Oracle Learning Cloud is a skills driven learning platform that enables employees, teams and organizations to develop the most relevant set of skills. Oracle Learning combines informal and formal learning, from internal catalog and external learning sources into a single platform to provide learners with a single, unified learning experience.
Learners and managers can now download a certificate of completion in PDF format for course, specialization, and legacy item learning assignments in Completed or Bypass Completed status. Certificate templates are provided for specialization completions and course and legacy item completions. Administrators can customize these templates individually.
In the learning self-service, you can enable the access of completion certificate on the enrollment details page.
Accessing Completion Certificate Action on Enrollment Details
Steps to Enable
To use this feature, you must complete the following steps. Details are provided below.
- Grant privileges to the administrators to manage the completion certificate templates.
- Grant privileges to the self-service users to access the Print Certificate action on enrollment details.
- Customize the certificate templates.
- Select the completion certificate to be used.
1. Administrator privileges to manage completion certificate templates
The following pre-existing privileges are present in the Learning Specialist role.
- To create and modify certificate templates
- Role Name: BI Author Role
- Role Code: BIAuthor
- To configure Completion Certificates in Learning Setup
- Privilege Name: Manage Learning Setup
- Privilege Code: WLF_MANAGE_LEARNING_SETUP
The following new functional privilege has been added to the Learning Specialist role.
- Populate list of values in Certificate Title LOV
- Privilege Name: Use REST Service - Learning Administrator Lists of Values
- Privilege Code: WLF_REST_SERVICE_ACCESS_LEARNING_ADMINISTRATOR_LOVS_PRIV
2. Self-service user privileges to access the Print Certificate action on enrollment details
The following set of new functional privileges and roles have been added to the employee abstract role.
- Enables the print certificate action in self-service
- Privilege Name: Print Learning Completion Certificate
- Privilege Code: WLF_PRINT_COMPLETION_CERTIFICATE_PRIV
- Provides access to the certificate template
- Role Name: Print Learning Completion Certificate
- Role Code: WLF_PRINT_COMPLETION_CERTIFICATE_PRIV_OBI
NOTE: If custom roles have been configured, then these new privileges and roles must be granted to the them.
3. Customize Certificate Templates
To customize, add or delete fields to a template, users must access BI Publisher through the /xmlpserver URL (for example, https://hostname.com/xmlpserver).
When you login to /xmlpserver, there are two standard templates one, for courses and legacy items, and the other for specializations are available in the following BI Publisher folders:
- Shared Folders/Human Capital Management/Learning/Certificates/Course
- Shared Folders/Human Capital Management/Learning/Certificates/Specialization
You can use the 'Customize' action on the certificate report to create a similar folder structure under the "Custom" folder. You can modify the copy of the report created here.
Select the certificate report that needs to be customized, right-click and choose Customize.
Customize Templates
The custom templates will be available in the folder paths below. These are fixed paths that must not be modified.
- Shared Folders/Custom/Human Capital Management/Learning/Certificates/Course
- Shared Folders/Custom/Human Capital Management/Learning/Certificates/Specialization
To further customize the templates, refer to the Key Resources section for the link to Customize report functionality.
4. Select the completion certificate to be used
You can set the certificate defaults for courses and specializations by navigating to My Client Groups > Learning > Setup > Configure Catalog Defaults > Completion Certificate Defaults
Choose from the following two values in the Certificate Selection dropdown:
- No Certificate: It is the default setting that indicates that the completion certificates will be disabled in the system.
- Certificate: When selected, the Certificate Title dropdown is displayed with a list certificate templates available for use. Selecting a specific certificate title displays the respective Preview and Description fields.

Tips And Considerations
- Whenever a learner accesses the completion certificate, he will always see the latest certificate template that the administrator has configured in the setup.

If the administrator has not configured the certificate template in the setup, then the print action will not show up in the UI for the learner, even when the learner has been granted all the privileges.
- Links to completion certificates are not yet supported in resource alerts. It will be added in a later release.

Learning Replaced or Removed Features
From time to time, Oracle replaces existing features with new features, or removes existing features.
Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.
Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.
eLearning Player Version Removal Notice
Note in Update 22C, the eLearning player version that existed before 21A in Oracle Learning will be no longer be supported. Only the new eLearning player version released in 21A will be available.
Customers who aren't yet on the latest version should start preparing for the transition.

Recommendation Event Alert Removal Notice
Note that in the Update 22B, the recommendation event alerts feature will no longer be supported. Notifying learners of recommendations requires the use of resource alerts similar to notifying learners of new learning assignments.
Customers wanting to send notifications of their new recommendations must create a resource alert using the recommendation resource.

REPLACED OR REMOVED FEATURES
From time to time, Oracle replaces existing Cloud service features with new features or removes existing features. When a feature is replaced the older version may be removed immediately or at a future time. As a best practice, you should use the newer version of a replaced feature as soon as the newer version is available.

ORACLE DECOMMISSIONED THE HCM CLASSIC SIMPLIFIED USER INTERFACE IN UPDATE 20B
The HCM Responsive User Experience has been available and promoted as our standard since Update 18B. If you are still using the older HCM Classic Simplified User Interface, you must transition to the HCM Responsive User Experience, as these older pages will no longer be supported.

KNOWN ISSUES / MONTHLY AND STATUTORY MAINTENANCE PACK
Oracle publishes a Known Issues document for every Update to make customers are aware of potential problems they could run into and the document provides workarounds if they are available.
Oracle also publishes Maintenance Pack and Statutory Maintenance Pack documentation of bugs that are fixed in the monthly or statutory patching.

The following is a list of Controlled Availability features that are being offered by our Controlled Availability Program.
NOTE: These features are not generally available for all customers at this time. These are only available through the Controlled Availability Program and will require approval to become a part of the features program. To be a part of these programs you will be required to participate in testing and providing feedback. Some programs may require other participation as well.
Not to worry if you don't have to time to be a part of these early stage programs. You can uptake this feature when it is generally available for all customers. When these features are available for all customers you will see the features under their product headings as usual.

Observation Checklists | An Observation Checklist activity provides the ability for someone to confirm the learner has obtained the necessary knowledge from the training before their assignment is completed. Scoring of the checklist is optional. Once the Learner has finished the training, a worklist notification is sent to the observer who must complete the questionnaire and submit. |

Learning Controlled Availability
Features under this heading are under the Controlled Availability Program. The Controlled Availability Program is a program for early testing and feedback of features, before they are included into the product line. You must request and be accepted into the Controlled Availability Programs to use these features. Please see the What's New for more information on being part of these programs.
NOTE: These features are not generally available to customers, customers must be approved to use these features. When these features are generally available to all customers they will be announced under their product area headings.
The new learner experience is built on Oracle Search providing a new learning catalog search experience to learners with intuitive filtering capabilities.
The learner’s current learning and transcript pages are converted into a single page, pre-filtered based on their current learning items. Filtering and search provides the learner with ready access to specific assignments or their entire learning history. Required assignments are shown distinctly and prominently for easy identification. Learning Recommendations from the What to Learn page is presented in a rich, visually appealing format to facilitate learner engagement.

An observation checklist is a new learning content item that allows a learner to be observed and have their performance rated by another individual called the observer.
It validates if the learner has achieved the course objectives before completing the training. In addition, the observation checklist also supports an optional self-assessment checklist where the learner also rates themselves against the various areas of learning.
The observer will receive a worklist notification once a learner has finished the training. They can open the observation checklist and answer the questionnaire and submit their results.

To enable this feature you need to log a Service Request (SR).
This feature is only available through the Controlled Availability Program at this time, which requires approval to join. If approved, you will be required to participate in testing and provide feedback.
Re-assigning Learning to Completed Learners
Administrators can now control how learners in the target audience of an assignment having existing course or offerings completions are managed and choose to either exempt them from the new assignment or require them to retake the training.
This feature replaces the course and offering auto-completion rules and provides control over the desired outcome, and applies to the assignments created by administrators, managers in self-service, learning communities and learning initiatives.

This feature is only available through the Controlled Availability Program at this time, which requires approval to join. If approved, you will be required to participate in testing and provide feedback.
Zoom Virtual Classroom Provider
Create and update Zoom web conferencing events directly by enabling Zoom integration with Oracle Learning Cloud.
Instructors (hosts) and learners (attendees) can now access training using web conferencing links located within offerings.

Learning Assignment Withdrawal Transactions in Transaction Console |

Oracle Learning combines informal and formal learning, from internal catalog and external learning sources into a single platform to provide learners with a single, unified learning experience.
Enhancements to Learning Request Approval Workflow
Take note of the enhancements that have been made to the approval history for admin, manager, and learner actions for learning requests. This change occurs when a learner submits a learning request, and it's routed for approval, but the approver has yet to take action on the approval request. If a learning administrator uses the Change Status > Bypass and Approve, or Bypass and Reject actions to either approve or reject a learning request on behalf of the approver, then:
- The learning request is updated based on whether the administrator's selected Bypass and Approve or Bypass and Reject.
- The approval task in the original approver's worklist is removed, because the administrator has handled the request for the approver.
- The learning request approval notifications contain the approval history, and are updated based on the administrator's actions.
An approval notification is sent to a manager when a learner submits a learning request:

The approval notification is updated when an Administrator uses the Bypass and Approve or Bypass and Reject actions.

When the learning request is withdrawn or cancelled by a self-service user, the corresponding approval process will be terminated, and any pending approval tasks will be removed.

The approval notification that was sent to manager gets updated when a learner cancels the enrollment.

Tips And Considerations
Approval transactions that were started before this release will inherit the new behavior.
Learning Assignment Withdrawal Transactions in Transaction Console
Take note that Learning Assignment Withdrawal transactions now appear in the Transactions Summary section of the Transaction Console.
Transaction Manager Transactions Summary
Learning administrators must now use the Bypass and Approve action instead of the withdraw action to withdraw learning assignments in Withdraw Pending Approval status. The Withdraw action can still be used for learning assignments in other statuses such as Not Started or In Progress. Learning administrators can also use the Bypass and Reject action to reject the withdrawal request, which will return the learning assignment to its previous Not Started or In Progress status.
Administrator Options in Withdrawal Scenario
Learning administrators can still use Manage Activities, and Mark Activities Complete mass action on assignments in Withdraw Pending Approval status.

When manager initiates withdrawals, notifications are sent to both manger and learner. Deeplink to the learning item from the BIP notification follows functional and data security privileges.

Additional Metrics for Manage Learners
View additional metric totals in the Learner Results area of the Learning Assignments pages for courses, offerings, and specializations, and external learning.
Example of New Metrics Count
With this enhancement, the assignment metrics now include the count of assignments in:
- Bypass Completed - Course, specialization, or external noncatalog completions.
- Completed Pending Approval - External noncatalog completion requests submitted by self-service users that are pending approval.
- Completion Request Rejected - External noncatalog completion requests submitted by self-service users that have been rejected.
- No Offering Selected - Active course assignments where the learner does not yet have a primary selected offering they can begin.
Steps to Enable
To configure the new options:
- Navigate to My Client Groups > Learning > Configure Learner Defaults.
- Scroll down to the Summary Metrics section.
- Click Edit.
- Click Summary, and then select Assignment Status.
New Summary Metrics
- Select the metrics you want to use.
Select or Remove Multiple Access Groups for Learning Item
Select multiple global access groups at a time to add them to, or remove them from courses, offerings, and specializations. This enhancement makes it faster and easier for admins to manage the global access groups associated with learning items, because you can add or remove global access groups in a single step, rather than adding them one at a time as in previous releases.
To add multiple global access groups at once:
- Navigate to My Client Groups > Learning.
- Under Learning Catalog, click either Course, Offering, or Specialization.
- Click Learners.
- Click Access Groups.
- Click Add Access Group.
- Click Select Global Access Group.
- Search for the appropriate access groups.
- In the Search Results area, select multiple global access groups.

- Click Submit.
- A new confirmation message displays to let you know that the groups you've selected are added as the lowest priority if you've already got access groups selected for this learning item. (The priority within the selected global access groups is the order in which you selected them from the search results.)

- (Optional) If you need to manage the order of priority order for the groups you've just added, click Manage Group Priorities on the course, offering or specialization page.

- Select all of the global access groups you want to remove from the learning item.

Translation Support for eLearning Player
Take note of the translation support that has been added to the eLearning Course Player that was added added as part of Update 21A. The Save and Close buttons on the player, the table of contents labels that aren't driven by the content, and any messages displayed to users are now shown in the logged-in user's set language preference.

Record External Learning through Mobile from Any Webpage
Use your iOS or Android mobile device's native share capability to record external learning, or register external learning into HCM Learning. The app automatically fills in the URL of the resource being shared, and if possible whatever other data it can parse (typically from a webpage). This gives users of the HCM Cloud Mobile app a quick way to launch the Record External Learning, or Register External Learning capabilities. Prior to this release you had to open the app for Fusion HCM, navigate to the pages to perform this action, and then manually type the information in.
Now, when you open the Share action on either your iOS or Android device (from a web browser), the HCM Cloud Mobile app icon is available in the list of apps you can share to.

After clicking the Share button and logging in, you are presented with a form in which to record the external learning information. This form is pre-populated with data from the content you are sharing, but you can change the values if you want to. You can also add additional information if needed.

- The main location to share from is a mobile web browser app. Other share locations are possible, but will likely result in sharing a resource that has no relevance to HCM Learning (a photo for example).
Self-Service Learning Catalog Search Usability Improvement
Take note of some new enhancements to self-service catalog searches on the My Learning page that improve learners' search experience:
- You can automatically append wildcard characters to the end of learners' catalog searches on the My Learning page.
- You can specify the minimum number of characters required for search (1-5) per language.
The search field on the Self-Service landing page has been enhanced so that search queries are resubmitted if the initial response returned no results in the auto suggestions drop-down. For example, you type "cour" and get no results, because there's no learning item that contains the word "cour" in its title.
No suggestions to Display
However if you continue typing to complete the term "course", another search is performed for the term "course." Prior to this release, the secondary searching didn't happen.

Notice that matching terms are no longer highlighted in the results auto-suggestions.
Steps to Enable
New Self-Service Catalog Search Options
To enable these options:
- Navigate to My Client Groups > Learning.
- Under Setup, click Configure Catalog Search Tuning.
- Click Edit.
To specify the minimum number of characters required for search:
- Select the Override the default 3 character minimum search string requirement checkbox.
- Select the number of characters you want, from 1 to 5.
- Click Save and Close.
To automatically append a wildcard to the end of learners' catalog searches on the My Learning page.
- Select the Automatically append the wildcard to the end of the search term when searching against the title check box to automatically append an asterisk (*) to the end of search strings. Using this option allows users to search on variations of a particular word or root word. For example, a user could type "cal" and receive matches for "California" and "calendar." (Prior to this enhancement they would not match.) The word "Ocala" wouldn't be returned, because wildcards only return results for anything that appears after the search string.
Tips And Considerations
Be aware that enabling the wildcard configuration may increase response time when learners are searching the learning catalog as more results may be found.

Display Activity Classroom Title in Self-Service
Enable Classroom Title on the self-service catalog and enrollment details pages, when you add an Instructor-Led Training Activities to an Offering, using Transaction Design Studio (TDS). This enhancement lets you use the classroom title to display a room number, or some other specific location information that is not captured in a street address.

Enable the Classroom Title display via HCM Transaction Design Studio.
To enable in the completion status section of enrollment details page for an activity:
- Select Learning Self-Service Completion Details from the action drop-down list.
- Click Add Rule.
- Set the Classroom Title attribute to Visible.
To enable in the enrollment activity details page:
- Select Learning Self-Service Activity Details from the action drop-down list.
- Click Add Rule.
- Set Classroom Title attribute to Visible.
To enable pre-enrollment on the course offering catalog details page:
- Select Learning Self-Service View Offering Details from the action drop-down list.

Time of Day Displayed for Withdrawal Dates
Take note that the withdrawn date values shown in the learning self-service and the learning administration areas will now also display the time the learning item withdrawal occurred. The time will always be displayed in universal time (UTC). For example: 02/12/21 09:00 UTC. Previously, only the withdrawn date was shown.

Skillsoft Integration Enhancements
Use the new enhancements for the Skillsoft Integration, which include performance improvements that make Skillsoft imports significantly faster than before.
On the Import External Content page, the Language drop-down list now displays all languages for which assets are available. The Import All button has been renamed to Import Entire Catalog. Clicking this imports the entire catalog for a provider.

Prior to 21D, Skillsoft courses were loaded by a process called Load and Synchronize Skillsoft Course Data. Now, Skillsoft courses are loaded via the generic Load and Synchronize External Course Data process. This process is already used to load LinkedIn content.

If you synchronized Skillsoft courses using the external provider integration prior to this release, you can now use the force reload option to enhance your existing Skillsoft courses with their thumbnails from Skillsoft. To force reload the thumbnails, use the Load and Synchronize External Course Data job (Tools > Scheduled Process > Schedule New Process).

If you scheduled the Load and Synchronize Skillsoft Course Data job prior to this release, you must cancel that process and are now required to schedule the Load and Synchronize External Course Data process.
Tips And Considerations
- You will see an error message when Load and Synchronize Skillsoft Course Data runs, this is expected as it is no longer used.
- Ingestion Mode is no longer supported option. It's not possible to create content items only using import. Import will always result in the course and an offering being created.
- If the Import External Learning Content job is invoked directly, it will lead to a failure. This job must no longer be invoked directly or via scheduled process page. It is internally invoked when a specialist clicks on import or import all
- If you manually add a branding image to a course that is managed by the Skillsoft provider integration, synchronizing from the provider won't overwrite the image you have added, even if you perform the force reload steps.
- This feature applies only to the courses that are managed by the content provider integrations.

REPLACED OR REMOVED FEATURES
From time to time, Oracle replaces existing Cloud service features with new features or removes existing features. When a feature is replaced the older version may be removed immediately or at a future time. As a best practice, you should use the newer version of a replaced feature as soon as the newer version is available.

ORACLE DECOMMISSIONED THE HCM CLASSIC SIMPLIFIED USER INTERFACE IN UPDATE 20B
The HCM Responsive User Experience has been available and promoted as our standard since Update 18B. If you are still using the older HCM Classic Simplified User Interface, you must transition to the HCM Responsive User Experience, as these older pages will no longer be supported.

KNOWN ISSUES / MONTHLY AND STATUTORY MAINTENANCE PACK
Oracle publishes a Known Issues document for every Update to make customers are aware of potential problems they could run into and the document provides workarounds if they are available.
Oracle also publishes Maintenance Pack and Statutory Maintenance Pack documentation of bugs that are fixed in the monthly or statutory patching.

The following is a list of Controlled Availability features that are being offered by our Controlled Availability Program.
NOTE: These features are not generally available for all customers at this time. These are only available through the Controlled Availability Program and will require approval to become a part of the features program. To be a part of these programs you will be required to participate in testing and providing feedback. Some programs may require other participation as well.
Not to worry if you don't have to time to be a part of these early stage programs. You can uptake this feature when it is generally available for all customers. When these features are available for all customers you will see the features under their product headings as usual.

Learning Initiatives Background Processing Changes | New scheduled process to expand and reconcile learning initiatives independently from recommendation initiatives and access groups. This new process simplifies the task of scheduling background processes for learning initiative reconciliation because it performs the tasks of both the current ‘Evaluate Person IDs for Assignment Rule’ and ‘Reconcile Dynamic Assignments’ scheduled processes, but only for required and voluntary learning initiatives. Customers no longer need to coordinate the execution timing of these processes as they are coordinated by the ‘Process Learning Records’ process itself. This process also replaces the ’Generate a List of People from Analysis Report’ process which is currently submitted upon creation or editing required and voluntary learning initiatives. |

Apply Learning Initiative Renewal Rule Changes to Existing Learning Records | Change the renewal frequency or renewal period for all learners participating in a learning initiative. Administrators can now change these rules on the initiative and choose to apply them to all existing learning records in addition to new records to be created. |

Option Skip Learning Assignment Creation Instead of Auto-Completing | Choose to not create learning records, instead of having them created in a completed status, for learners who have already successfully completed a learning item. Administrators can control the outcome of assignment creation with this new option. A new option in the advanced rules step of the admin assignment creation flow allows administrators to choose between skipping assignment creation or creating and auto-completing the assignment when recipients already have a completion, and they are not expired. The default behavior will be to skip assignment creation, and when the creation is skipped, administrators will be able to review skipped assignments using the Skipped Assignments page (refer to 21B WN entry) This option is also supported in initiative creation screens as well. Existing initiatives are not updated and will continue to auto-complete records unless the initiative is modified, and the new option is selected. |
