HCM Cloud applications have two types of patches you can receive that are documented in this What’s New:

It is important for you to know what Release Update your environment is on. You can find this in your Cloud Portal.
This document outlines the information you need to know about new or improved functionality in Oracle HCM Cloud. Each section includes a brief description of the feature, the steps you need to take to enable or begin using the feature, any tips or considerations that you should keep in mind, and the resources available to help you.
In addition to this document you will also want to review the Oracle Human Capital Management Cloud Functional Known Issues and Maintenance Packs (Document ID 1554838.1). These documents identify bug fixes and possible known issues. You will also need to review these documents based in the release update version you are currently on or will be moving to.

Oracle Absence Management is a configurable and flexible global solution that enables organizations to manage absences of their workforce. The framework provides ability to define both complex and diverse absence plans. It integrates with the Oracle Cloud Global Payroll and Time and Labor products and provides dedicated work areas for the roles of Administrator and Employees. Simplified user interface is provided for employees’ absence data entry.
New REST LOVs for Absence Reasons and Absence Plans
We have introduced two new REST List of Values (LOV) for absence reasons and absence plans.
- AbsencePlansLOV: Use this resource to get the absence plan name from plan ID and vice versa.
- AbsenceTypeReasonsLOV: Use this resource to get the absence reason name from reason ID and vice versa. It will also help you determine which absence reasons are valid for a particular absence type.
Get info about absence plans and reasons more efficiently with the introduction of two new REST List of Values (LOV).

Role Information
Function privileges secure access to these new REST resources. The predefined role Human Capital Management Integration Specialist has been granted this function privilege. If you’re using the predefined roles, then no action is necessary. If you’re using custom versions of these roles, then you must add this function privilege your custom roles.

Automatic Copy of Work Schedule Assignments During Local and Global Transfer
Local and global transfers now also automate work schedule enrollment and copy work schedule exceptions. This is part of the phased delivery of global and local transfer automation across multiple releases.
When you transfer someone, all active and future work schedules and work schedule exceptions are automatically end dated in the old organization. The transfer process automatically links them with the same work schedule and work schedule exceptions in the new entity, if the schedule and exceptions are available.
Additionally, as a manager or HR specialist, you can review all work schedule assignments affected by the transfer. You can see relevant messages about end-dating and copying schedules and exceptions using the Change Legal Employer dashboard.
Improve productivity and satisfaction with enhanced automation that includes enrollment and copying of work schedule assignments and their exceptions during local and global transfers.
Steps to Enable
To enable this feature, you need to configure the lookup code. Here's how you can do it:
- Navigate to the Setup and Maintenance work area.
- Search for and click the Manage Common Lookups task.
- Search for lookup type lookup type ANC_PROC_CONFIGS. If you don’t find it, add this lookup type.
- Set the Module as Global Absences.
- Set the Lookup Configuration Level as Site.
- From the REST Access Secured list, select Secure.
- Click Save.
Once you define the lookup code, you can add the lookup code in the same page. Here’s how you can do it:
- Add the lookup code ANC_RESTRICT_HIRE_TERM_EVENT in the ANC_PROC_CONFIGS: Lookup Codes section.
- Select the Enabled checkbox.
- Set the start and end dates.
- Click Save and Close.

Streamlined Display of Qualified Entitlement Summary
The absences administrator page has been enhanced to deliver a more streamlined and functional display of qualified enhancements. Previously, the columns displaying the entitlement info were based on database fields. The new columns provide visual clarity to the entitlements grid.

The application displays the number of hidden columns at the bottom of the Entitlements section. You now have the option to restore old columns that you need and hide new ones that don’t seem to serve your purpose. To do so, click View to open the Manage Columns window. Use this window to sort all available columns into either the Hidden Columns group or the Visible Columns group. When you click OK, the application displays only those columns that you sorted into the Visible Columns group.

Experience a more streamlined display of qualified entitlements with the introduction of new columns in the enhanced administrator page.

Absences Replaced or Removed Features
From time to time, Oracle replaces existing features with new features, or removes existing features.
Replaced features may be put on a path of removal, the features below will let you know what update you will have to have moved to the newer feature. As a best practice, you should move to the newer feature as soon as possible for full support and to stay up with the latest updates that the product offers.
Any feature that is removed, will have an Update in which that feature is no longer available. Please make necessary plans to move off the feature by the Update indicated, as it will no longer be available.
Removal of Work Day Definition Rules
Know that these earned days spanning rules were removed as of Update 21B:
- Day with most hours
- Scheduled shift reference day.
Improved productivity by removing unused rules from the definition.

Oracle Time and Labor is a comprehensive, easy to use, rule-based time recording and management application. The calendar-based time entry interface and fully configurable time card layout easily address simple and complex time recording needs. Rule templates and the real-time rules engine provide an extensible and robust method to validate time entries and automatically apply pay rules, such as overtime calculations. Time and Labor now integrates completely with the following Oracle Cloud Human Capital Management applications: Global Human Resources, Absence Management, Global Payroll, and Project Costing. This integration insures accurate and consistent data for payroll processing and costing as well as project management billing.
Automatic Addition of Public Holidays on Time Cards Introduction
Whenever a person or a process creates a time card for a period that contains a public holiday, an entry for that holiday is automatically added to the time card. The holiday entry uses the hours from the person's schedule. Because public holidays are unique, the holiday entry is excluded when someone copies a time card with a holiday entry.
Here's an example using the US Thanksgiving holiday. The person's scheduled hours of 9:00a to 5:00p were used to automatically create the holiday entry on Thursday, November 25, 2021 when the time card for the week of 11/22/21-11/28/21 was created.

Improve productivity by automating the inclusion of public holiday entries on time cards. Also, reduce payroll errors and the administrative burden of fixing time cards with incorrect entries.
Steps to Enable

Create a payroll element for public holidays, for each Legislative Data Group (LDG) using the Elements task. For example, you could create the US Public Holiday element for the US and Canada Public Holiday element for Canada. These elements are used in time card field choice lists and to set the time attribute value when creating public holiday entries on time cards.

Set the payroll element as one of the payroll time type attribute values to include in the time card field choice list using the Time Entry Layout Components task. If your multiattribute time card field definitions contain attributes for multiple LDGs, you can simply add an additional row for each public holiday payroll element you created for those LDGs.

Make sure that you defined all observed public holidays for the appropriate geography or organization trees. Use the Manage Calendar Events task. Be sure to set the Category to Public holiday. Also, define full-day public holidays as 12:00a to 12:00a.

Make sure that your people have one of these types of schedules defined: Work Week, Work Schedule, or Standard Working Hours. For Work Schedule, make sure that the Public holiday event category is added as an exception.

Select the payroll element to use as the default time attribute value when automatically adding a public holiday entry to the time card. Use the Worker Time Processing Profile task. For example, if the people linked to the profile work in the US, you would select the US Public Holiday element.
Tips And Considerations
- Remember to run the Generate Data Dictionary Time Attributes process after creating your public holiday payroll elements.
- You might have worker time processing profiles for people who work across multiple legislative data groups, such as the US and Canada. For these people, the time attribute value of the holiday entry is automatically set only for people in the same LDG as the public holiday element. For example, if you select the US Public Holiday payroll element, it is used for people who are in the US LDG and isn't set for people who are in the Canada LDG. If you want to default holidays for everyone, you need to create separate profiles for the two LDGs. The fastest way to do this is duplicate the existing profile and then update the configurations accordingly, including HCM group assignments.
- You can stop the automatic creation of public holiday entries at any time by clearing the value from the Payroll Element to Automatically Add Entries field on the worker time processing profile.

Classic Time Card Header Improvements
Now when people open a classic time card, the Person Information and Time Card Details sections are closed while the labels identify the time card owner and the time card period. They can expand either or both sections to see additional information.

Improve satisfaction by showing more of the time entry area and information by default when people open classic time cards.

Tips And Considerations
You can use Page Composer to have either or both sections open by default when someone opens a classic time card. Here's how:
- Create and enter a Sandbox.
- Go to Time Management > Team Time Cards > Time Card.
- On the time card page, Tools menu, select Page Composer.

Expand the bottom section of the page by scrolling to the bottom of the page and opening the section.

Click Structure.
-
Select the section to update, such as Time Card Details.

Click the selected section.
-
On the Confirm Shared Component Edit dialog box, click Edit.

Scroll to the bottom of the page.

Right-click showDetail and select Edit.

Select the Disclosed Transient down arrow.

On the Expression Editor dialog box, edit the expression to replace '#{pageFlowScope.isEntryTcDtlsDisclosed}' and with true.

On the bottom-right area of the time card page, click Apply and then OK. The section is now disclosed, meaning open.

Now when you copy an existing time card that includes a public holiday entry, the entry is excluded because each holiday is unique. And, absence entries, which are also typically unique, are excluded when you copy responsive time cards. For Example, Susan White has an existing time card that has a US public holiday on Monday, an absence on Tuesday, and regular worked time on Wednesday through Friday. When she copies the time card entries to a new time card, only the regular worked time copies.

Extract Time Card Enhancements
Now you can extract both current and previously transferred time entries from the time repository. You can duplicate the existing extract definitions, Time Cards Ready to Transfer Extracts and Time Entries Ready to Transfer Extracts, then modify your new extracts to include the new HWM_EXT_TIMEENTRY_PREV_XFR_UE user entity.

Here’s an example of how you can add the code to new extract definitions:

You can link the new HWM_EXT_TIMEENTRY_PREV_XFR_UE user entity to the existing HWM_EXT_TIMECARD_ENTRY_XFR or HWM_EXT_TIMEENTRY_PREV_XFR user entities by Time Record Group Id, Version, and Time Consumer.
In addition, these user entities were updated with a new database item (DBI) to identify the time consumer:
- HWM_EXT_TIMECARD_XFR_TCSMR_CODE,
- HWM_EXT_TIMECARD_ENTRY_XFR_TCSMR_CODE,
- HWM_EXT_TIMEENTRY_XFR_TCSMR_CODE,
- HWM_EXT_TIMEENTRY_PREV_XFR_TCSMR_CODE
These updated user entities are used in the extract hierarchy to link a level to the next lower level (n and n-1) and filter them for the same time consumer code.
You can improve your productivity because one extract file can now contain both current and previously extracted data. It can also contain all data for all time consumers.

The Submit Extract Instance process was enhanced so that if you’re using the updated user entities in your extract definitions, you don’t have to select a consumer. If you leave the Consumer field blank, then the process extracts time card and time entry data for all time consumers. If you select a time consumer, then the process extracts only data associated with that time consumer.

Also, the start day rule was improved for people who have a 24-hour schedule that helps determine the earned day if they report to work late. The rule now determines the earned day using the time entry start time rather than the schedule start time.

Workforce Management Transactional Business Intelligence
Oracle Transactional Business Intelligence is a real time, self-service reporting solution offered to all Oracle Cloud application users to create ad hoc reports and analyze them for daily decision-making. Oracle Transactional Business Intelligence provides human resources managers and specialists, business executives, and line managers the critical workforce information to analyze workforce costs, staffing, compensation, performance management, talent management, succession planning, and employee benefits.

Assignment Level Security on Absence Subject Areas
Absences OTBI Subject Areas now support HCM Assignment security. You can now choose if you want managers or administrators to have the ability to report on all the absence information of the employee, or restrict access to only the absence information pertaining to a specific assignment or a subset of assignments of the employee.
By default, all absence information is secured at person-level, which means that if you have access to an employee’s information, you have access to all the absence information of the employee for all the assignments the employee has. But if you enable HCM Assignment security, the access to information regarding absences and plan balances is restricted for managers and admins to only those assignments that the manager or admin has been granted access to.
When HCM Assignment Security is enabled, the following subject areas will allow managers and administrators to run report only on those assignments that they have access to.
- Workforce Management – Absence Real Time and Absence Calendar Real Time: Managers and administrators can report only on absences that impact the employee’s assignments that they have been granted access to.
- Workforce Management – Accrual Real Time: Managers and administrators can report only on absence plan enrolments that belong to one or more assignments of the employee that they have been granted access to.
- Absence Management – Leave Donations Real Time: Managers and administrators can report only on leave donation transactions that have been initiated from or more assignments of the donor that they have been granted access to. Donation recipient information will be visible to any manager or administrator who has access to the donation transaction.
Augment your reporting on the subject areas related to absence management with support for HCM Assignment Security.

Security Enhancements in Absence Related Subject Areas
IMPORTANT: Action may be needed after upgrade if you use custom Line Manager or HR Specialist roles.
Enhance your reporting on absence subject areas with the enhanced data security that contains new dedicated data security privileges for absences subject areas. These new data-security privileges offer you full flexibility in configuring data access policies for these subject areas without interference from other subject areas in HCM Cloud.
Absences subject areas were being secured using a shared data privilege PER_REPORT_PERSON_DATA. Using this privilege created a problem when a user has the need to access a different population for each subject area, as PER_REPORT_PERSON_DATA is shared by many subject areas. For example, a user is a line manager, as well as a Talent specialist for the entire organization, this person needs to be able to run reports on absences for his team, but needs to be able to run org-wide reports on talent. So, this employee was granted a "View All" access on Talent specialist, but org-hierarchy access on Line Manager, since both subject areas share the same data privilege PER_REPORT_PERSON_DATA, this employee was able to run org-wide reports on absence data, which could be a security violation. To avoid this interference, we have introduced new dedicated data security policies for absences subject areas.
We have made a change to the way in which the facts are secured in the following subject areas:
- For the following subject areas, the facts were secured using PER_REPORT_PERSON_DATA data security policies, they are now secured using ANC_REPORT_ABSENCE_RECORD_DATA data security policies.
- Workforce Management - Absence Real Time
- Workforce Management - Absence Calendar Details Real Time
- Workforce Management - Accrual Real Time
- For the following subject area, the facts were secured using PER_REPORT_PERSON_DATA data security policies, they are now secured using ANC_REPORT_DONATIONS_DATA data security policies
- Absence Management - Leave Donations Real Time
With this change you now have better reporting on absence subject areas as it pertains to data security of absence records.
Steps to Enable
Make the feature accessible by assigning or updating privileges and/or job roles. Details are provided in the Role section below.
Tips And Considerations
- If your subject areas are not returning any data after the upgrade, ensure you have performed the appropriate step to grant the new data-security privileges to your custom roles.
- Absence Management – Leave Donation subject area is secured based on donor’s person record or assignment record. The recipient information is not secured. If your manager or HR administrator has been granted access to the donation information of the donor, they will be able to access information of the donation recipient.
Role Information
DATA SECURITY FOR ABSENCES SUBJECT AREAS
We have made a change to the way in which the facts are secured in the following subject areas:
- Workforce Management - Absence Real Time
- Workforce Management - Absence Calendar Details Real Time
- Workforce Management - Accrual Real Time
Previously the facts were secured using PER_REPORT_PERSON_DATA data security policies, they are now secured using ANC_REPORT_ABSENCE_RECORD_DATA data security policies.
NOTE: These subject areas are granted to the predefined HR Analyst and Line Manager roles. If you’re using these predefined roles, you do not need to make any changes.
However, if you are accessing these subject areas using custom job or abstract roles, you may need to make changes to your custom roles in order to avoid any disruption to your users:
When accessing these absence subject areas from a custom role, your custom role must inherit the following duty roles:
- ORA_FBI_ABSENCE_MANAGEMENT_TRANSACTION_ANALYSIS_DUTY_HCM
- FBI_ABSENCE_MANAGEMENT_TRANSACTION_ANALYSIS_DUTY
Verify that your custom role has both of these duty roles. If it missing ORA_FBI_ABSENCE_MANAGEMENT_TRANSACTION_ANALYSIS_DUTY_HCM, you must grant it to your custom role.
If your custom role inherits a custom version of ORA_FBI_ABSENCE_MANAGEMENT_TRANSACTION_ANALYSIS_DUTY_HCM, you must replace occurrences of your custom duty role with the predefined ORA_FBI_ABSENCE_MANAGEMENT_TRANSACTION_ANALYSIS_DUTY_HCM role.
If you’ve updated your custom roles, you must regenerate your data roles. For more information on regenerating roles, see chapter 21 - Regenerating Roles of the Securing HCM guide in the Oracle Help Center.
DATA-SECURITY FOR LEAVE DONATIONS SUBJECT AREA
We have made a change to the way in which the facts are secured in the subject area Absence Management - Leave Donations Real Time
Previously the facts were secured using PER_REPORT_PERSON_DATA data security policies, they are now secured using ANC_REPORT_DONATIONS_DATA data security policies.
The new data security policy ANC_REPORT_DONATIONS_DATA is delivered in a new role called ORA_FBI_LEAVE_DONATION_TRANSACTION_ANALYSIS_DUTY_HCM. This subject area is granted to the predefined HR Analyst role. If you’re using this predefined role, you do not need to make any changes. However, if you are accessing the above subject areas using custom job or abstract roles, you must grant ORA_FBI_LEAVE_DONATION_TRANSACTION_ANALYSIS_DUTY_HCM to your custom role and regenerate data roles.
NOTE: If you’ve updated your custom roles, you must regenerate your data roles. For more information on regenerating roles, see chapter 21 - Regenerating Roles of the Securing HCM guide in the Oracle Help Center.
Additional Time Dimensions to Time and Labor Subject Areas
The following Time and Labor subject areas have been enhanced to include additional time dimensions based generated custom time attributes and generated global time attributes.

The Generated Global Time Attributes in Reported Entry Details folder contains time attributes defined as Global attributes such as Cost Codes or Input Values. The Global time attributes are General dependent layout components.
NOTE: Time card data is available in the two new folders after the job Import Oracle Fusion Data Extensions for Transactional Business Intelligence process is completed.
This feature allows you to enhance your reporting on Time and Labor subject areas.

SECURITY CHANGES FOR ABSENCES BUSINESS INTELLIGENCE
Absence Management has security changes for Business Intelligence. If you have implemented Absences and are using OTBI for reporting. Please pay special attention to the Role information on the feature Security Enhancements in Absence Related Subject Areas feature. If you have custom roles you will have to run the regeneration process after making your updates. If you have no custom roles no additional action needs to be taken.

REPLACED OR REMOVED FEATURES
From time to time, Oracle replaces existing Cloud service features with new features, or removes existing features. When a feature is replaced the older version may be removed immediately or at a future time. As a best practice, you should use the newer version of a replaced feature as soon as the newer version is available.

ORACLE HAS DECOMMISSIONED THE HCM CLASSIC SIMPLIFIED USER INTERFACE IN UPDATE 20B
The new and redesigned HCM Responsive User Experience has been available and promoted as our standard since Update 18B. If you are still using the older HCM Classic Simplified User Interface, you must begin transitioning to the HCM Responsive User Experience, as these older pages will no longer be supported.
For information on the Responsive features, see the HCM Common What's New for Update 18B and 18C. The redesigned features are under a heading for Redesigned User Experience and have groupings by product. Features that have come out from 19A onwards will be in their respective solutions: HCM Common, Global Human Resources, Talent Management, Workforce Management and Workforce Rewards What's News. The feature will be under their product headings. You can open one these solutions such as Workforce Rewards and you will see tabs on the left to easily let you open the different releases to view the responsive features.

We’ve taken the employee and manager self-service pages to the next level by redesigning them to look and behave the same on desktop and mobile devices. We’ve also changed the look and feel of the pages to provide a better experience for end users.
Pages and messages look more modern and use simpler, more conversational language so that you can more easily read and understand content across all devices. The pages are clutter-free and clean and display only those fields that are required to complete the task. You can personalize the pages and add more fields that are hidden by default. For most self-service tasks, you’re asked what you want to do, and the task is broken down into a series of steps based on your choice.

KNOWN ISSUES / MONTHLY AND STATUTORY MAINTENANCE PACK
Oracle publishes a Known Issues document for every Update to make customers are aware of potential problems they could run into and the document provides workarounds if they are available.
Oracle also publishes Maintenance Pack and Statutory Maintenance Pack documentation of bugs that are fixed in the monthly or statutory patching.
