Overview

HCM Cloud applications have two types of patches you can receive that are documented in this What’s New:

  • Release Updates (20A, 20B, 20C, and 20D)
  • Optional Monthly Maintenance Packs to each update

It is important for you to know what Release Update your environment is on. You can find this in your Cloud Portal.

This document outlines the information you need to know about new or improved functionality in Oracle HCM Cloud. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.

In addition to this document you will also want to review the Oracle Human Capital Management Cloud Functional Known Issues and Maintenance Packs (Document ID 1554838.1). These documents identify bug fixes and possible known issues. You will also need to review these documents based in the release update version you are currently on or will be moving to.

Oracle HCM Cloud release documents are delivered in five functional groupings:

Report = New or modified, Oracle-delivered, ready to run reports.

UI or Process-Based: Small Scale = These UI or process-based features are typically comprised of minor field, validation, or program changes. Therefore, the potential impact to users is minimal.

UI or Process-Based: Larger Scale* = These UI or process-based features have more complex designs. Therefore, the potential impact to users is higher.

Absence Management

Oracle Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Oracle Cloud Global Payroll and Time and Labor products and provides dedicated work areas for the roles of Administrator and Employees. Simplified user interface is provided for employees’ absence data entry.

Obtain Approval from the Line Managers of All Affected Assignments for an Absence

If an employee involved in multiple assignments created an absence that impacted more than one assignment, only the manager of the primary assignment used to get notified earlier. Now you have the ability to change the configuration so that the absence requires approval from the managers of all relevant assignments.

When the employee submits an absence, each relevant assignment’s manager is notified in parallel and all of them have to approve it for it to be approved. The absence is rejected even if one of the managers rejects it.

You can configure approvals on the Create or Edit Absence Type page.

Absence Record Maintenance

The absence notification now contains a new region called Impacted Assignments. It shows names of all the assignments affected and the duration of the absence for those assignments. It also indicates which of these assignments need approval. If the absence is entered in advanced mode, then each manager sees only those advanced entries that belong to the assignment that he/she manages.

A new task has been introduced called Global Absence Recording – Multiple Assignment. The existing task will be replaced by this task for all absences created after changing the absence approval configuration to all relevant managers.

Steps to Enable

The feature is available out of the box, but you need to configure the absence type. Here's how you can do it:

  1. Click Navigator > My Client Groups > Absences > Absence Type. Create or edit an existing absence type.

  2. You can select the approvers from the Approvers list in the Absence Record Maintenance section.

  3. The default value is Manager of employee’s primary assignment. Select Managers of all relevant assignments to set up approvals for managers of all assignments the employee is involved in.

Tips And Considerations

  1. Your existing personalization for the Global Absence Recording task will remain unaffected. But if you change the absence type configuration to notify managers of all relevant assignments, your personalization will not take effect, because the existing task is not used anymore.

  2. You can't edit the new task Global Absence Recording Multiple Assignment through the Transaction Console (Home > Tools > Transaction Console > Approval Rules). You can do it from Setup and Maintenance > Manage Task Configurations for Human Capital Management > AbsenceMultiAssignmentApproval. Personalization of this new task is not supported currently.

Area of Responsibility (AOR) Support for Absence, Disbursement and Donation Approvals

As an absence administrator, you can now enable members in an area of responsibility (AOR) to approve absences, self-service cash disbursements and donations. You can configure rules to determine how many members of the panel need to approve for the request to be approved.

Steps to Enable

The feature is available out of the box, but you need to configure these approvals. Here's how you do this:

  1. Click Navigator > Setup and Maintenance.
  2. Search for the Define Approval Management for Human Capital Management task list, and select the Manage Task Configurations for Human Capital Management task.

  1. In the BPM Worklist page, select:
  • AbsencesApprovalsTask from the task panel to add and configure absence approvals for AOR members.
  • AbsencePlanBalanceDisbursementApproval from the task panel to add and configure disbursement approvals for AOR members.
  • AbsencePlanBalanceDonationApproval from the task panel to add and configure donation approvals for AOR members.

Make Attachments Mandatory at Absence Entry Based on Criteria

You can now make it mandatory for people to attach documents for absences they submit. You can configure the attachment settings from the create or edit absence type setup page.

Attachment Rules

You can also use a validation formula to create more complex rules. For example, you can make attachments mandatory for a specific set of absence reasons, or set a rule that all attachments should have a specific file name. You can even set up a rule for attachment links to check if the file is stored in a specific secured server location.

These rules are applied to all absences that are loaded either through UI, or through REST services and HCM Data loaders.

Steps to Enable

The feature is available out of the box, but you need to configure the absence type. Here's how you do this:

  1. Click Navigator > My Client Groups > Absences > Absence Type. Create or edit an existing absence type.
  2. In the Attachment Rules section, the Types Allowed list lets you configure the type of attachments that you want people to upload when they submit their absences. It can be a file, a link or either of the two. 

  3. If you want people to upload attachments when they submit absences that exceed a specific duration, select the Mandatory if absence duration exceeds specific period check box. Then, enter the duration in the Period box.

  4. You can also make it mandatory for absences submitted by a specific role like employee, manager or administrator. Select any of these checkboxes: Mandatory for employees, Mandatory for managers, Mandatory for administrators.

  5. Save your changes.

Review Absence Plans, Future and In Progress Absences and Future Transactions Impacted Due to Local and Global Transfers

The HR Local and Global Transfer page now contains a region to show Absence information. During an employee’s transfer, the manager or administrator responsible for the transfer can view details on how the transfer process deals with currently enrolled absence plans, future plan transactions and future or scheduled absences.

The Absence Plans section shows you details of all the plans that the employee is currently enrolled in. This includes the plan’s name, enrollment date, disbursement option and balance as of the transfer date. During a global transfer, the final balance is calculated one day before the global transfer date.

The Existing Absences section displays all absences that are currently in progress. It also shows all future and scheduled absences, scheduled on or after the transfer date. Open-ended absences that don’t end before the transfer date will be end dated on the day before the transfer date. All future absences scheduled on or after the transfer date will be withdrawn automatically.

The Additional Transactions section shows you all future plan transactions scheduled on or after the transfer date that will be withdrawn. These transactions include donations, disbursements, transfers, compensatory time and adjustments.

Improve Usability with End-Date Defaulting at the Time of Absence Entry

You can now enter absences more easily. On the Add Absence page, if you select the start date for the absence, the end date defaults to the start date. This eliminates the need to manually select the end date from the date picker. This applies to all units of measure like hours, days, weeks and months. Both the administrator and employee versions of the absence entry page have this feature.

If you decide to change the start date that you had picked earlier, the end date will remain the same as the previous start date. You will get an error message if the start date you selected is invalid.

View Year-End Details and Unvested Balance When Viewing Plan Balance Details

You can now view additional plan balance information in two new sections of the enhanced Plan Balance display page.

The Plan Balance page for accrual plans has a new section called Year-End Details. This section displays details of the plan balance at the end of the plan year. This includes information about the plan’s projected balance at the end of the plan year and details of all the year end transactions. These transactions occur before the start of the new plan year like rollovers, disbursements, carryovers and forfeitures. This section shows all the activities that affect your plan balance at the plan year end.

For example, a plan starts from 1 January 2020 and ends on 31 December 2020. If you select the date 26 May 2020, the application won’t display any year end details for 2020 (unless the plan was active in 2019 also, which would then display the details of the plan balance at the end of 2019). But, if you select the date as 2 January 2021, the application will display the proper year end details for the year 2020.

The Plan Balance page for accrual plans and compensatory time plans has a new section called Unvested Balance. This section displays the unvested balance amount for accrual and compensatory time plans based on the vesting options set for the plans. The unvested amount appears separately for plans so that people can see how much absence time they are scheduled to earn, and when. After the vesting date has passed, this amount will be calculated into the balance itself. If the plan does not have the vesting option, this section won’t be displayed.

Absence Replaced or Removed Features

From time to time, Oracle replaces existing features with new features, or removes existing features.

Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.

Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.

Override Payment Percentage Action To Be Removed Soon

You typically use the Override Payment Percentage action (Absence Administration page > Plan Use tab) to change the entitlement bands that were generated for qualification absences. However, if you run the Evaluate Absences process on these absence records, you lose the override updates. To improve the user experience, we plan to decommission the Override Payment Percentage action from release 20C onwards.

You can now override the payment bands using absence certifications, which gives you a better way to control how the person is paid through the duration of the absence. Here’s how you do this:

  1. In the Absence Administration page, click the Action Items tab.
  2. In the Payment Percentage Updates section, click Add to create an absence certification and enter details to override the payment percentage.

Time and Labor Management

Time and Labor

Oracle Time and Labor is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration insures accurate and consistent data for payroll processing and costing as well as project management billing.

Time Card Approval Enhancements

You can now send time card approval reminders to an individual and their manager, and approval escalations to other managers in the manager's management hierarchy. Automated notifications pause for people who are part of the manually maintained exclusion group. You can configure parameters, such as these:

  • The approval type, such as Worker Approval and Time Card Approval
  • The maximum management level to escalate the approval to
  • If delegates receive reminders and escalations
  • When reminders should start
  • When escalations should start

Steps to Enable

The tasks are in the Time Management and Setup and Maintenance work areas unless otherwise specified. In Setup and Maintenance, they're part of the Workforce Management Offering, Time and Labor functional area.

  1. Create a workforce compliance rule template. Use the Rule Templates task and the delivered formula ORA_WFM_WCR_APPR_REMIND_ESCALATE_AP.
  2. Create a rule with the new compliance rule template using the Rules task
  3. Create a compliance rule set with your new rule using the Rule Sets task.
  4. Review the delivered notifications for the HWM Time Approval Reminders and Escalations alert and adjust them as needed using the Alerts Composer tool.

  1. Configure the Generate Time Exceptions from Compliance Rules process to automatically run at appropriate intervals. Use the Scheduled Processes task. Click the Advanced button to set up the recurring schedule. Make sure that you select the Send alert immediately options so that the alerts start correctly.

These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.

To enable responsive time cards, you must enable the following profile options after creating and enabling the HCM_RESPONSIVE_PAGES_ENABLED profile option. To enable the profile option, navigate to the Setup and Maintenance work area:

  1. Search for and click the Manage Administrator Profile Values task.
  2. Search for and select the profile option.
  3. In the Profile Value section, click the Add icon.
  4. Set the Level to Site.
  5. In the Profile Value field, enter Y.
  6. Click Save and Close.

You configure this option on the responsive UI layout that people inherit from their worker time entry profiles.

  1. In the Workforce Deployment offering, Time and Labor functional area, click the Time Layout Sets task.
  2. On the Manage Layout Sets page, select the existing layout set that you want to update or create a set.
  3. On the Generate Layout Set page, select the Responsive UI layout.
  4. On the create or edit layout set page, in the Responsive UI Layout row, click the Configure Layout icon.
  5. On the Configure Responsive UI Layout page, Worker tab, in the Entries section, click Edit Layout.
  6.  On the Edit Layout page, in the Other Fields section, in the Comments row, select the Show in Detail List View check box.

  1. Save your edits, the layout, and the layout set.

Show Exceptions on Redesigned Time Card Pages

You can see the exceptions generated by time card and day level rules, and pending attestation exceptions for attestations at the time card and day level, in a banner at the top of the time card page. The banner icon and color reflects the highest severity of the time card exceptions. If the time card has warning and error exceptions, the banner reflects the error severity, for example, with a red background. If it has only warnings, then the banner reflects the warning severity, for example, with a yellow background.

You can see the exceptions generated by detail-level rules, and pending attestation exceptions for attestations at the detail-level, in a banner on the time entry. A message with the same severity appears at the top of the page so that you know to review entry-level exceptions.

Any time cards with exceptions in the team time card and existing time card lists have a global indicator that corresponds to the highest exception severity for the time card.

On the Team Time Cards page, you can use the Exception filter to see only time cards with the specified global indicators.

Note that you now have to fix or manually allow any warning exception when saving or submitting a time card for approval. Otherwise, the time card gets saved or submitted with the warning. These warning exceptions are no longer automatically allowed after you acknowledge them on the time card.

Allow Time Device Exceptions in Time Cards

You can now let managers allow exceptions generated by time device rules on both classic and responsive time cards, just like they already allow these exceptions from the Time Entries page. For responsive time cards, click the Allow Exception button in the entry-level exception banner. For classic time cards, on the Actions menu select Allow Exceptions. Managers can then allow some or all exceptions in the dialog box that appears.

Defer Time Cards Submission for Redesigned Self-Service Time Card Pages Introduction

Enable people to submit their time cards to a queue for processing by default. They can still submit the time card for immediate processing, as needed. If your company has complex calculation rules or people with monthly time cards, we encourage you to let people run their time processing in the background. They can review the result after the process completes.

After you enable deferred time card submission. the Submit button submits the time card to a queue for scheduled processing. A new option on the Actions menu, Submit Now, lets them process the time card immediately, as needed.

After people click the Submit button, their Team Time Cards or Existing Time Cards page opens and a banner appears over the time card to indicate that it was submitted to the scheduled processing queue. The banner is replaced with other banners about exceptions that need to be handled or indicating that the time card is in approval processing.

  2. On the Worker Time Processing Profiles page, select the profile that you want to update or create a profile.
  3. On the Worker Time Processing Profile: Profile Values page, in the Time Processing Options section, select Submit time cards for scheduled processing.

Publish Date for Redesigned Team Schedule Enhancement

You can enable the publish date in the team schedule as an employee attribute, to show the most recent date of publication within the current week. You can enable the date for all roles: Employee, Line Manager and Time and Labor Manager.

Team Schedule with the Publish Date

For the same employee and week, the publish date can be different for each shift. Here are examples of how we determine the publish date to show.

  • All of the shifts for the week have the same publish date, 01 Oct 2019, so the weekly publish date is also 01 Oct 2019.
  • Shifts for the week have different publication dates, such as 01 Oct 2019, 10 Sep 2019, and 06 Aug 2019. The weekly publish date is the most recent date, 01 Oct 2019.
  • Some shifts for the week were published and some weren't, so the weekly publish date is blank.
  • None of the shifts for the week were published, so the weekly publish date is blank.

From time to time, Oracle replaces existing features with new features, or removes existing features.

Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.

Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.

Removal of Parameters for the Resubmit Time Card Process

The following parameters are no longer available for the Resubmit Time Card Process:

  • Membership Evaluation Date
  • Membership Change Start Date
  • Membership Change End Date

The Resubmit Time Cards Identified by WFM Events option introduced in 18.A provides an improved and more efficient way to identify and reprocess time cards for workers who move between HCM Groups.

If you have scheduled the Resubmit Time Card process to run on a reoccurring schedule using one of the obsoleted parameters, you must delete the job and reschedule it using currently available parameters.

Absence Subject Areas - Hours Value Displayed in XXh YYm Format

Enhance your reporting on absence related metrics with the addition of metrics that displays the metric values in a new format i.e. XXh YYm.

  • For every metric that shows Duration or Balance in any of the Absences subject areas, new columns are added to display the value in the new format .
  • The naming convention for the new attributes will be XXX (Hours, Minutes) where XXX is the name of the existing column. For example, for the existing metric "Leave Duration", the new metric will be called "Leave Duration (Hours, Minutes)"
  • The attribute will only be populated for records that have the UOM of Hours. Otherwise, this attribute will be left empty. 
  • The format we will use is “XXh YYm” - like “14h 30m”. 
    • If no minutes component exists, we will not show the min - Ex: 13 Hours will convert to “13h”
    • if no hours component exists, we will not show the hours - Ex: 53 Minutes will convert to "53m"
    • No zero padding. 5 minutes will be 5m and not 05m. Same for hours. 5 hours will be 5h and not 05h.
    • If there is a seconds component, it will get rounded to the nearest minute. So, "1.359 Hours” will be converted to “1h 22m”
    • If duration is zero, it will appear as “0h"
