OCI Migration: Oracle-Managed Migration Continues; Customer-Managed Migration Not Available Any Longer
One of Oracle's latest advancements, Oracle Cloud Infrastructure (OCI) is the foundation of Oracle's second generation cloud. OCI, a purpose-built, best-in-class platform for running enterprise applications, is engineered from the ground up to run mission-critical databases, workloads, and applications while providing end-to-end security. Oracle's data centers around the globe are standardizing on the new OCI architecture which will deliver even greater performance and reliability. There are a lot of EPM Cloud features that are available only in OCI. See Features Available only in OCI EPM Cloud Environments in Getting Started with Oracle Enterprise Performance Management Cloud for Administrators.
Oracle plans to migrate all Classic Commercial environments to OCI by the end of 2023 using monthly migration waves.
Oracle is sending notifications for Oracle-managed migrations. When your environments are scheduled for migration, you will get notification specifying the migration schedule. Follow the instructions in the notification.
For customers whose environments were included in Wave 3 (March 2023 Migration Notification): The migration of application data and users from Classic to OCI environments and the DNS configuration change to route the existing Classic service URLs to OCI environments will occur in the 23.06 (June) monthly update. If you prefer not to have the migration take place in the 23.06 monthly update, please run the skipUpdate EPM Automate command to skip the 23.06 update.
- If your environments are included in Wave 4 (April 2023 Migration Notification), you must already have received your OCI instances. You should go through the optional migration steps, which include setting up SSO and IP Allowlist, and testing based on your requirements. See these information sources:
- Oracle-Managed Migration in Oracle Enterprise Performance Management Cloud Operations Guide
- Tasks to Perform After Cloning Environments in Administering Migration for Oracle Enterprise Performance Management Cloud
- If your environments are included in Wave 5 (May 2023 Migration Notification), you will receive your OCI instances in June 2023.
- If your environments are included in Wave 6, you will be notified on June 5, 2023.
For Migration waves schedule information, see EPM Cloud Classic to OCI Migration Schedule in Oracle Enterprise Performance Management Cloud Operations Guide.
Oracle is no longer accepting any service request for customer-managed migration. If only some of your environments were migrated using Customer-Managed Migration, the remaining environments will be migrated using Oracle-Managed Migration.
NOTE: At this time, the environments hosted in US-Gov and UK-Gov data centers are not eligible for migration to OCI.
Applies to: Account Reconciliation, Enterprise Data Management, Enterprise Profitability and Cost Management, Financial Consolidation and Close, FreeForm, Narrative Reporting, Planning, Planning Modules, Profitability and Cost Management, Tax Reporting
Business Benefit: OCI provides you a purpose-built, best-in-class platform that is engineered from the ground up to run mission-critical databases, workloads, and business processes while providing end-to-end security. This new architecture delivers greater performance and reliability, and a number of EPM Cloud features that are not available in Classic EPM Cloud.

Data Integration is the next generation of the Data Management user interface, enabling users to easily build and manage Cloud EPM integrations. As feature parity between Data Integration and Data Management becomes complete, Data Management features will be turned off, and users will use the new Data Integration user interface instead.
This transition will be gradual; future What's New documents will include information about the first set of planned changes as well as updates about additional changes planned for the future.
All Data Integration features discussed in this document are currently generally available in the Cloud EPM business processes.
Integration definitions built with Data Management are also visible in Data Integration, which enables an easy transition. (Data Integration is a new user interface on the Data Management data model and does not require migration of content from Data Management to Data Integration).
Please note that additional new integration features will only be included in Data Integration, and will not be back-ported to Data Management. Critical bug fixes and security fixes will still be made to Data Management until all features are fully migrated. In addition, all features from Data Management will be migrated to Data Integration with the exception of the following:
- The batch feature will be replaced by the new Pipeline feature. The Pipeline feature is available in this update (23.06).
- The Report Definition feature will not be migrated, only the Report Execution feature. Please note that Account Reconciliation and Financial Consolidation and Close provide a feature to report against the Data Integration relational tables using a custom SQL and a BI Publisher report template.
For reference, please see the Data Integration guide available from the documentation library for your specific EPM business process. Select the desired business process, then Books, and then scroll down to the Administering Data Integration for Oracle Enterprise Performance Management Cloud documentation link.
Applies to: Account Reconciliation, Enterprise Profitability and Cost Management, Financial Consolidation and Close, FreeForm, Planning, Planning Modules, Tax Reporting
Business Benefit: Data Integration is the next generation of the Data Management user interface. It enables users to build and manage Cloud EPM integrations more easily.
Key Resources
Virus Scan on Uploaded Files in OCI (Gen 2) Environments
Service Administrators can now enable virus scan on the files being uploaded to OCI (Gen 2) environments using the new EPM Automate command or REST API introduced in this update. Scanning files before they are uploaded prevents the possibility of uploading viruses to the environment.
Applies to: Account Reconciliation, Enterprise Data Management, Enterprise Profitability and Cost Management, Financial Consolidation and Close, FreeForm, Narrative Reporting, Planning, Planning Modules, Profitability and Cost Management, Tax Reporting
In any EPM Cloud business processes there are user-initiated procedures that require file upload, attachment, importing, or saving.
Some examples are:
- Uploading a file to load data into the application
- Attaching a file to a cell in a Planning form
- Uploading a doclet to a report package in Narrative Reporting
- Saving a file to the Library folders under Documents in Profitability and Cost Management
- Importing tasks into templates in Task Manager
- Uploading a photo image in User Preferences in any EPM Cloud business process
When virus scan is enabled, and a virus is detected in a file during an applicable supported operation, the file is not saved in the environment.
Business Benefit: Enabling virus scanning helps you enhance the security of your OCI (Gen 2) environment by ensuring that no one can upload infected files to the environment.
Steps to Enable
EPM Cloud Service Administrators enable virus scan using the new EPM Automate command or REST API described in EPM Automate Updates and REST APIs for Virus Scan in OCI (Gen 2) Environments.
Key Resources
- Virus Scan on Uploaded Files in OCI (Gen 2) Environments in Getting Started with Oracle Enterprise Performance Management Cloud for Administrators
- Working with EPM Automate for Oracle Enterprise Performance Management Cloud
- REST API for Oracle Enterprise Performance Management Cloud
A new version of EPM Automate is now available. This version introduces the getVirusScanOnFileUploads and setVirusScanOnFileUploads commands. These commands provide additional security during file uploads in OCI (Gen 2) environments by allowing you to turn on virus scan on the files being uploaded. Scanning files before they are uploaded prevents the possibility of uploading viruses to the environment. Additionally, a new optional parameter messageType has been added to the validateModel command to record validation status. Also, commands that perform Access Control functions (assignRole, addUsertoGroups, addUserstoGroup, createGroups, deleteGroups, removeUserFromGroups, removeUsersFromGroup, roleAssignmentReport, unassignRole, and userGroupReport) have been enhanced so that they can be run also by users assigned to the Access Control Manager application role, which is a new role available only for Oracle Enterprise Data Management Cloud at this time.
Applies to: Account Reconciliation, Enterprise Data Management, Enterprise Profitability and Cost Management, Financial Consolidation and Close, FreeForm, Narrative Reporting, Planning, Planning Modules, Profitability and Cost Management, Tax Reporting.
getVirusScanOnFileUploads Command
This command lists whether the virus scan on uploaded files is enabled on your OCI (Gen 2) environment.
setVirusScanOnFileUploads Command
This command enables the virus scan before a file is uploaded to an OCI (Gen 2) environment. Only virus free files are uploaded to the environment. By default, the virus scan is disabled.
New messageType for validateModel Command
The validateModel command for Enterprise Profitability and Cost Management has been enhanced with the messageType optional parameter. This parameter enables you to capture model validation status in the validation output file.
Updates to Access Control Group and Role Management Commands
The assignRole, addUsertoGroups, addUserstoGroup, createGroups, deleteGroups, removeUserFromGroups, removeUsersFromGroup, roleAssignmentReport, unassignRole, and userGroupReportand commands have been enhanced so that they can also be run by a user assigned to the Access Control Manager application role. This is a new role introduced in this monthly update only for Enterprise Data Management Cloud.
Business Benefit: The getVirusScanOnFileUploads and setVirusScanOnFileUploads commands help you enhance the security of your OCI (Gen 2) environment by ensuring that no one can upload infected files to the environment. Update to the validateModel command brings its behavior in line with screen-based model validation. Changes to the Access Control group and role management commands provide for delegation of duties so that a user who is not assigned to the Service Administrator predefined role can manage groups and roles.

Grant Multiple Permissions to Applications and Dimensions for Same User or Group
Users and groups can be granted multiple permissions to a selected application or dimension. The permission report and audit pages now support multiple permissions to an application or dimension for the same user/group.
Business Benefit: This provides users the ability to manage metadata while having limited data access, which requires the combination of multiple permissions such as Metadata Manager and Participant.
Key Resources
- Inclusive and Additive Permissions in Administering and Working with Oracle Enterprise Data Management Cloud
Hierarchy Set for Node Objects in Expressions
Hierarchy set information is accessible within an expression to allow for conditional logic based on the hierarchy set of a node in a viewpoint. The HierarchySet attribute on a Node object can be used to identify the hierarchy set of the current node, a related node in the viewpoint, or a source node.
Business Benefit: This enables expressions for calculated parents, derived properties, custom validations, and policy filters to behave differently based on the hierarchy set of a viewpoint.
Key Resources

Identify Extract Type from Dimension Inspector
The extract type (Full or Incremental) is displayed for extracts on the Extracts tab of the Dimension inspector.
Business Benefit: This enhancement helps users identify the extract type when browsing extracts for a dimension, which is helpful when determining which extract to select or whether a new extract needs to be created.
Identify Viewpoint Class from View Inspector
The viewpoint class (Normal or Time Labeled) is now available for viewpoints displayed on the Viewpoints tab of the View inspector.
Business Benefit: Displaying the viewpoint class enables users to quickly identify which viewpoints in a view are normal vs. time labeled.
Improved Subscription Handling for Insert and Property Update Actions
Subscriptions have been improved to ensure proper synchronization of changes in the following scenarios:
- Added nodes in source viewpoint which already exist in the target node type and should be inserted into the target viewpoint
- Inserted nodes in source viewpoint which do not exist in the target node type and need to be added to the target viewpoint
- Property updates from a hierarchy viewpoint to a list viewpoint when using a top node filter
Business Benefit: In these exceptional cases, this improvement helps subscriptions to properly synchronize the changes from a source viewpoint to target viewpoints.
Inspect Compare Profile from Compare Pane in Open View
Predefined compare profiles can be inspected from the Compare Viewpoints pane in an opened view. This allows for easy access to the details of the compare profile and enables view owners to quickly modify the compare parameters if necessary.

Metadata Manager Permission for Applications and Dimensions
A Metadata Manager permission can be granted to users and groups to allow them to create, edit, and delete metadata objects without giving them access to data. Metadata Manager permission can be assigned at the application or dimension level. This permission allows for administration of all metadata objects in an application or dimension including node types, hierarchy sets, converters, custom validations, permissions, and policies. Metadata managers must be granted an additional permission in order to give them access to data in the application or dimension.
Business Benefit: This enhancement provides the ability to grant users and groups permissions at a more detailed level. For example, a user may need to manage metadata in an application but should not be able to access the data within it or delete the application.
Key Resources
- Inclusive and Additive Permissions in Administering and Working with Oracle Enterprise Data Management Cloud
Private and Public Extracts for Dimension Viewpoints
Private extracts can be defined and run by any user with Participant permission or greater to a viewpoint. Public extracts can only be defined by users with Owner or Metadata Manager permission to a dimension. New extracts are created as private and can be separately promoted to public after creation as necessary. Global connections can only be used in public extracts. Pre-existing extracts which were previously created are upgraded to public extracts.
Business Benefit: This provides users who have Participant permission for browsing or editing data in viewpoints the ability to define and run their own extracts from those viewpoints.

Replace Permissions and Policy Groups During Template Import
Import options are available to control how changes to permissions and policy groups are applied during a template preview or import process. By default, new permissions and policy groups from the source template are merged with existing permissions and policy groups in the target environment. A Replace Permissions option can be used to replace existing permissions in the target environment with those from the source template. A Replace Policy Groups option allows for existing policy groups to be replaced with those from the template. The template import options are available on the Templates page of the user interface and the REST API.
Business Benefit: This feature provides a way to ensure that user and group permissions are the same across multiple Enterprise Data Management environments such as Test and Production. It also provides a way to ensure that users and groups assigned to workflow policies are consistent across these environments.

EnableYearlyConsol = True
The EnableYearlyConsol substitution variable can be enabled to improve performance for multi-period consolidations in applications that use the Dense/Sparse Optimization option (where Period and Movement are the Dense dimensions).
This substitution variable is applicable if the application meets all of these conditions:
- The application uses the Dense/Sparse Optimization option (Period and Movement are Dense dimensions)
- You have two or more dirty periods, and two or more hierarchy levels
- The dirty entities are identical across periods
- Equity Pickup sequence is not enabled
ParallelCustomDimDSO = True
This substitution variable improves the performance of the consolidation process in applications with Dense/Sparse Optimization, where the Period and Movement dimensions are Dense dimensions. To see performance improvements, you should set this substitution variable to True.
ParallelCustomDimTranslation = True

Updated Debt Scheduler Calculations in Strategic Modeling
In Strategic Modeling, Debt Scheduler calculations have been updated to support current industry standards using Day Count conventions to calculate elapsed time used in calculating interest.
Additionally, calculations have been updated related to amortization of issue costs and premium/discount for the debt instruments, and use the same Day Count convention you select for calculating interest.
The user interface has been updated to support this enhancement, to improve clarity, and to add additional functionality for interest and other related calculation:
- The Term tab in Debt Scheduler is updated:
- Start Date is now named Issue date.
- End Date is now named Maturity date.
- A new option, Dated date, is the date on which you first pay interest. If you want to pay interest on the Issue date, set Dated date to the day prior to the Issue date.
- A new option, Day Count Convention, lets you choose the day count convention you want Debt Scheduler to use to calculate interest in months of varying lengths.
- The Days option is no longer available; it is no longer needed. Instead, you always select the term length using Issue Date and Maturity Date.
- The Principal tab in Debt Scheduler is updated with a new option: Amortization follows principal allows users to have any amortized costs follow the principal loan amount as it is paid down. If it is not selected, then changes in principal don't cause additional amortization to occur, which is the current behavior.
- The Payments tab in Debt Scheduler is updated for better usability for managing the day of the first payment with a new option: Date of first payment.
- The date of the first payment must be greater than the Issue Date and less than the Maturity Date for the instrument. This option replaces Day of the Month for Payments.
- The Date of First Payment (and the associated Is last day of month checkbox) are active only when the payment frequency is neither Balloon nor Schedule.
- The Interest tab in Debt Scheduler is updated for better usability for managing interest payment date and managing PIK interest payments:
- The Use 360 Day Interest Calculation option is no longer available. Instead we recommend that you select the 30E/360 (ISDA) method for Day Count Convention on the Terms tab.
- Date of first interest payment replaces Day of month for interest payments and Payment day.
- There is a new option for Date of first PIK interest payment.
Business Benefits: The updated option for selecting Day Count Convention gives you more flexibility in determining how to calculate interest and amortization, and gives you more options that align with current industry standards. The user interface changes give you more flexibility for managing payments and interest. Because you can now select the date of the first interest payment, you have more flexibility.
Tips And Considerations
-
Existing models where Use 360 Day Interest Calculation is not selected are converted to the Actual/Actual (ISDA) convention. Existing models where Use 360 Day Interest Calculation is selected are converted to the 30E/360 (ISDA) convention
- Formulas in models built using the Standard Template and the Utility Template are updated so that debt issuance costs are correctly classified according to the most recent FASB guidance.
- Debt Scheduler calculations can run on the Web interface, but you must make any changes to the debt schedule in Smart View.
- Interest will now be calculated using the selected Day Count Convention on days when:
- An interest payment is due.
- The debt balance changes.
- It is the end of the current time period in Strategic Modeling.
- Interest will be calculated using the DCF (day count fraction), which is based on the number of elapsed days since the last interest payment and the number of days in a year, according to the selected Day Count Convention for the instrument.
- Interest is computed on the balance at the beginning of the day.

Enhanced Return to Accrual Deferred Calculation
Tax Reporting has an enhanced process in how deferred tax is calculated with respect to Return to Accrual (Deferred Only) for the National and Regional accounts. The current year tax rate is now different than the Default Return to Accrual Period (P13) - Return to Accrual tax rate and apportionment rate in the prior year(s).
This feature uses the P13 and apportionment rate to tax effect the Return to Accrual (Deferred Only) movement in deferred tax National and/or Regional.
A new custom attribute ApplyPriorYearP13P12DifferenceRate must be applied to the TRCS_RTADO movement member and then deferred tax in the Return to Accrual (Deferred Only) is calculated as below:
- For National: P13 gross amount * Current Year Tax Rate in P13 - P12 gross amount * Current Year Tax Rate in P12
- For Regional: P13 gross amount * Current Year Tax Rate in P13 * Current Year Tax Apportionment in P13 - P12 gross amount * Current Year Tax Rate in P12 * Current Year Tax Apportionment in P12
Business Benefit: This new capability enables the user to have a changed and improved deferred tax calculation with respect to Return to Accrual (Deferred Only) in the deferred tax National/Regional.

Plan to Discontinue Support for Non-Redwood Experience Themes
Oracle's Redwood UX Design is helping organizations improve user productivity, reduce training costs, and increase user satisfaction. As such, it has gained wide adoption across our Oracle Cloud user base. Within Cloud EPM the Redwood Theme has had significant adoption, and major new platform innovations over the past few years have primarily been released only within the Redwood theme. Going forward, future innovations in Cloud EPM and Redwood UX Design patterns are likewise targeted to be available within the Redwood theme only. Customers are encouraged to deploy their applications using Redwood theme only.
In a future update (planned towards February 2024), the ability to choose a non-Redwood theme will be removed. Applications actively using non-Redwood themes won’t be impacted, however the ability to select non-Redwood themes will be removed for new applications. Existing applications that switch to the Redwood theme won't be able to switch back to a non-Redwood theme.
More details are covered in this Cloud Customer Connect session in April 2023: EPM – Why You Should Be Using The Redwood Theme in EPM Cloud
This session covers why users should be adopting the Redwood theme, customizations available within the theme (such as company logo), and the future plans around non-Redwood themes for Cloud EPM.

Calculation Manager Errors and Warnings Enforcement
In a future update, Calculation Manager will enforce the execution of the Errors & Warnings diagnostic tool for any rule being launched, validated, or deployed from it. If there are errors that result from this new process, Calculation Manager will not execute, validate, or deploy the rule. This new process will apply to all new applications once released. Existing applications will have a finite period of time to bypass this new process to allow you to modify the rules that violate the new Errors & Warnings diagnostic analysis. In all cases, existing rules that are already deployed will continue to run as-is without any change in behavior.
Applies to: Financial Consolidation and Close, FreeForm, Planning, Planning Modules, Tax Reporting
Change in Behavior for Grids Created from Groovy and REST APIs for ASO Cubes
In a future update, the suppression behavior for grids created via Groovy DataGridDefinitionBuilder and the exportdataslice REST API for ASO cubes will be made consistent with that of the run time data grids created using the Form Designer. Previously, if a grid was built for an ASO cube in Groovy or REST API, then the system used the NON EMPTY MDX clause to suppress missing rows when the suppressMissingBlocks flag was true. Now, when a grid is built for an ASO cube, it will use the NON EMPTY MDX clause when suppressMissingRows is true, and suppressMissingBlocks will be ignored. This means that ASO grids with suppressMissingRows true and suppressMissingBlocks false will now start using MDX. Likewise, ASO grids with suppressMissingRows false and suppressMissingBlocks true will no longer use MDX. Grids where the suppressMissingRows and suppressMissingBlocks flags had the same value will not be impacted. These changes may result in a change in behavior or performance for some ASO grids. If this happens and is undesirable, consider toggling the value of suppressMissingRows from the builder or the JSON payload in case of the REST API.

ENTERPRISE DATA MANAGEMENT
Query Request API No Longer Returns Workflow Information for Requests by Default
Starting in this update, when using the Query Requests API to retrieve summary information for requests, workflow information (such as request invitees, approvers, and commits) is longer returned by default for performance reasons. Instead, the option to return workflow information is available via a parameter in the API.

Parameter Change in Get Viewpoints in a Given View REST API
Starting in this update, the Get the Viewpoints in a Given View REST API endpoint accepts a new “permissions” parameter to get viewpoints for a user with one or more specified permissions. The original “permission” parameter, which supports only a single permission, is now deprecated.

User Interface Components Upgraded
User interface components were upgraded to provide functional improvements and consistency with the Redwood experience. The following areas of the user interface were affected:
- Viewpoint grid and tree in an open view
- Application registration
- Request inspector
- Navigation lists and filter bars
- Editors for text, date, and numeric input
- Selectors for lists of values
ENTERPRISE PROFITABILITY AND COST MANAGEMENT
Purging of Old Calculation Run Records
Each calculation rule execution logs several statistics about its execution that are used to populate the Calculation Statistics Report. For models with many rules, the volume of these statistics can accumulate quickly. To maintain responsiveness in the Calculation Analysis screen where calculation runs are viewed, Enterprise Profitability and Cost Management automatically purges old calculation run records and their associated statistics when the volume of runs or statistics grows to exceed certain thresholds. If you want to retain a longer history of calculation runs, it is best practice to frequently use the Export to Excel feature in the Calculation Analysis screen to archive calculation runs.
FINANCIAL CONSOLIDATION AND CLOSE
FCCS_Global Assumptions Member
Starting in this update, the FCCS_Global Assumptions member and its descendants (if any), from the Entity dimension are restricted member(s) for On Demand Rules. Financial Consolidation and Close users won’t be able to use the FCCS_Global Assumptions member and its descendants (if any) as Run Time Prompts (RTPs) while running On Demand Rules.
Future Updates to Ownership Management Locking / Unlocking
Currently there is a single Process Management Approval Unit for all instances of a shared entity. As a result, when data for one instance is Locked in Process Management, all instances are Locked. The same Locking logic will apply to Ownership Management. When data is locked for an Approval Unit POV, Ownership Management settings are also locked for the same Approval Unit POV. As noted above, this link from Process Management Locking / Unlocking to Ownership Management settings can be disabled using a Substitution Variable. Note that this ability to disable the link will be temporary.
When future updates to improve Organization-by-Period functionality are made available, there will be one Process Management Approval Unit for each instance of a shared entity rather than one Approval Unit for all instances. When this is first implemented, the same Locking / Unlocking logic will apply. When the Process Management Approval Unit is locked, then both data and Ownership Management settings will be Locked, but on an instance-by-instance basis for shared entities. At this point, the link between Approval Unit Locking / Unlocking and Ownership Management settings Locking / Unlocking will no longer be able to be disabled. This is to ensure that a change in Ownership settings cannot cause Locked data to be impacted.
A further update will then be implemented to provide a little more flexibility in Locking / Unlocking Ownership Management settings. These settings will be able to be Locked before the Process Management Approval Unit for the same POV is Locked. Ownership Management settings will only be able to be Unlocked if the matching Process Management Approval Unit is unlocked. This will allow users to work on updating data without worrying about ownership settings affecting their results. Again, the link and dependency between Locking / Unlocking data and Ownership Management settings will not be able to be disabled.
Posting Data Against Global Assumptions
It is recommended that you do not post data against the Global Assumptions member in the Entity dimension. This member is used to store information such as currency rates. Starting with the July (22.07) update, if you post data against Global Assumptions, an error occurs.
Phased Approvals
If you decide to enable Phased Approvals in your application, take note of the following considerations:
-
You will need to manually modify your Data Status forms to replace the dimension member "FCCS_Status_ApprovalStatus" with the new member "FCCS_Status_ConsolidatedApprovalStatus".
-
If you try to export the application from the March (22.03) update and import it to the February (22.02) update, you must update your Data Status form by changing the dimension member FCCS_Status_ConsolidatedApprovalStatus back to FCCS_Status_ApprovalStatus.
-
Additionally, you will encounter errors during the import because new artifacts related to Phased Approvals are not supported in the February (22.02) update.
Enterprise Journal Dimension Persistence
In a future update, all Enterprise Journal dimension attributes will persist their values once they are set in the Journal.
Consolidation Journal Application Roles Not Automatically Mapped to Any Predefined Role
In a future update, the following consolidation journal-related application roles will no longer be mapped to any predefined role, including Service Administrator.
- Create Journals
- Submit Journals
- Approve Journals
- Post Journals
- Un-Post Journals
- Manage Journal Periods
These roles will need to be explicitly assigned to new users from the Manage Application Role tab of Access Control. However, your existing users who already have these journal roles assigned will continue to have these roles assigned to them.
If you have any concerns, please open a service request.
