In addition to this document you will also want to review the Oracle Human Capital Management Cloud Functional Known Issues and Maintenance Packs (Document ID 1554838.1). These documents identify bug fixes and possible known issues. You will also need to review these documents based in the release update version you are currently on or will be moving to.
Oracle HCM Cloud release documents are delivered in five functional groupings:
Suggested Reading for all HCM Products:
- HCM Cloud Common Features (This document pertains to all HCM applications. It is the base human resource information for all products and HCM Tools.)
- Global Human Resources Cloud (Global Human Resources contains the base application in which other application use for common data such as workforce structures and person information. Regardless of what products you have implemented you may want to see the new features for Global Human Resources that could impact your products.)
NOTE: Not all Global Human Resource features are available for Talent and Compensation products.
Optional Reading for HCM Products (Depending on what products are in your cloud service):
- Talent Management Cloud (All Talent applications)
- Workforce Rewards Cloud (Compensation, Benefits, Payroll and Global Payroll Interface)
- Workforce Management Cloud (Absence Management and Time and Labor)

New Message Added on Manage Person Page
Added a new message directing the user to use the responsive Personal Details page, in the Ethnicity region on the classic Manage Person page. The Edit button is also removed when you're using the responsive page.

Message Added in the Ethnicity Region
The US localization introduced a new 2-part questionnaire for race and ethnicity. But, since the classic Manage Person page wasn't changed to accommodate the new fields, users are being directed to use the Personal Details responsive page instead to record US race and ethnicity.
Steps to Enable
You don't need to do anything to enable this feature.
Key Resources
For more information, refer to the 19D What's New on the Release Readiness site for the following topic:
Oracle Global Payroll Interface supports features to send personal payroll information to third-party payroll providers and then to import processed payroll data into Oracle Fusion Global HR. You can copy and modify predefined extract definitions to meet the requirements of your third-party payroll provider. Before extracting data, payroll coordinators can optionally run the Calculate Gross Earnings process to calculate periodic values to validate gross earnings calculations. If you import processed payroll data or payslips from your third-party payroll provider, the data is available for further reporting and analysis.
ADP Workforce Now Supports W-4 2020 Federal Changes
ADP Workforce Now integration supports the new federal changes in Form W-4 effective from 2020 to comply with the US legislative recommendations. If you are using Run Payroll Interface for ADP Workforce Now integration from Oracle HCM Cloud to third-party payrolls, you must support W-4 form legislative change. This change withholds the correct federal income tax from the employee's pay. You can find new attributes in the integration file extract, which extracts the federal information that the employee enters through Tax Withholding option under Calculation Card.
You can enter values according to your legislative and operational requirements in the Run Payroll Interface for ADP Workforce Now extraction. The application extracts the entered values to the file extract and provides the attributes to the third-party payroll provider.
This table summarizes the attributes under Tax Withholding option under Calculation Card for ADP Workforce Now:

Questionnaire Page

Additional Assignment Info
Steps to Enable
The Assignment Extensible Flexfields section is hidden out-of-the-box. To enable this section in the responsive flow, you must use HCM Experience Design Studio. For setup information about HCM Responsive User Experience, see the following white paper on My Oracle Support (https://support.oracle.com): HCM Responsive User Experience Setup Information (Doc ID 2399671.1)
Tips And Considerations
- The Business Intelligence Publisher (BIP) based approval notifications don’t contain the before and after values of changes made to the EFF data as part of the transaction.
- You can’t selectively hide EFF contexts using the HCM Experience Design Studio.
Human Capital Management for Germany
Oracle Fusion HRMS (Germany) supports country specific features and functions for Germany. It enables users to follow Germany’s business practices and comply with its statutory requirements.
New Value Intersexual for Gender
You can now use the new value Intersexual that's included in the list of values for Sex, to report diverse genders. These are the values you can report:
- F - Female
- M - Male
- ORA_HRX_INTERSEXUAL - Intersexual
- NS - Not specified.

Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
For previous releases, the value Not Specified was used to report diverse genders. You can use the new value Intersexual from this release onwards.
Disability and Reporting Enhancements
You can now enter the disability degree of 20 for coequal employees.

When processing the disability data, the German REHADAT Disability Report picks up all gender values and reports them in the appropriate output file.

Steps to Enable
You don't need to do anything to enable this feature.
Human Capital Management for Austria
Oracle HRMS (Austria) supports country specific features and functions for Austria. It enables users to follow Austria’s business practices and comply with its statutory requirements.

Send Checklist Notifications to Worker's Home Email
You can now send checklist email notifications to the home email address of pending workers and terminated workers in addition to their work email.
Steps to Enable
In order to send the notifications to the home email, you must enable the following profile option.
| Field | Value |
|---|---|
| Profile Option Code | ORA_PER_CHECKLIST_NOTIFY_HOME_EMAIL |
To enable the profile option, navigate to the Setup and Maintenance work area:
- Search for and click the Manage Administrator Profile Values task.
- Search for and select the profile option.
- Click to add a new Profile Value.
- Select the Level as Site.
- Enter a Y in the Profile Value field.
- Click Save and Close.
Tips And Considerations
- When the profile option is set to Y and the pending or terminated worker has a work email specified as well, then the notification will go to both work and home emails.
- The notification email will always be sent to the Work email if the person is an active employee or contingent worker.
- The notification email to personal email (Email type H1 'Home') won't be sent if the person has an active employee or contingent worker assignment with the primary flag set as Y on the date when the task is initiated.
- The user can’t take any action (mark complete or not applicable) from the notification received on the home email, as such emails aren't actionable and won't have actionable links.
Enhanced Electronic Signature for Checklist Tasks
You can leverage the electronic signature checklist task type that now includes the following enhanced features:
- Storage of the IP address of the device from which the electronic signature was provided by the signer.
- Storage of the electronically signed document, based on a custom BI template, directly in Document Records.

Electronic Signature Set Up

Performer Task Page

Signed Document in Document Records
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
- If a report path has been configured in the task definition, then it's mandatory to provide a document type.
- When the electronic signature task is marked complete, then the document record gets created for the specified document type and the signed document is stored as an attachment for that document record.
- The IP address will be stored in the database and displayed on the UI and signed BI Template (if the attribute is added in the custom template).
- If no report path is configured in the task definition, then it's the basic electronic signature (i.e. no document record is created and no IP address is stored or displayed).
Quick Navigation Using Deep Link in Checklist Task Notification
You can improve user experience and reduce multiple clicks for users with the direct navigation to the task from the checklist task notification. Previously, users were taken to the Onboarding or Checklist tasks landing page, they can now directly go to that specific task page by clicking the task URL.

Link from Task Notification

Task Page
Steps to Enable
You don't need to do anything to enable this feature.
Improve User Experience of Checklist Task Notes
If you don't want to use the default Notes header for a task it's now possible to completely hide it or change it to something that's relevant to the task. For example, Task Instructions or How to Perform this Task.
The options that you can specify per task are:
- Hide the Notes header
- Change the Notes header

Configure Task Notes Header

Changed Notes Header
Steps to Enable
You don't need to do anything to enable this feature.
Move Generated Report from Checklist Tasks Into Document Records
As part of Onboarding a worker, you may want to present information from various functional areas of HCM to the worker to review. You can do this by building a custom report. You may also want to store this generated report to the worker's document records as a future reference of what the worker reviewed as part of their Onboarding.

Report Task Set Up

Report Created in Document Records
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
- You configure the report task type by providing a document type.
- When the Report task is marked as complete, the document record gets created for the specified document type. This report is then stored as an attachment for that document record.
Delete Allocated Checklists Using HDL
You now have the ability to delete allocated checklists using HCM Data Loader (HDL).
Steps to Enable
You don't need to do anything to enable this feature.
Key Resources
For more information on HCM Data Loader (HDL), see the Oracle Human Capital Management Cloud Integrating with HCM guide on Oracle Help Center.
Disposal of Document Records and Delivery Preferences from HCM Cloud
You can now effectively manage organization and individual data protection requirements for document records and document delivery preferences. These business objects can be removed only for terminated workers using the Remove Person Information feature.

Remove Business Objects
Steps to Enable
You don't need to do anything to enable this feature.
Enhanced Security for Employment-Related Approval Notifications
Approvers having access to workers' employment information can now also view their assignment data in the employment-related approval notifications. Even if the approvers don’t have the access to initiate employment transactions for workers, they can now view their assignment data from the approval notifications. For example, the approver of a promote transaction can now view the promotion details section in the approval notification in this scenario: The approver doesn’t have access to initiate promotion for the worker, but has access to the Employment Info page of the worker.
However, the approver still can’t edit the promote transaction.

Approval Notification for a Promote Transaction
We have enhanced the scope of security for employment-related approval notifications by securing them with an additional privilege named View Employment Information Summary Data. This privilege is in addition to the existing data security privilege provided for the approval notifications.
Steps to Enable
Make the feature accessible by assigning or updating privileges and/or job roles. Details are provided in the Role section below.
Tips And Considerations
-
This enhancement applies only to the assignment-related section of the notification. Other sections continue to be secured as earlier.
-
If the approver doesn’t have access to the salary of the worker, then the salary details won’t be displayed in the notification.
- Approvers can’t edit the employment transaction of workers if they don’t have the appropriate manage privilege for the transaction.
Role Information
This table shows the aggregate privileges that support features in this update and the predefined roles that inherit them.
| Data Privilege Name and Code | Aggregate Privilege Name and Code | Job or Abstract Role |
|---|---|---|
| View Employment Information Summary Data PER_VIEW_EMPLOYMENT_INFORMATION_SUMMARY_DATA | View Employment Information Summary ORA_PER_VIEW_EMPLOYMENT_INFORMATION_SUMMARY | Employee Contingent Worker Line Manager Human Resource Analyst Human Resource Specialist |
If you are using the predefined roles, no action is necessary. However, if you are using custom versions of these roles, you must add these aggregate privileges to your custom roles to use this feature. See the Release 13 Oracle Human Capital Management Cloud Security Upgrade Guide on My Oracle Support (Document ID 2023523.1) for instructions about implementing new functions in existing roles.
Data Comparison in Notification Message After Approval
We have enhanced the ability of users to review the data changes in the notification message before and after the approval process. The post-approval notification message will now display the data comparison between the values before and after the approval process.

Data Comparison in Post-Approval Notification Message for Promotion Flow
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
- This feature enhancement is applicable to these scenarios:
- Transaction initiated only from responsive pages.
- Approval Required as well as FYI notifications.
- Employment transaction approval that doesn't have bypass approval enabled. If approval has been set to Bypass, then a notification isn't generated.
- This feature doesn’t support the Delete Assignment and Cancel Work Relationship transactions.
- The before and after changes for assignment EFF data is still not displayed in the post approval notifications.
- New data models and business intelligence (BI) templates have been delivered to support this feature. The post approval notifications use a different data model and BI template. Therefore, your existing customizations will not apply to the post approval data models and BI templates. If you require similar changes in the post approval notifications, you need to repeat the same customization on the new data models and BI templates.
Default Display of National Identifier Section
All fields in the National Identifier section are enabled and editable when you edit a worker in the following tasks:
- Convert Pending Worker
- Edit Pending Worker
- Create Work Relationship
If the National Identifiers region is required, the region now expands and displays all the visible fields if there are no national identifiers. This is now consistent with the user experience of the Add Person responsive UI. You no longer have to click the Add button to enter the national identifier values. You can also add multiple IDs in the same flow. If the national identifier was previously specified, then you can edit the ID in the task.
If you make the National Identifiers region required in the Transaction Design Studio, and the user does not enter any values at all, an error message appears reminding them to complete this section before continuing on to the next section.

Edit Pending Worker Configuration in Transaction Design Studio
This section will display all the fields and you can edit them when any field in the section is specified as required in the Transaction Design Studio.

Create Work Relationship Flow Configuration in Transaction Design Studio to Display NID Fields
Steps to Enable
- Access the HCM Experience Design Studio within a sandbox
- Create a page configuration rule, on the Transaction Design Studio tab:
- Select Create Work Relationship from the Actions list of values
- Click the Add button.
- Enter the basic details for the new national identifier section behavior.
- In the Available Attributes region, select Personal Details from the Data Source list.
- Change the value to Required for the National Identifiers Region.
- To configure the individual national identifier fields, select National Identifiers from the Data Source list.
- Change the values for Required and Visible as per your requirement.
- Save.
- Apply the sandbox.
Tips And Considerations
-
You can't independently configure the Convert Pending Worker, Rehire or Renew flows in the Transaction Design Studio. To configure these flows, you must edit the Create Work Relationship flow in the Transaction Design Studio. The Create Work Relationship flow configuration applies to the Create Work Relationship, Rehire, Renew, and Convert Pending Worker flows.
-
The error message for the required values isn't displayed for the national ID region if the user submits the transaction directly from the When and Why section. This is the expected behavior since the user didn’t move to the national ID region.

Include Comments and Attachments When Submitting Share Transactions for Approval
Comments and Attachments are added to the Share Data Access and Share Personal Info transactions. Now you can include a justification when submitting the transactions for approval. You can also configure the attributes as required or not required and visible or not visible in the Transaction Design Studio.

Comment and Attachments in Share Data Access Task

Comments and Attachments Section in Share Personal Info Task
Steps to Enable
You don't need to do anything to enable this feature.
Tips And Considerations
- Comments and Attachments will only display if the Share transaction is configured for approvals. If the transaction is set to bypass approvals, the attributes will not display.
- Share Data Access includes a separate Notes attribute. The Notes attribute remains with the transaction after approval, and may be useful to capture details of why the access was shared. The Comments attribute is not visible on the page after the transaction is submitted.
Global HR Redesigned User Experience

These redesigned pages are both responsive and easy to use on any device, with a modern look and conversational language. Clutter-free pages, with clean lines and just the essential fields, can be personalized to suit.
Additional Transaction Design Studio Support for Share Personal Info Task
The Share Personal Info task has enhanced configuration capabilities in the Transaction Design Studio. You can now set Citizenship, Legislative Info, National Identifiers and Personal and Contact Info sections of the page to 'Not visible'.
In the example below, the transaction has been configured for use in employment verification. The citizenship, legislative, and national identifier attributes are not required. The transaction has been configured to make these sections 'Not visible'.

Sample Rule for Share Personal Info
Steps to Enable
- In order to enable the share personal info flow, you must enable the following profile option and have enabled the HCM_RESPONSIVE_PAGES_ENABLED profile option. If you have not enabled the HCM_RESPONSIVE_PAGES_ENABLED profile option, please see following white paper: HCM Responsive User Experience Setup Information (Document ID 2399671.1).
Field Value Profile Option Code PER_SHARE_RESPONSIVE_ENABLED
NOTE: This step of enabling profile is for existing customers only. New customers starting with 19D or a later release do not need to setup these profiles, as the new responsive screens are delivered by default.
Search for and click the Manage Administrator Profile Values task. To enable the profile option, navigate to the Setup and Maintenance work area:
- Search for and select the profile option.
- Click to add a new Profile Value.
- Select the Level as Site.
- Enter a Y in the Profile Value field.
- Click Save and Close.
- Access the HCM Experience Design Studio within a sandbox
- Create a page configuration rule, on the Transaction Design Studio tab:
- Select Share Personal Info from the Actions list of values.
- Click the Add button.
- Enter the basic details.
- In the Page Attributes region, select "Add Recipient" from the Region dropdown.
- Change the visibility setting for each of the sections.
- Save.
- Apply the sandbox.
Tips And Considerations
- The Employment Info section must be set to Visible; it is not available for configuration
- Attributes within the sections are not available for configuration

ORACLE CURRENTLY PLANS TO DECOMISSION THE HCM CLASSIC SIMPLIFIED USER INTERFACE IN UPDATE 20B
The new and redesigned HCM Responsive User Experience has been available and promoted as our standard since Update 18B. If you are still using the older HCM Classic Simplified User Interface, please begin transitioning to the HCM Responsive User Experience.
For information, video links and next steps, please see Document ID 2399671.1 - HCM Responsive User Experience Setup Information
Highlights of New User Interface:
We’ve taken the employee and manager self-service pages to the next level by redesigning them to look and behave the same on desktop and mobile devices. We’ve also changed the look and feel of the pages to provide a better experience for end users.
Pages and messages look more modern and use simpler, more conversational language so that you can more easily read and understand content across all devices. The pages are clutter-free and clean and display only those fields that are required to complete the task. You can personalize the pages and add more fields that are hidden by default. For most self-service tasks, you’re asked what you want to do, and the task is broken down into a series of steps based on your choice.
