and the person level assignments.
  • These HCM flows have no enhancements in Update 21B, but are planned for a future release:

Performance Improvements for HCM BIP-Based Approval Notifications

In Update 20C a new XML Type column was introduced that replaced the existing DATA_CACHE column to improve the rendering time and overall performance of BIP-based approval notifications. Please make sure to use the new XML Type column in your customer-modified reports as from this release onwards, the DATA_CACHE column will not contain the transaction data. 

If you have any reports that access the DATA_CACHE column, you have an action to update them with the XML Type column.

This enhancement improves performance time for HCM BIP-based approval notifications.

HCM Common Replaced or Removed Features

From time to time, Oracle replaces existing features with new features, or removes existing features.

Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.

Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.

HCM Data Loader Must Be Used For All Payroll Objects

In Update 21B, Oracle will decommission the majority of objects enabled for the Payroll Batch Loader.  The only object remaining available for use during the 21B Update is Element Entry.  All other Payroll Batch Loader objects are NOT available for use in 21B or in subsequent HCM releases.

Effective with Update 21C, Oracle will discontinue the remaining Payroll Batch Loader objects, and the use of Payroll Batch Loader will then be fully decommissioned for use. HCM Data Loader (HDL) will then be the default tool for data loading and update tasks for 21C and going forward.

Oracle now supports a single, powerful loader for bulk loading and maintaining data. The data can be from any source. You can use HCM Data Loader for data migration, ongoing maintenance of HCM data, and coexistence scenarios, where core HR/Payroll data is uploaded regularly.

Oracle Applications Security provides a single console where IT Security Managers and Administrators can perform various functions including user lifecycle management, role definition, security policy management(both functional and data), role hierarchy maintenance, username and password policy administration, and certificate management. Tips And Considerations

When you use decommissioned attributes or objects, HCM Data Loader will still allow you to upload data using them. However, HCM Data Loader may ignore this data. Use the View Business Objects task to review the latest business object information.

Enhanced Reporting

You can now extend your OTBI reporting for HCM Data Loader and HCM Spreadsheet Data Loader.

You can use the newly introduced Processes folder to include the elapsed time of the processes used to upload your data.

HCM Data Loader and HCM Spreadsheet Data Loader extend the capabilities of the following existing folders:

  • Data Sets: You can now identify data sets that HCM Data Loader and HCM Spreadsheet Data Loader retain for an extended period to support rollback.
  • Data Set Business Objects: You can now include the translated business object name and load order.
  • Facts: You can now include the number of corrected, unprocessed, or rolled back objects.

Extend your data set reporting capabilities.

The HCM Data Loader and HCM Spreadsheet Data Loader related folders are available in the HCM Integrations Real Time subject area.

Role Information

Access to the subject area is available to the Human Capital Management Integration Specialist.

Enable Mandatory Descriptive Flexfield Segment Validation

You can create Descriptive Flexfield (DFF) data leaving the mandatory segments blank.

A new parameter is introduced to switch on validation and error records where mandatory segments without a default are created without a value.

Enabling validation ensures that you have either configured a default value for your mandatory DFF segments, or a value is provided for them.

Steps to Enable

Navigate to the Configure HCM Data Loader task, available in the HCM Data Loader functional area of Setup and Maintenance.

Override the Enable Mandatory Descriptive Flexfield Segment Validation parameter with a value of Yes.

Tips And Considerations

If you have configured mandatory segments without a default value, you will receive warning messages to explain that you should enable the mandatory DFF segment validation.

The Human Capital Management Application Administrator role provides access to the Configure HCM Data Loader task.

From time to time, Oracle replaces existing Cloud service features with new features or removes existing features. When a feature is replaced the older version may be removed immediately or at a future time. As a best practice, you should use the newer version of a replaced feature as soon as the newer version is available.

ORACLE HAS DECOMMISSIONED THE HCM CLASSIC SIMPLIFIED USER INTERFACE IN UPDATE 20B

The new and redesigned HCM Responsive User Experience has been available and promoted as our standard since Update 18B. If you are still using the older HCM Classic Simplified User Interface, you must begin transitioning to the HCM Responsive User Experience, as these older pages will no longer be supported.

For information on the Responsive features, see the HCM Common What's New for Update 18B and 18C. The redesigned features are under a heading for Redesigned User Experience and have groupings by product. Features that have come out from 19A onwards will be in their respective solutions: HCM Common, Global Human Resources, Talent Management, Workforce Management and Workforce Rewards What's News. The feature will be under their product headings. You can open one these solutions such as Workforce Rewards and you will see tabs on the left to easily let you open the different releases to view the responsive features.

Highlights of New User Interface:

We’ve taken the employee and manager self-service pages to the next level by redesigning them to look and behave the same on desktop and mobile devices. We’ve also changed the look and feel of the pages to provide a better experience for end users.

Pages and messages look more modern and use simpler, more conversational language so that you can more easily read and understand content across all devices. The pages are clutter-free and clean and display only those fields that are required to complete the task. You can personalize the pages and add more fields that are hidden by default. For most self-service tasks, you’re asked what you want to do, and the task is broken down into a series of steps based on your choice.

KNOWN ISSUES / MONTHLY AND STATUTORY MAINTENANCE PACK

Oracle publishes a Known Issues document for every Update to make customers are aware of potential problems they could run into and the document provides workarounds if they are available.

Oracle also publishes Maintenance Pack and Statutory Maintenance Pack documentation of bugs that are fixed in the monthly or statutory patching.
