Optional Uptake of New Features (Opt In)
Oracle Cloud Applications delivers new updates every quarter. This means every three months you'll receive new functionality to help you efficiently and effectively manage your business. Some features are delivered Enabled meaning they are immediately available to end users. Other features are delivered Disabled meaning you have to take action to make available. Features delivered Disabled can be activated for end users by stepping through the following instructions:
Access the Opt In page from the New Features Work Area
- Click the Navigator, and then click New Features (under the My Enterprise heading)
- On the New Features page, select the offering that includes new features you’d like to review
- Click Go to Opt In for any feature you want to opt in
- On the Edit Features page, select the Enable option for the feature, and then click Done
Opt In Expiration
Occasionally, features delivered Disabled via Opt In may be enabled automatically in a future update. This is known as an Opt In Expiration. If your cloud service has any Opt In Expirations you will see a related tab in this document. Click on that tab to see when the feature was originally delivered Disabled, and when the Opt In will expire, potentially automatically enabling the feature. You can also click here to see features with Opt In Expirations across all Oracle Cloud Applications.
Column Definitions:
Features Delivered Enabled
Report = New or modified, Oracle-delivered, ready to run reports.
UI or Process-Based: Small Scale = These UI or process-based features are typically comprised of minor field, validation, or program changes. Therefore, the potential impact to users is minimal.
UI or Process-Based: Larger Scale* = These UI or process-based features have more complex designs. Therefore, the potential impact to users is higher.
Features Delivered Disabled = Action is needed BEFORE these features can be used by END USERS. These features are delivered disabled and you choose if and when to enable them. For example, a) new or expanded BI subject areas need to first be incorporated into reports, b) Integration is required to utilize new web services, or c) features must be assigned to user roles before they can be accessed.
| Ready for Use by End Users Reports plus Small Scale UI or Process-Based new features will have minimal user impact after an update. Therefore, customer acceptance testing should focus on the Larger Scale UI or Process-Based* new features. |

Copy Application Information from One Transaction to Another
Allow a permit to be copied so that:
- The same permit type can be created by the applicant for a different address.
- Different permit types can be created by the applicant for the same address.

Update Transaction Markers with CIM Symbols
Map markers displaying the location of transactions, such as permit or planning entitlement application locations, use Esri Cartographic Information Model (CIM) symbols.

Search Enhancements for APO Application Intake
The permit intake process is simplified, by allowing you to search for multiple addresses and parcels at the same time. By adding your initial search results to a selected set, you can continue to search for new addresses before adding all of the addresses to the intake application.

Permits and planning entitlements can be located at addresses with no listed parcel. This also includes primary location designation, search and display primary address on transactions, and district assignment for addresses without a parcel.

Manage your parcel information with additional fields including: general plan, tax rate area, census tract, flood zone, climate zone, among others.

Public Sector Compliance and Regulation Solution Library offers a collection of configurations that address common community development functionality with industry best practices provided in the form of Solution Packages. The Solution Library enables you to review the contents online, download and review specific solutions, and then apply the solutions to a non-production instance.

Use the Opt In UI to enable this feature. For instructions, refer to the Optional Uptake of New Features section of this document.

Reusable Agency Created Fields on Intake Types
When creating custom fields for use on a permit intake form, you can identify those custom fields as reusable. This makes them available for use on all subsequent permit intake forms that you create.

You don't need to do anything to enable this feature.
Tips And Considerations
Not all custom fields can be identified as reusable at this time. Additionally, a field cannot be converted from a standard custom field to a reusable field after it is created. It must be defined as a reusable field at the time of creation.

Enable/Disable Document Groups
Enable document groups so that attachments can be grouped according to agency-defined combinations of categories and subcategories.
The logic for enabling and disabling document groups includes preventing new documents from being assigned to disabled document groups. While documents already assigned to a document group continue to maintain that association along with corresponding categories and subcategories if that document group is subsequently disabled.

Inheritance of Person Lock, Hold, and Notice Conditions on Transactions
Lock, hold, and notice conditions can be applied to a registered public user at the account level or the profile level. If a condition is applied at the account level, all user profiles on the account are affected. If a condition is applied at the profile level, only the profile with the applied condition is affected.
For each condition, agency can configure it to be inheritable to a transaction. If the condition 'Apply Condition to Transactions' switch is enabled, the condition will be applied to the permits and planning applications during intake process.

View Only Access for Custom Objects
A new role allows agency users to have view only access to custom objects such as fields added by agencies to supplement delivered fields. The new role is CUSTOM_PSC_VIEW_ALL_APPLICATIONS. This must be applied to existing permit types.
Steps to Enable
To enable this functionality:

Navigate to Set up and Maintenance.

Under the Public Sector offerings search for the task, Run Public Sector Security Setup Process and submit the job. This job will create this new role in addition to the other custom roles needed for accessing custom objects.

Navigate to Scheduled Processes and submit the job: Custom Object Update Job.

Assign the new role to all agency users who require view only access to permits, planning applications and code enforcement cases.

Bookmarked URLs for records, pages, and landing pages used by registered public users will open the corresponding page after the user logs into the Public Sector Community Development.

Agency Option to Select Languages Offered to Public Users
An agency has the option to suppress languages that aren't supported for public user or employee use. Only the supported languages will appear as an option for preferred language selection.

Tips And Considerations
The agency may select the language options in agency set up. However, the desired option is only available if the language was provisioned during implementation or requested through a service request ticket.

The agency administrator sets up this feature for the public users.
Modify Labels or Hide Fields for Parcel Information
Manage your parcel information by changing the label or hiding a specific master parcel field.

Agency staff can utilize this feature.
Online fee estimates allow a member of the public to estimate fees prior to initiating an application for a permit or planning entitlement.
Fee estimates can be initiated by selecting the "I want to estimate fees" action on the public user landing page or from the apply page. A public user selects the permit type of interest and enters the information for the selected permit type that affects the fees. The calculated fees are displayed and the user can do one of the following:
- Adjust entered values and recalculate estimated fees
- Initiate an application
- Exit the fee estimator
Only information affecting fees is collected. Any additional information that is not needed to determine the fee estimate, is collected during the application intake process.

Role Information
Agency staff and public users can utilize this feature.
Refunds can be recorded against a permit or planning entitlement. Refunds are for the full amount of any one or more fee items that have been paid. They cannot be recorded for other amounts, such as over payment of an amount that is not equal to one or more fee items.

The Project Dashboard provides real-time analytics based on your agency's project-related activity. Based on the Projects subject area, the Project Dashboard includes metrics such as total projects, total underlying transactions and aggregated fee amounts.
You can access this dashboard from the BI Catalog where it can be copied and further configured.

Code Enforcement Case Subject Area
The Code Enforcement subject area provides real-time analytics based on your agency's code enforcement activities. Key metrics include the number of cases by case status. The Code Enforcement subject area is accessible through the BI Catalog.
Steps to Enable
Leverage new subject area(s) by adding to existing reports or using in new reports. For details about creating and editing reports, see the Creating and Administering Analytics and Reports book (available from the Oracle Help Center > your apps service area of interest > Books > Administration).

Drill Down to Transactions from Reports
Take action more quickly by navigating from your analytics dashboard into a specific transaction. In addition to providing insights into your operations in real-time, an analytics dashboard can be set up with links to further allow you to click through and navigate to a specific transaction detail page so that you can take action.

Permit Extension and Communication
Permit expiration date can be automatically extended based on inspection timing and results. You define whether the extension occurs only when the inspection is completed with a pass result or any result, and specify the duration of the extension in number of days.
Additionally, you can select an option to send out communications when the permit is about to expire or expired, and the recurrence of the communication.

Web reply forms are used by agency staff to request additional information from public users. Public users can add attachments to web reply forms and return it to the agency for further processing.

Required Plan Review Departments
An agency can configure default plan review departments by permit type. By default, for each plan review cycle a list of departments that can perform the plan review is pre-populated. Listed departments can be removed from the list if that department does not need to perform plan reviews for that particular application. Additional departments, that are not in the initial pre-populate list, can be added.

Plan Reviews Listed by Reviewer and Due Date
Agency staff can enter a due date for each plan review cycle so that the list of plan reviews includes assigned plan reviewers along with due dates.

Plan Reviewer Multi-Select Actions
Multiple plan reviewers can simultaneously be assigned to a plan review cycle or to a specific plan review document with a single multi-select action. Listed plan review documents display review status, such as mark up, resubmitted, or decision.

Inspection Schedule Request by Date and AM/PM
Two inspection schedule methods are currently supported
- Auto schedule/assign
- Request by ready date/time.
A third inspection schedule method allows agency staff or public users to request an inspection by entering the ready date and then choosing either AM or PM as an alternative to entering a specific time of day.
The inspection request shows up in the supervisor calendar as unassigned with the date and AM/PM preference displayed. The inspection supervisor manually assigns and schedules the requested inspections similar to the current inspection request by ready date/time.

Inspection Location with Address and No Parcel
Inspections can be scheduled for permits that have an address but do not have a parcel. Additionally, related inspection supervisor functionality has been added. This allows the assignment of an inspector to inspections at locations that have an address and no parcel.

Code Enforcement Incident Intake and Processing
Code Enforcement incident intake and processing enhancements include:
- Additional actions from the incident review list.
- Ability for agencies to determine whether contact information of reporter is required.
- Ability to reassign inspector from the incident detail page.
- Ability to add a reason when closing an incident.

Mobile Inspections Enhancements
When code enforcement officer results an inspection to "Close", there is an option to select a reason to close the inspection.. This list of reasons should match the reasons available in the Incident close action.

As agency staff, you can search for code enforcement incidents, cases and citations through global search. You can review the separate search result categories and then get additional details by clicking on the individual search results.

Auto Assignment of Incidents and Cases
Auto-assignment of incidents and cases streamlines your field inspection process. You can automatically assign an incident to a code officer and technician based on the location availability using your agency-defined inspection district geography. Assignment is also optimized to account for staff availability and daily workload. You can set the daily total inspection amounts per inspector to further drive the auto-assignment based on your agency's specific requirements.

Tips And Considerations
You can auto-assign incidents and cases that are not associated to a parcel by overlaying your agency-defined inspection district geographic layer.

Related Transactions Tab for Pre-Applications
The Related Transactions tab for a planning entitlement pre-application displays the following:
- Transactions manually linked to by agency staff
- Required applications identified by agency planner from a pre-application outcome
